N. Korea fires ballistic missiles as Trump prepares for Asia trip

SEOUL — North Korea fired what appeared to be multiple short-range ballistic missiles on Wednesday, South Korea’s military said, a week before a key Asia-Pacific leaders’ meeting in South Korea.

It was the first launch of ballistic missiles since May by Pyongyang, which has defied a United Nations Security Council ban on the weapons.

It was also the first such launch since Lee Jae Myung was elected president in South Korea, with a platform of engagement with North Korea.

Mr. Lee and US President Donald J. Trump are expected to meet in South Korea next week at a summit of the Asia-Pacific Economic Cooperation (APEC) forum. Mr. Trump is also expected to meet Chinese President Xi Jinping.

South Korea detected several projectiles believed to be short-range ballistic missiles fired from an area near North Korea’s capital, Pyongyang, in a northeasterly direction early on Wednesday, its Joint Chiefs of Staff said in a statement.

TRUMP TO VISIT SOUTH KOREA
Mr. Lee and Mr. Trump have discussed the idea of trying to meet North Korean leader Kim Jong Un when the American president visits the South, but Pyongyang has not publicly responded to the idea.

US officials considered, but never confirmed, a trip to the demilitarized zone (DMZ) separating the two Koreas, according to a person familiar with the discussions.

South Korea has suspended tours of the Joint Security Area at the inter-Korean border village of Panmunjom until early November, but has not confirmed any plans for a meeting with Mr. Kim.

Mr. Trump and Mr. Kim held three summits during Mr. Trump’s 2017 to 2021 first term and exchanged a number of letters that Mr. Trump called “beautiful,” before the unprecedented diplomatic effort broke down over US demands that Mr. Kim give up his nuclear weapons.

In September, Mr. Kim expressed “fond memories” of Mr. Trump saying there was no reason to avoid talks with the US if Washington stopped insisting his country give up nuclear weapons, but he would never abandon the nuclear arsenal to end sanctions.

“It is not at all inconceivable that Donald Trump could here in Washington, DC, say, ‘Denuclearization, that’s our goal, that’s our policy’ and then go up to Panmunjom and say, ‘Oh, you know, Kim Jong Un is a nuclear power,’” said Victor Cha, with the Center for Strategic and International Studies. “Even if it’s a short meeting, in the broader scheme of things, with all that the United States has to deal with these days, it wouldn’t necessarily be a bad thing.”

Andrew Yeo, a senior fellow at the Brookings Institution, said while a Trump-Kim meeting was not impossible, the US President’s known schedule and timing might make it unlikely.

“Trump’s only there for one night, two days, and because of the Xi-Trump meeting, that’s probably taking up all the bandwidth or resources of the US government,” he said.

MULTIPLE MISSILES LAUNCHED
Nuclear-armed North Korea has steadily upgraded its missile capabilities over the past decade defying multiple United Nations sanctions, having test-launched long-range ballistic missiles with potential ranges to strike the US mainland if fired at a trajectory calibrated for that purpose.

South Korea’s military said it had detected movements ahead of the launch, then tracked the projectiles after they were fired and flew about 350 km (217 miles), the military said.

The missiles appeared to have fallen inland, a military official separately said.

Japan’s new Prime Minister Sanae Takaichi said there was no impact on Japan’s security from the North Korean missile launch and Tokyo was sharing real-time information with the US.

North Korea last launched ballistic missiles on May 8 when it fired multiple short-range missiles from its east coast.

Qatar and US urge EU to reconsider sustainability rules for LNG trade

QATAR and the US have written to European Union (EU) heads of state expressing deep concern over corporate sustainability rules and their potential impact on liquefied natural gas (LNG) exports, according to a statement from QatarEnergy on Wednesday.

Last week, Qatar’s energy minister, Saad al-Kaabi, told Reuters that Qatar will not be able to do business in the EU, including supplying Europe with LNG to plug its energy gap, if further changes are not made to its Corporate Sustainability Due Diligence Directive.

The letter signed by Mr. Kaabi and US Energy Secretary Chris Wright said the directive “poses a significant risk to the affordability and reliability of critical energy supplies for households and businesses across Europe and an existential threat to the future growth, competitiveness, and resilience of the EU’s industrial economy.”

The EU rule requires larger companies operating in the EU to find and fix human rights and environmental issues in their supply chains or face financial penalties.

Last week, the European Parliament’s legal committee backed plans to water down the law, having faced pushback from companies, but Mr. Kaabi said the changes did not address key concerns. — Reuters

World Court to give opinion on Israel’s obligations to allow aid to Palestinians

THE HAGUE — The United Nations’ top legal body, the International Court of Justice, will issue an advisory opinion on Wednesday on what Israel’s obligations are to UN and other aid organizations trying to work in Gaza and the West Bank.

The opinion, which was requested by the UN General Assembly in December, will be closely watched as it could have effects beyond the Gaza conflict. It is expected to address the protections states must provide for UN staff worldwide.

Advisory opinions of the ICJ, also known as the World Court, carry legal and political weight, but they are not binding and the court has no enforcement power.

In April this year lawyers for the United Nations and Palestinian representatives at the ICJ accused Israel of breaking international law by refusing to let aid into Gaza between March and May.

Since then some humanitarian aid has been allowed in but UN officials say the relief is nowhere near what is needed to ease a humanitarian disaster.

The 20-point ceasefire plan mediated by the US earlier this month allows for 600 trucks of aid a day into Gaza. Israel has previously accused Hamas of stealing food delivered into the enclave, which it denies, and has said the aid restriction was to put pressure on the militant group.

Israel did not appear before the ICJ in hearings but did submit its legal position in writing. In April, Israeli Foreign Minister Gideon Saar dismissed the hearings as a “circus” and said the court was being politicized.

The request for an ICJ opinion was prompted by a 2023 Israeli law that banned UN Palestinian refugee agency UNRWA from operating in the country, as it said the organization had employed members of Hamas who took part in the attacks on Israel on October 7, 2023.

The UN said in August last year that nine UNRWA staff may have been involved in the Hamas assault and had been fired. Another Hamas commander, confirmed by UNRWA as one of its employees, was killed in Gaza in October 2024, according to Israel.

In an earlier 2024 advisory opinion, the ICJ found that Israel’s occupation of Palestinian territories is illegal and should end immediately. The court also said that Israel had human rights obligations to the Palestinians because of its position as an occupying power.

DoT inks partnerships to promote local destinations, MSME growth

The Department of Tourism (DoT) launched two separate partnerships on Tuesday, which aim to support the growth of local vendors and promote local destinations.

Under the agency’s partnership with TikTok, tourism micro, small, and medium enterprises (MSMEs) would undergo a one-day training or “educational sessions” focused on utilizing the platform’s tools to boost their sales and expand their market.

“I think the beauty of this partnership is that it aligns the platform with the (DoT’s) objectives. The platform of TikTok, which has a global reach, and the objectives of Philippine tourism, which seeks to benefit the entire nation,” Tourism Secretary Ma. Esperanza Christina G. Frasco told reporters at the sidelines of the launch.

According to TikTok Philippines Public Policy Head Yves P. Gonzalez, the program will follow a three-module “Content Camp” that covers topics on content creation, live selling, and advertising.

“Our target here is to help the MSMEs, specifically those who are not yet using the platform, and level up those who are already using it,” Mr. Gonzales said. “It’s about really empowering them with digital skills to allow them to level up.”

The tourism chief noted that the program will be piloted in Metro Manila and Cebu in November to help small hotels, restaurants, souvenir shops, travel agencies, and tourism groups.

“I specifically mentioned Cebu, whose tourism industry in the north has been utterly devastated by the recent earthquakes,” she said. “So, they are one of the targets that we are targeting to give intervention in terms of this partnership with TikTok.”

“Let’s remember that many people are using TikTok. It’s a very popular platform. And so, the Department of Tourism wishes to help as many tourism stakeholders as possible,” she added.

The first batch of the TikTok training program will open to at least 50 DoT-accredited businesses in a hybrid setup. Other interested applicants can express their intention to join through the agency’s regional offices.

“Our TikTok team and the central office team will put together the names of those endorsed by the regional office, and we will have the list of names,” DoT Assistant Secretary Sharlene Zabala-Batin said.

The DoT earlier reported that around 1,200 tourism workers in Cebu were displaced by the magnitude 6.9 earthquake that struck the province on September 30.

The Department of Labor and Employment (DOLE) has also extended its support to over a thousand affected workers by allocating P11 million for the TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) program.

IBP PARTNERSHIP
In a separate partnership with the Integrated Bar of the Philippines (IBP), the DoT launched a privilege card for lawyers in “good standing” to encourage local travel and tourism spending.

“Their jurisdiction is national, not just during their conventions but also in the handling of cases in courts all over the country,” Ms. Frasco told reporters. “So, then it’s a constant stream of income for our local tourism destinations.”

The IBP privilege card offers discounts and special rates at DOT-accredited enterprises, including hotels, resorts, travel agencies, and tour operators.

The IBP National Director and Chairman Allan G. Panolong said that about 48,000 good-standing lawyers could register for the IBP privilege card.

“If they did not pay their membership dues, lawyers are ineligible to avail the program,” Mr. Panolong said. “We give the list to the Department of Tourism to ensure that only qualified lawyers can avail.”

The Tourism chief noted that one of the factors considered for the partnership is lawyers’ travel behavior. “So when they travel, it’s not just them; they also bring their families with them.”

By travelling with their families, Ms. Frasco underscored how lawyers contribute more to domestic tourism expenditures and tourism stakeholders.

“They don’t just stay overnight; they stay for several days. It’s not only their hotel stays and airline tickets that contribute, but also the ancillary services – the places where they eat, their transportation, shopping, and souvenirs,” she said.

“The continuous stream of lawyers, members of the IBP, that travel across the country stimulates our local economies,” she added.

Apart from the privilege card, IBP will also offer free legal consultations, training, and representation to qualified DoT-accredited individuals and establishments to safeguard tourism workers and businesses during disputes and crises.

Tropical Depression Salome threatens to hit Batanes, Signal no. 1 up in Luzon

Tropical Depression Salome may make landfall or a close approach over Batanes on Wednesday evening, prompting the hoisting of Tropical Cyclone Wind Signal No. 1 in parts of Luzon, according to the state weather bureau. 

“Strong winds and heavy rainfall are possible, with about 50 to 100 millimeters of rain expected in the Batanes area,” Leanne Marie Loreto, weather specialist of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said during a 2:00 p.m. press briefing in Filipino. 

“Flash floods and landslides are possible when we experience this level of heavy rainfall,” she added. 

Salome, which developed into a tropical cyclone a few hours ago, was located 255 kilometers northeast of Basco, Batanes, and is moving almost stationary, according to PAGASA’s 2:00 p.m. bulletin. 

It has maintained its strength, packing maximum sustained winds of 55 kilometers per hour (kph) near the center and gustiness of up to 70 kph. 

PAGASA has hoisted Signal No. 1 in some areas of Luzon, where strong winds are expected within 36 hours. These areas include Batanes, the western portion of the Babuyan Islands, and the northwestern portion of Ilocos Norte, including Bangui and Laoag City. 

The bureau is also not ruling out the possibility of raising Signal No. 2, where gale-force winds are expected, if Salome intensifies into a tropical storm. 

During the forecast period, PAGASA warned of very rough sea conditions, particularly along the seaboards of Batanes, the Babuyan Islands, and Ilocos Norte.

PHL targets growth of Muslim tourist arrivals

The Department of Tourism (DoT) launches the Muslim-Friendly Travelogue on Tuesday, which highlights food, destinations, and accommodations relevant for Muslim travelers. — ALMIRA S. MARTINEZ

The Department of Tourism (DoT) said it aims to attract more Muslim tourists by the end of the year, following the launch of the agency’s Muslim Travelogue.

“The arrival growth of the travelers from Muslim majority countries has reached 10% this year,” Tourism Secretary Ma. Esperanza Christina G. Frasco told reporters at the sidelines of the launch on Tuesday.

“That reflects an upwards trajectory, and it shows that our strategies to attract Muslim travelers is working,” she added.  “We continue to invite our friends from Muslim-majority countries to contribute to our international arrivals.”

The three-volume travelogue aims to be a “practical guide” that provides significant information on cultural context, culinary heritage, and travel destinations relevant to Muslim travelers across the country.

The first volume of the travelogue covers the historical, cultural, and legal foundations of Islam in the Philippines. Meanwhile, the second and third volumes highlight the best Muslim-friendly and halal food spots and destinations.

“We are hopeful that, through all of these interventions we’re providing, to communicate that the Philippines is ready for Muslim travelers that more and more of them would come,” Ms. Frasco said.

The agency reported visitor arrivals from Islamic and Muslim-majority countries reached 613,329 in 2024, a 23.7% increase from the 496,724 record in 2023.

The Tourism chief noted that Malaysia remains in the country’s top ten Muslim-majority market sources, as well as Indonesia, Brunei, the United Arab Emirates (UAE), and the Middle East.

In the 2025 Arabian Travel Market (ATM), a business-to-business travel exhibition, the Tourism Promotions Board (TPB) reported P1.18 billion in sales leads, up by 233% from the previous year.

Building on its successful participation in previous years, the Philippines will join the 2026 ATM in May to attract more tourists from the Middle East.

“My directive to the TPB is to make sure that the presence of the Philippines is always felt in the regions that will have the most impact in terms of arrival and livelihood from Muslim-majority countries,” Ms. Frasco said. — Almira Louise S. Martinez

UN cybercrime pact to be signed in Hanoi raises hopes, concerns

HANOI — A landmark UN cybercrime agreement aimed at curbing offenses that cost the global economy trillions of dollars annually is set to be signed by representatives from dozens of states in Hanoi this weekend, despite criticism over human rights risks.

The convention, which would come into force after it is ratified by 40 states, is an unprecedented move that the United Nations expects will make responses to cybercrime quicker and more effective.

Activists, major technology companies and the UN High Commissioner for Human Rights have warned about possible abuses from its vague language on crime, with some saying it would facilitate rather than combat illegal activities.

The list of signatories has not been released, though the European Union and Canada are set to sign the pact, which they said included safeguards to protect human rights. The US State Department declined to say whether a US representative will attend the signing ceremony.

VIETNAM’S APPROPRIATENESS AS HOST QUESTIONED
Vietnam’s selection as host has drawn criticism due to its human rights record. In a report in August, the US State Department cited “significant human rights issues” in Vietnam, including restrictions on online freedom of expression.

At least 40 people have been arrested this year in Vietnam, for alleged crimes including online postings against the state, according to Human Rights Watch.

The one-party Communist nation expects to raise its international profile by hosting the event and sees the pact as a tool to boost its cyber defenses, Vietnamese officials said.

UN Secretary-General Antonio Guterres is scheduled to attend the signing ceremony on Saturday.

CRITICS DUB PACT ‘SURVEILLANCE TREATY’
The Cybersecurity Tech Accord, a coalition that includes Meta and Microsoft, has labelled the pact “a surveillance treaty” that facilitates the exchange of personal data among governments and risks “making it easier, not harder, for criminals to engage in cybercrime.”

The convention targets a broad spectrum of offences from phishing and ransomware to online trafficking and hate speech, the UN has said, citing estimates that cybercrime costs the global economy trillions of dollars each year.

But the UN High Commissioner for Human Rights warned during treaty negotiations that “laws with overly broad definitions of cybercrime are frequently used to impose undue restrictions on the right to freedom of expression.”

Raman Jit Singh Chima of Access Now, an advocacy group, said the treaty could facilitate the extradition of individuals persecuted by their governments. The signing in Vietnam “sends a very bad signal” to human rights defenders, he added.

Vietnam is experiencing an escalation of cyberattacks targeting critical infrastructure and big corporations, Le Xuan Minh, head of cybersecurity at the public security ministry, told a press conference this month, noting more international cooperation could help identify perpetrators.

The UN Office on Drugs and Crime (UNODC), which led the treaty talks, said the agreement includes provisions to protect human rights and allows states to reject cooperation requests that conflict with international law.

Activists and tech firms have also voiced concern that the treaty could criminalize ethical hackers who test systems for vulnerabilities, especially when their findings expose sensitive government flaws.

The UNODC said the convention “encourages” states to enable legitimate research activities. — Reuters

Samsung’s Galaxy XR headset to take on Apple with help from Google and Qualcomm

SAMSUNG Electronics released its Galaxy XR extended reality headset on Tuesday, counting on AI features from Google to propel it into the nascent and uncertain market of computing-on-your-face that is dominated by Meta and Apple.

The headset, resembling those made by others such as Meta, will cost $1,799, or about half of what Apple charges for its Vision Pro headset.

It is the first of a family of new devices, powered by the Android XR operating system and artificial intelligence, in a long-term partnership with Alphabet’s Google and Qualcomm.

“There’s a whole journey ahead of us in terms of other devices and form factors,” said Google’s vice president of AR/XR Sharham Izadi in an interview ahead of the launch.

Up next will be the release of lighter eyeglasses, executives said, declining to elaborate. Samsung has announced partnerships with Warby Parker and South Korea’s Gentle Monster luxury eyewear.

The race to find new form factors for entertainment and computing, underpinned by AI, has fueled a battle among the biggest technology companies. Instagram-owner Meta overwhelmingly dominates the VR headset industry with about an 80% market share, with Apple trailing behind.

ChatGPT-maker OpenAI is also diving into the market and spent $6.5 billion to buy iPhone designer Jony Ive’s hardware startup io Products in May to figure out devices in the AI age.

Samsung has studied the extended reality segment for the past 10 years, and it was not until about four years ago that the company approached Google to jointly develop the project, codenamed “Moohan,” meaning “infinite” in Korean, said Jay Kim, executive vice president at Samsung’s mobile division.

“We have been agonizing over when to bring the product to the market, and considering various factors such as technology evolution and market situation, we believe that now is the best timing,” he said at a briefing in Seoul on Wednesday.

The long-awaited Samsung Galaxy XR, first demonstrated last year, combines virtual reality and mixed reality features. The goggles immerse users watching videos, such as on Alphabet’s YouTube, or playing games and viewing pictures, while also allowing users to interact with their surroundings.

The latter feature takes advantage of Google’s Gemini service, which can analyze what users are seeing and offer directions or information about real-world objects by looking and circling objects with their fingers.

In an interview last week, executives from Google and Samsung discussed how they believe extended reality headsets, which have yet to ignite mass consumer interest, would benefit greatly from the application of Google’s powerful multimodal AI features throughout the device that can process information from different types of data such as text, photos and videos.

It’s a set of software capabilities that Apple has yet to demonstrate, despite rolling out an updated Vision Pro with a more powerful chip.

“Google entering the fray again changes the dynamic in the ecosystem,” said Anshel Sag, principal analyst at Moor Insights & Strategy, noting that Google’s software added $1,000 in value to the device by some estimates. “Google really wants people to get the full experience of Gemini when using this headset.”

Customers who buy the device this year will receive a bundle of free services including 12 months of access to Google AI Pro, YouTube Premium, Google Play Pass and other specialized XR content, the companies said.

The prototype for AI-enhanced goggles was ready by the time Apple had launched its Vision Pro headset in 2024, executives said, as they sought to enhance existing applications like YouTube and Google Photos and Google Maps, while creating new immersive experiences.

Like many first generation technologies, it attempts to do multiple things that could have consumer and enterprise applications.

Qualcomm is providing its Snapdragon XR2+ Gen 2 chip to power the headset.

DIFFICULT MARKET
Many tech CEOs have been seduced by what they say is the next big thing in personal computing, but the market remains tiny by tech standards.

Research firm Gartner estimated the global Head-Mounted Display market is expected to rise by 2.6% from this year to $7.27 billion next year. Lighter, eyeglass-type AI devices such as Meta’s smartglasses made in collaboration with EssilorLuxottica Ray-Bans are expected to drive most of this growth.

Despite the expanding competitive landscape, the global virtual reality market, which includes so-called “mixed reality” headsets launching more recently, has faced three consecutive years of decline. Weakening again, shipments in 2025 are expected to fall 20% year on year, according to research firm Counterpoint.

“With a potentially more competitive price point than Apple’s Vision Pro, Samsung’s Project Moohan headset could emerge as a strong contender in the premium VR segment, particularly within the enterprise market,” Counterpoint senior analyst Flora Tang.

The Galaxy XR is the first Android XR device. But Samsung has dabbled with face-mounted computing devices dating back a decade, involving slipping a smartphone into a headset, called the Gear VR, in partnership with VR headset maker Oculus. Meta acquired Oculus in 2014. — Reuters

Nearly 30,000 homebuyers to join DHSUD, Pag-IBIG Fund at National Housing Expo on Oct. 23-24

Nearly 30,000 potential homebuyers are expected to attend the National Housing Expo as the Department of Human Settlements and Urban Development (DHSUD), Pag-IBIG Fund, key government shelter agencies, and private developers showcase housing opportunities at the World Trade Center in Pasay City on Oct. 23 and 24.

The event serves as a showcase of the government’s Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program. More than 100,000 brand-new homes will be on sale through the Pag-IBIG Housing Loan from the top 50 developers in the country, while over 30,000 Pag-IBIG Acquired Assets will be offered at discounts of up to 40%.

“The National Housing Expo stands as a landmark initiative that unites and brings together the entire housing sector, both government agencies and private institutions alike, in fulfillment of President Ferdinand R. Marcos, Jr.’s directive to ensure that every Filipino family has access to affordable and decent housing,” said DHSUD Secretary and Pag-IBIG Fund Chairman Jose Ramon P. Aliling.

“As part of our National Shelter Month activities this October, we are also holding regional housing fairs in Cagayan de Oro, Cebu, Iloilo, Pampanga, Bacolod, Batangas, and General Santos. At the Expo, visitors will be able to browse exhibits of housing projects in Metro Manila and nearby provinces. A key feature that distinguishes the Expo is that potential homebuyers will be assessed for their Pag-IBIG Housing Loan entitlement based on their income, allowing them to identify which properties they can afford through the agency’s affordable loan programs. They will also be able to get direct assistance from Pag-IBIG Fund and attend scheduled learning sessions throughout the two-day event.

Meanwhile, Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta reaffirmed the agency’s commitment to helping more Filipino workers own homes through affordable and accessible financing. She said the Expo underscores the strong collaboration among housing agencies and the private sector in advancing President Marcos’ vision of inclusive and dignified housing for all.

“Pag-IBIG Fund remains the largest home financier in the country. We continue to make homeownership easier and more affordable through our 3% interest rate for socialized housing under the Expanded 4PH Program. DEPDev backs push for online gambling ban

The Philippines’ economic planning department on Wednesday said a total ban on online gambling would likely have minimal impact on the economy, as it backed moves to either shutter or tightly regulate the industry that has come under close scrutiny due to its social impact.

The Development of Economy, Planning and Development (DEPDev) estimates that the electronic gaming industry contributed P81.6 billion or 0.37% to real gross domestic product last year, according to a copy of its position paper submitted to a House of Representatives committee and obtained by BusinessWorld.

“Given its minimal contribution to the economy and vis-à-vis the significant social cost, we do support either its complete prohibition or stricter regulation,” Socioeconomic Planning Director Desiree Joy O. Narvaez told lawmakers at a congressional hearing.

Online gambling has emerged as a growing concern in the Philippines amid rising cases of addiction, prompting lawmakers to file multiple bills in Congress seeking to either ban or tighten its regulation.

President Ferdinand R. Marcos, Jr. has declared a law on online gambling a priority, while the Department of Finance (DoF) said in July that the government is considering tighter regulation of the industry, including the imposition of more taxes.

“Studies have found that people are more inclined to engage in online gambling due to its high accessibility, affordability, convenience, anonymity and the ability to participate in multiple gaming activities,” according to the DEPDev position paper signed by Socioeconomic Planning Secretary Arsenio M. Balisacan.

“In light of this, we support the need to regulate the online gambling platforms’ linkage to digital financial services,” it added.

The Philippine central bank in August ordered electronic wallets to drop their links that provide users with direct access to gaming or gambling websites.

The Finance department shared DEPDev’s position, expressing support for stricter regulation of the industry but stopped short of endorsing a total ban.

“The DoF recognizes the potential economic benefits arising from online gaming or electronic games… provided that the associated economic and social costs are mitigated through very stringent regulations,” Finance Director Maria Karla L. Espinosa told the hearing.

About 32 million Filipinos, or half of the country’s working-age population, are engaged in online gambling, from 469,000 in 2018, according to government data.
