3.2M J&J vaccines arriving this month, says Health agency

THE PHILIPPINES will take delivery this month of about 3.2 million doses of the coronavirus vaccine made by Johnson & Johnson’s (J&J) Janssen Pharmaceuticals, Inc., according to the Health department.

The Janssen vaccines that will arrive on July 19 were donated by the United States through a global initiative for equal access, Health Undersecretary Myrna C. Cabotaje told a televised news briefing on Monday.

The shipment is part of the 16 million vaccine doses that will arrive this month, she said.

Ms. Cabotaje said the vaccines would be used for the inoculation of senior citizens and people in far flung areas.

The single-dose shot is recommended for people aged 18 years and older, according to the local Food and Drug Administration. It does not need to be stored under ultra-low temperatures.

Janssen on July 1 said its vaccine had shown “strong, persistent activity” against more contagious coronavirus variants including the Delta one that started in India.

The Department of Health (DoH) reported 5,204 coronavirus infections on Monday, bringing the total to 1.48 million.

The death toll rose to 26,015 after 100 more patients died, while recoveries increased by 5,811 to 1.4 million, it said in a bulletin.

There were 49,128 active cases, 89.6% of which were classified as mild, 4.7% were asymptomatic, 2.5% were severe, 1.72% were moderate and 1.5% were critical.

The agency said 12 duplicates had been removed from the tally, nine of which were tagged as recoveries. It said 156 cases had been tagged as duplicates — 150 recoveries and six deaths.

The agency said 75 recoveries had been reclassified as active cases. Sixty-two recoveries were reclassified as deaths. Eight laboratories failed to submit data on July 10.

Of the three million AstraZeneca vaccine doses that arrived last week, about a million doses donated by Japan would be used in the capital region and nearby provinces, Ms. Cabotaje said. Half-a-million doses will be used nationwide. —

Vaccine czar Carlito G. Galvez, Jr. had ordered that vaccines be given out in virus-hit and far-flung provinces in southern Philippines, including Basilan, Sulu and Tawi-Tawi, she said.

Of the 13 million people vaccinated against the coronavirus, 3.52 million had been fully vaccinated, Ms. Cabotaje said.

The Philippines has ordered about 89 million coronavirus vaccines worth $1 billion, presidential spokesman Herminio L. Roque, Jr. told a televised news briefing.

About $400 million were already paid for through the national budget and loans from multilateral financial institutions, he told a separate televised news briefing.

Meanwhile, more Filipinos are willing to get vaccinated against the coronavirus, according to a Pulse Asia poll from June 7 to 6. It said 43% of Filipinos were inclined to get inoculated.

In a statement, Pulse Asia said 36% of Filipinos were still hesitant to get vaccinated, while 16% were undecided.

Senators seek probe of troll farms that spread fake news

TWELVE senators on Monday filed a resolution seeking to investigate reports that public funds were being used to boost the operations of state-backed troll farms that spread fake information on social media.

“Filipinos should know why the government spends public funds on troll farm operators disguised as public relations practitioners and ‘social media consultants who sow fake news,” according to Senate Resolution 768.

Senate President Vicente C. Sotto III and Senators Ralph G. Recto and Franklin M. Drilon filed the resolution.

Senators Maria Lourdes Nancy S. Binay, Leila M. de Lima, Richard J. Gordon, Risa Hontiveros-Baraquel, Panfilo M. Lacson, Emmanuel D. Pacquiao, Francis N. Pangilinan, Grace Poe-Llamanzares and Emmanuel Joel J. Villanueva also backed the resolution.

State auditors have flagged the hiring of 375 contract workers in 2020 by the Presidential Communications Operations Office, which denied having hired trolls.

The palace office said the workers performed tasks that were highly technical, including positions for videographers, editors, directors and social media specialists.

In its annual report, the Commission on Audit (CoA) said the “unrestricted and massive” hiring of the workers cost the office P70.6 million, “which could have been used for other programs and projects of the government.”

The workers accounted for 70% of the agency’s total workforce, state auditors said. The PCOO had 144 regular employees last year.

CoA also found that PCOO had no written guidelines on the hiring of employees, particularly under a contract of service.

President to attend meeting called by party vice chairman

PRESIDENT Rodrigo R. Duterte will attend a meeting of his political party this week, his spokesman said, amid infighting between two major factions.

The President would attend the meeting called by Partido Demokratiko Pilipino – Lakas ng Bayan (PDP-Laban) Vice Chairman Alfonso G. Cusi, his Energy secretary, in Pampanga on July 17, presidential spokesman Herminio L. Roque, Jr. told a televised news briefing on Monday.

Mr. Roque, a nonmember, said Mr. Duterte recognizes the leadership of Mr. Cusi.

The row within the dominant political party intensified after the faction led by Mr. Cusi held a party meeting in May that party President and Senator Emmanuel “Manny” D. Pacquiao rejected.

The group of PDP Laban officials led by Mr. Pacquiao on Friday expelled Mr. Cusi and other top officials for “showing allegiance to a political party apart from PDP Laban.”

The camp of Mr. Pacquiao accused Mr. Cusi of betraying party laws by backing the potential presidential candidacy of Davao City Mayor and presidential daughter Sara Duterte-Carpio, who does not belong to the party. Mr. Cusi had also asked Mr. Duterte to run for vice president.

Mr. Cusi has said the party would back either Ms. Carpio or the President’s long-time aide, Senator Christopher Lawrence T. Go, for president.

Mr. Pacquiao, Mr. Go and Ms. Carpio all come from Mindanao.

Mr. Pacquiao earlier said government corruption was rampant, accusing several members of the President’s Cabinet of graft. The senator had also criticized Mr. Duterte’s stance on the country’s sea dispute with China. — Kyle Aristophere T. Atienza

NPC orders Pilipinas2022.ph site taken down for privacy rules violation

THE NATIONAL Privacy Commission (NPC) has issued a cease-and-desist order against website PiliPinas2022.ph for voter data collection that violates privacy rules.

“Beware of a website that requires voters to give their full name, complete address, and mobile phone number so they can take part in a survey supposedly aimed at gauging the public pulse in the run up to the 2022 national elections,” the commission said in a statement on Monday.

NPC has asked the National Telecommunications Commission to take down the site, which the Commission on Elections said it is not affiliated with.

The website, NPC said, could harm those who participate in a survey because it “masquerades as an online political survey platform but does not specify its purpose in collecting the data.”

The website neither provides a privacy notice nor confirms informed consent from those providing personal data.

“Not only are data subjects misinformed about the true purpose and further processing of their personal information, but they are also left in the dark as to who will be held accountable in case their personal information is used for unlawful purposes,” NPC said.

Deputy Privacy Commissioner John Henry D. Naga, who wrote the order, said voters should also be more cautious about joining initiatives that collect their personal data “with questionable intentions.”

PiliPinas2022.ph must file its comment within 10 days after receiving the order and must stop processing personal data until the commission issues a decision based on the comment.

The order was sent to the email address linked to the website. Its operators have not yet been identified.

The Data Privacy Act or Republic Act No. 10173 requires those processing personal information to declare its legitimate purpose for doing so before or just after information is collected. Violators of the law could be imprisoned or fined.

The website’s operators, in a Facebook post on July 1, said the site is under server maintenance.

Its operators have not yet responded to requests for comment as of deadline time, but they said in a statement in June that they run a survey company that has no ties with political groups.

The addresses were to be used for an electorate map feature on the website, while the contact numbers were for one-time pins for participant log-in, the statement said. — Jenina P. Ibañez

Rights group calls for SC review on cases with search warrants from Manila, QC judges 

A HUMAN rights group has called on the Supreme Court (SC) to review the cases of political prisoners who were served search warrants from Manila and Quezon City judges who were recently stripped of the authority for such issuances.

“Kapatid hails the (Supreme Court’s) resolution limiting the power of judges to issue search warrants and prohibiting the multiple application for search warrants,” Fides Lim, spokesperson of Kapatid, a support group for families of prisoners, said in a news release on Sunday.

“For accountability and justice to hold sway, we press that a review be made of all cases that emanated from the sala of those judges who turned their courts into a search warrant factory that led to the arrest and outright killing of activists,” Ms. Lim added.

The High Court, in its rules on requiring law enforcers to use body cameras in the implementation of arrest and search warrants on July 9, has removed the power of executive judges of Manila and Quezon City courts to issue search warrants outside their judicial regions.

In the High Court’s 2004 circular, vice-executive judges of the Manila and Quezon City courts were allowed to issue search warrants in the absence of executive judges, and that in serious cases such as illegal possession of firearms, these warrants could be served in areas outside their jurisdiction.

Such policy was questioned following the death of nine activists in the Calabarzon provinces in March as police served them warrants from judges in these courts.

“The (SC) decision should be pursued to its logical conclusion toward the release of all political prisoners who are the direct victims of these judges’ wrongful and culpable actions,” Ms. Lim said. — Bianca Angelica D. Añago 

Dumaguete City a step closer to ‘zero waste’ goal with trash recycling machines

MACHINES THAT will convert trash into construction materials and other products are now being set up at Dumaguete’s main materials recovery facility, bringing the local government a step closer to its goal of becoming a “zero waste” city.

Mayor Felipe Antonio B. Remollo inspected last week the installation of machines and equipment for the pyrolysis gasification process that will produce pavers, hollow blocks and other construction materials out of waste, according to a press release from the city government.

The facility’s output will be used for local infrastructure projects and road maintenance. The recovery facility will also have machines for processing biodegradable wastes into organic fertilizers.

Mr. Remollo said achieving a “Zero Waste Dumaguete” is possible through these investments “coupled with the people’s cooperation in reducing consumption, practicing waste segregation and recycling.”

The city recently closed down its 35-year-old dumpsite as the recovery facility was opened. A sanitary landfill is also planned for construction in the area.

About P100 million has been allocated for the past three years by the city government for the waste management plan, including the closure and rehabilitation of the dumpsite, and the purchase of land and setting up the recovery and recycling facility.

Dumaguete, the capital of Negros Oriental province, covers an area of 3,362 hectares with a population of 134,103 based on the 2020 census. The coastal city is home to Siliman University, best known for its programs on marine sciences. — MSJ

NBI to probe unauthorized sale and administration of COVID-19 vaccines in Northern Samar

THE JUSTICE department has ordered the National Bureau of Investigation (NBI) to probe the alleged unauthorized sale and administration of coronavirus vaccines in the province of Northern Samar.

“The NBI has a standing order from the DoJ (Department of Justice) to investigate the sale or administration of COVID-19 (coronavirus disease 2019) vaccines outside the authorized channels of distribution,” Justice Secretary Menardo I. Guevarra told reporters via Viber on Monday.

He added that the NBI “will be ready to assist” the police and the provincial board in any investigation of the reported incident.

Northern Samar’s provincial board began its investigation last week on the 15 doses of Sinovac vaccines that were allegedly taken from the Northern Samar Provincial Hospital last month and brought to a politician’s house.

A member of the provincial vaccination team had said earlier that “(t)here were no more people to receive the vaccination” at a designated site, hence the 15 doses were turned over to a female doctor.

Witnesses said they saw the doctor bring the doses to the politician’s house.

The provincial board summoned the doctor to a hearing, but she did not appear.

A MEMBER of the House of Representatives has appealed to the police and the National Bureau of Investigation (NBI) to ensure the apprehension of all those involved in a gun-for-hire group that has an alleged assassination plan against her and two municipal officials.

“As the threat on my life has become apparent most especially that the 2022 National and Local Elections is upcoming, I urge the authorities, particularly the PNP (Philippine National Police) and the NBI to investigate this matter thoroughly and expeditiously, and to identify and apprehend all personalities that may be involved in the assassination plot,” La Union Rep. Sandra Y. Eriguel said in a statement on Monday.

The local police in Bacnotan, La Union on Saturday released an intelligence report on the plan of a gun-for-hire group called Magpali to assassinate Ms. Eriguel and two town officials affiliated with the Eriguel family.

The intelligence report said the assassination was prevented when several members of the Magpali gang were arrested on June 23 following the death of a farm caretaker on June 22.

“The uncovering by the Philippine National Police of the Magpali group and the assassination plot on me and on two municipal officials is reminiscent of the violence and killings that occurred last 2018,” the congresswoman said.

Two days before the barangay elections in May 2018, Ms. Eriguel’s husband, former representative Eufranio C. Eriguel, was murdered in Agoo, La Union.

Five months later, Sudipen Mayor Alexander Buquing was killed in an ambush. A month after, Balaoan Mayor Aleli U. Concepcion and Vice Mayor Alfred Concepcion were also ambushed wherein the latter was killed.

LWUA administrator Jeci Lapus passes away

LOCAL WATER Utilities Administration (LWUA) Acting Administrator Jeci A. Lapus has passed away, the agency announced Monday. He was 68.   

In a statement, LWUA said its top official died from a heart attack at the St. Luke’s Hospital in Bonifacio Global City on July 11.   

Born on April 13, 1953, Mr. Lapus was an engineer by profession and a former representative of Tarlac province.  

“Mr. Lapus held the reins of LWUA from 2017 until his untimely demise,” LWUA said.   

“His body will be cremated and the urn will be transferred to Heritage Memorial Park in Taguig, Metro Manila. Friends and relatives may pay their last respects to the family starting July 12 at 8:00 pm until the evening of July 14,” it said.   

LWUA is a government-owned and controlled corporation mandated to promote and oversee the establishment of water supply systems in cities and municipalities outside of the capital region Metro Manila. — Revin Mikhael D. Ochave

JUDOKA Kiyomi Watanabe and sprinter Kristina Knott and their teams expect a tough challenge in the Tokyo Olympics but they are forging ahead, looking to take it one step at a time.

Earned qualification on the same date on June 23, Misses Watanabe and Knott are part of the 19-athlete squad representing the Philippines in the rescheduled Olympics happening from July 23 to Aug. 8.

Filipino-Japanese Watanabe qualified by way of the continental quota in the women’s -63kg class as released by the International Judo Federation while Filipino-American Knott received a universality place in the women’s 200m from World Athletics.

Both are making their Olympic debuts in Tokyo.

Japan-based Watanabe is set to face top-class opponents from Asia and Europe, said the Philippine Judo Federation (PJF), which expressed confidence nonetheless that the national bet will be in the mix for a medal, even gold.

“Anything is possible with her (Watanabe). We cannot underestimate her abilities as an athlete. She’s a true warrior, who has the power and the heart to compete,” said Dave Carter, PJF president, in his recent session on the online Philippine Sportswriters Association Forum.

Mr. Carter said European athletes, in particular, present a tough challenge for Ms. Watanabe but if she manages to stay the course and reach the championship rounds she can be a handful.

“Frequent titleholder France is there and there are the Slovenians and Germans. Kiyomi should watch out for them,” the PJF official said.

“Based on our calculations, Kiyomi needs to win at least five to six matches to make it to the gold medal round. But three wins in the pool play would assure her of making it to the quarterfinals. If she reaches the quarterfinals, she has a strong chance,” Mr. Carter added.

Ms. Watanabe, 24, is based in Japan and currently in deep training with her coach, former Asian Games gold medalist Yazaki Yuta. She is the first Filipina judoka to make it to the Olympics, and the third straight Philippine bet in judo to see action in the quadrennial meet after Tomohiko Hoshina and Kodo Nakano in the 2012 London and 2016 Rio De Janeiro Games, respectively.

Ms. Watanabe is currently the 39th-ranked player in the world and won silver in the 2018 Asian Games and a four-time Southeast Asian Games gold medalist. She was recently named one of the flag-bearers for the opening ceremonies of the Tokyo Olympics, along with pole-vaulter EJ Obiena.

The Philippine judoka begins her bid on July 27.

KNOTT
Meanwhile, Ms. Knott has her sights on the gold medal in the Olympics but is not getting ahead of herself.

“Anything is possible. [But] The goal is to make it to each round,” said the 2019 Southeast Asian Games double gold medalist in a recent television interview.

She went on to say that in the Olympics, the best of the best come together, making the road to glory very narrow. But she is only motivated by it.

“A motivation for me is to run well in the Olympics. This is an opportunity for me to put the greatest flag on my chest, to show out and not just represent,” said Ms. Knott, who is also out to break her own national and SEA Games record of 23.01 seconds in her push to vie for a spot in the finals of her Olympic event.

The Olympic track and field events will take place from July 30 to Aug. 8.

Djokovic battles Berrettini and history to claim 20th Grand Slam title

LONDON — Novak Djokovic had the weight of tennis history on his shoulders and an Italian with dynamite on his racket strings to contend with, but emerged victorious to earn a sixth Wimbledon and a record-leveling 20th Grand Slam title on Sunday.

Matteo Berrettini, playing inspired tennis in his first Grand Slam final, unleashed everything in his formidable arsenal to rock Djokovic in a riveting contest.

But it was not enough to stop the indefatigable Serb, who found his best when required, to pull through (6-7(4), 6-4, 6-4, 6-3) on what looks like being a momentous day in the raging argument about who will go down as the greatest of all time.

For the first time in his career, Djokovic shares the men’s record for the most Grand Slam singles titles with Roger Federer and Rafa Nadal and looks primed to leave both in his wake.

In a year that is brewing into something extraordinary, the world number one has won the season’s first three majors and will become the first man since Rod Laver in 1969 to complete the calendar-year Grand Slam if he wins the US Open in September.

Not only that but with the Olympics looming, the one title to elude Djokovic, he is within sight of the fabled Golden Slam — something no man has achieved.

The celebrations on a frenzied Centre Court, that at times sounded more like Wembley Stadium, were unconstrained after Berrettini chipped a backhand into the net to end the final.

Djokovic fell to his back before standing arms aloft, soaking in the acclaim of 15,000 fans who, while edging towards underdog Berrettini throughout the match, realised they were watching a special player making history.

After chewing on a blade of grass, Djokovic threw his arms out to all four sides of stadium as the crowd roared “Nole” before he climbed up into the stands to embrace his coaching team and even stopped for a selfie with a young fan.

“That was more than a battle. He has a true hammer, an Italian hammer and I felt that on my skin today,” Djokovic said.

Before Djokovic captured his second Grand Slam title in 2011, Federer already owned 16 and Nadal nine.

Yet he has reeled them in relentlessly and his thirst for silverware is unquenched.

“I have to pay a tribute to Rafa and Roger, they are legends of the sport and they are the two most important players I ever faced in my career and the reason I am where I am today,” Djokovic said on court.

“Something shifted in 2011. The last 10 years have been an incredible journey and it’s not stopping here.”

Federer, who lost to Djokovic in the 2019 Wimbledon final after saving match points, offered his congratulations.

“Congrats Novak on your 20th major. I’m proud to have the opportunity to play in a special era of tennis champions. Wonderful performance, well done!”

Spaniard Nadal, who missed Wimbledon, added: “20 Grand Slam titles is huge and it is amazing that we are three players tied on this. Well done and congrats to you and your team!”

Actor Tom Cruise was amongst the crowd on Centre Court to watch seventh seed Berrettini’s attempt to accomplish what many believe to be mission impossible — taking three sets off Djokovic in a Grand Slam match.

Yet in the first part of seismic sporting Sunday for his nation, with Italy facing England at Wembley in the Euro 2020 final later, he played like a gladiator in Rome’s Colosseum.

No Italian, man or woman, had won a Wimbledon singles title and Berrettini was bidding to become the first Italian man to win a major since Adriano Panatta’s 1976 Roland Garros success.

When he slipped 5-2 down in the opening set against a man playing his 30th Grand Slam final and seventh at Wimbledon, it looked as though the day might pass him by.

But after surviving an exhausting 11-minute service game, in which he saved a set point, the 25-year-old began to ratchet up the power, booming down 130mph serves and sledgehammer forehands to dent Djokovic’s armour.

Djokovic looked nervous as he failed to serve out the set at 5-3 as Berrettini chased a dropshot to break. After earning himself a tie-break, Berrettini was the aggressor and he moved a set ahead after firing down a 138mph ace.

The effort of snatching a 71-minute first set took its toll on Berrettini though, and Djokovic stormed 4-0 ahead in the second before withstanding another fightback to level the match.

Looking calmer, Djokovic struck the early blow at 1-1 in the third set as a net-skimming backhand from out wide forced a volley error from the Italian.

Nothing was straightforward though for Djokovic and Berrettini threatened to break straight back when he launched a forehand winner past the Serb in the next game to reach deuce before Djokovic steadied to take a 3-1 lead.

When Djokovic survived another tough service game to move 4-2 ahead, he cupped his hand to his ear — and the crowd responded with soccer-style chanting that shook the rafters.

Even after Djokovic had taken the third set, Berrettini still looked dangerous but when the Italian double-faulted on break point in the seventh game of the fourth, his hopes of stopping Djokovic’s assault on the record books were over. — Reuters

Italy crowned European champs after shootout victory over England

LONDON — Italy claimed the European Championship for the first time since 1968 as penalties came back to haunt England at Wembley on Sunday, Gianluigi Donnarumma saving twice as the Azzurri won a shootout 3-2 after the game finished 1-1 following extra time.

The giant goalkeeper saved from Jadon Sancho and, decisively, Bukayo Saka after Marcus Rashford hit the post, as Federico Bernardeschi, Leonardo Bonucci and Domenico Berardi all scored for the Italians in the shootout.

Luke Shaw had given England a dream start with a superb goal after two minutes but Italy, who offered almost nothing in response in the first half, gradually took command and deservedly leveled through Bonucci after 67 minutes.

It was the first final decided on penalties since Czechoslovakia beat West Germany in 1976 and was wildly celebrated in Italy after they lost the final in 2000 and 2012.

For England coach Gareth Southgate, who missed from the spot when they lost in the Euro96 semifinal to Germany, it was another shootout horror show.

The two players he sent on late in extra time with penalties in mind missed their penalties, as did 19-year-old Saka, who crumpled under the pressure of taking the final kick.

Italy, have now won five and lost six of their 10 major tournament shootouts, including one win and one loss in World Cup finals, while England’s dismal record now reads seven losses from nine.

But England fans dreaming of a second title to add to the 1966 World Cup can hardly complain they were robbed this time, after their team followed a strong start by surrendering the initiative despite the support from most of the 67,000 crowd.

The match statistics told the story as Italy had 66% possession and 19 shots to England’s six and, until the shootout, Donnarumma barely touched the ball.

Italy are now unbeaten in 34 matches, underlining the stunning turnaround fashioned by coach Roberto Mancini who took over after the country’s humiliating failure to qualify for the 2018 World Cup.

BRIGHT START
It had all started so well for England when Harry Kane spread the ball wide to Kieran Trippier and he instantly repaid coach Southgate’s faith in recalling him by sending over a curling deep cross that Shaw met on the half volley to hammer inside the post for his first international goal.

England had taken an early lead in their 2018 World Cup semifinal against Croatia before being outplayed and losing in extra time but for a while they stayed on top, with the Italians arguing and running to Mancini for instructions as they struggled for a foothold.

England’s well-drilled defense, which had conceded one goal, via a Denmark free kick, in their six previous tournament games, looked safe enough but the players in front gradually began to concede more and more territory.

Jordan Pickford had to save from Lorenzo Insigne and Federico Chiesa as Italy cranked up the pressure and it paid dividends when Bonucci pounced from close range after the keeper had turned Andrea Belotti’s header onto a post.

England could have no complaints after inviting their opponents on and offering almost nothing in attack.

It was a similar story in extra time, though England did briefly force their way back into the game, albeit without creating much to reward the crowd for their waves of noise.
