Embiid’s iffy presence

Joel Embiid’s return to action the other day brought hope of a reset for the Sixers. If nothing else, it gave them a chance to reignite stability, reclaim lost ground, and, in the process (no pun intended), remind the National Basketball Association that former Most Valuable Player awardee remains central to their cause. Instead, what unfolded was the opposite, courtesy of a chaotic double-overtime setback to the Hawks that showed their rust in all the wrong places, and more.

First, the good news: Embiid managed to put up 18, four, two, one, and one in a season-high 30 minutes. And while he was held out in the second overtime, he insisted in the aftermath that his knee felt fine, and that he was “just happy I got to play.” Now, the bad news: The Sixers still lost despite the return of Embiid, and with Paul George and Tyrese Maxey also on the floor, a particularly telling outcome. Given the latter’s monster numbers (44, seven, and nine in 52 minutes of exposure).

That the Sixers failed to protect home court with the Big Three nominally intact underscores a deeper shift already under way in the City of Brotherly Love. As pundits have noted, the baton has effectively been passed from Embiid and George to Maxey and, yes, rookie VJ Edgecombe. The number three overall pick in the 2025 draft is off to a promising start, and, for the first time in a long while, the red, white, and blue aren’t simply waiting for their stars to heal. Their dynamic backcourt has allowed them to stay afloat even in the face of recurring injuries to their bigs.

That said, the loss to the Hawks reveals the limits of the Sixers’ evolution. Embiid’s mobility remains a question mark, and to a point where he needs to be used in spurts and can no longer be the focal point of the offense. In any case, paint protection will stay shaky given his physical frailties. Which is to say his iffy presence serves as a reminder that the future should be vastly different. Else, they will be treating themselves to the same old, same old.

Trump’s push to end Ukraine war raises fears of ‘ugly deal’ for Europe

BRUSSELS — However US President Donald J. Trump’s latest push to end the war in Ukraine pans out, Europe fears the prospect of a deal — sooner or later — that will not punish or weaken Russia as its leaders had hoped, placing the continent’s security in greater jeopardy.

Europe may well even have to accept a growing economic partnership between Washington, its traditional protector in the North Atlantic Treaty Organization (NATO) alliance, and Moscow, which most European governments — and NATO itself — say is the greatest threat to European security.

Although Ukrainians and other Europeans managed to push back against parts of a 28-point US plan to end the fighting that was seen as heavily pro-Russian, any deal is still likely to carry major risks for the continent.

Yet Europe’s ability to influence a deal is limited, not least because it lacks the hard power to dictate terms.

It had no representatives at talks between US and Ukrainian officials in Florida over the weekend and will only watch from afar when US Special Envoy Steve Witkoff visits Russian President Vladimir Putin on Tuesday.

“I get the impression that, slowly, the awareness is sinking in that at some point there will be an ugly deal,” said Luuk van Middelaar, founding director of the Brussels Institute for Geopolitics think tank.

“Trump clearly wants a deal. What is very uncomfortable for the Europeans… is that he wants a deal according to great-power logic: ‘We’re the US, they are Russia, we are big powers.’”

RUBIO SEEKS TO REASSURE EUROPEANS
US Secretary of State Marco Rubio has said Europeans will be involved in discussions about the role of NATO and the European Union (EU) in any peace settlement.

But European diplomats take limited comfort from such reassurances. They say that just about every aspect of a deal would affect Europe — from potential territorial concessions to US-Russian economic cooperation.

The latest initiative has also triggered fresh European worries about the US commitment to NATO, which ranges from its nuclear umbrella through numerous weapons systems to tens of thousands of troops.

German Defense Minister Boris Pistorius said last week that Europeans no longer know “which alliances we will still be able to trust in future and which ones will be durable.”

Despite Mr. Trump’s previous criticism of NATO, he affirmed his commitment to the alliance and its Article 5 mutual defense clause in June in return for a pledge by Europeans to ramp up their defense spending.

But Mr. Rubio’s plans to skip a meeting of NATO foreign ministers in Brussels this week may only fan European jitters, amid fears that an eastern member of the alliance may be Moscow’s next target.

“Our intelligence services are telling us emphatically that Russia is at least keeping open the option of war against NATO. By 2029 at the latest,” German Foreign Minister Johann Wadephul said last week.

EUROPEANS FEAR TERRITORIAL CONCESSIONS WILL EMBOLDEN PUTIN
European officials say they see no sign that Mr. Putin wants to end his invasion of Ukraine. But if he does, they worry that any deal that does not respect Ukraine’s territorial integrity could embolden Russia to attack beyond its borders again.

Yet it now seems likely any peace accord would let Moscow at least keep control of Ukrainian land that it has taken by force, whether borders are formally changed or not.

The Trump administration has also not rejected out of hand Russian claims to the rest of the Donbas region that Moscow has been unable to capture after nearly four years of war.

Moreover, Mr. Trump and other US officials have made clear they see great opportunities for business deals with Moscow once the war is over.

European officials fear that ending Russia’s isolation from the Western economy will give Moscow billions of dollars to reconstitute its military.

“If Russia’s army is big, if their military budget is as big as it is right now, they will want to use it again,” EU Foreign Policy Chief Kaja Kallas told reporters on Monday.

EUROPE STRUGGLES TO EXERT LEVERAGE
But European leaders have struggled to exert a strong influence on any peace settlement, even though Europe has provided some €180 billion ($209.23 billion) in aid to Ukraine since Russia’s invasion in February 2022.

The EU has a big potential bargaining chip in the form of Russian assets frozen in the bloc. But EU leaders have so far failed to agree on a proposal to use the assets to fund a €140-billion loan to Ukraine that would keep Kyiv afloat and in the fight for the next two years.

To try to show they can bring hard power to bear, a “coalition of the willing” led by France and Britain has pledged to deploy a “reassurance force” as part of postwar security guarantees to Ukraine.

Russia has rejected such a force. But even if it did deploy, it would be modest in size, intended to bolster Kyiv’s forces rather than protect Ukraine on its own, and it could only work with US support.

“The Europeans now are paying the price for not having invested in military capabilities over the last years,” said Claudia Major, senior vice-president for transatlantic security at the German Marshall Fund of the United States think tank.

“The Europeans are not at the table. Because, to quote Trump, they don’t have the cards,” she said, referring to the US President’s put-down of Ukrainian President Volodymyr Zelensky in February. ($1 = 0.8603 euros). Reuters

US holiday shoppers shake off economic blues for online spending spree

US CONSUMERS shrugged off worries about the economy after their Thanksgiving dinners and went on a $23.6-billion three-day online shopping frenzy that exceeded analyst expectations, kicking off the holiday season.

Adobe Analytics said online spending on Monday was up 4.5% from last year’s $9.1 billion from midnight through 6:30 p.m. ET (2330 GMT). Adobe projected that before the end of Cyber Monday, consumers would spend between $13.9 billion and $14.2 billion online, which would bring online spending to roughly $43.7 billion for the five-day period including Thanksgiving.

Expectations were mixed heading into the holiday weekend due to weak consumer confidence and tariff-fueled inflation. Yet wealthy consumers spent freely, while others made room in tight budgets to buy presents for loved ones. Big discounts helped tempt buyers, and some Americans even took on short-term debt to buy gifts.

Adobe projected that Americans would spend up to 6.3% more online than last year’s Cyber Monday, traditionally the country’s biggest online shopping day.

Holiday shoppers “spent their wallets, not their psyches,” said Mark Mathews, chief economist with the National Retail Federation (NRF). Despite the recent US government shutdown and weak consumer confidence, he said, other indicators like wage growth remain strong.

US online spending on Black Friday hit a record $11.8 billion, according to Adobe, which tracks shopper visits to online retail websites.

But consumer unease is emerging in other ways.

Analysts at Kantar, who run shopper surveys and visit stores, said consumers made fewer impulse buys this year, while signs at brick-and-mortar stores like Walmart and Target contained language about discounts that was clearer and more specific and detailed than usual.

It reflects shoppers who were “on alert for being misled” about Black Friday deals, said Rachel Dalton, Kantar’s head of retail insights. She said big retailers like Amazon were running more discounts than usual on higher-priced items like tech gadgets, suggesting even wealthy consumers were growing more price-conscious.

MORE DISCOUNTS
Some stores extended Black Friday discounts to items they normally would not, like household essentials, said Jack O’Leary, e-commerce thought leader at consumer intelligence firm NielsenIQ.

Amazon was running discounts on both higher-priced items like earbuds and computers, and essentials like batteries. “We have prices that are 30%, 50%, 60% off,” said J. Ofori Agboka, Amazon’s vice-president of people experience and technology. “People can enjoy to their heart’s content.”

Early data suggest wealthier consumers spent more freely, said Marshal Cohen, chief retail advisor at consumer research firm Circana. Lower-income shoppers, who received government stimulus funding during the pandemic, have spent those funds, noted NRF’s Mr. Mathews.

Overall growth in online holiday spending has slowed since the pandemic. Adobe data show single-digit upticks each of the last five years, after double-digit growth each year between 2015 and 2020.

BUY NOW, PAY LATER
As finances have tightened, short-term loan services like Affirm and Klarna have grown more popular.

CivicScience, a research firm that embeds consumer surveys in news and lifestyle websites, found that 38% of respondents used buy-now-pay-later (BNPL) services for at least one purchase over Black Friday weekend — the majority being young, lower-income shoppers.

Adobe’s data show that Black Friday BNPL use grew 9% from last year. For Cyber Monday, Adobe expects it to top the $1-billion mark, a 5% uptick over last year.

Consumers also made strong use of chatbots and other artificial intelligence (AI) features to compare prices and secure discounts. AI-driven traffic to US retail sites is expected to increase nearly eightfold from last year, Adobe said, when AI-driven shopping companions like Walmart’s Sparky or Amazon’s Rufus did not exist.

CivicScience found that 40% of survey respondents over the weekend used AI tools to help with purchases or shopping decisions. Among serious users — those who used it for multiple items — 87% were under age 45, CivicScience found. — Reuters

South Korea’s Lee calls for tougher penalties after Coupang data breach

SEOUL — South Korean President Lee Jae Myung on Tuesday called for increased penalties for corporate negligence in data breaches, saying a massive leak at e-commerce giant Coupang had served as a wake-up call.

The breach — resulting in personal data for some 33 million Coupang customers being leaked — was South Korea’s worst in more than a decade. Coupang, which saw its New York-listed stock tumble 5% overnight, is now grappling with a police investigation, potential hefty fines as well as a possible class-action suit.

Ordering a review of fines and punitive damages in such cases, Mr. Lee told a cabinet meeting it was “astonishing” that Coupang did not detect the breach for five months, adding those responsible must be quickly identified and held accountable.

“The wrong practice and the idea of not giving necessary care for personal data protection, which is a key asset in the age of artificial intelligence and digitalization, must be completely changed,” he said.

Under current South Korean law, companies that fail to implement adequate data protection measures can be fined up to 3% of revenue.

That could mean a fine of more than 1 trillion won ($680 million) for Coupang, which reported 38.3 trillion won in revenue in 2024.

Coupang’s Chief Information Security Officer Brett Matthes told a parliamentary hearing that the perpetrator obtained a private encryption key, which allowed them to generate a forged token to impersonate a customer.

“We do believe that this person, if it is the person, had a privileged role within the organization that would have given him access to the key that has been taken,” Mr. Matthes said.

A former Coupang engineer who took part in developing the system’s authentication protocol is the suspected perpetrator, Chief Executive Officer Park Dae-jun said, adding that other people may have been involved. Mr. Park did not name the person.

Coupang has apologized for the incident, but members of parliament called for founder Bom Kim, a Korean American who established the company in 2010, to come forward and personally apologize.

Coupang, which is backed by Japan’s SoftBank Group, has said customer names, e-mail and home addresses and phone numbers were exposed by the data leak. The number of people affected by the breach far exceeds Coupang’s active users of its online retail services, which the company said was 24.7 million.

China, Japan give conflicting accounts of confrontation around Senkaku Islands

BEIJING/TOKYO — China and Japan gave conflicting versions of a maritime confrontation involving their coast guards and a Japanese fishing vessel around the disputed Senkaku Islands on Tuesday.

China’s Coast Guard said the Japanese fishing vessel had illegally entered the waters of the Senkaku Islands, which Beijing calls the Diaoyu Islands, before being expelled, in a statement which also claimed the islands are Chinese territory.

However, Japan’s Coast Guard said it intercepted and expelled two Chinese Coast Guard ships as they approached the fishing vessel in the early hours of Tuesday morning.

A diplomatic spat between China and Japan has intensified since Japanese Prime Minister Sanae Takaichi told parliament on Nov. 7 that a hypothetical Chinese attack on democratically ruled Taiwan could trigger a military response from Tokyo. — Reuters

Philippines delays award of key bridge project amid China risk

(UPDATE) The Philippines deferred the awarding of a project that’s part of a plan to build one of the world’s longest marine bridges after local opposition over the potential involvement of a Chinese company due to national security fears.

The proposals are “undergoing thorough review” by the Asian Development Bank, which acts as a lender and an overseer of the project to ensure it meets international environmental and governance standards, Manila’s public works department said in a statement on Monday in response to queries from Bloomberg. 

The agency said it will announce the winning bidder once ADB has fully evaluated the proposals for technical and financial compliance and has given a “no-objection letter.” The agency, which initially targeted to issue the award notice on Nov. 29, did not directly refer to national security concerns raised by a local shipping groups against a Chinese bidder.

“The target date of award and notice to proceed for the project will be announced in the coming weeks,” it added.

Andrew Jeffries, country director for the Philippines at Manila-based ADB, said the project follows the bank’s rules. The public works agency “is undertaking the procurement while ADB provides oversight of the process to ensure compliance with our policy and regulations,” Mr. Jeffries said in a statement on Tuesday.

Chinese companies offered some of the most competitive tenders for the P7.25-billion ($124 million) land approach project, a section of a $3.9 billion plan to build a 32-kilometer (20 miles) bridge across the mouth of Manila Bay. But their bids have faced opposition in Manila, threatening to delay a key infrastructure project that President Ferdinand Marcos Jr. vowed will improve transport and logistics in the nation’s main Luzon island. 

The bridge project will get $2.11 billion funding from ADB, with $1.14 billion to be co-financed by Beijing-based Asian Infrastructure Investment Bank, according to Manila’s finance agency.

In a letter addressed to Public Works Secretary Vince Dizon and Defense Secretary Gilberto Teodoro Jr., the Philippine Interisland Shipping Association and other maritime industry stakeholders urged the government to reject the bid of China Harbour Engineering Company Ltd., which offered to construct the project for 4.87 billion pesos, the lowest of all bids.

Awarding the project that will link Bataan and Cavite provinces, to a Chinese state-owned company “creates an untenable and unacceptable risk of sabotage and intelligence gathering on vital national assets,” the association said in a letter posted on its Facebook page in October. The group also cited “unmitigated national security risks and serious concerns over business integrity” of the Chinese firm.

China Harbour is a subsidiary of China Communications Construction Company Ltd.. The US State Department had sanctioned units of China Communications in 2020 for the “destructive dredging” of Beijing’s outposts in the South China Sea and for engaging in “corruption, predatory financing, environmental destruction, and other abuses across the world.”

China Harbour didn’t immediately respond to a request for comment.

The Marcos administration has challenged Beijing’s expansive claim over the strategic waterway and has stepped up maritime patrols which have sometimes led to collisions between Philippine and Chinese vessels. But the government has also tried to insulate the Philippines’ economic ties with its top trading partner China from the geopolitical tensions.

Andres Centino, a former military chief who’s currently Marcos’ adviser on the South China Sea, said he’s heard about other government security agencies looking into the bridge project. “There really are agencies that advise on whether a particular project can go ahead just because there is this company which perhaps has a spurious background,” he said. — Bloomberg

Vietnam 2025 rice exports seen falling 11.5% on Philippines import ban

HANOI – Vietnam’s rice exports are forecast to fall 11.5% this year to around 8 million metric tons due to a sharp fall in shipments to the Philippines, the chairman of the country’s food association said on Tuesday.

Vietnam is the world’s third-largest rice exporter, after India and Thailand, and its key markets are the Philippines, Indonesia and Africa.

Its shipments to the Philippines, its largest market, came to a halt after Manila put a ban on rice imports in September to protect local farmers. The ban is set to last until the end of this year.

“It’s very likely the ban will be extended further,” Vietnam Food Association chairman Do Ha Nam told Reuters.

Rice shipments from Vietnam to the Philippines fell 18.5% in the first 10 months of this year from the same period in 2024 to 2.96 million tons, according to Vietnamís customs data.

Nam said global demand for rice remains strong and Vietnam will seek to boost exports to other markets, while focusing on the production of higher-quality rice.

“We are not facing fierce competition in the market for rice of higher quality,” Nam said, adding that he was confident exports will be maintained at 8 to 9 million tons a year.

In the longer term, Nam said the government has plans to cut rice exports and to use the land to grow other crops to adapt to market conditions.

In the Mekong Delta, Vietnam’s rice bowl, some farmers have previously switched to shrimp farming and other crops due to the effects of climate change. — Reuters

CoA mandates geotagging to strike out ‘ghost projects’

The Commission on Audit (CoA) today announced it is fast-tracking the final approval of a new policy that will require mandatory GPS-based geotagging for all government infrastructure projects.

This move is aimed squarely at eliminating ghost projects, stopping falsified billings, and ensuring the verifiable use of public funds.

The proposed issuance, formally titled “Mandatory Geotagging for All Infrastructure Projects of National Government Agencies, Local Government Units, and Government-owned and -Controlled Corporations” mandates verifiable, location-based photographic evidence at every stage of project completion and within the warranty period after completion.

CoA Chairperson Gamaliel A. Cordoba emphasized “the public has repeatedly demanded tighter safeguards against the misuse of funds, and this policy is our direct response. Geotagging that will ensure that when the government pays for a project, we know exactly where it is, when it was done, and what was actually built.”

No payment without verification

Under this new policy, government agencies and contractors must submit geotagged photos that include the exact GPS coordinates of the project, along with the date and time of the photo was taken. Crucially, no infrastructure project can be reported as completed, and ideally no payment may be released, unless the required geotagged photos are submitted and verified by the CoA auditing teams.

The policy is moving through the review process

The initial draft was completed in September and shared with internal stakeholders in October for comments and suggestions. On Nov. 7, 2025, the revised version was circulated to major implementing agencies for their technical and operational inputs, with a request for comments on or before Nov. 25, 2025.

The issuance aligns with Article IX-D of the 1987 Constitution, which empowers the CoA to define audit techniques and methods to ensure the proper use of government funds, and reinforces existing transparency provisions in the General Appropriations Act.

CoA Chairperson Cordoba said: “Let this be clear, the proper use of taxpayer funds is non-negotiable and we will hold projects accountable to deliver measurable benefits for every Filipino community.”

The CoA is currently participating in an interagency coordination on the use of satellite imagery data through the Philippine Space Agency, led by the Department of Economy, Planning and Development, which is seen to complement the geotagging requirements.

Hong Kong leader orders independent probe into fire that killed 151

HONG KONG — Hong Kong’s leader said on Tuesday an independent committee would be established to investigate the cause of the city’s deadliest fire in decades, including oversight of renovations blamed for the disaster that has claimed 151 lives.

Police have arrested 13 people for suspected manslaughter in a criminal investigation into last week’s disaster, and the anti-corruption body has also arrested 12 people in a probe into possible graft. It is unclear if any of those people were arrested on both counts.

Authorities have pointed to substandard plastic mesh and insulation foam used during renovation works at Wang Fuk Court as fueling a blaze that quickly spread to seven high-rise towers, home to more than 4,000 people.

“In order to avoid similar tragedies again, I will set up a judge-led independent committee to examine the reason behind the cause and rapid spreading (of the fire) and related issues,” John Lee, Hong Kong’s chief executive, told a news conference.

Investigators have combed all but two of the seven burnt-out towers, finding bodies of residents in stairwells and on rooftops, trapped as they tried to flee the flames. Around 30 people are still missing.

With pockets of public anger simmering, some groups have called for more transparency and accountability, amid warnings from Beijing and Hong Kong that any attempts to politicize the disaster would be severely punished.

Asked about the detention of a student from one of the groups, and two others who media reported are being investigated for possible sedition, Mr. Lee said: “I will not tolerate any crimes, particularly crimes that exploit the tragedy that we are facing now.” He did not comment on the specific cases.

Amnesty International and Human Rights Watch have both issued statements criticizing the reported arrests.

“Now is the time for the Hong Kong authorities to transparently investigate the causes of the devastating fire…rather than silencing those who ask legitimate questions,” Amnesty International said.

China’s national security office has warned individuals against using the disaster to “plunge Hong Kong back into the chaos” of 2019, when massive pro-democracy protests challenged Beijing and triggered a political crisis.

“We sternly warn the anti-China disruptors who attempt to ‘disrupt Hong Kong through disaster’,” the office said in a statement. “No matter what methods you use, you will certainly be held accountable and strictly punished.”

Legislative elections due to take place on Sunday will go ahead as planned, Lee said.

RESIDENTS WARNED OF FIRE RISKS
Residents of Wang Fuk Court were told by authorities last year they faced “relatively low fire risks” after complaining about fire hazards posed by the renovations, the city’s Labor Department said.

The residents raised concerns in September 2024, including about the potential flammability of the mesh that contractors used to cover the scaffolding, a department spokesperson said.

Tests on several samples of a green mesh that was wrapped around bamboo scaffolding on the buildings at the time of the blaze did not match fire retardant standards, officials overseeing the investigations told a news conference on Monday.

Contractors working on the renovations used these substandard materials in hard-to-reach areas, effectively hiding them from inspectors, Chief Secretary Eric Chan said.

Foam insulation used by contractors also fanned the flames and fire alarms at the complex were not working properly, officials have said.

Thousands of residents have turned out to pay tribute to the victims, who include at least nine domestic helpers from Indonesia and one from the Philippines. Vigils are also due to take place this week in Tokyo, Taipei, and London.

SEARCH MOVES TO WORST AFFECTED BUILDINGS
The remaining buildings being scoured for remains are the worst damaged and the search may take weeks, authorities have said.

Images shared by police showed officers clad in hazmat suits, face masks and helmets, inspecting rooms with blackened walls and furniture reduced to ashes, and wading through water used to douse fires that raged for days.

More than 60 pets, including 34 cats, 12 dogs and 7 turtles, perished in the fire, the Society for the Prevention of Cruelty to Animals said. More than 200 were rescued.

The apartment blocks were home to more than 4,000 people, according to census data, and those that escaped must now try to get their lives back on track.

Nearly 1,500 people have been moved out of evacuation centers into temporary housing, with a further 945 put up in youth hostels and hotels, authorities said.

With many residents leaving behind belongings as they fled, authorities have offered emergency funds of HK$10,000 ($1,284) to each household and provided special assistance for issuing new identity cards, passports and marriage certificates.— Reuters

US Senate panel looks to fast-track NASA nominee

WASHINGTON — The US Senate Commerce Committee said on Monday it plans to hold a December 8 vote on President Donald Trump’s nomination of Jared Isaacman, the private astronaut and ally of billionaire SpaceX founder Elon Musk, for the post of NASA administrator.

Mr. Isaacman’s nomination was withdrawn in June but Mr. Trump last month renominated him. Mr. Isaacman, an e-commerce mogul who flew to orbit twice on all-private astronaut missions as a customer and collaborator with SpaceX, faces a second confirmation hearing before the committee on Wednesday.

Mr. Isaacman’s nomination was withdrawn five months ago amid a high-profile falling-out between Mr. Trump and Mr. Musk. Sean Duffy, the head of the US Department of Transportation, was named interim NASA chief in July.

At the time, NASA’s workforce of 18,000 and the space industry at large were being whipsawed by looming layoffs and proposed budget cuts threatening cancellation of dozens of US science programs. Nearly 4,000 NASA employees took buyouts the Trump administration offered in January and April.

The return of Mr. Isaacman as Mr. Trump’s nominee to fill the NASA vacancy on a permanent basis came about two weeks after Mr. Duffy said he was inviting other companies to compete with SpaceX for the agency’s marquee lunar landing contract, leading to a public dispute between Mr. Duffy and Mr. Musk over who should be leading the space agency.

Mr. Duffy said earlier that SpaceX’s development of its next-generation moon rocket, Starship, was falling behind schedule and could undermine NASA’s goal of returning humans to the lunar surface under the agency’s Artemis program, an effort rivaling China’s lunar ambitions.

The committee has also scheduled votes on December 8 for John DeLeeuw, managing director of safety and efficiency for American Airlines and a Boeing 787 captain, to serve on the National Transportation Safety Board as well as for a new term for NTSB board member Michael Graham.— Reuters
