Industry groups, foreign chambers push for bill on transportation safety board

INDUSTRY GROUPS called on lawmakers to fast-track the approval of a bill that would create the Philippine Transportation Safety Board (PTSB), which would be responsible for the impartial investigation of transport-related accidents and incidents.  

“The PTSB bill has languished in Congress for over two decades. Only during the current 18th Congress has this bill reached the most advanced stage in both chambers and thus now has solid prospects for enactment,” the groups said in a joint statement issued Wednesday.   

The PTSB proposal, contained in House Bill 9030 and Senate Bill 1077, is pending at bicameral conference.  

The measure aims to improve transportation safety measures and ensure implementation of these standards through the new agency.   

The groups said the creation of the PTSB, which will be the sole authority with regards the investigations for all sectors, will help prevent and address major transport accidents that cost lives.   

Samar Rep. Edgar Mary S. Sarmiento, chair of the House Committee on Transportation and one of the members of the bill’s bicameral conference, said the committee has yet to schedule a meeting on the bill as the Senate is still busy with the 2022 budget.  

“But, as chair of the House Transportation Committee, I am pushing for the expeditious passage of this measure. The creation of the PTSB should provide us with a permanent and highly specialized body that would ensure transportation safety and investigate all sorts of transportation-related accidents such as the deadly C-130 accident in Sulu,” he said in a Viber message. 

The statement was supported by Philippine-based foreign business chambers, including the American, Australian-New Zealand, Canadian, European, Japanese, and Korean. 

Other groups that backed the statement are the Air Carriers Association of the Philippines, International Air Transport Association, Philippine Association of Multinational Companies Regional Headquarters, Inc., and the Safe Travel Alliance. — Russell Louis C. Ku 

Carlos named new police chief

POLICE Lt. Gen. Dionardo Bernardo Carlos has been appointed to be the new police chief by President Rodrigo R. Duterte. 

The appointment letter signed Wednesday takes effect on Nov. 13 as Gen. Guillermo Lorenzo T. Eleazar steps down upon reaching the mandatory retirement age of 56.  

“Pursuant to the provisions of existing laws, you are hereby appointed Chief (Police General), Philippine National Police, vice Guillermo Lorenzo T. Eleazar, effective 13 November 2021,” the letter said.

House panel OK’s bill on term limits, retirement, attrition system for the military

A HOUSE of Representatives committee has approved a proposal that would provide clear guidelines on the term limits, retirement, and attrition system for the country’s armed forces.  

The House Committee on National Defense and Security in a hearing on Wednesday approved an unnumbered substitute bill and committee report for House Bills 554, 941, 4048, 4050, 7677, 7939, 8056, and 8114, subject to amendments.  

All versions of the act would limit the terms of the leaders of the Armed Forces of the Philippines (AFP) — composed of the Army, Navy, and Air Force — to three consecutive years unless terminated sooner by the President.    

The measure would also replace a provision in Presidential Decree 1638 wherein enlisted personnel would be considered compulsory retired upon reaching the age of 56 or served a total of 30 years of satisfactory active duty, whichever comes later.  

For the attrition system, the bill prescribes a maximum tenure-in-grade for officers from captain to general, wherein failure to be promoted to the next grade would mean separation from active service. 

Magdalo Party-list Rep. Manuel D.G. Cabochan III recommended several amendments to the bill, which were approved by the committee.  

One of the changes is allowing the superintendent of the Philippine Military Academy (PMA) to be eligible for promotion to AFP chief-of-staff upon the recommendation of the President.  

The original draft bill proposed that the PMA superintendent would automatically be retired from duty upon completion or termination of term as head of the academy.    

“This in turn deprives the superintendent the chance to lead the AFP, which is what most officers aspire for when they enter the service,” Mr. Cabochan said.  

He also suggested that the proposed law, if signed, take effect on July 1, 2022 in sync with the start of the term of the new President after next year’s May elections.  

A provision was also proposed to require the Department of National Defense to make an impact evaluation within five years from the effectivity of the measure to ensure its proper implementation.

House bill seeks free COVID-19 testing for 1st-time jobseekers, displaced workers

A BILL has been filed at the House of Representatives that will mandate government to provide free COVID-19 (coronavirus disease 2019) testing for jobseekers.    

Iligan City Rep. Frederick W. Siao filed House Bill 10340, the proposed Free COVID-19 Testing for Jobseekers Act, that would subsidize the testing fee as part of the pre-employment process.  

“Some jobseekers reported they had to incur additional costs for COVID-19 testing being required by employers, which hindered them from pursuing their application and continuing their job search,” Mr. Siao said in his explanatory note. 

He added that free COVID-19 testing currently offered by the Philippine Health Insurance Corp. only covers at-risk individuals, infected patients, healthcare workers, and senior citizens.  

Under the bill, the Department of Health in cooperation with other government agencies will be responsible for providing free test to those who are seeking employment for the first time, an unemployed Filipino actively seeking a job, and displaced workers who were permanently terminated due to warranted reasons or other causes from the coronavirus pandemic.  

The law, if enacted, would also require testing centers to allocate a percentage of daily testing capacity for jobseekers.

Brownouts in Baguio, Benguet feared if BENECO-NEA rift continues

BAGUIO CITY and Benguet province may experience power service interruptions if the management standoff between Benguet Electric Cooperative, Inc. (BENECO) and the National Electric Administration (NEA) are not resolved soon, a senator said on Wednesday.    

Senator Sherwin T. Gatchalian, Senate Committee on Energy chair, said in a news release that he has filed a resolution calling for a full-blown inquiry on the BENECO-NEA squabble to avert potential “brownouts in Baguio City or in any of the 13 towns served by the company.”   

Mr. Gatchalian said he has been informed that BENECO is having difficulties as some banks are not accepting the signature of Melchor S. Licoben as BENECO’s general manager.   

BENECO’s board of directors elected Mr. Licoben after the retirement of the late general manger (GM) Gerardo P. Versoza on April 30, 2020.   

However, NEA, which has supervisory powers over electric cooperatives, also appointed Ana Maria Paz Rafael to the position for scoring highest in the interview.   

Ms. Rafael took over on Oct. 18, escorted by around 50 heavily-armed members of the Philippine National Police, which led to the two-day closure of the BENECO office.   

In an emailed statement on Wednesday, NEA said its appointment of Ms. Rafael was based on Memorandum 2017-035, which contains revised policies on the selection of electric cooperative GMs.   

The agency added that it is still investigating BENECO officials for administrative liabilities based on adverse audit findings and observations from June 2014 to Dec. 2017 and from Jan. 2018 to Dec. 2020.  

On the other hand, BENECO legal counsel Delmar O. Carino said in a mobile message on Wednesday that NEA’s intervention violated its own rules of GM recruitment under NEA Memoranda 2017-035 and 2018-004.   

“The act of NEA ignored the power of the BENECO board of directors to choose the GM,” Mr. Carino said. He added that the cooperative welcomes the investigation proposed by Mr. Gatchalian. — Bianca Angelica D. Añago  

Senator says DoH will devolve primary health care supply procurement by next year 

THE PROCUREMENT of medical supplies for primary health care response will be devolved to local government units starting next year, a Senator said, citing confirmation from a Health department official.   

“For as long as the medicines — and most medicines, the bulk of the purchases I believe, are part of the primary healthcare response — primary healthcare as a totality will be devolved,” said Senator Pilar Juliana “Pia” S. Cayetano during Wednesday’s plenary session.   

Ms. Cayetano said the plan has been confirmed by Health Undersecretary Maria Rosario S. Vergerie.   

The primary health care supplies are part of the overall devolution process that will commence in 2022 as local governments get more share in national funds with the implementation of the Supreme Court’s Mandanas ruling.

House approves education oversight bill on 2nd reading

THE HOUSE of Representatives approved on Wednesday a bill that would authorize lawmakers to form an oversight committee to discuss the needs of the education sector, which has been hit hard by the coronavirus pandemic.

The chamber approved House Bill 10308 or the proposed Congressional Oversight Committee on Education Act on second reading.

The proposed committee will be tasked with reviewing, assessing, and recommending courses of action to the Department of Education, Commission on Higher Education, and other related agencies for three years.

House Deputy Majority Leader Xavier Jesus D. Romualdo proposed amendments to include a new section requiring the committee report to include a roadmap with clear key performance indicators that will address the education crisis.

The measure has been supported by the private sector-led Philippine Business for Education.

MPBL set to turn professional

THE Maharlika Pilipinas Basketball League (MPBL) is set for a major reboot including a planned transformation to a professional league soon and the lifting of restrictions for Filipino-foreign players.

The country’s regional league said it is already ironing out requirements for its overhaul including an accreditation from Games and Amusements Board (GAB) the International Basketball Federation (FIBA).

Part of the league’s series of changes for its next season is the removal of height limit on Fil-foreign reinforcements after only allowing 6-foot-5 players and below in its past tournaments.

Limits on the number of homegrown and ex-pro players in each team will also be lifted, paving the way for a stronger field of squads.

For now, the MPBL is finalizing details of the Chooks-to-Go – MPBL Invitational Tournament on Dec. 11-21 that will mark its return since the pandemic-delayed Lakan Season earlier this year.

“Chooks-to-Go’s involvememt this time is more expanded coming from a title sponsorship. As per agreement with the MPBL, we are now handling the operations of the league,” said Chooks-to-Go Pilipinas spokesperson Mark Zambrano.

“This will still be done in cooperation and partnership with both league founder Manny Pacquiao and the office of commissioner Kenneth Duremdes. There will be changes, but these changes will all be good for the league,” he added.

Thirteen teams led by Lakan Season champion Davao Occidental have confirmed their participation so far in the invitationals to be held either in Caloocan City, Antipolo or Sta. Rosa, Laguna.

Also in the 13-team cast is Bicol under former University of Santo Tomas mentor Aldin Ayo, who’s making a head coaching comeback after stepping down from his post last September following the controversial Sorsogon training bubble amid the pandemic.

Joining them are the Nueva Ecija Rice Vanguards, the Makati Super Crunch, the GenSan Warriors, the Caloocan Supremos, the Sarangani Marlins, the Rizal Golden Coolers-Xentro Mall, the Marikina Shoemasters, the Laguna Heroes, the Bicol Volcanoes, the Imus Bandera, the Negros Mascuvados, and a team from Bacolod.

Other MPBL member teams which want to join the Invitationals are given on Wednesday afternoon to make their decision. The final list of participating teams will be announced on Thursday.

Donovan Mitchell scores 27 to lead Jazz over Hawks

DONOVAN Mitchell scored 27 points to lead five Utah Jazz players in double digits en route to a 110-98 home win over the struggling Atlanta Hawks on Tuesday night in Salt Lake City.

Utah’s defense, led by reigning Defensive Player of the Year Rudy Gobert, also had a big night, holding the Hawks to just 18 points in the fourth quarter and to 43.5% shooting overall. The Jazz also held Kevin Huerter and Trae Young scoreless in the final quarter after they scored 28 and 27 points, respectively, in the first 36 minutes.

Atlanta, in the midst of a tough four-game Western Conference road trip, dropped its fifth straight game. The Jazz, meanwhile, began a five-game homestand on the right note after playing seven of their first 10 games on the road.

Utah also had a low-scoring fourth quarter with just 15 points, but they had a timely 8-0 offensive spurt to turn a competitive game into a blowout. Mitchell sparked that surge with a 3-pointer after which he waved his arms to the crowd to cheer louder.

Soon after, Jordan Clarkson hit a 3 and Hassan Whiteside scored inside to help Utah go ahead 108-93. That advantage proved big enough to help the Jazz bounce back after losing a pair of road games in Florida over the weekend.

Clarkson had 16 points and Bojan Bogdanović scored 18 points for the Jazz, and Whiteside contributed eight points and eight rebounds off the bench in one of his best outings with his new team. Royce O’Neale added 11 points and Mike Conley dished out six assists with 12 points.

Young scored the final five points of the half to bring the Hawks within a dozen points at half time at 62-50. He carried that momentum over to the third quarter by making a floater that sparked an 8-0 run finished by 3-pointers from John Collins and Huerter. Overall, that was a 13-0 run for Atlanta. Young then followed a Mitchell jumper with a 3-pointer to pull Atlanta within 64-61.

Fueled by Mitchell and Gobert, Utah used a 7-0 run to again go up by double figures at 75-64. A 13-2 run near the end of the third quarter helped the Jazz take a 95-77 advantage.

Idle Tampa Bay’s Tom Brady pulls even with Josh Allen in MVP race

TOM Brady came out of the Tampa Bay Buccaneers’ Week 9 bye as the co-MVP favorite after his closest competitors endured a damaging week.

Buffalo Bills quarterback Josh Allen was the +250 favorite last week, but he turned the ball over three times while leading the offense to only six points in a stunning loss at Jacksonville. His odds lengthened to +350 at BetMGM and DraftKings, as Allen and Brady are now the co-favorites at both sportsbooks.

Brady is also leading the way with 22% of the money at DraftKings backing him to win his fourth most valuable player (MVP) award.

Arizona quarterback Kyler Murray is +500 at BetMGM and +750 at DraftKings after sitting out the Cardinals’ rout of the San Francisco 49ers due to an ankle injury. Matthew Stafford (+750, +800) saw his odds lengthen following the Rams’ lopsided home loss to the Tennessee Titans.

Dak Prescott’s odds also took a hit — from +700 to +900 at BetMGM and from +650 to +1200 at DraftKings — after the Dallas Cowboys had to rally late to avoid a shutout during a loss to the Denver Broncos.

Aaron Rodgers wasn’t even on the field for the Green Bay Packers’ loss to the Kansas City Chiefs after testing positive for coronavirus disease 2019 (COVID-19). Combined with the fallout from his explanation for not being vaccinated, and Rodgers’ MVP odds also slipped to +900 and +1200, respectively.

However, Rodgers, the reigning MVP, continues to be the most-backed candidate at DraftKings with 17% of the bets since the market opened. He’s also responsible for 10% of the money wagered at the book.

Another quarterback on the rise this week also hasn’t taken a snap in weeks. The news that Russell Wilson has been medically cleared to return for the Seattle Seahawks’ Week 10 game at Green Bay resulted in his MVP odds shortening from +25000 to +10000 at DraftKings.

Cincinnati wide receiver Ja’Marr Chase remains the -140 favorite to win Offensive Rookie of the Year honors, with New England quarterback Mac Jones (+350) his closest competitor.

Dallas linebacker Micah Parsons is coming off a 2.5-sack performance against Denver. He also has 21 tackles, including 7.0 for losses, in his past two games, resulting in his Defensive Rookie of the Year odds shortening from +600 to -120.

SEA Games-bound athletes will train in bubble venues

THE training of the national athletes plunging into action in the Hanoi Southeast Asian (SEA) Games in May next year starts on Jan. 10 next year.

Ramon Fernandez, the country’s SEA Games chef-de-mission, yesterday said the Philippine Sports Commission (PSC) where he serves as a commissioner is targeting the Rizal Memorial Sports Complex in Manila and the PhilSports Complex in Pasig as potential bubble venues for the SEA Games-bound athletes.

But if the government-owned facilities that are currently being used as coronavirus disease 2019 (COVID-19) centers aren’t available, national sports association must find their own temporary training sites to jumpstart their preparation.

“It will depend on the availability of the said venues but if hindi pa talaga pwede, hanap muna sila,” said Mr. Fernandez.

There were some sports that have already started training including karate, which opened its preparation last month in Baguio City.

Swimming has also held its first of many qualifying races last month at the New Clark Aquatics Center in Capas, Tarlac while athletics will have its own selection meet next month.

The rest will have to wait next year.

Rom, Bernardo catch up with Severino at 10th spot of World Chess para championship

FILIPINOS Jasper Rom and Darry Bernardo down their respective rivals to catch up on countryman Sander Severino in the top 10 after five rounds of the World Chess Championship for People with Disabilities on Tuesday night.

Mr. Rom blasted Mario Pallerols Duran of Cuba in 43 moves of a Queen’s Gambit while Bernardo waylaid Jerome Esteban of Spain in 50 moves of a King’s Indian Attack to leapfrog to a share of the No. 10 spot with four points.

There they joined Mr. Severino, who ended up with a second straight draw, this time against Dmitrij Danilchenko in a marathon 75-move result of a Queen’s Pawn game where the former ended up with a king and a rook against the latter’s king and pair of galloping knights.

All three remained in title contention with four rounds to go.

In the sixth round at press time, Mr. Severino was tackling Ganbat Dashtseren of Mongolia, Mr. Rom playing Zarko Selkovski of Macedonia and Mr. Bernardo clashing with Ejaz Husain of Bangladesh.
