BSP launches bill payment facility

THE Bangko Sentral ng Pilipinas (BSP) and the Philippine Payments Management, Inc. (PPMI) said they launched on Tuesday a digital payment facility known as Bills Pay PH.

According to the central bank, Bills Pay PH facilitates digital transactions between accounts on the various payment service providers.

“Through our continued collaboration with PPMI, we expect to broaden the reach of the benefits of digitalization for more Filipinos, be it individuals or businesses, through more convenient, affordable, efficient, and responsive digital payment services,” BSP Governor Felipe M. Medalla said in a statement.

The central bank’s goals include the digitization of at least half of retail payments, and to broaden financial inclusion by ensuring that at least 70% of Filipino adults have access to some type of bank account by 2023.

Transactions on Bills Pay PH are executed by scanning or uploading a QR code or by manually inputting payment details.

Bills Pay PH also features zero charges or fees for use of the interoperable facility.

Customers who have accounts with AllBank, Inc., Asia United Corporation, BDO Unibank Inc., China Banking Corp., Philippine National Bank, Queen City Development Bank, Inc., Rizal Commercial Banking Corp., Tayocash Inc., Union Bank of the Philippines, Universal Storefront Services Corp. Money Services, Inc. and Wealth Development Bank Corp. can now make digital payments to almost 500 onboarded billers.

Participating billers that maintain accounts with AllBank, Inc., BDO Unibank, Inc., Bank of the Philippine Islands CIS Bayad Center, Metropolitan Bank and Trust Co., Rizal Commercial Banking Corp., Tayocash, Inc., Union Bank, USSC Money Services, Inc., and Wealth Development Bank Corp. will also be able to receive online payments from a wider set of customers.

The facility also enables payments to Manila Electric Co. (Meralco) and PLDT, Inc., among others. — Luisa Maria Jacinta C. Jocson

Philippines expects coronavirus spike during Christmas holidays

PHILIPPINE health authorities expect a spike in coronavirus infections during the holidays in the absence of restrictions.

Daily infections could hit 1,114 to 2,294 by the end of December, while active cases could reach 18,000, the Department of Health (DoH) said on Tuesday.

“With increased mobility, social gatherings and eased restrictions, we expect spikes to occur,” Althea R. de Guzman, director of the agency’s Epidemiology bureau, told a forum streamed live on YouTube. “But there should not be any significant increase in our hospitalization rates.”

She said existing vaccines could help minimize hospitalizations even after new variants enter the country.

Edsel Maurice T. Salvaña, a member of DoH’s technical advisory group, told the same forum coronavirus deaths would remain low as long as vaccination and boosting rates are pushed.

He added that using face masks could still prevent outbreaks, decrease cases and protect people from other respiratory illnesses.

“We will have good Christmas holidays if we continue to protect one another,” Mr. Salvaña said.

The Health department said last week it had detected the first 14 cases of the BQ1 Omicron subvariant in the country.

On Monday, Mr. Salvaña told a televised new briefing health authorities had yet to determine if the new variant is a more severe form of the coronavirus. Daily infections would likely stay below 5,000 in December, he added.

The World Health Organization (WHO) first declared Omicron as a variant of concern on Nov. 26 last year.

The Philippines posted 8,004 coronavirus infections for Nov. 14 to Nov. 20, with a daily average of 1,143 cases, DoH said in a bulletin on Monday evening. There were 17 deaths from Nov. 14 to 27, it added.

The agency said 526 or 21.6% of 2,430 intensive care unit (ICU) beds were in use, while 5,169 or 25.2% of 20,508 non-ICU beds were occupied.

It added that 599 were severe and critical coronavirus patients or 9.3% of total admissions staying in hospitals.

The government is set to hold a three-day vaccination campaign on Dec. 5 to 7. To broaden the campaign, it has been coordinating with other organizations such as the Chinese community, malls, fast-food restaurants and private doctors.

DoH said 73.59 million Filipinos have been fully vaccinated against the coronavirus, while 20.72 million people have received booster shots.

The OCTA Research Group on Sunday said daily coronavirus infections in the country could hit as many as 3,000 during the Christmas holidays.

The Philippines might tally 2,000 to 3000 daily coronavirus cases in December, OCTA Research Group fellow Fredegusto P. David said in a Facebook Messenger chat.

OCTA also expects a significant increase in severe and critical cases, though hospital use rate was unlikely to exceed 30%, he added.

Mr. David had said daily cases in the country might rise if there were threats from new subvariants of the coronavirus.

The country seeks to increase its vaccination rate and booster uptake amid the possible entry of more deadly variants and subvariants. 

The WHO earlier said global weekly coronavirus cases dropped by 5% on Nov. 14 to 20 from a week earlier, with more than 2.4 million new cases reported. Weekly deaths fell by 13% to 7,800.

The United States will donate $5 million (P284 million) to boost the Philippines’ vaccination drive, the White House said last week.

The US government said it would also invest $8 million to strengthen its global health security partnership with the Philippines to “help prevent avoidable outbreaks, detect health threats early and respond rapidly and effectively when outbreaks occur.”

“It is important to ramp up vaccination efforts to maintain a high immunity wall to keep the public protected from severe or critical disease and death, even with the emergence of highly transmissible variants,” Ms. De Guzman said. — John Victor D. Ordoñez

Senate bill sets parking rates to protect public

A SENATOR has filed a bill fixing parking rates in all commercial and business establishments, institutions, and parking facilities in the country.

“While we respect businesses that help our economy grow, we also need to balance and protect the interests of the majority,” Senator Ramon B. Revilla, Jr. said in a statement in Filipino on Tuesday. “It’s only right that we regulate the parking fees that, sometimes, are no longer fair.”

Under Senate Bill 1463, parking rates in malls, supermarkets, restaurants, hotels, hospitals, schools and dedicated parking facilities will amount to P20 for all cars in the first three hours, plus P5 for every succeeding hour. Parking fees for motorcycles is P10 plus P2 for each extra hour.

The flat rate for overnight parking will be P100 for all cars and P50 for motorcycles. For valet service, the flat rate will be P100.

There will be additional parking fees for lost or damaged parking tickets at P100 and parking cards at P200.

The bill also allows customers to pass through and park for at most fifteen minutes for free. Customers who spend at least P500 in an establishment will get free parking for three hours.

“Sometimes, the income of our countrymen is only meager, then it will be reduced even further because of very expensive parking fees in workplaces,” Mr. Revilla said.

“It could also be that instead of being able to add to their budget for groceries, they end up paying expensive parking fees at the market or mall,” he added. “We should really pass this bill so that we can help consumers.”

He said some parking spaces, especially those in the central business districts, charge “exorbitant fees” that reach P400 for eight hours. This already covers a large portion of a worker’s daily wage.

“A bill to regulate the payment of parking spaces like malls, restaurants and other places has been pending in Congress for several years,” Mr. Revilla said. “Honestly, it should have been enacted a long time ago.”

“So now, we will really push for its passage in Congress, especially since it will heavily reduce the expenses of ordinary citizens,” he added. — Alyssa Nicole O. Tan

CoA vows to audit Health department’s COVID vaccine purchases

THE COMMISSION on Audit’s (CoA) chairman, whose nomination was confirmed on Wednesday, vowed to audit coronavirus vaccine purchases of the Health department.

The agency is not bound by confidentiality agreements signed by the Department of Health (DoH) and vaccine suppliers, national auditor Gamaliel A. Cordoba told lawmakers of the Commission on Appointments.

“We will demand these,” he said at his appointment hearing, referring to vaccine purchase documents.

Mr. Cordoba said former Health Secretary Francisco T. Duque III had turned down auditors’ request for documents, citing the nondisclosure agreements.

A special audit had also been required by the World Bank and Asian Development Bank under a loan deal for coronavirus vaccine purchases, he said.

“We might have to issue a notice of suspension and go through the process of [budget] disallowance,” Mr. Cordoba said. One of the legal processes could also include a subpoena.

He was answering questions from Senator Ana Theresia “Risa” N. Hontiveros-Baraquel, who asked CoA to immediately subpoena the vaccine contracts.

“Under the Constitution, you have a mandate to conduct the audit,” she told Mr. Cordoba. “Isn’t the nondisclosure agreement infringing the Constitution?”

At the appointment hearing, Senator Francis N. Tolentino complained that state audit reports were allegedly being used to harass public officials.

“CoA reports should really be seen as a tool for good governance and not just a means or weapon for harassment,” he said.

Mr. Cordoba served as National Telecommunications commissioner for more than a decade before President Ferdinand R. Marcos, Jr. appointed him CoA chief, replacing Jose C. Calida who resigned.

Marcos says just finishing his ‘checklist’ before appointing an agri chief

PRESIDENT Ferdinand R. Marcos, Jr. on Tuesday said he is just finishing a checklistof things he wants to do in the agriculture department before appointing his replacement who will be able to function as a full-time secretary.  

“I have a timetable for that and certain things I want to achieve before leaving the department, so hopefully we can nominate a new DA (Department of Agriculture) chief by the time I finish my checklist,” he said in a livestreamed press briefing during a visit to the International Rice Research Institute (IRRI) headquarters in Los Baños, Laguna.  

Mr. Marcos noted that his list of possible appointees keeps changing since names are constantly being added and removed.  

The president, who took office on June 30, assumed the DA top position citing the need to urgently address the food crisis in the country.   

He reiterated on Tuesday his goal to bring down the market price of rice to P20 per kilogram, and was considering price adjustments in time for Christmas.  

Experts from IRRI briefed the president about the institution’s continuing initiatives on advancing rice farming technologies, crop resilience, and increasing production.

Senate bill to require 13th month pay for non-permanent gov’t workers

A BILL requiring a 13th month pay for contractual and job order workers in government agencies has been filed at the Senate.  

In light of the persistent rise in the inflation rate, which led to an extraordinary increase in prices of food, fuel, and other commodities, Filipino workers, including contractual and job order personnel of the government face greater hardships in their lives,Senator Mark A. Villar said in the explanatory note of Senate Bill 1528.   

Contractual and job order personnel lack security of tenure,he added, they are not entitled to mid-year and year-end bonuses, such as the 13th-month pay, among other benefits.  

Under the proposed bill, all government workers, regardless of employment status, will be entitled to 13th-month pay every year.  

The proposed measure mandates that the minimum amount to be given should be at least half of the workers monthly salary. 

Passing such a proposal should be a priority while there is still time left,Mr. Villar said. This is our way of recognizing their notable contribution and their service to the government.  

The senator said 642,000 non-permanent workers in the public sector will benefit should the bill be passed into law. 

The measure is in line with the issuance of the Commission on Audit and the Department of Budget and Management extending the services of contractual and job order workers until the end of 2024. Alyssa Nicole O. Tan

20-hectare wildlife rescue center planned in Mt. Apo protected area

A 20-HECTARE area within Mt. Apo, the countrys highest peak, will be designated as a wildlife rescue and conservation center following an agreement among local governments, national agencies, and private organizations.   

The project seeks to bolster and promote conservation efforts and assuage the dwindling number of endemic wildlife through the collaboration and mutual support of all stakeholders,the Sta. Cruz municipal tourism office said in a statement.   

Sta. Cruz, a town in Davao del Sur, is one of the jump-off points for Mt. Apo treks.   

The Sta. Cruz local government was among the signatories of the Manifesto of Support for the project initiated by the Mindanao Development Authority.   

The manifesto, finalized last week following a two-day roundtable discussion, was also signed by the Department of Environment and Natural Resources (DENR)-Davao Region office, other local governments within the regions of Davao and Soccsksargen covered by Mt. Apo, private firms, and the Philippine Eagle Foundation.    

DENR-Davao, in a separate statement, said the planned conservation center is in line with the continued programs of the Protected Area Management Board (PAMB) for Mt. Apo Natural Park.   

The past years, the PAMB chaired by the DENRs Regional Executive director had brought changes to the policies and regulations in the countrys highest peak,it said.    

This includes regular conduct of camp, trail and biodiversity assessment and monitoring.   

The PAMB also adopted in 2021 a three-month annual closure of Mt. Apo, every August to October, to give the protected area a period to rest and recover from camping activities and for wildlife species have their undisturbed space and time.   

The proposed location for the rescue center is in Digos City, Davao del Sur.  

MONITORING STATIONS
Meanwhile, DENR-Davao has also recently signed an agreement with Davao Light and Power Company (DLPC) and Aboitiz Foundation, Inc. for the establishment of monitoring stations along Mt. Apo trails in Sta. Cruz and Digos City.  

The stations are intended to enhance law enforcement, biodiversity monitoring, and ecotourism development, the Sta. Cruz tourism office said. MSJ

Immigration bureau dismisses temporary worker involved in extortion in Muntinlupa

THE BUREAU of Immigration (BI) has terminated a job order employee who was arrested on Nov. 22 in Muntinlupa for attempting to rob a Chinese national. 

“Upon checking our records, we confirmed that he is not an immigration officer, but rather a job order employee,Immigration Commissioner Norman G. Tansingco said in a statement on Thursday.  

He added that the worker was not authorized to conduct arrests and was only designated to do simple office tasks.  

Job order employees in the bureau are limited to six-month contracts that involve office services for the agency.  

Mr. Tansingco said the bureau is working closely with the Philippine National Police for the filing of charges against the former employee.  

Local police also arrested nine other individuals who allegedly posed as agents from the National Bureau of Investigation while attempting to detain and rob the Chinese national who lived in Muntinlupa.  

“We will not tolerate any such illegal activities, hence we immediately terminated his services, and he will continue to face the criminal charges that might be filed against him,the Immigration chief said. John Victor D. Ordoñez

Ghana outhassles South Korea in thrilling 3-2 goals

LUSAIL, Qatar — A second half brace from a stunning Bruno Fernandes fired Portugal into the last 16 of the World Cup on Monday to join France and Brazil, after a 2-0 win that outclassed an uninspiring Uruguay given little chance to get into the match.

For a Portugal whose World Cup narrative has so far been crafted by the controversy and brilliance of Cristiano Ronaldo, the night belonged to Fernandes, who shone throughout and always looked threatening.

His first goal set the tone of how the match would play out, with a 55th minute cross intended for Ronaldo that sailed fortuitously into the net, before a perfectly executed spot kick in stoppage time that guaranteed his side’s passage to the knockout stages with a match remaining.

Ronaldo had celebrated the first goal ecstatically as his own and smiled awkwardly as it was announced as belonging to Fernandes, who twice came close to completing a hat-trick in the dying moments.

The win was the third time at a World Cup that Portugal have won two successive group stage matches, and the previous two times led to streaks into the semi-finals.

Fernandes played down talk of his starring role and said his focus was the next match against South Korea and getting a perfect nine points for Portugal.

Uruguay, the dark horses in a succession of World Cups, looked nothing like the side that knocked Portugal out in the last 16 in Russia in 2018 and struggled to get into the match as the European side piled on pressure from the start and never relented.

Portugal had the lion’s share of the possession and pressed continuously but labored in the final third and lacked clear-cut scoring chances until the second half, in a game where Uruguay were scrappy, off kilter and lacking initiative.

The result leaves Uruguay with a difficult final match against Ghana, who kept themselves in contention by beating South Korea 3-2 in the earlier Group H match.

Ronaldo had a few flashes of flair that drew loud roars from the Lusail stadium crowd, including a moment three minutes in when he used his shoulder to redirect a long throw into the path of William Carvalho, whose powerful volley sailed over the bar.

Portugal were dangerous on the approach and controlled both flanks, with Bernardo Silva, Fernandes and an industrious Joao Felix combining well and each frustrated in their efforts to put Portugal ahead.

Uruguay had a few chances, with the best coming on 32 minutes from Rodrigo Bentancur, who ran half the length of the field and skipped past three defenders before his low shot was stooped by advancing keeper Diogo Costa.

Portugal battled hard and finally broke the deadlock nine minutes after the break when Fernandes’ cross floated past Uruguayan goalkeeper Sergio Rochet, who was rooted to his line as Ronaldo rose to head home ball but fell short.

Uruguay rallied to try to get back into the match around the hour mark after coach Diego Alonso made a raft of substitutions to shake up his attack, with Facundo Pellistri making an instant impact, Luis Suarez coming close and Maxi Gomez blasting his shot into the post.

But the fightback was shortlived, with Portugal quickly regaining control and winning a penalty at the end after a handball in the box that required a VAR review.

Fernandes coolly converted his penalty in stoppage time and scrambled to get a third, with his effort saved at the near post by Rochet and a strike in the dying seconds that cannoned agonizingly off the post.

Portugal coach Fernando Santos commended his team’s professionalism in a performance he described as brilliant.

BRAZIL EDGES SWITZERLAND TO ADVANCE
Casemiro scored in the 83rd minute to lift Brazil to a 1-0 victory over Switzerland on Monday and advance to the knockout stage of the World Cup in Doha, Qatar.

The Brazilians are through the group stage despite the absence of Neymar, who missed the match with an ankle injury.

Brazil’s tally in the 64th minute was overturned after VAR determined Richarlison was offsides on Vinicius Junior’s score.

Switzerland remains alive and will play Serbia in its final group match.

Yann Sommer made four saves for the Swiss. But it was Casemiro’s half-volley that eluded Sommer, sending Brazil to the Round of 16.

GHANA 3, SOUTH KOREA 2
Ghana fended off South Korea’s last-minute barrage to ensure Mohammed Kudus’ game-winner held up and 61st-ranked Ghana improved its chances of advancing to the Round of 16.

Ghana grabbed a 2-0 lead in the first half but before Kudus punched in his second goal of the match in the 68th minute, South Korea had stormed back to tie it at 2-all.

Gue-sung Cho knocked in two goals on headers just three minutes apart, and the scene at Education City Stadium turned electric for the rest of the match.

Kudus found open space from the penalty area and poked in the winner as goalkeeper Seung-gyu Kim left his feet for a save attempt.

South Korea brought a heavy attack the rest of the way, tallying 22 shots on goal — compared to seven for Ghana — but could not capitalize on possession time over 60 percent.

The win bumps Ghana up to three total points in Group H.

Cameroon closed a two-goal deficit with a pair of late goals and scored a draw with Serbia in a thriller in Group G.

Vincent Aboubakar netted a lob to make it a 3-2 game and Cameroon’s Eric Maxim Choupo-Moting scored the equalizer three minutes later to set up a frantic finish between teams vying to reach the Round of 16.

Serbia started fast and worked a 3-1 advantage after halftime thanks to striker Aleksandar Mitrovic’s score. After Cameroon evened the game at 3, Mitrovic missed his best chance for a game-winner, going just wide of the net. — Reuters

LINDSEY Vander Weide powered through a tired and weary Cignal and Petro Gazz essayed a 25-14, 25-21, 25-27, 25-19 victory yesterday to remain in finals contention in the Premier Volleyball League (PVL) Reinforced Conference at the PhilSports Arena.

The power-hitting Ms. Vander Weide sprayed a match-best 30 hits as the Angels improved to 2-1, the same output by the HD Spikers.

Cignal, however, had already booked the first slot to the best-of-three finals via its superior set ratio.

Petro Gazz seals the last spot to the finals if Creamline loses to Chery Tiggo in its game at press time.

It was another emphatic win by 2019 Reinforced Conference champions, who came into this game riding high on a 25-15, 25-17, 25-13 massacre of the Chery Tiggo Crossovers at the Smart Araneta Coliseum Sunday.

“It definitely feels good with these two big wins right before the finals,” said Ms. Vander Weide.

Ms. Vander Weide got the needed support including those from MJ Philips, who had 13 points including seven magnificent blocks, and Aiza Pontillas, who scattered 10 points.

It was, however, Ms. Vander Weide’s connection with setter Djanel Cheng that spelled the biggest difference.

“Me and Ms. Cheng were meshing tonight (yesterday) and this is the game I needed to score high and I’m glad it went well,” said Ms. Vander Weide.

Cignal was a shadow of its once glorious self after slaying heavy title favorite Creamline, 23-25, 25-23, 28-26, 25-18, also Sunday that pushed it on the cusp of making the PVL for the first time.

There was little energy left in tank for the HD Spikers as they dropped against the well-rested and energetic Angels, who had a quick straight set triumph in their last game.

Cignal showed some fight in the third set after Tai Bierria went on a spiking spree that saw it snatching the set and cutting its deficit to two sets to one.

ADAMSON University (AdU) shoots for an outright ticket as the last passenger to the Final Four bus with no further complications when it attempts to pull the rug from under Ateneo de Manila University (ADMU) in the final elimination playdate of the UAAP Season 85 men’s basketball tournament at the Smart Araneta Coliseum.

Clinging at solo fourth spot with a 7-6 card for full game advantage over No. 5 De La Salle (6-7), a win by the Falcons at 4 p.m. would book them to a straight fight to the semifinals — without any detour or layover.

Otherwise, given a De La Salle victory in the first game at 2 p.m. against cellar dweller Santo Tomas (1-12), the Falcons would still have to go through a playoff for No. 4 with the Archers by virtue of a tie at 7-7.

A victory by the Blue Eagles would also keep a small window of opportunity for their other rivals in the Green Archers to stay alive as long as they take care of business against the Growling Tigers -— turning the last playdate into a crucial one with huge implications for all concerned squads.

That possibility, however, only makes the Soaring Falcons extra motivated to crash the party and spoil a highly-anticipated Ateneo-La Salle collision in the Final Four.

“Well actually, a lot of people are counting us out already, because they want De La Salle to make it to the Final Four. I don’t know, maybe they’re anticipating Ateneo No. 1 and De La Salle No. 4 for the semis,” said Adamson mentor Nash Racela.

“I know how people think. We want to counter that. That’s actually our goal. Expectations and reality are always different so we’ll try our best. We’ll try our absolute best.”

Ateneo, for its part, will march into battle with only one goal regardless of an array of fates at stake in their hands.

“Playing Adamson today is a huge affair. It allows us to finish top of the table, and I don’t think many people would have expected that at the beginning or in the middle of the season. We will play to win. There’s only one way to play the game of basketball — play to win,” said Ateneo coach Tab Baldwin.

After already setting foot to the Final Four for the first time in 22 years, CSB aims to write another historic chapter to its Cinderella story as it guns for a second title since its breakthrough crown in 2000.

“This year could be our year, I hope its going to be our destiny but of course, the finals will be tougher,” said CSB coach Charles Tiu. “I’m happy for the Benilde community because there has been a lot of heartbreaks, at least we’re back in the finals and achieved another goal.”

“Hopefully, we achieve one more,” he added.

Migz Oczon, who wasn’t even born yet when CSB last made the finals, was at the center of the CSB storm as the 22-year-old Davao City-born guard unleashed a game-high 17 points including a pristine eight-of-eight clip from the free throw line.

The last two charities, in fact, sealed the win as San Beda gunslinger James Kwekuteye’s potential game winning three-pointers clanked off the rim.

It made up for a horrendous shooting from the field where went three of 15 with all of his fieldgoals coming from beyond the arc.

But his Midas Touch from the line was enough to help the Blazers get them through the best-of-three finals.

“He’s put in the work, there was no doubt when he’s in the free throw line, I know he’s going to make it,” said Mr. Tiu. Oczon did.

It was a heartbreaker of a defeat for the Red Lions, who will not make the finals for the second straight season after making the finals 14 straight times starting in 2006. That stretch of excellence snared the once mighty San Beda dynasty an impressive 11 championships.

Now it could be CSB’s turn.

Letran trounced Lyceum of the Philippines (LPU), 67-58, to seal the other spot to the best-of-three finals starting on Dec. 4 at the Smart Araneta Coliseum. — Joey Villar
