China Eastern plane’s nosedive from 29,000 feet baffles crash specialists

THE CHINA Eastern Airlines Corp. jet was flying a normal route to Guangzhou when it suddenly nosed over at cruise altitude and dove.

That’s about all that is known for certain about the unusual crash that feared killed all 132 people aboard the aircraft Monday in China’s worst commercial aviation accident in more than a decade.

While there have been a handful of crashes in which an airliner plunged from cruising altitude, few, if any, fit the extreme profile of the Boeing Co. 737-800 as it pointed steeply toward the ground, according to veteran crash investigators and previous accident reports. 

“It’s an odd profile,” said John Cox, an aviation safety consultant and former 737 pilot. “It’s hard to get the airplane to do this.”

As investigators search for the plane’s two crash-proof recorders and begin poring over clues, they will be trying to determine why the jet made such an abrupt and severe dive, which sets it apart from earlier accidents. They will be looking at the weather the plane encountered, whether the pilots made any distress calls, any hints in the wreckage of possible malfunctions and detailed profiles of the crew.

Flight MU5735 was at about 29,000 feet (8,839.2 meters) altitude roughly 160.93 kilometers from its destination — about the point at which the pilots would begin descending to land — when it started plunging at a far greater rate than normal.

Instead of gradually dropping by a few thousand feet per minute — which produces a barely detectable sensation for passengers — it began falling at more than 30,000 feet per minute within seconds, according to tracking data logged by Flightradar24.

Overall, it plunged almost 26,000 feet in the span of roughly 1 minute, 35 seconds, the data track showed.

The plane’s dive appeared to have halted for about 10 seconds and it climbed briefly, adding an unusual twist to the scenario. But the Flightradar24 track, which is based on radio transmissions from the plane, then showed it resuming a steep plunge. 

“It’s very odd,” said Jeff Guzzetti, the former accident investigation chief for US Federal Aviation Administration.

While cautioning that the Flightradar24 data is preliminary, Mr. Guzzetti and Mr. Cox said the relatively straight track taken by the jet and the fact that its transponders were still broadcasting suggests that it didn’t break up in flight, as has been seen in some terrorist bombings.

A surveillance video appearing to capture the plane in its final moments showed it in a steep dive toward the ground. Chinese media outlet The Paper said it had verified that the video was shot by a mining company near where the jet impacted, but its authenticity couldn’t be independently verified.

There are precedents in which airliners suddenly began dropping from cruise altitude, but most of them have important differences, investigators said. 

For example, Air France Flight 447, which went down in the Atlantic Ocean on June 1, 2009, fell much slower and more erratically after speed sensors iced up and pilots became confused, according to France’s Bureau of Enquiry and Analysis for Civil Aviation Safety. All 228 people aboard the Airbus SE A330 died.

Though it went down from a much lower altitude, an Atlas Air Worldwide Holdings, Inc. cargo jet dove suddenly into a marsh near Houston on Feb. 23, 2019. In that case, the copilot became disoriented and pointed the nose toward the ground, the US National Transportation Safety Board found. Its descent occurred over a much shorter period of time and it wasn’t falling as fast the China Eastern plane.

It’s far too early to draw conclusions on what led to the China Eastern crash, said Benjamin Berman, a former NTSB investigator who also flew 737s.

It’s possible to come up with many scenarios for some type of malfunction, pilot miscues or some combination that led to the plunge, Mr. Berman said.

But none of them seem very likely. He echoed what Mr. Cox and Mr. Guzzetti said: The 737-800, like other jetliners, is designed so that it won’t normally dive at steep angles.

That means it would likely take an extreme effort by a pilot or a highly unusual malfunction, he said.

Many things can cause at least the start of a dive — from a pilot suffering a heart attack and slumping onto the control column to a failure of the motor used to help raise and lower the nose. But they would tend to be more short-lived or there are easy ways for pilots to counteract such failures, he said.

“You need something to hold the nose down,” Mr. Berman said.  Bloomberg

Thailand unveils relief measures to counter rising energy prices

THAILAND will freeze retail diesel prices and subsidize cooking gas prices for the low-income groups, part of a raft of measures unveiled to provide relief to consumers hit hard by soaring energy prices.

Retail diesel prices will be capped at 30 baht ($0.9) a liter till the end of April, Prime Minister Prayuth Chan-Ocha told reporters after a cabinet meeting in Bangkok on Tuesday. Beyond April, the government will only subsidize 50% of any increase in prices as the Southeast Asian nation is facing a high fiscal burden, he said.

Thailand, a net oil importer, is stepping up efforts to shield the nation’s low-income groups from the impact of the highest inflation in 13 years as the Russian war in Ukraine pushes up energy prices. The government will take necessary steps to help all sections of the society and ensure the nation emerges from the crisis without anyone being left behind, Mr. Prayuth said, adding economic recovery efforts will focus on boosting trade and investment and tourism rebound.

“We are now dealing with health and war issues. It’s a double whammy,” Mr. Prayuth said. “The government is working hard to help as many people as possible so that we survive this twin crisis.”

Mr. Prayuth’s government has pledged to boost state oil reserves, slashed excise duty on diesel and lowered the bio-fuel blending requirements temporarily to provide relief to consumers and businesses, still reeling from the pandemic. The consumer price index rose by 5.3% in February, the most since Sept. 2008, sending the core inflation reading to 1.8%. That’s well above the Bank of Thailand’s inflation target range of 1% to 3%.

The cabinet also ordered government agencies to find ways to help farmers who are hit by rising costs of fertilizers and animal feed ahead of the new planting season, Prayuth said. The foreign ministry will coordinate efforts to secure fertilizer and other supplies with other countries, he said.

Other measures unveiled to cushion the blow from rising energy prices during May-July include:

• Increasing cash assistance for cooking gas purchase to 100 baht a month from 45 baht for 3.6 million welfare card holders

• 5,500 street hawkers holding welfare cards to get 100 baht each a month as cooking gas price discount

• 250 baht monthly oil subsidy for 157,000 registered motorcycle taxis

• Maintaining retail price for natural gas for vehicles at 15.59 baht a kilogram

• Lower electricity charges during May-August period for consumers not using more than 300 units a month

• Using state oil fund to partially subsidize rising cooking gas prices

• Lowering contribution under the social security system for both employers and workers to 1% from 5%

• Approves plan to restructure 9.3 billion baht debt of 50,621 farmers

• Clears 15.85 billion baht budget to help provide guarantee for soft loans for small and medium enterprises. — Bloomberg

Senator cites irony of Marcos Jr. endorsement

THE CHAIRMAN of a faction of the ruling political party on Tuesday cited the irony of a rival group’s endorsement of the son and namesake of the late dictator Ferdinand E. Marcos for president, noting that it was set up in the 1980s to fight the dictatorship.

“They have manifested that they are total strangers to PDP-Laban,” Senator Aquilino “Koko” L. Pimentel III, who heads the rival faction that includes Senator and boxing champion Emmanuel “Manny” D. Pacquiao, told reporters in a Viber message.

“They don’t even acknowledge that PDP-Laban was established to oppose the Marcos dictatorship,” he added.

The faction that endorsed former Senator Ferdinand “Bongbong” R. Marcos, Jr.’s presidential run is headed by Energy Secretary Alfonso G. Cusi. President Duterte also supports the group.

The presidential palace did not say if Mr. Duterte had also endorsed the candidacy of Mr. Marcos.

“This is clearly the decision of the party, but it is not clear if this is what President Duterte also wants,” his spokesman Jose Ruperto Martín M. Andanar told an online news briefing in Filipino.

The president earlier said he would stay neutral in the presidential race and would not endorse his replacement.

Mr. Pacquiao, who is running for president, told PDP-Laban members to ignore the endorsement. 

“Cusi may have forgotten the PDP-Laban was formed against the Marcos regime,” he said in a statement. “Maybe he just forgot. All PDP members, let’s not follow Cusi,” he said in Filipino, adding that the move was a “slap in the face” of party members.

In a statement, Benhur C. Abalos, the national campaign manager of Mr. Marcos, said they were grateful and humbled by the party endorsement.

“The support for the BBM-Sara Uniteam solidifies the union of the country’s major political parties and further bolsters our call for national unity,” he said, referring to the initials for Bongbong Marcos. “Rest assured that we will carry on with our shared thrust for unity for sustainability of socioeconomic development and national progress.”

The Cusi faction in a resolution on Monday night said Mr. Marcos’s platform was “most aligned with the development program” of Mr. Duterte. “He is the candidate whose vision of governance is most aligned with PDP-Laban’s 11-point agenda.”

The group had also endorsed the candidacy of Davao City Mayor and presidential daughter Sara Duterte-Carpio, his running mate, for vice-president.

The Commission on Elections earlier kept a “temporary accommodation” policy on the two factions, with its en banc not having decided on which group should represent PDP-Laban.

Comelec spokesman James B. Jimenez said they had allowed candidates from both groups to use the party name on their printed ballots.

Mr. Duterte had yet to endorse his preferred successor, his spokesman said last week after Eastern Samar Governor Ben P. Evardone, PDP-Laban Vice President for the Visayas, said he had received presidential blessing to endorse the candidacy of Vice-President Maria Leonor “Leni” G. Robredo.

The president won’t support anyone in the presidential race “unless there is a compelling reason,” Mr. Andanar said, adding that the governor had endorsed Ms. Robredo in his personal capacity.

Mr. Evardone on Monday last week endorsed Ms. Robredo, citing the qualifications set by Mr. Duterte himself.

Ms. Robredo would welcome Mr. Duterte’s endorsement provided that it’s not based on political favors, her spokesman Ibarra M. Gutierrez III said.

Mr. Duterte had said the next president should be a lawyer who is compassionate and decisive. Ms. Robredo and Jose Montemayor, Jr. are the only lawyers among the 10 presidential candidates for the May 9 elections.

Mr. Evardone said the President’s remarks on the traits of his successor was “a virtual endorsement” of Ms. Robredo.

The ruling PDP-Laban has been divided by in-fighting, with two factions claiming leadership over the party. Mr. Pacquiao, who is running for president, claims to be the rightful party president.

He was ousted last year by the faction led by Mr. Cusi.

Mr. Duterte last month said he would not endorse the presidential bid of Mr. Marcos even if he’s the running mate of his daughter Davao City Mayor Sara Duterte-Carpio.

The tough-talking leader, who canceled his vice-presidential bid last year, also said he would not endorse any presidential candidate.

Also on Tuesday, Election Commissioner Marlon S. Casquejo said vote-counting machines to be used for the elections would be free from hacking and manipulation.

“If we relate this to the hacking incident, our vote-counting machine is a standalone system at the time of voting,” he said at an event demonstrating the automated election system streamed live on Facebook. “There is no way that anyone using any device or has hacking knowledge can insert any result in the vote-counting machines.”  

Mr. Casquejo said the machines would send data to Comelec servers in seconds, making hacking impossible.

Local source code reviewers, election watchdog representatives and journalists watched the demonstration.

Smartmatic SGO Group, the software contractor for this year’s elections, had experienced a “very serious” data breach that could compromise this year’s elections, Senator Imee R. Marcos, Marcos, Jr.’s sister, told a news briefing last week.

The Manila Bulletin first reported on the hacking, which led to a government investigation. Sensitive data voter information might have been compromised after a group hacked the servers of Comelec, downloading more than 60 gigabytes of data, it said.

Senate President Vicente C. Sotto III had said that the Senate would collaborate with election and technical experts to investigate the security breaches.

Meanwhile, Comelec has released guidelines on contributions made by local corporations to political and partisan activities.

Donations by domestic companies must not exceed 5% of their taxable income, according to a copy of a Comelec resolution dated March.

Duterte tells Pinoys to take train amid surging fuel prices

PRESIDENT Rodrigo R. Duterte said Filipinos should take the bus or train instead of driving a car amid spiraling global fuel prices after Russia invaded Ukraine.

“If supply is unavailable or lacking, that’s dangerous, (because) only the rich can afford it,” he said at a taped Cabinet meeting aired on Tuesday. “Since the prices of gasoline are too high, you should just take a bus or the MRT.”

Mr. Duterte said people should take the train, which can carry more passengers in the metropolis.

Russia’s invasion of Ukraine would affect the economy and movement of people “because there is no gasoline or oil.”

“We will have a hard time if the demand is high while the supply is low,” he said. “If the amount available for export is inadequate in other oil-producing countries, if they do not increase the output of their oil, there will be a crisis again.”

European Union nations would consider an oil embargo on Russia over its invasion of Ukraine as they gather this week with US President Joseph R. Biden for a series of talks that seek to harden Western response to Moscow, Reuters reported.

Russia, which supplies 40% of Europe’s gas, earlier warned it could stop the flow of gas through pipelines from Russia to Germany after Berlin halted the opening of the controversial new Nord Stream 2 pipeline.

Russian Deputy Prime Minister Alexander Novak said oil prices could more than double to $300 a barrel if the US and its allies banned imports of Russian oil, a crucial source of revenue after the country was effectively frozen out of Western financial markets.

Mr. Duterte said the global market had been greatly hit by the war, affecting Philippine exports and intensifying inflation globally.

He said he hoped the “stupid war” would end soon. “At this time, we choose to remain neutral. For now, let us not interfere.”

“We cannot compete when everything goes up,” the tough-talking Philippine leader said. “No matter how much you protest, that is really the price of fuel. You drivers and everyone else, stop being resentful about the rising prices because everyone in the world has been hit by this.”

After 11 straight weeks of fuel price increases in the past weeks, local oil companies announced big-time price cuts starting Tuesday. Caltex, Cleanfuel, Jetti, Petro Gazz, PTT Philippines, Total, Seaoil and Shell said they would cut gasoline prices by P5.45 a liter and P11.45 a liter for diesel.

Caltex, Seaoil and Shell said they would also cut kerosene prices by P8.55 a liter.

VACCINATION
Meanwhile, Health Secretary Francisco T. Duque III said at the recorded meeting that the country remained at minimal risk from the coronavirus, with low-risk healthcare use rates.

As of Sunday, 72% or 65 million of the 90 million target population had been fully vaccinated against the coronavirus, he said. He added that 88% of adults, 75% of senior citizens and 77% of children aged 12 to 17 have been fully vaccinated, while 11.5 million people have had booster shots.

“Other than the decreasing number of COVID cases, the minimum public health standards have also helped with the decline of the tallied cases of dengue, acute bloody diarrhea, pertussis or whooping cough, acute meningitis and encephalitis syndrome in other countries, as well as here in our country,” Mr. Duque said in Filipino.

People should continue to follow health protocols, while vaccination should be intensified for coronavirus infections to continue falling, he added.

“For those who have yet to be vaccinated, please get vaccinated with your primary series, and for those who have completed this, please ensure you get a booster dose at the right time — three months after the second dose,” he said.

Vaccine czar Carlito G. Galvez, Jr., who also attended the event, said 48 areas were now under Alert Level 1, including the capital region and most provinces in Central Luzon, Calabarzon, Ilocos, Cagayan Valley and Western Visayas.

The government seeks to vaccinate at least 80% of health workers, seniors and seriously ill people in key cities and urban areas, he said. A special vaccination drive will happen in the Bangsamoro region, Soccsksargen, Central Visayas and Davao so at least 70% of their target population will get vaccine shots.

Mr. Galvez also said more vaccinations would occur at job sites, terminals, villages and public-private medical clinics.

Children aged 5 to 17 would also be prioritized because they would soon attend physical classes, he added. Health Authorities were still studying whether to vaccinate children aged four years and below.

Also on Tuesday, Health Undersecretary Maria Rosario S. Vergeire said that coronavirus infections had not increased during the election campaign season.

“We have not recorded or observed any upticks in the number of cases, especially in these areas where these campaign sorties are happening,” she told a televised news briefing. — Alyssa Nicole O. Tan

PHL-US to hold ‘largest-ever’ annual joint military exercise

THIS YEARS Philippine-United States annual joint military exercise will be the largest-ever,according to the American Embassy, with about 8,900 soldiers participating in the combat trainings and humanitarian programs. 

There will be 3,800 members of the Armed Forces of the Philippines and 5,100 from the US military who will engage in simulation activities on maritime security, amphibious operations, live-fire training, urban operations, aviation operations, counterterrorism, and humanitarian assistance and disaster relief.  

The annual exercise called Balikatan, which means working shoulder-to-shoulder in Filipino, is scheduled this year from March 28 to April 8 in different parts of Luzon in northern Philippines.   

Balikatan is a critical opportunity to work shoulder-to-shoulder with our Philippine allies toward a free and open Indo-Pacific that is more connected, prosperous, secure, and resilient,as our Indo-Pacific Strategy calls for,US Embassy in the Philippines Chargé dAffaires ad interim Heather Variava said in a statement released on Tuesday.   

The Balikatan is part of a visiting forces agreement between the two countries, which has a standing Mutual Defense Treaty signed in 1951.     

The experience gained in the exercise complements our security cooperation endeavors and will help to enhance existing mutual security efforts,said Maj. Gen. Charlton Sean Gaerlan, the Philippines exercise director for Balikatan 2022.  

The American and Filipino soldiers will also join humanitarian activities such as renovation of public schools, community health service delivery, and trainings of emergency rescue techniques. MSJ

BoI, QC gov’t team up to boost investment promotion

THE BOARD of Investments (BoI) has partnered with the Quezon City local government to improve the latters investment promotion and facilitation efforts.

In a statement on Tuesday, the BoI said it signed a memorandum of understanding with the city government on March 1 to entice more investors through further enhancing ease of doing business and marketing activities.   

Through such partnerships, the BoI is promoting a seamless collaboration and ease of doing business between the national and the local governments,BoI said.   

Last year, it forged partnerships with six local governments: Province of Sorsogon, Province of Laguna, San Fernando City in Pampanga, Tagbilaran City in Bohol, Puerto Princesa City in Palawan, and Iloilo City,it added.   

The local government of Quezon City has improved its local economic development and investment promotions office, which crafted the citys economic development and investment plan (EDIP) for 2022-2025.    

The revised EDIP also identifies digitalization, health, high-value food production, workforce retooling, and green infrastructure as necessary investment support activities for Quezon City. 55% of Filipino voters prefer partial continuity of Duterte policies — survey

MORE THAN half of Filipinos prefer partial continuity of policies implemented by the Duterte administration, according to a survey conducted by a public opinion research firm last year.   

WR Numero Researchs 2021 survey showed that 55% of voters want a soft continuity of President Rodrigo R. Dutertes programs, while 30% prefer a full continuity. Those who wanted change accounted for only 16% of the respondents. 

In the same survey, the tough-talking leader whose six-year term is ending on June 30, received nearly 68% in satisfaction rating, with 34% saying he led the country very well, and another 34% noting he did good. 

Only about 20% found his administration lacking, with 11% and 10% voting poor and very poor, respectively. The remaining 13% were undecided.  

Mr. Dutertes presidency has been largely marked by his controversial anti-drug campaign, the Build Build Build infrastructure program, pivot to a friendly policy towards China, and response to the coronavirus pandemic.   

WR Numero Research said the digital survey had 1,200 unique respondents from all classes with a 95% confidence interval. Using data from the Philippine Statistics Authority and the Commission on Elections, quota sampling and a proportional weighting method were used to ensure equal division of demographic profiles. Party-list pushes for fuel subsidy in cash for agri-fishery sector

THE DEPARTMENT of Agriculture (DA) should distribute the fuel subsidy for farmers and fishermen through direct cash assistance instead of discount cards, a party-list group said Tuesday. 

How could it be a subsidy when it will only be in a form of discount dispensed to a small portion of the total registered fisherfolk and farmers in the country?Anakpawis President Ariel Casilao said in a statement.    

This brings nothing substantial to the distressed rural sectors because what they need is a full fuel subsidy in a form of direct cash assistance.”  

He said that only 5% of the 1.7 million registered fisherfolk will be able to benefit from the P500-million fuel subsidy provided by the DA.  

Anakpawis, which does not have a seat in the current Congress but is running in the May elections, also said they are pushing for a huge rollback of oil prices until they become more affordable. 

The rollback this week should correspond with the total oil price hikes this year,Mr. Casilao said. Local pump prices have dramatically increased by P20-P30 per liter, then the rollback should be as much.”   

The passage of House Bill (HB) No. 9192, which seeks to abolish the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and divert its funds to granting production subsidies to workers in the agricultural and fisheries sector, is also being pushed by Anakpawis.  

Members of the Makabayan bloc in the House of Representatives who authored the bill said in their explanatory note that the NTF-ELCAC has lost its mandated function and that it threatens the pillars of human security.”  

Thus, it has no moral ground to be allotted with a vast amount of public resources, and this should be shifted to a productive endeavor such as providing the 1 million small fisherfolk and fish workers with P15,000,Makabayan lawmakers said.  

Gabriela Rep. Arlene D. Brosas, one of the principal authors of the bill, said that they will refile the bill if they win seats in the 19th Congress.

Election watchdog urges Comelec to investigate cash distribution in Cavite rally for Marcos-Duterte team

AN ELECTION Watchdog has urged the Commission on Elections (Comelec) to probe a possible vote-buying violation at a rally for the Marcos-Duterte tandem in Cavite City with the incumbent mayor giving out money to people from the audience who were called onstage.  

Videos and photos of Cavite City Governor Juanito Victor “Jonvic” C. Remulla, Jr. giving away prize money in P1,000 bills to attendees of the rally have become viral on social media.  

In a statement on Tuesday, the group Kontra Daya said Comelec should investigate this incident as it may be a violation of the Omnibus Election Code on vote-buying.  

“Even if the campaign period for local posts starts on March 25, Remulla may still be liable not necessarily as a candidate but as a Marcos supporter. His actions, after all, directly benefit the national candidates he openly supports,” it said.  

The poll watchdog stressed that Comelec should take the initiative and not wait for a formal complaint to be filed.   

“Those who attended the campaign rally are there to support the governor’s favored candidates so the prize money may be seen as a reward for their loyalty,” Kontra Daya said.  

Comelec Spokesperson James B. Jimenez said in February that under the poll bodys rules, vote buying and selling incidents can only be investigated upon the filing of a complaint.

Manila mayor says bigger budget for local governments should go to infra, agri programs

MANILA Mayor Francisco IskoM. Domagoso said Tuesday that if he wins the presidential race in May, he would direct local government units (LGU) to use their increased share from national funds starting this year to build key infrastructures and purchase agricultural equipment. 

We will devolve the other functions of the national government to the local government due to the Mandanas ruling which they will benefit from. What we will provide them is direction,Mr. Domagoso said in Filipino in an interview with Radyo Singko.  

I believe in (prioritizing) minimum basic needs, which is better known as HDI or human development index. So, these funds should be used for housing, if it suits them, schools, because we also know that in the far-flung areas, children do not have nearby access to them, (and) hospitals. If possible, or if the law allows it, this is where their new source of income should be focused on, he said.  

The Supreme Court ruling on the Mandanas-Garcia case, which takes effect this year, expanded the share of LGUs from the governments tax collections.  

The current mayor of the capital city added that for LGUs in agricultural areas, their budget should be centered on food production.   

If the place is an (agricultural) area, the menu for spending should be on food production,the standard-bearer of Aksyon Demokratiko said.  

Meanwhile, party chairman Ernesto M. Ramel, Jr. reiterated his request for a copy of the Bureau of Internal Revenues (BIR) demand letter to the family of presidential bet Ferdinand R. Marcos, Jr. over unpaid estate tax.

LeBron’s triple-double leads Los Angeles Lakers over hometown Cavaliers

LEBRON James erupted for a game-high 38 points along with 11 rebounds and 12 assists to power the visiting Los Angeles Lakers to a 131-120 victory over the Cleveland Cavaliers on Monday.

James, who played for the Cavs for 11 seasons, was 17 of 29 from the field. He came into Monday’s game second in the league in scoring at 29.8 per game in a virtual three-way tie with Philadelphia Joel Embiid and Milwaukee’s Giannis Antetokounmpo.

The Lakers finished 2-2 on their four-game road trip. Russell Westbrook contributed 20 points and 11 assists for the Lakers, while D.J. Augustin had 20 points off the bench. Augustin didn’t miss a shot from the field (7 of 7) or the 3-point line (6 of 6), as the Lakers shot a season-high 56.4% from the field.

Guard Darius Garland was sensational with 29 points and a game-high 16 assists for the Cavs, who were 3-2 in their just-concluded five-game homestand. Garland has scored 20 or more points in 14 of his last 15 games.

Malik Monk and Stanley Johnson each tallied 12 points while Austin Reaves had 11 points, six assists and five rebounds.

All five Cleveland starters scored in double figures, as Lauri Markkanen added 18 points and nine rebounds and Lamar Stevens 16 points. Evan Mobley and reserve Caris LeVert chipped in 13 points apiece while Isaac Okoro scored 12.

Stevens’ putback with 5.5 seconds left handed Cleveland a 97-96 lead after three quarters. However, the Lakers left the Cavaliers in their dust in the fourth.

Mobley inadvertently kicked James in the chin with about 10:41 to play in the first half. That seemed to light a fire under James.

James had 21 points to propel the Lakers to a 67-62 advantage at half time. The Lakers outscored Cleveland in the second quarter, 39-27. Augustin had 17 points in the first half and was 5 of 5 from the 3-point line.

Carmelo Anthony’s baseline jumper with 7:06 left in the first half allowed the Lakers to regain the lead, 46-45, after starting the game on a 6-0 only to fall behind as many as 14 in the first quarter.

Markkanen’s 3-pointer capped a 12-1 run by the Cavs, handed them a 12-7 lead with 7:17 remaining in the opening period. Cleveland’s scoring spurt shortly grew to 31-17. — Reuters

Chelsea bidders shortlist to be cut to three

MANCHESTER, England — Raine Group, the US bank overseeing the sale of Premier League club Chelsea, plans to narrow down the shortlist of bidders to three on Monday or Tuesday, sources told Reuters, with one consortium lead by Nick Candy increasing their offer.

Chelsea was initially put up for sale by owner Roman Abramovich following Russia’s invasion of Ukraine and before sanctions were imposed on the oligarch by the British government, effectively giving it control of the club.

Raine set a deadline of 2100 GMT last Friday for bids to be put forward, with several being made public, while sources close to the deal said many more had been submitted privately.

To move things forward, Reuters has been told that Raine, in consultation with the club, will narrow down the shortlist, with the process slowed by revised bids still coming in.

One of the three bidders who made their offers public on Friday, Candy’s Blue Football consortium, revised their bid on Monday, they told Reuters in a statement, after being joined by “another large Korean financial institution.”

British property developer Candy submitted a bid of over two billion pounds ($2.63 billion) to Raine on Friday, but has since increased his offer “significantly”, without disclosing by how much or the name of the new investor.

He had already been joined in his consortium by South Korean companies Hana Financial Group and C&P Sports Limited before the new investors got on board.

“The Blue Football Consortium has access to immediate capital with funds readily available for deployment from day one,” Brian Gordon, partner of Squire Patton Boggs, the law firm working with the Blue Football Consortium, said.

“The bid is sourced from credible co-venturers whose attitude towards governance is top rated.”

PREFERRED BUYERS
Over the next few weeks, a preferred buyer or buyers will be submitted to the government who must issue a special license for any sale and who require evidence that Abramovich will not make any financial gain.

From there, it will be up to the prospective buyer to pass the Premier League’s Owners’ and Directors’ Test before completing a takeover.

The test outlines factors that would prohibit an individual from becoming an owner or director of a club.

These include criminal convictions for a wide range of offenses, a ban by a sporting or professional body and breaches of certain key football regulations, such as match-fixing.

Along with Candy’s bid, the two other consortiums who made their offers public last week were the Chicago Cubs owners the Ricketts family, and the pairing of former Liverpool chairman Martin Broughton and World Athletics President Sebastian Coe.

Some bids are only being made public now, with London-based global investment firm Centricus confirming on Monday that they had offered to buy Chelsea, a move driven by co-founder Nizar Al-Bassam and CEO Garth Ritchie, who are said to be season-ticket holders.

British media reports have named several other bidders, including Saudi Media, headed by businessman Mohamed Alkhereiji.

Candy’s bid, while not assured of being on the shortlist, said on Monday that they had held initial discussions with tech platform PrimaryBid, with a view to potentially considering a community enfranchisement model for Chelsea, should the bid be successful, focused on improving fan involvement and engagement. — Reuters
