Clear agenda sought to protect PHL interest amid talks on EU trade deal

THE Philippine government should have a clear negotiating agenda to protect the country’s interest as it goes into the second round of talks with the European Union (EU) for a comprehensive trade deal, trade justice advocates said on Sunday.

“Experience has shown that the EU backs down when faced with a negotiating partner that stands firm in defending its people’s interests. But does our government have the spine to stand up for its own people?” Sentro ng mga Nagkakaisa at Progresibong Manggagawa Secretary-General Joshua T. Mata was quoted as saying in a statement issued by Trade Justice Pilipinas.

The group particularly raised issues on human rights, which already sidelined negotiations back in 2017.

Human rights “continues to be a thorny issue,” Trade Justice Pilipinas said, noting that the target free trade agreement (FTA) threatens vulnerable sectors in the Philippine economy since the Southeast Asian nation does not have “a clear industrial policy to protect and develop our own economy.”

“The key question is whether the Philippine government has a clear negotiating agenda in order to promote and protect our own interests or will it simply accede to what the EU wants?” Mr. Mata said.

The second round of negotiations for a comprehensive FTA between EU and the Philippines began in Manila on Sunday, amid an unfolding trade war among the world’s major trade powers triggered by the tariff regime of US President Donald J. Trump.

A 2019 trade and sustainability impact assessment report commissioned by the EU said a future FTA would likely have impacts on Filipinos “occupied in and around the sectors that see rapid expansion and especially the sectors where concerns already exist on human rights issues.”

The report cited the expansion of the textile and wearing apparel sectors as well as of the electronics sector.

It also flagged the possibility of heightened “risks of an increased use of child labor” and the impacts on women’s rights.

The report said the expansion of the manufacturing sector could see increased land conversion for industrial manufacturing zones “potentially leading to indigenous peoples’ or minorities’ decreased access to customary lands as well as an increase in land disputes.”

The Philippines and the EU resumed their FTA talks in March 2024, with the Philippine trade agency targeting a conclusion by 2027.

The two bodies in 2023 launched a “stocktaking exercise” to assess their readiness for FTA negotiations, as EU pursues individual bilateral FTAs with member-states of the Association of Southeast Asian Nations (ASEAN) after failing to come up with a broader pact with the 10-member block as early as 2007.

Philippine-EU FTA talks began as early as 2015 under the late Philippine President Benigno S.C. Aquino III but there were major setbacks two years later under his successor former President Rodrigo R. Duterte, whose deadly war on drugs and attacks on critics had raised international alarm.

Talks resumed in early 2024 as the Marcos administration launched efforts to normalize economic relations with the EU.

“A lot has changed since the suspension of the talks almost seven years ago. Geopolitics have become an even bigger motivating factor in these talks” said Joseph Purugganan, co-director of the policy research group Focus on the Global South.

Citing the EU’s efforts to boost its energy and manufacturing sectors, he said the agenda “would most likely push the Philippines to pursue further extractions of critical minerals, to the detriment of our environment and the rights of indigenous communities.”

The Philippine Economic Zone Authority (PEZA) in March 2024 said it expects more investors from EU countries to “explore trade and investment opportunities in the Philippines this year and onwards” due to the target FTA.

There were 202 PEZA-registered projects with equity from EU countries generating about P300 billion of cumulative investments, US$12 billion of exports, and creating more than 50,000 direct jobs, according to PEZA.

“The FTA would strengthen both the Philippines and the EU’s bilateral trade and economic relations, making an ecosystem fit for our agile investors given that the EU is the Philippines’ fifth largest trade partner,” PEZA said in March last year. — Kyle Aristophere T. Atienza

Don’t axe EDSA bus lane, gov’t told

THE Management Association of the Philippines (MAP) has called on the Metro Manila Development Authority (MMDA) to prioritize the revitalization of Mabuhay Lanes to decongest Epifanio de los Santos Avenue (EDSA).

“The existing Mabuhay Lanes should be revitalized and utilized fully for motorcycles, and more so because they travel ‘point to point.’ The MMDA should focus on this as a priority measure to decongest traffic on EDSA,” it said in a statement sent over the weekend.

The business group’s statement came after MMDA Chairperson Romando S. Artes’ remarks last week about the possibility of removing or gradually phasing out the EDSA Busway system to help ease traffic in EDSA amid the expanding capacity of the Metro Rail Transit-3 (MRT-3).

“The Mabuhay Lanes should be cleared of all traffic obstruction and illegal parking, rather than contemplating the dismantling of the EDSA Carousel Line. Any additional lane on EDSA given for private vehicles will be useless as it will soon be filled up by traffic, per our experience,” it said.

“Any talk of possible dismantling of the EDSA Carousel Line at this stage would be ill-advised,” it added. “The MAP cautions the government with speaking with one voice on this vital public transportation project.”

Citing the National Transport Policy of 2017, the MAP said that public transportation is given priority as a mobility solution, mandating the Department of Transportation and Department of Public Works and Highways to implement and regulate it.

It added that other measures, such as imposing congestion fee charges, have not even been explained to motorists and tested.

The group also commented on the planned expansion of MRT-3, noting that its design capacity only allows for 350,000 passengers.

“Adding a coach or [wagon] to it will overload its superstructure and trackway. Besides, there is no space on the platform for the coach extension,” it added. — Justine Irish D. Tabile

DoLE partners with Japan, WAPES

THE Department of Labor and Employment (DoLE) has partnered with the World Association of Public Employment Services (WAPES) and Japan’s Ministry of Health, Labour and Welfare to enhance its public employment services.

The initiative aims to strengthen the capacities of DoLE and its 1,592 Public Employment Service Offices (PESOs) nationwide, ensuring more efficient and effective service delivery for job seekers, it said in a statement on Sunday.

Employment and Human Resource Development Cluster Undersecretary Carmela I. Torres said the project aligns with the government’s Trabaho Para sa Bayan Plan, the country’s employment masterplan.

She added the significance of collaboration in advancing employment facilitation, sharing best practices and developing strategic approaches to workforce development.

A preliminary meeting was held last Feb. 6, at the DoLE Central Office in Manila, where representatives from the three institutions discussed the Japan-WAPES Joint Project for the Philippines.

A high-level meeting in Japan is scheduled next month to further refine the project, with a focus on DoLE’s Five-Point PESO Agenda, the agency said.

This includes PESO institutionalization, personnel capacity development, strengthening public employment service functions, improving linkages among government, industry, and education sectors, and accelerating digital transformation, it added.

In 2024, the country’s PESOs achieved a 98% job placement success rate, registering 3 million job seekers, securing 5.7 million job vacancies, and placing 2.7 million individuals in local and overseas employment.

Bill extends PhilHealth claim filing

A BILL extending the filing period for hospital reimbursement claims with the Philippine Health Insurance Corp. (PhilHealth) was filed at the House of Representatives last week.

Filed by Cagayan de Oro Rep. Rufus B. Rodriguez on Feb. 4, House Bill (HB) No. 11410 seeks to extend the deadline of the filing period for hospitals to 120 days from the current 60 days to reduce the amount of denied reimbursement claims.

It also allows PhilHealth to extend the claiming period for “reasonable causes.”

“This bill seeks to address the issue of the 60-day filing period of claims with PhilHealth, which proves to be unreasonable and debilitating to the healthcare industry,” Mr. Rodriguez said in the bill’s explanatory note.

“The intent behind this flexibility is to ensure that health facilities are fairly compensated for the services they render, even when delays in claim submission occur due to circumstances beyond their control,” he added.

Philippine hospitals file reimbursement claims to PhilHealth for the accrued costs of medical services provided to Filipinos, which is then deliberated by the state health insurer to determine its validity for compensation.

Processed claims which PhilHealth finds worthy of repayment are tagged as a “good claim,” according to a 2021 PhilHealth memorandum; while reimbursement requests seen as “deficient” are categorized into return-to-hospital (RTH) and denied claims.

Most denied PhilHealth claims are due to the 60-day deadline limit for the filing of reimbursement requests, Health department spokesman Albert Francis E. Domingo told lawmakers in a House hearing in January. — Kenneth Christiane L. Basilio

Driver, villager dead in truck ramming accident in Davao del Sur

COTABATO CITY — A 65-year-old villager was killed on Friday, when a wayward boom-type crane truck rammed small houses along a highway in Matanao, Davao del Sur, an accident that also left its driver dead.

Officials of the Matanao Municipal Police Station confirmed on Sunday that a resident of Barangay Ashang, Ferino L. Collamat, and the driver of the ill-fated truck, Jeffrey B. Nacion, succumbed to injuries sustained from the mishap.

Barangay officials and police investigators had told reporters that the 39-year-old Mr. Nacion lost control of the wheel while maneuvering through a downhill stretch of a highway in Barangay Ashang, causing the large truck to veer to the side of the route and hit the houses made only of semi-permanent materials.

Mr. Nacion was injured when the truck reportedly rolled over and landed on its side. He and Mr. Collamat both died while being rushed to a hospital by municipal emergency responders.

Mr. Nacion’s helper survived the accident with only minor bruises and contusions in different parts of his body. He was immediately given first aid by rescuers and policemen who responded to the incident. — John Felix M. Unson

New Orleans reveling in Super Bowl after challenging events

NEW ORLEANS — Never a city short on color, New Orleans has been looking positively brightly adorned in recent days, as the city undergoes its makeover for Super Bowl LIX.

Murals have sprung up all over downtown, along with big, bold placards and advertisements, signaling that the city with a reputation for throwing a great party is once again hosting the biggest sports party of them this week.

This year’s Super Bowl logo and art style feature a colorful beadwork design, inspired by the local Black Masking tradition. That unique form of expression was created by Black Americans who were excluded from mainstream Mardi Gras celebrations for much of the city’s history and continues today.

The commissioned art, designed by local artist Tahj “Queen Tahj” Williams, incorporates bright red, green and yellow colors, and that theme is on display on the streets surrounding the Caesars Superdome, the site of this year’s game.

“I wanted the rest of the world to see what I saw when I saw this culture for the first time here in New Orleans,” Williams told Reuters.

Megan Braden-Perry, a local entertainment and culture reporter, sees the ramp-up in accompanying events being typical for such a huge occasion. From drag brunches and celebrity-centered events to more typical tailgates and fan fests, New Orleans is hosting a buffet of entertainment options for hungry visitors.

According to Braden-Perry, the city prides itself on being “built to host,” and that comes directly from the people within the community who are experienced through decades of hosting big celebrations.

“We are raised from little to grow up and work in the service industry or retail, with a lot of jobs being concentrated downtown,” Braden-Perry said. “If we are still here working, we are absolutely still here hosting.”

Kevin Pedeaux, owner of CR Coffee Shop and operator of the St. Roch Market, agrees that the community is ready for the influx of tourists that some estimates put in the neighborhood of over 100,000 visitors.

“There has never been a better time to come to New Orleans since I’ve been alive,” Pedeaux said. “We are so excited to host this huge event and have visitors in our beloved city again. We want to share New Orleans with the world.”

That spirit to host has yet to be dampened, despite some recent challenges.

Most seriously, the city endured a terror attack on January 1, in which a man drove a truck into a crowd on Bourbon Street, killing 14 and injuring dozens of others.

That incident called security for Super Bowl LIX into greater question. Cathy Lanier, chief security officer for the NFL, revealed on Wednesday in a call with reporters that security has been ramped up in the wake of that tragedy, though she declined to get into too many specifics, emphasizing the importance of flexibility.

Still, she acknowledged that thousands of federal, state and local law enforcement officials are on hand while noting that “this team is ready” following almost two years of planning. She added that the league has received “no specific or credible threats.”

“I think the most important thing is, very clear and unequivocal, saying without hesitation that we are really confident in our security plan going into the Super Bowl,” Lanier said.

Anecdotally, Pedeaux saw business slow in the wake of that attack, though a more recent snowstorm, in which New Orleans saw 10 inches of snow in a single day — the biggest snowfall since at least 1895 — had a much greater impact on business and Super Bowl preparations.

“It was looking like we were finally picking up again, and then the snowstorm pulled the rug out from us again,” Pedeaux said.

But with snow melted, security in place, and Mardi Gras right around the corner, the community is excited to once again put its best foot forward.

“We New Orleanians are happy to show both teams and their fans a fun and safe time, and we hope they make lifelong memories here,” Braden-Perry said.

Pedeaux echoed the sentiment.

Gilas Pilipinas will have new outfitter, says SBP

GILAS PILIPINAS will sport new gear and kits this year after an end to its long-time partnership with renowned sports brand Nike.

In an announcement over the weekend, the Samahang Basketbol ng Pilipinas (SBP) said it will have a new partner for tournaments in 2025 following an almost two-decade collaboration with the Swoosh brand.

SBP, the country’s national basketball federation, said it’s already in the process of finalizing a deal with a new partner and will announce the new tie-up soon for all its national teams including the women, youth and 3×3 squads.

“The SBP has ensured that all Gilas teams will continue to be fully equipped for their upcoming local and international tournaments,” said the SBP.

“Athletes will receive high-quality on-court and off-court apparel, compliant with tournament regulations, to perform at the top level. More details about SBP’s new outfitter will be announced soon.”

Gilas is expected to sport the new shoes, apparels and jerseys starting in the final window of the 2025 FIBA Asia Cup Qualifiers on Feb. 20 against Chinese Taipei and Feb. 23 against New Zealand.

Before that, Gilas also has a scheduled training camp and pocket tournament in Doha against Qatar, Lebanon and Egypt on Feb. 15 to 17.

Gilas, mentored by the legendary Tim Cone, is already assured of a slot in the Asia Cup slated on Aug. 5 to 17 in Jeddah, Saudi Arabia with a 4-0 slate in Group B of the ongoing qualifiers.

All national teams under SBP have been under Nike since 2007, marking a fruitful partnership that led to a bevy of milestones for the Filipino ballers.

Nike served as the official outfitter of Gilas since the foundation of the Smart Gilas program under sports patron and SBP Chairman Emeritus Manny V. Pangilinan and snowballed to Gilas’ rise to the world rankings.

Included in that stretch were appearances at the 2014 and 2019 FIBA World Cup as well as the country’s hosting of the 2023 FIBA World Cup in Manila on top of a multitude of Asian tourneys.

Gilas, world No. 34, was also with Nike when it won the Asian Games in 2023 in Hangzhou to snap a 61-year gold medal drought after a stunning upset of home team China in the semifinals and Jordan in the finale.

The last time Gilas sported Nike was in the second window of the Asia Cup Qualifiers in November last year at home at the Mall of Asia Arena against New Zealand and Hong Kong with a new, brighter blue-themed colorways.

Gilas used the same colorway in its gallant stand last July in the FIBA Olympic Qualifying Tournament in Riga, where the team had a semifinal finish highlighted by a historic 89-80 win over world No. 6 Latvia.

It’s the first win of the Philippines against any European team in 64 years.

Asian and SE Asian champ EJ Obiena rules Metz, France event

TWO-TIME OLYMPIAN EJ Obiena made true to his vow of coming back with a vengeance following his Paris heartbreak after claiming his second straight medal including a sparkling gold medal in France on Saturday to start his indoor season campaign early.

The World Championship bronze winner cleared 5.7 meters (m) in reigning supreme in the eight-man Meeting Metz Moselle Athlelor in seizing the mint, his second this year after copping a silver in Cottbus, Germany more than a week ago.

It was a fulfillment of a promise made by the Asian and Southeast (SE) Asian champion and record-holder of doing everything to regain his old form after coming up short of a dream Olympic medal in the French capital last year.

While his clearance in Metz wasn’t particularly the height he desired, it was still an improvement from the 5.65 m he set in Cottbus where he wound up second to American former world champion Sam Kendrick’s 5.75 m.

Mr. Obiena, seeking to reclaim the World No. 2 ranking after dropping to No. 4 this year, actually ended up tied for first with Dutch Menno Vloon but the former ended up with the title via countback after clearing it on the first attempt.

Mr. Vloon settled for the silver. American Chris Nilsen took the bronze with a 5.6 m.

Mr. Obiena went straight for his season-best 5.85 m but failed in three attempts. He hopes to sustain his magnificent start as he goes to Dusseldorf, Germany for the ISTAF Indoor. — Joey Villar

Bullpups sweep first round of UAAP juniors

VENGEFUL National University-Nazareth School (NUNS) clipped reigning champion Adamson University in a highly-anticipated finals rematch, 73-60, to complete a first-round sweep in the UAAP Season 87 high school boys’ basketball tournament on Sunday at the FilOil EcoOil Centre in San Juan.

Carl Alfanta tallied 15 points, four rebounds and two assists as the Bullpups bolstered their redemption tour with a 7-0 slate in the first round.

NUNS bowed to Adamson in three games last year as the latter snapped a 31-year title drought marked by a convincing 90-73 win in Game 3.

There was no denying the Bullpups this time around with Collins Akowe (14) and Miguel Palanca (11) chipping in solid contributions.

Mr. Akowe, the 6-foot-10 Nigerian ace who clinched the MVP in Season 86, also collared 16 rebounds and seven assists for a near triple-double performance laced by a steal and a block.

Sanir Sajili (18) and last season’s Finals MVP Mark Esperanza (12) were the lone bright spots for the Baby Falcons, who lost key guys JC Bonzalida, Vince Reyes and Gene Carillo and Mythical Team member Tebol Garcia. — John Bryan Ulanday

Dončić trade still

The Mavericks have caught a lot of flak from all quarters in the wake of their decision to effectively reconfigure their quest for a championship by trading away their biggest asset. Clearly, they were put off by the prospect of a ballooning payroll in continuing to build around wunderkind Luka Dončić. A whopping $345-million supermax contract was on the horizon, and they did not think he deserved it, never mind his status as a five-time First Team All-NBA selection and perennial Most Valuable Player candidate. And so they dealt him to the Lakers for Anthony Davis — admittedly another superstar who competes on both ends of the court, but who is likewise seven years older and therefore with an upside that figures to be more time-bound.

In this regard, general manager Nico Harrison is right. The Mavericks’ window of opportunity just got shorter — make that much shorter. And to argue that the move is a monumental gamble would be to understate the obvious. They truly, utterly believe they have placed themselves in a better position to compete for the hardware in the short term. Unfortunately, their confidence is not shared elsewhere; outside of the front office and the coaching staff, their drumbeating is being viewed as misguided at best and unrealistic at worst.

Which is why Harrison and chief bench tactician Jason Kidd are prepared to walk the walk as much as they have talked the talk. The other day, the latter noted in a presser that “we had to get better” coming off a finals appearance. “What we’re doing right now is part of the journey, and this is just the start. So, hopefully, with the changes we’ve made, that can lead us back to the Finals and find a way to win.” The operative word is, to be sure, “hopefully;” not for nothing have the Mavericks won only nine of 24 matches since Dončić was sidelined on Christmas Day due to a strained left calf.

The good news is that Davis has the singular talent to live up to expectations and earn back the fans’ trust in the Mavericks’ capacity to take the measure of the league elite. The bad news is that, as stellar as he may be, he has a history of injury that threatens to derail him in his new role. On Sunday, for instance, his stellar first half in his home debut was overshadowed by a non-contact injury late in the third quarter. In other words, the task at hand won’t be an easy one for the blue and white. The way to earn the fans’ trust will entail no small measure of good fortune, and require them to not just win, but win big.

However, the launch of MELANIA caused TRUMP’s price to drop by over 50% in just two hours. Although there have been some signs of recovery, it has not yet returned to its peak value.

On the other hand, MELANIA coin saw an incredible increase of over 10,000%, reaching about $12.70. It now leads trading volume charts, even outperforming well-known coins like SHIB.

Both coins have captured the crypto community’s attention and are among the most searched tokens on CoinMarketCap.

The rapid rise of these meme coins has raised some concerns.

TRUMP coin was launched shortly before a major political event and is controlled by companies linked to the Trump Organization. These companies hold 80% of the total supply, which will be gradually released over the next three years.

MELANIA coin, which claims to have a fair distribution, has also faced scrutiny. Blockchain analysts found that almost 89% of its supply was initially stored in one wallet before being split into four separate wallets.

Despite these concerns, both coins continue to attract interest and now have a combined total of nearly 1.3 million holders, according to blockchain data.
