Qatar looking into funding P200M Peace Villages in Zamboanga town

THE QATAR Fund for Development is looking into the possible funding of a P200 million project that will help develop Bangsamoro communities in the town of Tulungan. The project, called the People Economic Advancement and Community (Peace) Villages, was among the proposals presented by the Southern Philippines Development Authority (SPDA) to a Qatari delegation of business, private, and government representatives that visited the country last week. The Peace Villages “is a viable and self- sustaining socio-economic development program intended for the Moro National Liberation Front (MNLF) elements outside of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and which can be replicated in the areas controlled by the elements of the Moro Islamic Liberation Front (MILF),” SPDA Administrator Abdulghani A. Salapuddin said in a statement. Tulungan is located in the province of Zamboanga Sibugay, which is not part of BARMM. Mr. Salapuddin, a former top MNLF commander, said the “project speaks for itself and for what it means and stands for. This is what SPDA exactly wants to achieve in this pilot project.” The Peace Villages will provide beneficiaries with homes and livelihood programs such as commercial agriculture and aquaculture. — Carmelito Q. Cotabato starts rehabilitation planning for earthquake victims

THE COTABATO provincial government held a planning workshop on Wednesday as a first step to drafting the recovery and rehabilitation program for residents displaced by the series of earthquakes in October.

The meeting — led by the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and the Provincial Planning and Development Office — was attended by the regional heads and representatives of various national agencies and local government units (LGUs).

Makakaya natin ang kalamidad dahil sa suporta ng (We can deal with the calamity given the support of the) national government, local governments and individuals and private organizations as well as local and international NGOs (non-government organizations) and other sectors… together we help rebuild our heavily affected LGUs,” Acting Governor Emmylou Taliño-Mendoza said in a text message.

The rehabilitation plan will use the report of the Philippine Institute of Volcanology and Seismology’s (Phivolcs) Quick Response Team, which was presented to Ms. Mendoza earlier this week.

The report includes maps, extent of damage, and other documents showing areas that have been “assessed as safe for permanent relocation sites,” the Cotabato provincial government said in a statement.

Phivolcs also reported the installation of six temporary seismic stations around the earthquake areas for continued monitoring and assessment.

RELIEF OPERATIONS
Out of the almost 260,000 people affected by the three major tremors last month, more than 162,000 are in Cotabato.

Over 30,000 of them are still staying in the 36 evacuation centers, while more than 6,000 are staying with relatives or friends.

Relief operations are continuing for all those affected in the province as well as those in Davao del Sur while unexpected challenges hit some evacuation areas.

Some soldiers from the Eastern Mindanao Command (EastMinCom) were pulled out from relief operations and deployed to assist people in four evacuation centers in the town of Makilala after their temporary shelters were was struck down by a strong wind, heavy rain, and hailstorm.

EastMinCom said engineers from the 534th Engineer Construction Battalion are currently building a prototype of a quick-to-construct temporary shelter for the earthquake victims.

In Davao del Sur, nine barangays will be recommended for permanent relocation due to dangers that have emerged following the series of earthquakes.

The Davao Regional Disaster Risk Reduction and Management Office (DRRMO) said field assessments by the Mines and Geosciences Bureau show big cracks in these areas, which put residents in surrounding communities at risk, especially if another strong earthquake occurs.

“The big tension cracks may cause landslides due to further shaking or heavy downpour. These barangays need to be relocated,” Franz N. Irag, manager of the DRRMO’s Emergency Operations Center, said.

The nine barangays are within the four towns of Bansalan, Magsaysay, Kiblawan and Hagonoy.

The two villages in Hagonoy, said Mr. Irag, also showed soil liquefaction.

Meanwhile, the National Nutrition Council (NNC) reminded donors not to send milk, including powdered, evaporated, condensed, or infant formula, to avoid health risks at the evacuation areas.

NNC Davao Regional Coordinator Maria Teresa L. Ungson said a Department of Health implementing rule indicates that milk should not be distributed as part of emergency relief goods.

UST shifts focus on Ateneo after sweeping UP in semis

COMPLETED a sweep of the step-ladder semifinals and barged into the finals of UAAP Season 82 just last Wednesday, the University of Santo Tomas Growling Tigers shift their focus on the defending champions Ateneo Blue Eagles and their finals joust which starts on Saturday.

Back in the University Athletic Association of the Philippines finals after four years, the Tigers are grateful for the opportunity to return to the summit in UAAP men’s basketball but recognize that it would not be easy against a steady Ateneo squad and given a short turnaround at the onset.

“Of course we are grateful that we reached this far but this is not our main goal. We have not achieved anything yet. We celebrate now a little but we have to refocus and prepare for our next game,” said UST coach Aldin Ayo at the postmatch press conference following their defeat of the University of the Philippines Fighting Maroons on Wednesday that earned for them the finals spot.

“To be honest we were too focused on UP that we haven’t thought about Ateneo so right now we’re going to focus our attention on Ateneo and we have to do it in 48 hours, two days only,” added the UST coach as he highlighted the immediate challenge that they face in their return to the finals.

In notching a spot in the UAAP Big Dance, the Tigers had to dig deep, turning to the late-game heroics of veteran guard Renzo Subido to outlast the Maroons, 68-65.

Down by two points, 65-63, Subido was able to shoot past UP big man Bright Akhuetie from beyond the arc and connected to give his team the lead, 66-65, with 23 seconds remaining.

UP had a chance to recover from it but could not complete it.

Season most valuable player Soulemane Chabi Yo was fouled with four seconds remaining and made his free throws to make it a three-point lead for the Tigers, 68-65.

The Maroons called for timeout after to set up a game-tying play.

The ball went to James Spencer but his three-point heave did not connect as time expired, handing the victory to the Tigers and sending the UST faithful, part of the 18,548 crowd, into celebration.

Chabi Yo topscored for UST with 22 points to go along with 16 rebounds with rookies Mark Nonoy and Rhenz Abando adding 12 and 11 points, respectively.

The win completed a sweep of the step-ladder semifinals by the fourth-seeded Tigers, who overcame the twice-to-beat advantage of second-seeded UP and earlier defeated third seeds Far Eastern University Tamaraws.

The momentum from it is something they hope to carry in trying to overcome Ateneo, undefeated still in Season 82.

In the first round, the Eagles defeated the Tigers, 71-70, and doubled up on the latter in the second round, 66-52.

Ateneo is looking for a third straight UAAP title, and 11th overall, while UST is shooting for number 19 that would push it to solo second in UAAP history behind FEU (20).

Game One of the best-of-three UAAP Finals is set for 4 p.m. at the Smart Araneta Coliseum.

Harden scores 47 to help Rockets defeat Clippers

HOUSTON — James Harden poured in a game-high 47 points and served as the closer down the stretch of the Houston Rockets’ 102-93 win over the visiting Los Angeles Clippers Wednesday at Toyota Center.

After Kawhi Leonard provided the Clippers an 86-85 lead with a fading jumper in the paint, Harden converted a driving layup and then drilled a 3-pointer as Houston reclaimed a 90-86 advantage. With just over 90 seconds to play, Harden nailed a dagger 3 for a 95-88 lead.

Clippers coach Doc Rivers was ejected immediately thereafter. Houston extended its winning streak to five games. Harden shot 7 of 13 on 3s, grabbed six boards and had seven assists.

Russell Westbrook added 17 points, despite 6-for-20 shooting, for the Rockets while center Clint Capela posted his third consecutive 20-rebound game, pairing 12 points with 20 boards before departing after a collision with Clippers forward JaMychal Green late in the fourth quarter.

Leonard, who gave the Clippers their first lead at 84-80 with a four-point play at the 6:52 mark of the fourth, paced the Clippers with 26 points, 12 rebounds and seven assists. Lou Williams chipped in 20 points off the bench and Green delivered a double-double (14 points, 14 boards).

The Rockets’ fast start, bolstered by 14 paint points in their 31-point first period, fizzled quickly in the second. With Westbrook benched after accumulating four fouls in the first quarter, the Clippers focused their defense exclusively on Harden. That meant Leonard had the assignment.

Houston extended to a 36-19 lead on a Tucker 3 early in the second period, added a Capela alley-oop roughly two minutes later and then went five minutes without a point. Leonard and Williams pulled the Clippers to within 38-33 before the Rockets found some juice, with Tucker and Harden burying three 3s before Harden added a floater with 16 seconds remaining.

The Rockets led 49-37 at the intermission, their points surrendered the fewest in any half this season. But when the Clippers started running their offense through center Ivica Zubac to start the second half, the Rockets again hit a slump and opened the door for the Clippers to rally.

MAGIC PULL AWAY FROM EMBIID-LESS 76ERS
Nikola Vucevic collected 25 points and 12 rebounds as the host Orlando Magic pulled away in the fourth quarter for a 112-97 victory over the Philadelphia 76ers on Wednesday.

Aaron Gordon added a double-double of his own with 18 points and 13 rebounds, along with seven assists, for Orlando, which outscored Philadelphia by a 32-15 margin in the fourth quarter.

The Magic improved to 78-38 all-time versus the 76ers for a .672 win percentage, their highest against any opponent.

Terrence Ross and Evan Fournier each had 13 points as Orlando had seven players score in double figures to post just its second win in the last seven outings.

Markelle Fultz finished with eight points in his first regular-season game against the team that selected him with the first overall pick of the 2017 NBA Draft.

Josh Richardson scored 19 points and Ben Simmons added 18 for the 76ers, who have lost four in a row on the road.

Al Horford returned from a one-game absence to record 14 points on just 5-for-18 shooting in place of All-Star center Joel Embiid, who sat out after logging 35 minutes in Tuesday’s 98-97 win over Cleveland.

Ross and Fournier drained back-to-back 3-pointers to punctuate a 12-1 run early in the fourth quarter to help Orlando seize a 92-85 lead.

Tobias Harris’ basket did little to stop the momentum, as Vucevic worked the interior to score six of his team’s next 10 points as the Magic pushed their advantage to 102-89 with 3:12 remaining.

Simmons had a pair of dunks while Richardson and Furkan Korkmaz each drained a 3-pointer to highlight a 12-0 run midway into the third quarter as Philadelphia secured its biggest lead of the game at 71-63.

Orlando’s Michael Carter-Williams answered by scoring four quick points during his team’s 9-0 surge, however the former 76ers guard received a flagrant-1 while fouling Richardson on a 3-point shot. Richardson, in turn, was whistled for a technical for shoving Carter-Williams to the floor.

Philadelphia shot a robust 51.1 percent from the floor (24 of 47) and held a 36-20 edge in points in the paint during the first half, however it attempted just one foul shot. Conversely, Orlando made 13 of 17 tries from the charity stripe as the teams found themselves knotted up at 53 during intermission.

RAPTORS DUMP BLAZERS
Led by 36 points from Pascal Siakam and 30 points from Fred VanVleet, the short-handed Toronto Raptors picked up a 114-106 road victory over the Portland Trail Blazers on Wednesday.

Rondae Hollis-Jefferson contributed 16 points and 11 rebounds, and Terence Davis added 15 points for the Raptors, who earned their fourth win in five games.

Damian Lillard struggled for Portland, scoring a season-low nine points on 2-of-12 shooting. Rodney Hood led the Blazers with 25 points, hitting 5 of 10 3-point attempts. Portland lost for the sixth time in seven games.

Hood caught fire in the third quarter, hitting multiple threes to give his team the narrow lead. He flashed a smile to the Blazers bench, pleased with his return to the court after missing back-to-back games due to back spasms.

But the resilience and marked improvement of Siakam showed up late in the third, and Toronto took a nine-point lead into the fourth quarter.

An 11-2 run to start the fourth for Portland tied the game up, fueled by the play of CJ McCollum (19 points). Later in the quarter, the score was 94-94 before a 14-0 run by Toronto all but sealed the game in the defending champions’ favor. Siakam scored 10 points in that sequence, capping it with a jumper for a 108-94 edge with 3:19 to go.

Rookie Nassir Little made his first career start for the Blazers, taking on the difficult task of guarding Siakam. The youngster out of North Carolina provided energy on both ends of the court and buoyed a Blazer teams looking for consistency out of its wings, holding his own in the first half against the Raptors’ best healthy player.

Little finished with seven points and five rebounds in 24 minutes.

The Raptors, like the Blazers, are dealing with plenty of injuries to key contributors. They were without OG Anunoby (eye), Kyle Lowry (thumb) and Serge Ibaka (ankle) on Wednesday night. Portland was without Jusuf Nurkic (leg), Pau Gasol (foot) and Zach Collins (shoulder).

The win improved the Raptors’ record to 3-1 on their current road trip, which concludes Saturday in Dallas.

The Blazers will travel to Texas as well for the opener of a six-game road trip, when they face the San Antonio Spurs on Saturday. — Reuters

San Beda Red Lions seek to extend NCAA Season 95 finals series

DOWN 0-1 in the best-of-three National Collegiate Athletic Association Season 95 final series, the defending champions San Beda Red Lions go for a bounce-back win in Game Two today at the Mall of Asia Arena to keep their reign alive and force the series to a sudden-death match.

Challenged greatly by the Letran Knights in the series opener on Nov. 12, the Lions just could not make the necessary plays down the stretch to slump to the narrow 65-64 defeat and fall behind in the series.

San Beda coach Boyet Fernandez lamented the missed opportunity in Game One but is not completely down on his team, believing that his wards have what it takes to rebound and get their title defense back on track.

“The players just have to believe in themselves. This team is very young and this is the finals. Having a perfect slate in the eliminations may have caught up with them. This serves as a lesson for us,” said Mr. Fernandez, whose team nearly sat out for a month after completing a sweep of the elimination round.

Guard Evan Nelle top-scored for the Lions with 20 points but only had one assist, considerably down from his 6.7 dimes average in the tournament.

James Canlas and season most valuable player Calvin Oftana had 11 points each while foreign student athlete Donald Tankoua had seven points and 13 rebounds.

As a team, San Beda shot only 30.2% from the floor in Game One, and just 15% from beyond the arc.

For Letran, while it is happy with the win and going ahead in the series, it knows too well than celebrating early, vowing to continue to work to complete its championship goal and be in a place it has not been in since Season 91.

“We are happy with the win. But it’s not yet over. Hopefully the players would not feel overconfident after this win and continue to work hard for us to achieve our championship goal,” said Letran coach Bonnie Tan after their Game One victory.

Graduating guard Bonbon Batiller led the Knights in Game One with 12 points with fellow veterans Jerrick Balanza and Fran Yu adding 10 points each.

Big men Jeo Ambohot and Larry Muyang, meanwhile, had nine and seven points, respectively.

San Beda is looking for NCAA title number 23, and 11th in the last 13 years, while Letran is seeking its 18th title.

Zlatan the Conqueror to leave LA Galaxy in 2020

LOS ANGELES — Zlatan Ibrahimovic will not return to the LA Galaxy for the 2020 MLS season, the team said in a statement on Wednesday.

The 38-year-old Swedish striker tallied 52 goals and 17 assists in 53 starts for the Galaxy, the team he joined in March 2018 from Manchester United.

The charismatic Ibrahimovic, who has also played for some of Europe’s biggest clubs including Barcelona, Juventus, Paris St. Germain, Inter Milan and AC Milan, said he was leaving Los Angeles on a high note.

“I came, I saw, I conquered,” Ibrahimovic wrote on Twitter.

“Thank you @lagalaxy for making me feel alive again. To the Galaxy fans — you wanted Zlatan, I gave you Zlatan,” he said.

“You are welcome. The story continues … Now go back to watching baseball.”

Despite Ibrahimovic being the highest-paid player in the league, pocketing $7.2 million for the 2019 campaign, the Galaxy won just one playoff game in his two seasons.

The team fell to crosstown rivals LAFC 5-3 in the MLS Cup conference semifinals last month.

He was the team’s top goal scorer both seasons and was twice named in the MLS Best XI list.

Few had expected him to return for a third season with his contract expiring at the end of the year and it is unclear what is next for Ibrahimovic, who has been linked in media reports with returns to AC Milan and Manchester United.

“We would like to thank Zlatan for his contributions to the LA Galaxy and Major League Soccer,” LA Galaxy President Chris Klein said in a statement, which described the decision as mutual.

Ex-Arsenal boss Wenger joins FIFA as global development chief

LONDON — Former Arsenal manager Arsene Wenger has been appointed as FIFA’s new chief of global football development, with the Frenchman set to oversee the growth of the sport plus technical matters, soccer’s world governing body said on Wednesday.

The 70-year-old was recently linked with the Bayern Munich job following the sacking of Niko Kovac but said that while he was approached he was never a candidate for the job.

Wenger will be the leading authority on technical matters on FIFA’s Football and Technical Advisory Panels involved in the International Football Association Board (IFAB) review and decision-making process on potential changes to the game’s laws.

He will also be the chair of a technical study group.

“I look forward to taking on this important challenge, not only because I have always been interested in analyzing football from a broader perspective but also because FIFA’s mission… is truly global,” Wenger said in the FIFA statement.

“I believe that the new FIFA we have seen emerging in recent years has the sport itself at the heart of its objectives and is determined to develop the game in its many different components. I know I can contribute to this objective and will put all my energy into this.”

Wenger will also focus on educating coaches and contribute to the development of an executive programme that will help former professionals enter management.

Wenger left Arsenal in May last year after a reign of 22 years during which he redefined the Premier League club and became their most successful manager. — Reuters

Columbian Dyip out to strengthen PBA Governors’ Cup quarterfinal assault

WITH its spot in the quarterfinals of the Philippine Basketball Association Governors’ Cup anything but assured at this point, the Columbian Dyip seek to help their cause by notching a win today against the Barangay Ginebra San Miguel Kings in league action at the Smart Araneta Coliseum.

At joint seventh place with two other teams with a 4-6 record, the Dyip are out to make the most of their final game of the elimination round and book the win that they hope would be enough for them to secure a place in the next phase of the season-ending PBA tournament.

Columbian has lost back-to-back games entering today’s contest, the last one against the Meralco Bolts, 92-74, on Nov. 8.

The Dyip competed hard versus the Bolts but just sputtered in the end on their way to the defeat.

Rookie CJ Perez led the way for Columbian in said game, finishing with 21 points.

Import Khapri Alston, meanwhile, had a double-double of 19 points and 16 boards for the Dyip.

“If win against Ginebra it will be a big help for our playoff cause, But if we play like we did today against Ginebra it will be difficult for us to advance. We have to play our best and as team,” said Columbian coach John Cardel after their last game.

Looking to frustrate the Dyip are the Kings (6-3), who are already in the quarterfinals but are out to build momentum heading into the playoffs.

Barangay Ginebra are coming off a big 96-93 win over the TNT KaTropa in its last game on Nov. 8.

Japeth Aguilar had a huge game of 29 points and 10 rebounds, with import Justin Brownlee adding 24 points, 16 rebounds and six assists.

LA Tenorio had 19 points and Stanley Pringle 14 for the Kings, who are angling to stay in the top four in the race to earn the twice-to-beat advantage which goes with it in the quarterfinals.

Araneta eyes national U-17 tourney in ’20

WITH A big global brand expected to back the country’s professional football league in the next three years, Philippine Football Federation president Mariano “Nonong” Araneta vowed to come up with more programs that will benefit age-group players in the future.

Araneta said the impending sponsorship of Qatar Airways to the Philippines Football League will allow the PFF to allot funds for a national Under-17 tournament starting next year.

“We want to start the Under-17 tournament next year,” he said, noting that the PFF had also begun holding a national Under-15 tournament this year that is now in its final stages.

“We really have a lot of football activities coming in and I want to see that this is being implemented properly. We are not neglecting players in the age-group level. In fact, we have been revitalizing our grassroots program to find more homegrown talents in the country.”

On top of the national Under-17 tournament, Araneta said the PFF will also hold Under-16 and Under-18 regional tournament for girls as part of its thrust to develop women’s football. The PFF chief hopes these tournaments will lead to improved performances for the age-group teams in international tournaments.

Araneta is seeking a fresh term as PFF president in the coming elections on Nov. 29. He reportedly has the backing of 25 of the 32 regional football association representatives when he announced his candidacy in Bacolod City, the hometown of presidential hopeful, Ricky Yanson.

POC to host gabs of regional leaders on women in sports

THE Philippine Olympic Committee (POC) is hosting back-to-back women in sports business functions on Nov. 27 and 28 in La Bella Boutique Hotel, Tagaytay City.

Topnotch women leaders from the National Olympic Committees (NOCs) of the 11 Southeast Asian countries are converging to revisit the state and challenges facing women and sports, and to discuss groundbreaking solutions and initiatives for this sector.

The Southeast Asian NOC Women in Sports Summit is a high-level roundtable sharing and discourse about women in sports. Delegates to the summit will be welcomed by Mayor Agnes Tolentino, the wife of POC President Abraham Tolentino. Mikee Cojuangco, who is the Philippine representative to the IOC, will share updates on the IOC Olympic Solidarity programs, and initiatives on women and sports. Meanwhile, Philippine government initiatives on women and sports will be shared by Commissioner Celia Kiram of the Philippine Sports Commission.

Participating in this high-level gathering are Myanmar’s president of Women and Sports Federation, Khin Khin Lay, and its vice president Yi Yi Win. They will be joined by two other women leaders in sports in Myanmar. Also attending is the head of the Malaysian NOC Women in Sports Dato’ Paduka Mumtaz Jaffar, together with its member Nurul Huda Abdullah. NOC Secretary Grace Ching of Singapore, will be joined by the two top heads of NOC Cambodia, Prak Somphas and Srey Sivleng. Laos will be represented by Chittakone Chanthamalin from the country’s NOC Women in Sports Committee. The full participation of all members of the host NOC Women in Sports Committee is expected to make the consultations and workshop more exciting.

In same venue, the Southeast Asian Games Federation (SEAGF) members are converging to discuss the role, participation and chances of women in sports in the 30th SEA Games. SEAGF Chairperson Karen Caballero of the Philippines is presiding this meeting.

GM Antonio outlasts Canadian foe in World Seniors

FILIPINO Grandmaster (GM) Rogelio “Joey” Antonio Jr. (elo 2427) outlasted Canadian David Filipovich (elo 2050) in 39 moves of Caro-Kann defense using the white pieces in the second round of the FIDE World Seniors 2019 Chess Championships Wednesday held at the Rin Grand Hotel in Bucharest, Romania.

The win enabled the 57 years old Calapan City, Oriental native Antonio to raise his score to 1.5 points in two outings in the 50-and-above category.

The Quezon City-based Antonio now shares 22nd to 45th placers that includes compatriot International Master (IM) Angelo Young (elo 2288), who was held to a draw by the Romanian Gabriel Dobrescu (elo 1888) in 41 moves of Old Indian defense.

“It’s still a long way to go,” said eighteenth-seed Antonio, who placed second in the 2017 edition of the event held in Acqui Terme, Italy.

Antonio’s trip is sponsored by the National Chess Federation of the Philippines headed by its chairman/president rep. Prospero “Butch” Pichay Jr., the Philippine Sports Commission, Philippine Amusement and Gaming Corp. (Pagcor) chair and CEO Andrea Domingo, Prage Ma-nagement Corp., Xavier School and Mr. Roger Py of Gibi Shoes.

“GM (Rogelio) Joey (Antonio) beat Canadian David Filipovich in Round 2. Praise God for this victory,” said Abraham “Abe” Tecson, a close confidant of Antonio, an alumni batch 73 of Xavier School in San Juan City.

In the 65-and-over section, Fide Master (FM) Cesar Caturla (elo 2276) defeated Italian Fide Master (FM) Giuseppe Valenti (elo 1982) in 49 moves of an English Opening.

Caturla, a member of the Philippine team to the 1976 Haifa (Israel) Chess Olympiad tallied 1.5 points.
