THE ASIAN Development Foundation College (ADFC) building along Burgos Street in Tacloban City has been declared as “Not Safe for Public Use” by the City Engineer’s Office (CEO) following an inspection in the aftermath of the intensity 5 earthquake that struck last April 23. The CEO issued a cease and desist order on Wednesday to halt the school’s operations. The City’s Information Office (CIO) said the order was served to ADFC President Edward Chua. In its inspection report, the CEO cited scattered debris on every floor coming from the walls, major cracks on several walls on the ground floor that reached up to the second floor, major cracks in several pillars extending to the ceilings, and prominent cracks on the ground floor columns. “A thorough and comprehensive follow-up inspection must be completed,” the CEO said. “It is also recommended that Mr. Edward Chua to hire a Certified Structural Engineer for a thorough evaluation of the building and submit to this office a certification of the stability and usability of the building prior to permitting students and other occupants from entering and staying in the building,” it added. Mayor Cristina G. Romualdez suspended classes in all private and public schools on Wednesday and ordered the CEO to conduct an inspection and structural assessment of all public buildings.
