Game developers generate $4.87M in sales leads at fair in Germany

GAMESCOM

GAME DEVELOPERS generated $4.87 million in sales leads from a German trade show, Gamescom 2025, the Department of Trade and Industry (DTI) said.

In a statement, the DTI said these sales leads include prospective publishing deals, outsourcing contracts, and co-production projects.

The leads were booked during the five-day event in Cologne earlier this year, the DTI said.

The Philippine delegates met with publishers, investors, and outsourcing firms from Europe, Japan, the Middle East and North Africa, South Korea, and the US, the DTI said.

Organizations that represented the Philippines at the fair include Neun Farben, Ranida Games, Animation Vertigo, GameOps, Yangyang Mobile, and the Game Developers Association of the Philippines.

In 2024, the value of the Philippine creative economy expanded 8.7% year on year to P1.94 trillion.

This covers industries like film, digital services, research and development, media publishing, music, arts, entertainment, advertising, art galleries and museums, and trade shows. — Beatriz Marie D. Cruz

Bridging gaps in related-party transactions: The role of transfer pricing adjustments

As businesses engage in cross-border transactions with related parties, transfer pricing adjustments become essential to ensure compliance with the arm’s length principle. These adjustments help align intercompany pricing with market standards, reducing the risk of tax disputes, penalties, and double taxation.

Transfer pricing adjustments are revisions or corrections made to the pricing of transactions between related parties to ensure that such prices reflect the arm’s length principle, reflecting what unrelated entities would have agreed upon under similar conditions.

Adjustments can be initiated voluntarily by the taxpayer or imposed by the tax authority during an audit.

TRANSFER PRICING ADJUSTMENT KEY POINTS
1. Arms-length principle: Taxpayers must price their related-party transactions as if they are between independent entities under similar conditions. Philippine regulations, particularly Section 5 of Revenue Regulations No. 2-2013, reinforce this standard by mandating that transfer prices reflect economic reality.

2. Adjustments

• Comparability adjustments: To proactively align actual intercompany results with arm’s length benchmarks and to eliminate material differences between controlled and comparable transactions that could affect the reliability of the transfer pricing analysis.

Although comparability adjustments themselves are not accounting entries, they play a critical role in establishing an arm’s length range. Once this range is determined, a taxpayer may perform internal true-ups or year-end corrections to ensure that its actual intercompany results fall within the adjusted range. These true-ups are acceptable when they reflect genuine economic conditions and are applied consistently with the taxpayer’s documented transfer pricing policy. However, adjustments that are excessive, immaterial, or highly subjective should be avoided, as they may undermine the reliability of the analysis.

For example, a multinational company may notice that due to fluctuating market conditions, its intercompany prices differ from benchmark prices. Before tax filing, it makes year-end true-up adjustments to align the transfer prices with arm’s length benchmarks.

• Compensating adjustments: To reflect changes made by one party to a controlled transaction and ensure a corresponding adjustment is made by the counterparty, preserving symmetry in the tax treatment. This is usually done through reciprocal entries in both parties’ accounting records. Some jurisdictions allow compensation adjustments to be applied simultaneously with comparability adjustments or, alternatively, when comparability adjustments alone are insufficient to achieve arm’s length results. However, in the Philippines, compensating adjustments are not explicitly allowed under current regulations, which discourage retroactive changes.

• Tax authority adjustments: To correct transfer prices that deviate from arm’s length, typically discovered during audit, these may lead to primary and secondary adjustments. Secondary adjustments address the resulting impact of a primary adjustment.

An example is when, during an audit, a tax authority increases a subsidiary’s taxable income after finding that transfer prices were set below market rates (primary adjustment). To address the financial impact, the authority applies a secondary adjustment, treating the difference as a deemed dividend, which may be subject to withholding tax.

3. Supporting documentation: To justify the basis and calculation of any adjustment made, demonstrating compliance with the arm’s length principle. It should provide a clear and transparent explanation of why the adjustment is necessary, how it was determined, and its impact on the transfer pricing analysis.

ADVANCE PRICING ARRANGEMENT (APA) PERSPECTIVE
The draft Revenue Regulations on Advance Pricing Arrangements (APA) issued by the BIR provide a proactive mechanism for managing transfer pricing risks. Under Section 50 of the Tax Code, the Commissioner is empowered to allocate income and deductions among related parties to ensure arm’s length results. The APA framework allows taxpayers to agree in advance with the BIR on acceptable transfer pricing methodologies, thereby reducing the likelihood of future adjustments or disputes. This is particularly relevant for taxpayers engaged in complex or high-value cross-border transactions, where certainty and consistency are critical.

The draft RR also introduces a revision mechanism for APAs, which may result in transfer pricing adjustments when critical assumptions change — such as business restructuring, economic shifts, or updates in domestic or treaty laws. These revisions ensure that the agreed methodology remains aligned with arm’s length principles. In bilateral or multilateral APA cases, coordination with foreign tax authorities is emphasized to prevent double taxation and maintain symmetry in tax treatment. This structured approach enhances transparency and provides a safeguard against audit-related surprises.

We appreciate the BIR’s initiative in issuing the draft Revenue Regulations on Advance Pricing Arrangements, which provide a clear framework for achieving tax certainty. As stated in the draft, “As long as the terms and conditions of the APA are satisfied, the covered transactions will not be subjected to audit, and no transfer pricing adjustments shall be made by the tax authorities that concluded the APA.” This not only prevents resource-intensive transfer pricing examinations and litigation but also mitigates the risk of economic double taxation or taxation not in accordance with relevant tax treaties. By allowing taxpayers to file a request for APA, the BIR fosters a non-adversarial environment that builds trust and confidence between taxpayers and the tax administration.

Transfer pricing adjustments play a critical role in aligning related party transactions with the arm’s length principle. These adjustments are essential because they address differences in functions, risks, and financial outcomes that, if left uncorrected, could distort the accuracy of transfer pricing analyses.

Such adjustments are crucial not only for achieving accurate tax reporting but also to reduce the risk of tax disputes, penalties, and double taxation. To be effective, all adjustments must be well-documented and clearly disclosed.

An APA, on the other hand, is a tool giving taxpayers the opportunity to prevent transfer pricing disputes with the BIR, as the BIR and taxpayer agree in advance on a mutually beneficial and pragmatic solution that applies the arm’s length principle to the covered transactions.

Unknown Jonas Magpantay rules Qatar 10-Ball World Cup in Doha

JONAS MAGPANTAY — QATAR WORLD CUP BALL 2025

WORLD, meet Jonas Magpantay. Champion.

From obscurity, the 31-year-old Pinoy burst into global stardom as he produced an unparalleled underdog triumph at the Qatar 10-Ball World Cup in Doha on Sunday night.

Nicknamed “The Silent Killer,” Mr. Magpantay gunned down giants and other famous rivals that stood between him and the diadem, which he ultimately claimed with a masterful 13-9 victory over Polish Szymon Kural in the finale.

As he pocketed the final ball, Mr. Magpantay lifted his cue stick, shook the hands of Mr. Kural and the referee, went up the table for the traditional celebration, pumped his arms in the air, clapped and bowed on all four corners to acknowledge the cheering crowd.

It was a culmination of long years of hard work and a bit of a break in Qatar.

After dropping four matches in the qualifiers, Mr. Magpantay still got his spot in the main draw via points, reportedly after one qualifier backed out.

And he made the most of this opportunity.

Opening his bid with victories over Abdullatif Alfawal and Naoyuki Oi, the pride of Bansud, Oriental Mindoro went on a killing spree in the KO rounds.

First to fall was 2025 World Games 10-ball titlist Oliver Szolnoki of Hungary, 11-8, then compatriot Carlo Biado, the reigning World 9-ball kingpin and former World 10-ball ruler, by a score of 11-8, then Wojciech Szewczyk of Poland, 11-7, multi-titled Niels Fiejen of the Netherlands, 11-7, and Moritz Neuhausen of Germany, 11-6, before the clincher against Mr. Kural.

Mr. Magpantay earned $100,000 for this feat – one he patiently waited for after two decades.

“It means a lot to me because it’s the first time I joined here in Qatar and nobody knew me so I feel great and I want to just play my game,” he said in an interview by the Qatar Billiards Sports Federation prior to the finals.

Pool fans recalled how Mr. Magpantay’s words after losing in the Last-16 of the World 10-Ball Championship in Vietnam to Mr. Biado two months ago turned prophetic.

Well, that time has come. And now everybody in the pool world will remember the name of Mr. Magpantay. — Olmin Leyba

Alex Eala jumps to career-best No. 50 in WTA world rankings

ALEX EALA — USOPEN.ORG

NO FILIPINA has ever come close to stepping foot into the world’s Top 50 — until Alexandra “Alex” Eala.

Ms. Eala on Monday blazed another trail for Philippine tennis, placing No. 50 in the Women’s Tennis Association (WTA) for a fitting finish to the WTA Season.

The 20-year-old Filipina collected 1143 points to enter the sport’s crème of the crop after a productive campaign capped by a multi-city Asian swing leading to her national team returning for the 33rd Southeast Asian (SEA) Games next month in Thailand.

Ms. Eala’s last tournament of the WTA Tour was in the Hong Kong Open last week, reaching the Round of 16 to add 12 more points to her tally and propel herself to a new career-best.

Her historic season included winning her first WTA title in the Guadalajara Open in Mexico in September.

“I enjoyed every minute I spent on court. Everything from the fight to the fans was something to remember, and will hold a special place in my memories,” said Ms. Eala, also No. 165 in doubles, on Instagram.

Ms. Eala started the year at No. 158 but entered the Top 100 midway through the season to also qualify in the main draws of all but one Grand Slams — a first for Philippine tennis as well — highlighted by a historic win in the US Open.

Then No. 75, Ms. Eala pulled off a 6-3, 2-6, 7-6(11) comeback win over world No. 15 Clara Tauson of Denmark to become the first Filipina winner in any Slam main draw.

Setting the stage for that was her breakthrough semifinal finish in the Miami Open last summer to enter the Top 100 marked by gigantic victories over three former Grand Slam champions and Top-25 players.

Ms. Eala, then No. 140, slain five-time major winner Iga Swiatek (world No.2) of Poland, 2017 French Open champion Jelena Ostapenko (No. 25) of Latvia and 2025 Australian Open champion Madison Keys (No. 5) of the United States.

She fell short against world No. 4 Jessica Pegula of the US in what was one of history’s greatest Cinderella runs for a foiled shot at world No. 1 Aryna Sabalenka of Belarus.

The proud scholar of the Rafael Nadal Academy in Spain also stamped her brilliance all year long in China, Japan, Brazil, England, Canada, Portugal, Spain, Slovakia, Singapore, India and Australia.

Up next for Ms. Eala is a homecoming to prepare for her comeback to the Philippine tennis team after winning three bronze medals in the 2023 SEA Games in Hanoi, Vietnam.

After that, Ms. Eala is slated to play in her first-ever WTA home game as the Philippine Sports Commission (PSC) and the Philippine Tennis Association (PHILTA) finalize the hosting of a WTA Tour leg to be branded as the Philippine or Manila Open early next year. — John Bryan Ulanday

Filipino medalists in Asian Youth Games will receive cash incentives as mandated by law

THE 26 Filipino medalists in the recently concluded 3rd Asian Youth Games got an early Christmas gift from both the government and the Philippine Olympic Committee (POC) for their feats in Manama, Bahrain.

As mandated by law, Philippine Sports Commission (PSC) Chair Patrick “Pato” Gregorio on Monday announced that gold winners in the quadrennial meet will receive P500,000 while those who copped silver and bronze will get P300,000 and P100,000, respectively.

“Win or lose, sports is good,” said Mr. Gregorio during the lunch hosted by the POC at the East Ocean Palace Restaurant in Parañaque.

POC President Abraham Tolentino, for his part, said they would give half of what the PSC will give the athletes plus an (Apple) iPhone 17 each.

“We will know the exact amount when the POC board meets this week,” said Mr. Tolentino.

The country, which fielded 140 athletes, raked in a total of seven golds, seven silvers and 10 bronzes, which was good for 12th place overall.

Muay’s Jan Brix Ramiscal will take home the biggest bounty after snaring a gold in the mixed team Mai Muay with Tyron Jamborillo and the silver in the boys’ Wai Kru 16-17.

Other gold winners were Pi Durden Wangkay (boys’ 200m), Isabella Butler (jiujitsu), Charlie Ratcliff (mixed martial arts), Zeth Garbiel Bueno (muay), Lyre Anie Ngina (muay) and Kram Airam Carpio (pencak silat).

Silver winners were Naomi Cesar (athletics), Travis Rartcliff (mma), Jamesray Ajido (swimming), Kristel Ambriel Aguila (taekwondo) and Jhodie Peralta (weightlifting) while those who grabbed bronze were boxer Leo Mhar Lobrido, Mara-Alexandria Sarinas (jiu-jitsu), Alexander Tagure, Jr. (mma), Iyeshia Blair Bituin (muay), Aeden Roffer Cereño (taekwondo), Crystal Cariño and Nicole Tabucol (teqball), Jhodie Peralta (weightlifting), Jay-R Colonia (weightlifting), Alexandra Ann Diaz (weightlifting) and Princess Jay Ann Diaz (weightlifting). — Joey Villar

Tabuena keeps IS ranking after Link Hong Kong Open

PINOY ACE Miguel Tabuena stayed on track for a potential spot in next year’s LIV Golf League as he held on to No. 2 in the latest International Series (IS) Rankings.

The IS Philippines champion finished joint 21st in the Link Hong Kong Open last Sunday, earning 54.74 ranking points to lift his tally to 221.19 and maintain his standing behind pacesetting Scott Vincent of Zimbabwe (325.59).

From here, Mr. Tabuena would need a strong showing in the two events of the IS series — the Moutai Singapore Open on Nov. 6 to 9 and the PIF Saudi International on Nov. 19 to 22 — to get in.

Originally, only the top-ranked golfer at the end of the season would punch a ticket to LIV Golf, but in a welcome development, LIV Golf expanded it to Top 2.

As such, Mr. Tabuena would need to just hang on to No. 2, if not overtake Mr. Vincent altogether, to join the likes of Jon Rahm, Bryson DeChambeau, Joaquin Niemann, Brooks Koepka, Dustin Johnson and Cameron Smith in the elite league that features 54-hole events.

Chasing Messrs. Vincent and Tabuena for the all-important spots are Wade Ormsby of Australia (195.0), Kazuki Higa of Japan (160.87) and Danthai Boonma of Thailand (142.47).

“We offer a proven, open pathway onto the LIV Golf League and with this season’s route offering not one but two opportunities to progress, there is a real life-changing opportunity for the players to grasp,” Rahul Singh, head of The International Series, said in announcing the two “golden tickets” to LIV Golf on Monday. — Olmin Leyba

As champagne flows, champions Los Angeles Dodgers anointed 2026 World Series favorites

JUST as the Los Angeles Dodgers finished turning a game-ending double play to win the World Series, folks were already talking about a three-peat.

The Dodgers didn’t get a lot of time to celebrate before being installed as favorites to win the 2026 World Series after outlasting the Blue Jays in a highly entertaining seven-game World Series. Los Angeles won the finale, 5-4 in 11 innings on Saturday night in Toronto.

Los Angeles defeated the New York Yankees in the 2024 World Series and oddsmakers favor a rematch in the 2026 Fall Classic.

FanDuel and BetMGM each have the Dodgers at +350 to win the 2026 World Series. The Yankees are second at both sportsbooks — +700 at FanDuel and +750 at BetMGM.

Los Angeles figures to have a solid chance at becoming the first team since the Yankees (1998-2000) to win three straight World Series crowns.

National League MVP candidate Shohei Ohtani is in the prime of his career as a hitter and will get more work as a starting pitcher since he won’t be coming off a major arm injury. Players like Mookie Betts, Freddie Freeman and Will Smith (game-winning homer in Game 7) will again be main cogs and World Series MVP Yoshinobu Yamamoto, Blake Snell and Tyler Glasnow will join Ohtani in a strong rotation.

The Yankees will again be led by American League (AL) MVP Aaron Judge and the lineup figures to include Giancarlo Stanton and Jazz Chisholm. Gerrit Cole is expected to return from a major arm injury in May to join a rotation that includes Max Fried and Carlos Rodon.

FanDuel rates the Philadelphia Phillies (+1000) and New York Mets (+1100) as National League teams who could dethrone the Dodgers. BetMGM has the Phillies at +1100 and the Mets at +1400.

In the AL, FanDuel rates the Seattle Mariners (+1200) and Houston Astros (+1300) as strong candidates to reach the World Series. Seattle might need AL MVP candidate Cal Raleigh to have another historic season to make that happen. BetMGM has both teams at +1300.

Looking for a team getting little respect? How about the Blue Jays, who took a lead into the ninth inning of Game 7 before ultimately losing. Toronto is just +2000 by both entities.

Some of that might be due to the possibility that star shortstop Bo Bichette could leave as a free agent. But Vladimir Guerrero, Jr. isn’t going anywhere and George Springer is one of the top clutch hitters in postseason history.

Also worth noting, Toronto was lightly respected entering the 2025 season. BetMGM listed the Blue Jays at +6600.

The Colorado Rockies, Chicago White Sox and Washington Nationals have the longest odds at +50000. — Reuters

Josh Allen sets touchdown mark as Buffalo Bills top KC Chiefs

JOSH ALLEN rushed for two touchdowns (TDs) and passed for another, and the defense generated three sacks to lift the Buffalo Bills to a 28-21 win against the visiting Kansas City (KC) Chiefs on Sunday in Orchard Park, New York.

Buffalo (6-2) withstood a fourth-quarter rally from reigning AFC champion Kansas City (5-4), which fell out of a playoff spot with the defeat. The Chiefs got the ball back in the closing seconds after Matt Prater’s 52-yard field goal attempt hit the right upright. They advanced to the Bills’ 40 but were unable to score.

Allen was 23 of 26 through the air for a career-best 88.5% completion percentage and 273 yards. He added 19 yards on six carries. James Cook gained 114 yards on 27 carries and Dalton Kincaid had six catches for 101 yards and a score.

Allen’s one-yard touchdown run put the Bills ahead 28-13 with 1:34 remaining in the third quarter. But Kansas City responded with a TD on its ensuing possession, covering 66 yards in 11 plays. — Reuters

Powerful 6.3 quake kills at least 10 in Afghanistan, scores injured

KABUL — A 6.3-magnitude earthquake struck near the northern Afghan city of Mazar-e-Sharif early on Monday, killing at least 10 people and injuring about 260, authorities said, with the death toll likely to rise.

The US Geological Survey (USGS) said the quake hit at a depth of 28 km (17.4 miles) near Mazar-e-Sharif, which has a population of about 523,000.

“A total of 150 people injured and seven martyred have been reported and transferred to health centers as of this morning,” said Samim Joyanda, the spokesperson for the health department in Samangan, a mountainous northern province near Mazar-e-Sharif told Reuters.

The toll was based on hospital reports collected as of Monday morning, he said.

The Afghan Taliban defense ministry said parts of Balkh and Samangan provinces were the most affected, resulting in fatalities among a number of citizens.

Military Rescue and emergency assistance teams reached the area immediately and began operations to rescue people, transport the injured, and assist affected families, it said in a statement.

Health ministry spokesperson Sharafat Zaman said rescue teams were active and the numbers of dead and injured might rise.

“Health teams have arrived in the area, and all nearby hospitals have been put on standby,” Mr. Zaman said in a statement.

The USGS issued an orange alert in its PAGER system, which is an automated system that produces information on the impact of earthquakes, and indicated that “significant casualties are likely and the disaster is potentially widespread.”

ACTIVE FAULTS
Afghanistan is particularly vulnerable to quakes as it lies on two active faults that have the potential to rupture and cause extensive damage.

More than 2,200 people were killed and thousands more injured after a quake and strong aftershocks in the southeast of the war-shattered Islamic country at the end of August.

Past events with this alert level have required a regional or national level response, the system’s alert added.

The earthquake destroyed part of the holy shrine of Mazar-e-Sharif, Balkh province spokesperson Haji Zaid said, referring to the Blue Mosque.

Videos of rescue efforts being carried out to save people trapped under rubble and images of fallen debris in buildings were shared on the social media platform X. One video showed rescuers pulling what appeared to be dead bodies from rubble.

China warns of growing foreign espionage in seed, grain sector

REUTERS

BEIJING — China’s Ministry of State Security (MSS) on Monday warned that foreign intelligence agencies are stepping up efforts to “illegally obtain” genetic data and seed resources from the country’s grain sector, calling the activity a threat to national food security.

“In recent years, foreign intelligence agencies have intensified their infiltration into China’s grain sector, illegally obtaining genetic data from crops such as soybeans, corn, and rice, posing a serious threat to the country’s food security,” the ministry said in a statement published on its official WeChat account.

“Beijing has long considered its food security to be a national security issue — similar to the way in which energy security has long been framed through a national security lens in Washington,” said Even Rogers Pay, a director at Beijing-based Trivium China. “Posts like these from MSS are aimed to create suspicion in the public and encourage them to view foreign interest in ag and food with a skeptical eye.”

The ministry cited a case in which a Chinese businessperson, surnamed Zhu, sold restricted “parental seeds” — first-generation seeds used in hybridization experiments that are not allowed to be exported — to a foreign entity under a “joint seed cooperation” scheme. The ministry said Zhu hid the seeds in containers that were declared for other exports.

Zhu was sentenced to a year and a half in prison, while 17 others involved received administrative penalties.

In another incident, foreign consular staff and experts from “a certain country” reportedly conducted unauthorized field surveys in a major agricultural province, collecting data on crop yields and reserves.

They allegedly used counter-surveillance tactics, such as switching vehicles frequently and traveling on rural backroads to avoid detection. The ministry said it took action in both cases and urged the public to report any suspicious activity through official hotlines or online channels. — Reuters

US working overtime to speed up delayed F-16V deliveries, Taiwan says

BW FILE PHOTO

TAIPEI — The United States is working overtime to speed up the production of delayed F-16V fighter jets to Taiwan, while advanced US-made glide bombs have also been delayed due to supply-chain issues, the island’s defense ministry said on Monday.

Taiwan, which faces a rising military threat from Beijing, has complained of repeated delays to weapons ordered from the United States, the Chinese-claimed island’s most important international backer and arms supplier.

In a report to lawmakers, Taiwan’s defense ministry said the delivery of all 66 F-16V fighters, initially expected to arrive by the end of 2026, had been pushed back due to production line relocations and disruptions.

To speed up production, contractors are working two shifts lasting 20 hours a day, the ministry said, adding Taiwan would monitor progress to ensure contractual obligations are met.

Speaking in parliament, Defense Minister Wellington Koo said the US and Taiwan were working on the delays and that 50 of the Lockheed Martin aircraft were already on the production line. Of these, 10 are expected to undergo flight tests this year and be delivered in 2026, he added.

“I think that we all hope the greatest amount of effort can be exerted to speed up the deliveries,” he said.

The ministry also said the delivery of 24 MK-48 torpedoes and four dummy torpedoes, purchased for T$5.46 billion ($178.47 million) and initially expected by 2026, had been postponed to between 2026 and 2028, also due to production line disruptions.

Lockheed, which makes the torpedoes too, did not immediately respond to a request for comment, and neither did the Pentagon.

GLIDE BOMBS DELAYED, HIMARS EARLY
The ministry reported delays in the delivery of another weapons system, Raytheon’s AGM-154C Joint Standoff glide bombs, which cost T$135.97 billion.

They were initially meant to be delivered by the end of 2026, but are now expected to be delivered from 2027-2028 due to supply-chain problems, it added.

Raytheon did not immediately respond to a request for comment.

However, the ministry said that deliveries of the 29 precision rocket systems, High Mobility Artillery Rocket Systems, or HIMARS, also made by Lockheed, were ahead of schedule.

The remaining 18 systems still to be delivered are expected to reach Taiwan in the fourth quarter of 2026, versus initial expectations of a 2027 arrival.

In May this year, Taiwan test fired for the first time its new HIMARS rocket system, which has been widely used by Ukraine against Russia and could be deployed to hit targets in China if there is a war with Taiwan. ($1 = 30.5930 Taiwan dollars). — Reuters

Russia says Prime Minister Mishustin’s visit to China ‘very important’

RUSSIAN PRIME MINISTER Mikhail Mishustin on Monday departed for a two-day visit to China, with planned talks with President Xi Jinping and Premier Li Qiang expected to center on economic and technological cooperation despite pressure from the West.

Mr. Mishustin is scheduled for a regular heads-of-government meeting with Mr. Li in the city of Hangzhou on Monday and will travel to Beijing on Tuesday for talks with Mr. Xi, TASS agency reported, citing the Russian government’s press service.

The last heads-of-government meeting between China and Russia took place in Moscow in August 2024, where Mr. Li praised the “new vigor” and “vitality” in bilateral ties.

The Kremlin attached “very great” importance to Mr. Mishustin’s visit to China, spokesman Dmitry Peskov said on Friday, while declining to say whether President Vladimir Putin would send a message to Mr. Xi via the Russian prime minister, Interfax agency reported.

Mr. Putin and Mr. Xi signed a “no limits” partnership in February 2022, just before Russia’s invasion of Ukraine. Since then, Moscow has turned to Beijing to mitigate the impact of Western sanctions, highlighting record bilateral trade, increased settlements in yuan and deepening energy cooperation.

US-China friction over trade and technology under US President Donald J. Trump, which strained relations between Washington and Beijing, has also encouraged both Moscow and Beijing to strengthen cross-border commerce to counter Western pressure.

However, China-Russia trade has been declining in recent months, which the Russian Industry and Trade Minister Anton Alikhanov attributed to “external” economic pressure and “market saturation” of Chinese products in Russia.

China’s September yuan-denominated exports to Russia posted their biggest drop in seven months — down a staggering 21% year on year, according to Chinese customs data.

But China’s imports from Russia swung back to growth in September with a 3.8% rise compared with a 17.8% contraction a month earlier.

Mr. Mishustin’s talks in China were expected to focus on trade and economic ties, transport and industrial cooperation, enhanced energy partnerships and expanded collaboration in advanced technology and agriculture, TASS reported.

Moscow views industrial and technological cooperation with Beijing as a more sustainable format for long-term cooperation, being less dependent on market conditions, according to Russian state media.

On Sunday, Russia’s Deputy Prime Minister Dmitry Chernyshenko and China’s Vice Premier He Lifeng chaired a commission meeting in Ningbo that flagged growth in copper and nickel exports and wider farm-goods access, the Russian government said on its Telegram channel. — Reuters
