EU provisionally OK’s law to cut packaging waste

BRUSSELS — The European Union (EU) has reached a provisional deal on a new law to cut packaging waste and ban single-use plastics, such as supermarket bags for fruit and mini hotel shampoo bottles in hotels, albeit with exemptions for certain sectors.

The European Commission proposed a revamp in 2022 of rules governing packaging waste, which in the EU has jumped by more than 20% in the last decade, driven by online shopping and “grab and go” consumption habits.

Each European generates almost 190 kg (419 pounds) of packaging waste per year.

Negotiators from the European Parliament and Belgium, which holds the six-month rotating EU presidency, agreed late on Monday on packaging reduction targets of 5% by 2030 and 15% by 2040 and that all packaging should be recyclable by 2030.

By then, a ban will apply to single-use plastic items such as disposable plates, cups and boxes used by fast food restaurants, shrink-wrap for suitcases at airports and lightweight bags, such as offered in markets for groceries.

There will also be a ban on “forever chemicals” (per- and polyfluorinated alkyl substances or PFASs) in food contact packaging.

The EU will also apply re-use targets, such as 10% for take-away packaging and for drinks containers, except those for wine or milk. Cardboard will also be exempt, as countries such as Finland had sought.

Negotiators agreed that empty space should make up no more than 50% of packaged goods, putting an end to oversized boxes for online deliveries.

The targets as a whole will not apply to very small businesses.

The agreement still needs approval from the European Parliament and EU governments, which is not a given in the lead-up to EU elections in June. — Reuters

Trial begins in Vietnam’s largest, multibillion-dollar financial scam

HANOI — The trial in Vietnam’s largest financial fraud case on record began on Tuesday, with nearly 90 defendants accused of being part of a $12-billion scam, for which some of them risk the death penalty.

The trial, expected to last until the end of April at the People’s Court of Ho Chi Minh City, is part of a much wider campaign against corruption in the country which the leader of the ruling Communist Party, Nguyen Phu Trong, has pledged for years to stamp out, with no tangible results yet.

The anti-graft drive has led in recent months to multiple high-profile arrests and the resignation of top figures, including the country’s former president last year, but the trial for the chairwoman of real estate developer Van Thinh Phat Holdings Group is unprecedented for its scale, with thousands expected to be summoned and about two hundred lawyers participating in the proceedings, according to state media.

Real estate tycoon Truong My Lan and her accomplices are accused of siphoning off 304 trillion dong ($12.46 billion) from the country’s largest bank by assets, Saigon Joint Stock Commercial Bank (SCB), which Ms. Lan effectively controlled through dozens of proxies, according to investigators.

A lawyer for Ms. Lan declined comment.

If proved, it could be one of the largest financial frauds in Asia. Malaysia’s 1MDB corruption scandal involved for instance only about $4.5 billion. From early 2018 through October 2022, when SCB was bailed out by the state after a run on its deposits, Ms. Lan appropriated large sums by arranging unlawful loans to shell companies, according to public investigators.

Another $1.2 billion was lost by holders of bonds issued by Van Thinh Phat, Ms. Lan’s real estate firm, according to the investigators.

Ms. Lan has for years been a central figure in Vietnam’s finance and orchestrated the merger of SCB with other two lenders in 2011 to salvage the troubled banks in a plan coordinated with the central bank.

She owns several properties in Ho Chi Minh City’s richest district and has multiple assets abroad, according to investigators and public information.

Top international auditors, including Ernst & Young and KPMG, did not raise any concern about the bank in their audits, public documents show. They did not reply to requests for comment.

In addition to charges of embezzlement, Ms. Lan is also accused of giving bribes and of breaching banking regulations. She risks the death penalty.

Among the other defendants are 15 central bank officials, including a senior inspector accused of taking bribes worth $5.2 million from Ms. Lan.

Despite years of the anti-graft campaign, known locally as “blazing furnace,” corruption remains widespread in the Southeast Asian country, leading many to question motives behind any arrest.

In some provinces, up to 90% of applicants for land certificates paid a bribe, and kickbacks are also extremely common to receive medical services in public hospitals, according to a report published in March 2023 by the United Nations Development Programme and other organizations.

“Bribe-taking amounts that would trigger citizens’ denouncements ranged between 20 million dong ($810) and 43 million dong ($1,742), indicating citizens’ levels of tolerance of bribe-taking acts,” said the report, with the upper value being five times the average monthly salary in the country. — Reuters

Taiwan to increase missile drills amid China threats

TAIPEI — Taiwan’s armed forces will increase the number of missile drills they hold this year, defense minister Chiu Kuo-cheng said on Tuesday, amid China’s ramped-up military pressure to force the island to accept its sovereignty claims.

China claims democratically governed Taiwan as its own territory, over the island’s strong objections. It has in recent years increased military activities near Taiwan, including almost-daily incursions into the island’s air defense identification zones.

Answering reporters’ questions on the sidelines of parliament, Mr. Chiu said the ministry would increase the frequency of missile drills in response to a change in “enemy threat.”

Mr. Chiu said that in the past, missile drills had only been held at certain times of the year to limit the impact on aviation and everyday life.

“We must consider boosting our training in response to the enemy’s situation,” he said, adding that the amount of ammunition the drills use will be in line with regulations. He did not elaborate on what that meant.

China will boost defense spending by 7.2% this year, the same rate as last year, but higher than the government economic growth forecast, according to an official work report reviewed by Reuters on Tuesday.

UN team says rape, gang rape likely occurred during Hamas attack on Israel

UNITED NATIONS — A team of United Nations (UN) experts reported on Monday that there were “reasonable grounds to believe” sexual violence, including rape and gang rape, occurred at several locations during the Oct. 7 attack on Israel by Hamas militants.

The team — led by UN special envoy for sexual violence in conflict Pramila Patten — visited Israel between Jan. 29 and Feb. 14 on a mission intended to gather, analyze and verify information on sexual violence linked to the Oct. 7 attacks.

“Credible circumstantial information, which may be indicative of some forms of sexual violence, including genital mutilation, sexualized torture, or cruel, inhuman and degrading treatment, was also gathered,” read the 24-page UN report.

Palestinian militant group Hamas has repeatedly rejected accusations of sexual violence.

Hamas fighters attacked Israel on Oct. 7, killing around 1,200 people and seizing 253 hostages, according to Israeli tallies. Israel’s retaliation against Hamas in the Gaza Strip has since killed around 30,000 Palestinians, health authorities in the Hamas-run enclave say.

“The mission team found clear and convincing information that some hostages taken to Gaza have been subjected to various forms of conflict-related sexual violence and has reasonable grounds to believe that such violence may be ongoing,” the UN report said.

The team said a “fully-fledged investigation” would be required to establish the overall magnitude, scope and specific attribution for the sexual violence.

The UN team said it also received information from institutional and civil society sources and direct interviews, about “sexual violence against Palestinian men and women in detention settings, during house raids and at checkpoints” after Oct. 7. The detention centers were in Israel.

The UN team said it raised the allegations with the Israeli Ministry of Justice and Military Advocate General, which said no complaints of sexual violence against members of the Israeli Defense Forces had been received.

Israel has been critical of the UN response to the Oct. 7 attacks. UN Secretary-General Antonio Guterres said late last year that sexual violence committed on Oct. 7 “must be vigorously investigated and prosecuted,” stressing: “Gender-based violence must be condemned. Anytime. Anywhere.”

“The UN claims to care about women, yet as we speak right now Israeli women are being raped and abused by Hamas terrorists. Where is the UN’s voice? Where is your voice?” Israel’s UN Ambassador Gilad Erdan told the 193-member UN General Assembly earlier on Monday.

“Hamas must face unrelenting pressure to end their sexual violence and release all of the hostages immediately,” he said. — Reuters

PHL sets training camp in Dubai ahead of clash with Iraq

THE PHILIPPINES has set for a four-day training camp in Dubai before tackling powerhouse Iraq in the coming window of the 2026 FIFA Asia Cup and 2027 AFC Asian Cup Qualifiers.

The March 16 to 20 camp serves as final preparations before the No. 139 Pinoy booters face the 59th-ranked Iraqis on the 21st at the 65,000-seater Basra Stadium at the resumption of Group F hostilities.

After this, the squad formerly known as the Azkals then hosts the Iraqis on the 26th over at the Rizal Memorial Stadium.

Belgian Tom Saintfiet, the coach at the helm, has actually started camp in Manila featuring players from the Philippines Football League and collegiate standouts. The big guns from Europe are expected to be on board as the double showdown with the 2007 Asian champions draws nearer.

CAGAYAN DE ORO CITY — As Manila Southwoods continued its dynastic reign in the championship division, Cebu Country Club (CCC), Zamboanga Golf, West Highlands Golf Club of Butuan, and Edwin Andrews Air Base (EAAB) pulled off contrasting victories to cap the 75th staging of the Philippine Airlines Men’s Interclub golf team championships on Sunday.

Manila Southwoods scored a 13-point victory over Eastridge, the second straight year both teams finished first and second in the premier division.

Teams from Visayas and Mindanao also made their mark on the event’s diamond anniversary.

Cebu Country Club led from start to finish to capture the second-tier Founders class with 391, 11 points clear of Del Monte Team 2.

With Bayani Garcia and Jon Joseph Alvarez firing 35 points at Pueblo de Oro, CCC closed with 101 points for 391 points. The other scorer was Harvey Sytiongsa who carded 31 points.

Del Monte drew 35 from Simon Wahing, 33 from Keith Pagalan, and 31 from Mark Ivan Parilla to secure second place with 380, five points ahead of Valley.

Canlubang, returning to the event after an absence of five years, missed a podium finish by a single point with 374.

In the Aviator division, Zamboanga Golf picked up its first-ever title with a come-from-behind victory over Pueblo de Oro Team 2.

Team captain Eldon Elumba sparkled with 36 points to lead Zamboanga’s charge. Other scorers were Andre Lim and Reymond Moises with 26 and 20, respectively. Pueblo de Oro Team 2 and Team IMG-Tagaytay Midlands finished six points behind with 317 apiece.

Over at Del Monte Golf Club in Bukidnon, West Highlands rallied with 79 points to complete a sensational comeback from 25 points down in the first round.

Benedict Franco Ramos shot 31 points as West Highlands overtook overnight leader San Juanico Golf Park & Country Club to win by five with 286 points. Other scorers were Anthony Asuncion and Alex Trinos with 26 and 22, respectively.

San Juanico carded 72 for 281 behind John Rey Pactolerin (28), Don Vicente Mate (24), and Edson Malaki (20).

South Cotabato Golf Club settled for third with 263.

In the Friendship bracket, Edwin Andrews Air Base posted a 16-point win over Leyte Golf and Country Club despite being outscored at Del Monte.

EAAB finished with 227 points, including 66 from Al-Rieza Kinang (23), Jemson Cervantes (22), and Frederick Ian Capin (21).

Leyte Golf closed with 72 for 211 with Alexander Reyes (27), Xander Shaun Reyes (24), and Jerry Maratas (21) delivering the goods. CAAGA wound up third with 207.

LPU high school standouts Matienzo, Mulligan committed to Pirates in NCAA Season 100

LYCEUM of the Philippines University (LPU) on Tuesday announced the commitments of Grade 12 standouts Jasper Matienzo and Peter Mulligan from its high school program to play for the Pirates in National Collegiate Athletic Association (NCAA) Season 100 in September this year.

Mr. Matienzo, a 6-foot-3 all-around forward from Santa Cruz, Laguna, averaged 11.44 points, 4.78 rebounds, 1.89 assists, 1.44 steals, and 1.0 blocks per game while Mr. Mulligan, a 6-foot guard from Tagum City, Davao del Norte, averages 6.56 points and 2.67 rebounds for the Junior Pirates this season.

“We are delighted that Jasper and Peter have chosen to stay with us. I believe and trust in their capabilities, and they are a great fit for our system,” said LPU coach Gilbert Malabanan.

Mr. Malabanan emphasized the importance of maintaining continuity from grassroots to the senior level. “It is crucial for us to maintain continuity from grassroots to the senior level. Developing players from the grassroots and teaching them our system will make it easier for them when they reach the senior level,” he said.

Rahimi strikes as Al-Ain claims Asian Champions League lead over Al-Nassr

AL-AIN will take a 1-0 lead into the second leg of their Asian Champions League quarterfinal against Cristiano Ronaldo’s Al-Nassr next week after the side from the United Arab Emirates’ (UAE) saw off the 10-man Saudi Pro League outfit on Monday.

Soufiane Rahimi’s 44th minute strike earned Hernan Crespo’s side a slender advantage for the home side, with former Manchester City defender Aymeric Laporte ruled out of the return after his late sending off.

Referee Hiroyuki Kimura dismissed Mr. Laporte for violent conduct four minutes into added time following a tussle with Bandar Al-Ahbabi to bring a fraught end to a high-octane clash at a packed Hazza bin Zayed Stadium.

Al-Ain’s Paraguayan midfielder Kaku had seen his effort ruled out by VAR for a marginal offside call in the build-up, but with a minute remaining in the half the home side went ahead as Mr. Rahimi rounded off a flowing move.

Kaku held off the attentions of Aziz Behich to deliver a defence-splitting pass on the turn into the penalty area 30 yards from goal as a fast-arriving Mr. Rahimi cut in from the left to round the sprawling David Ospina and slot into an empty net.

Moments later Khalid Eisa denied Mr. Ronaldo an equalizer with a strong hand to keep out the Portuguese forward’s low effort to his right.

Giannis-Damian duo

Giannis Antetokounmpo tried to make a go of it yesterday. He had been suffering from tendinitis in his left Achilles for some time, but he managed to suit up in previous outings all the same. In fact, he had missed only two matches since the 2023-24 season began, with his sterling stats throughout hardly suggesting any impairment in his movement. Unfortunately, he had to cut his pregame routine short, and his retreat to the locker room negated any chance of him making tipoff against the vaunted Clippers.

Needless to say, the Bucks struggled early on in his absence. To argue that they missed his norms of 30.8 points (on a career-high 60.8% shooting from the field), 11.3 rebounds, and 3.4 assists would be an understatement. That said, they kept plodding on, and their grit even without Antetokounmpo (and fellow starter Khris Middleton) enabled them to stay close enough to be down by just eight heading into the final period. And, egged on by the capacity crowd of 17,875 at the Fiserv Forum, they promptly pulled away to prevail against the Clippers by seven.

In retrospect, Antetokounmpo’s sidelining yesterday may well have worked in the Bucks’ favor. It’s never good to take the measure of highly regarded opponents without a foundational piece, but, for the green and white, their gutsy stand versus the Clippers served to shine the spotlight on offseason acquisition Damian Lillard. Seen as a vital cog in their effort to claim a second Larry O’Brien Trophy in four years, the eight-time All-Star had hitherto been putting up pedestrian numbers by his standards. Thusly, for him to be thrust in a leadership position similar to that which he had with the Blazers — and thereafter delivering in spades — was a much-needed injection of confidence.

The Bucks certainly rode on Lillard’s coattails to forge an unlikely triumph; when the battlesmoke cleared, he had to his name a heady 41 (on a 12-of-22 clip), four, four, and one. His exertions preserved their undefeated status off the All-Star break and extended their winning skein to six. As a corollary, they’ve built needed momentum for a critical turn in their campaign; up next in their schedule are the Warriors, Lakers, Clippers (again), Kings, Sixers, Suns, and Celtics. The next two weeks will be brutal, and a healthy Antetokounmpo is a must — and now backstopped by a rejuvenated partner.

If nobody’s making noise about the decision to hire Doc Rivers as head coach midstream, it’s because the Bucks are finally underscoring the reasons for the change with on-court success. They’re once again a force on defense, and are slowly learning how to make optimal use of the Antetokounmpo-Lillard connection. They may still be staring at the backsides of the Celtics in the standings, but they at least know now that they have more than just a puncher’s chance to take the East, if not the league itself.
