Agri dep’t renews push for rice farmers to cultivate other crops

RICE FARMERS are being encouraged to try growing other crops like corn, onion, and garlic to raise their incomes, the Department of Agriculture (DA) said.

The DA said in a recent administrative circular that the crop diversification program targets rice farmers willing to grow alternative crops with market potential.

In a mobile phone interview, Program Director Milo D. Delos Reyes said: “The crops that will be used in the program depend on the market situation and the weather in the locality… We are demonstrating to farmers that it is possible,” he added.

“Eligible beneficiaries are preferably rice cooperatives and associations or groups composed of smallholder rice farmers registered in the Registry System for Basic Sectors of Agriculture (RSBSA) and/or accredited by the DA who are willing to participate in the program and whose farms are identified by the DA regional field offices in coordination with respective local government units,” according to the circular.

The DA’s High-Value Crops Development Program will be the lead implementor of the program.

Other participating agencies are the Bureau of Plant Industry, Bureau of Soils and Water Management, Agricultural Training Institute, and National Economic and Development Authority, among others.

The program will be funded by a portion of the excess revenue from tariffs generated by Republic Act No. 11203 or the Rice Tariffication Law. — Revin Mikhael D. Ochave

THIS year is vastly different from the last but one thing remains true: come September (the start of the “ber” months) Filipinos, like clockwork, will start to prepare for Christmas. In anticipation of the holidays, e-commerce platforms Shopee and Lazada are holding huge sales featuring major brands until Wednesday, Sept. 9.

This year’s Shopee 9.9 Super Shopping Day also heralded the return of Jose Mari Chan as an endorser. Jose Mari Chan is the man behind the Filipino Christmas classic, “Christmas in Our Hearts.” The song, released in 1990, is considered part of  Filipino Christmas tradition as once it plays on the radio and in the malls, even at the tail-end of August, it means Christmas has arrived in the Philippines. In recent years, memes featuring the singer have become teasers about the arrival of the holiday season.

Peso to rebound versus dollar as economy reopens further

THE PESO is expected to rebound this week as more businesses reopen amid relaxed quarantine measures in the country.

The local unit closed at P48.62 versus the dollar on Friday, weakening by four centavos from its P48.58 finish on Thursday, data from the Bankers Association of the Philippines showed.

Week on week, the peso also sank from its P48.485-per-dollar finish on Aug. 28.

The peso weakened following Moody’s Investors Service’s downgrade of its outlook for the economy last week, analysts said.

Moody’s said on Thursday it expects gross domestic product to contract by seven percent this year, down from its earlier forecast of a 4.5% contraction. The government sees the economy shrinking by 4.5-6.6% in 2020.

For this week, Rizal Commercial Banking Corp. (RCBC) Chief Economist Michael L. Ricafort said “the peso could again strengthen as more business activities resurface following the easing of COVID-19 (coronavirus disease 2019) lockdown.”

“The peso could be stronger versus the dollar if the economic recovery further gains traction in the coming months as the economy further reopens from lockdowns and exports could start to pick up,” Mr. Ricafort said in an e-mail.

Gyms, establishments offering personal grooming services and tutorial centers were allowed to reopen at the start of the month in areas under general community quarantine.

Mr. Ricafort added that the increase in COVID-19 recoveries will also encourage the labor force to return to work and give a boost to economic activity.

Meanwhile, BDO Unibank, Inc. Chief Market Strategist Jonathan L. Ravelas said the dollar could weaken versus the peso as the greenback had seen stronger demand in recent weeks.

Mr. Ricafort expects the peso to trade between P48.45 and P48.75 versus the dollar this week while Mr. Ravelas forecasts a range of P48.50-P49.70. — KKTJ

The ‘Volvo-lution’ of safety

 

The Swedish car maker was just getting started when it invented the three-point seat belt in 1959

WITHOUT ANY DOUBT, Scandinavian nameplate Volvo Cars has long been recognized as one of the global leaders in automotive safety. The car manufacturer has had a long history of major contributions to modern car safety technologies, with the three-point safety belt (invented by Volvo engineer Nils Bohlin back in 1959) being perhaps the most important invention in the history of automotive safety thus far.

And ever since its invention 61 years ago, Volvo offered it as standard safety equipment installed in the front seats of all its models. By this time (2020), researchers suggest that it is estimated to have already saved over one million lives of motorists around the world (and not just of people inside Volvo cars). The universal benefit stems from the fact that Volvo had decided to share the simple but effective invention with the rest of the world, in the interest of improving overall traffic safety. Simply put, the company prioritized common safety over financial gain — which is a noble move, considering that the automotive industry is a highly competitive one.

As early as the 1960s, Volvo already carried out data-gathering projects that collected information about accidents that involved its cars. This eventually paved the way for the creation of Volvo’s official Accident Research Team in 1970, whose crucial safety research data were openly shared with the rest of the automotive community. Come 2019, Volvo continued its (then) 60-year long tradition of sharing car safety research with the rest of the world, through its Project EVA. This is testament to the fact that Volvo’s priorities go far beyond patents and physical products. They are meant to pave the way towards achieving zero road fatalities in the years to come.

You can easily see the sincerity in Volvo’s intentions because the badge consistently develops new technology not merely to satisfy regulatory tests, but more often to show others where else safety can be improved. In the 1980s, Volvo’s safety research began to focus more on side impacts. As a result of these studies, its side impact protection system (SIPS) was developed and implemented in 1991. Side air bags and inflatable curtains became the next new thing for the company in that decade. And different iterations of these innovations — which are mostly, if not all, based on Volvo’s data — now form a huge part of the current industry standard when it comes to safety equipment.

Other world firsts in safety that were demonstrated by Volvo Cars include: the rearward-facing child seat (1972), the whiplash protection system (1998), roll stability control (2002), pedestrian detection with full auto brake (2010), run-off road protection (2014), and lots more.

Speaking of which, it is worth mentioning that the US National Highway Traffic Safety Administration’s New Car Assessment Program for 2021 recently awarded 11 Volvo cars with five-star safety ratings for 2021. These Volvo models include the 2021 S60 T5, S60 T6 AWD, V60 T5, XC40 T5 AWD, V60 T5 AWD Cross Country, XC40 T4, XC60 T5, XC90 T6 AWD, and XC90 Recharge T8 eAWD.

“Volvo has always been and always will be about people, which means safety is our number-one priority,” explained Volvo Cars USA President and CEO Anders Gustafsson.

The latest Volvo vehicles are always great because the cars themselves keep a safe distance from other vehicles in front of them. They also help check on vehicles behind you, via their modern blind spot sensor technology. And if collisions appear to be imminent, the cars have protocols to warn their drivers. And if none of those work, Volvo cars still have a layer of passive safety features which are meant to mitigate the graver consequences of a crash, via its advanced air bags, seat belts, safety cage, etc.

Volvo is also recognized as among the creators of the safest cars on the road, thanks in part to the development of its active safety technologies, which include its award-winning City Safety system with autobrake technology (which are now standard on all new Volvo cars). This new technology helps the car better recognize pedestrians, cyclists, and even large animals which may be in its path.

Lastly, I would also like to mention an aspect of Volvo’s research into car safety that has largely impressed me — and it has to do with the company’s recognition of the fundamental issue of inequality in the general field of car safety development.

You see, women are usually at greater risk for injuries during a car crash (simply because a woman’s anatomy is different from a man’s, and there are certain inherent differences in, say, a woman’s neck strength compared to a man’s, which may make her more susceptible to whiplash injuries, among others).

To address this, Volvo created virtual crash test dummies and tried to find the middle ground to protect both males and females in an equal way. So if you would notice, Volvo cars have unique-looking seats and head restraints — because they incorporate Volvo’s whiplash protection architecture (called WHIPS), which was already introduced as far back as 1998.

And more recently, Volvo’s gathered data seem to be pointing to more lumbar spine or lower-back injuries. As a response to this, Volvo created tech that was first shown in the XC90, that is now also available on all SPA-based cars — which is a special energy absorber in seats, that helps mitigate such injuries. The inclusion of these kinds of sophisticated safety features clearly go beyond what are government regulatory requirements — and show that passenger safety is of utmost priority to the brand.

“Our cars are developed with the aim to protect all people, regardless of gender, height, shape or weight, beyond the average person represented by crash test dummies,” said Volvo Cars Safety Center Professor and Senior Technical Specialist Lotta Jakobsson.

Wouldn’t the world be a better place to drive in if all car producers had a mindset like Volvo?

DMC purchase of PLDT assets gets regulatory approval

THE Philippine Competition Commission (PCC) green-lit DMC Urban Property Developers, Inc.’s acquisition of the Makati-based office building assets of PLDT Inc.

DMC’s acquisition of the Smart Towers office buildings and the land they are built on in Makati City will not lead to the substantial lessening of competition in the market for office leasing space in Makati City and Bonifacio Global City, the watchdog said.

The 2,400 square-meter parcels of land and the two buildings are on Ayala Ave. in Makati City. PLDT’s subsidiary Smart Communications, Inc. is headquartered in the high-rise building.

PCC, in a press release on Saturday, said that there are competitive constraints from larger competitors in the office leasing market and a high concentration of office space in the mentioned areas.

“Additionally, the acquisition of the building is secondary to PLDT’s main business which is in telecommunications, and there will be no change in the structure of ownership or control in either party,” PCC said.

DMC Urban Property Developers Inc. is a real estate development company that leases office spaces in Makati and Bonifacio Global City.

PCC in a commission decision signed on Sept. 3 said it will not take further action.

PLDT last month said its plan to redevelop its Ramon Cojuangco Building in Makati City had been put on hold because of the pandemic.

PLDT Chief Finance Officer Anabelle L. Chua last year said the company would sell assets to help finance its capital expenditures.

Digitization seen key to improving farm output, logistics, DA says

THE GOVERNMENT will explore improving farm productivity by adopting data-driven methods to ensure farmers become prosperous and to upgrade farm logistics, the Department of Agriculture (DA) said.

At a virtual meeting of the United Nations Food and Agriculture Organization’s 35th Regional Conference, Agriculture Secretary William D. Dar said farmers need to be brought into the digital world to boost their productivity.

“In terms of precision agriculture and digital technology, the DA is fast-tracking the development of a digital roadmap for the Philippine agri-fishery sector. We aim to integrate digital technologies in the food value chain and logistics, benefiting both producers and consumers,” Mr. Dar said.

The DA said it aims to use drones and adopt a dynamic cropping calendar for real-time access to production and risk and damage assessment data.

A “dashboard” was also recently installed in the DA’s Office of the Secretary with updated information on the farmers’ registry, distributed farm machinery, and completed farm-to-market roads, which is updated daily.

The DA said that the Bureau of Fisheries and Aquatic Resources has its own inventory and mapping system to strengthen its data collection efforts.

“We are also pursuing partnerships with the private sector, civil society, and international research institutions to digitalize Philippine agriculture,” the DA said.

Mr. Dar said that Microsoft Corp. has partnered with the International Crops Research Institute for the Semi-Arid Tropics to develop an IT sowing application that lets smallholder subsistence farmers receive precision agro-advisories that are based on weather reports and other parameters.

“It is important that we continuously empower vulnerable groups — smallholder farmers, fisherfolk, rural women, the youth, indigenous communities and farm families, in general — by providing them the needed technical, marketing and financial support, especially in the midst of the coronavirus disease 2019 (COVID-19) pandemic,” Mr. Dar said. — Revin Mikhael D. Tax court grants Jollibee Worldwide’s P18-M refund

THE Court of Tax Appeals granted the petition of Jollibee Worldwide Pte. Ltd. for a refund of the P18.4-million tax it paid for 2009.

In a decision dated Aug. 26, the court’s third division ordered the Bureau of Internal Revenue  to refund or issue a tax credit certificate to the company as its right to due process was violated.

“In this case, considering that petitioner’s right to due process was violated by respondent, the Court has the power to grant the refund prayed for by petitioner,” it said.

The court said the final assessment notices and formal letter of demand to Jollibee Worldwide was issued prematurely as they were received by the company only five days after it received the preliminary assessment notice.

Under Section 3 Revenue Regulation No 12-99, a formal letter of demand and assessment notice should be issued if a taxpayer fails to respond within 15 days from receipt of the preliminary assessment.

“Respondent, in failing to await the lapse of the fifteen (15) day period, correspondingly disregarded the mandatory due process requirement laid down under RR No. 12-99. As a consequence, the petitioner was denied of its right to due process,” it said.

“As a result, the assessments issued in this case are void, and all the proceedings and orders emanating from there are likewise void. As a rule, a void assessment bears no valid fruit,” it added.

The warrant of distraint and/or levy issued by the bureau in March 2015 was declared null and void, the court ruled.

Jollibee Worldwide paid the amount when the case was pending.

The company filed separate appeals to the preliminary assessment and final assessment notice in January and February 2013. The regional director, in August that year, issued the final decision and requested the company to pay the alleged tax liabilities, according to the court.

Jollibee Worldwide raised the appeal to the commissioner for the cancellation and was denied in February 2015.

The company elevated the case to the court in March 2015. In the same month, the bureau issued the warrant of distraint and/or levy.

It also filed a motion to quash the warrant but was denied for lack of merit. The court allowed the petitioner to file an amended petition for review as it deposited its alleged tax liabilities to the BIR.

The BIR argued that the assessment is final, executory and demandable, and the claim of the company that it was not given the opportunity to reply to the preliminary assessment was erroneous, among others. — Vann Marlo M. Villegas

Financial advisers give women worse advice than men — study

WOMEN LOOKING to manage their investments wisely now have another thing to worry about: whether the advice they are getting is biased.

A two-year academic study covering every local financial-planning firm in Hong Kong found consultants frequently pushed women into chancier investments than they recommended for men with similar risk appetite.

“Advisers think they can fool the women and get away with selling them advice with sub-par results,” study co-author Utpal Bhattacharya of the Hong Kong University of Science and Technology said, suggesting that’s because they perceive women to be less financially literate than men. “This is what we call statistical discrimination.”

The motivation, the researchers suggest, is the financial planners saw an opportunity for commissions. The logic goes that women were less likely to be able to spot bad advice and more likely to buy products if the recommendation chimed with what they wanted to do anyway.

It’s an attitude that could cost not only clients but backfire on the advisers themselves. A separate gender-bias survey from Bank of America Corp. recently found wealthy female investors who have negative experiences with their financial advisers are infact more likely than men to fire them.

The researchers hired 32 mystery shoppers, half men and half women, to pose as potential clients in Hong Kong. Each was randomly alloted three traits: a high or low risk tolerance, a high or low level of confidence, and an inclination towards domestic or international investments.

Giving all participants such characteristics, which they were told how to convey to the planners, enabled the academics to control for reasons other than gender why varied advice may be given.

The results showed over a third of women (37%) were directed towards undiversified investments — such as individual stocks, complex insurance products and real estate investment trusts. Just 14% of men were funneled towards such risky strategies. Women were also advised to invest more in domestic assets than internationally compared with men.

So if you are a woman in Hong Kong looking for investment advice, what can you do to protect yourself?

If you have good financial knowledge and you know what you want, you could do the trades yourself via a brokerage house where the cost of transactions is very low, Bhattacharya suggests.

India’s sugar crop faces delays with COVID-19 raging throughout nation

MUMBAI/NEW YORK  — India is facing potential delays in the harvest of its massive sugarcane crop, threatening supply worldwide, as millions of migrant workers needed for the harvest may be scared to travel as coronavirus infections surge throughout the country.

India’s sugar harvest begins in October, when other major producers are winding down. The country’s industry is not mechanized, however, relying on migrant workers to travel throughout the nation to cut cane. But with 3.7 million coronavirus infections, the third highest worldwide, there are fears that the harvest could act as a vector for further infections in India.

Harvest delays would result in Indian mills producing sugar more slowly at a time when Brazilian sugar production will be winding down and large producer Thailand is harvesting its smallest crop in 10 years, reducing availability of sugar in the global market.

The slow pace of crushing in India could support global prices SBc1 LSUc1 that are trading near their highest levels in five months.

“We are anticipating some delays at the beginning of the season. Many things depend on how much work is available at local level and the spread of coronavirus in October,” said B.B. Thombare, president of the West Indian Sugar Mills Association (WISMA).

India produces 370 million tons of cane annually, second-most worldwide behind Brazil. But mechanization accounts only for about 5% of the work in a nation that employs nearly 50 million sugarcane farmers and 700 factories, according to the government.

“The fear of getting infected may prompt some of the laborers to accept less lucrative work around their native place,” Thombare said.

Sugar mills in the producing states of Maharashtra, Karnataka and Gujarat rely on seasonally migrating labor to harvest sugarcane, and many of these laborers may not come this year, he said.

“I believe that Maharashtra relies on 700,000-900,000 cane cutters that travel from within the state and from other states,” said Michael McDougall, managing director at agricultural commodities broker Paragon Global Markets in New York. The harvest pace in the largest producing state will depend on how much movement is allowed between states and if workers will want to travel, he said. 

Brazil’s sugar industry is nearly 100% mechanized and farms are larger, which makes it easier for mills to recoup investment in machines. The large mechanization helped Brazil cope with the pandemic and keep its cane harvest, which started in April, free of problems.

In India, most of cane farming is done manually in very small areas. Those farmers lack the capital to buy a machine that can cost around $200,000. But mills, which assist farmers to harvest and transport cane to the factory, are slowly making that investment.

Jakraya Sugar, a mill based at Solapur in the western state of Maharashtra, which has reported the highest number of coronavirus infections in India, has seven sugarcane harvesters and has placed orders for 15 more to overcome a worker shortage, said Sachin Jadhav, managing director. “One machine replaces nearly 100 workers,” he said.

Sugar mills have been approaching cane harvester producers such as CNH Industrial to add machines before the start of the crushing season in October. “Since the COVID-19 pandemic was declared we have seen a clear increase in both sales enquiries and orders for sugarcane harvesters,” CNH Industrial said in a statement to Reuters.
