BuCor to tap UP planning experts for proposed HQ inside Masungi reserve

THE BUREAU of Corrections (BuCor) plans to tap experts from the University of the Philippines (UP) School of Urban and Regional Planning for its proposed new headquarters (HQ) within a 270-hectare section of the Masungi Georeserve, the country’s prison chief said on Monday.  

“We also need the area, but it will be pro-environment I assure you,” BuCor Director General Gregorio P. Catapang told a livestreamed news briefing in mixed English and Filipino.   

“We will not cause harm to the environment,he said. 

The Masungi Georeserve located in Baras, a town just east of Metro Manila is a conservation area and park. An ongoing reforestation project in the area is positioned to protect the Upper Marikina Watershed, which is critical to protecting the capital region from flooding.   

Mr. Catapang said their construction plan, which will be subject to consultation with the universitys experts, includes the development of farmlands to boost food security in the country.  

He stressed that the new complex would help decongest the national penitentiary and regionalize the country’s prisons. BuCor also eyes building housing and training facilities for its personnel in the area.   

On Feb. 17, the prison bureau said it could construct its new headquarters at Masungi, claiming that the administration of former President Gloria Macapagal-Arroyo had awarded 130 hectares of the property to BuCor.  

In a statement last week, the Masungi Georeserve Foundation said the prison relocation project went against the nation’s sustainable development agenda. It also said the area supposedly awarded to BuCor is “mountainous and geologically unbuildable.”  

The foundation asked President Ferdinand R. Marcos, Jr. and other state officials to stop the project after 20 BuCor personnel inspected the conservation site on Thursday.  

“There are many viable alternative sites elsewhere,” it said.”Masungi is a priceless legacy of the nation that should be preserved at all costs instead of destroyed.”  

FREED INMATES
Meanwhile, more than 400 prisoners were released by BuCor on Monday as part of its ongoing efforts to decongest one of the world’s most crowded jails.  

At a livestreamed ceremony, Justice Secretary Jesus Crispin C. Remulla said the government eyes freeing inmates every month.  

“Freeing our countrymen who have paid their dues to society is a good thing we are doing,” he said in Filipino. “We won’t stop this as long as I am Justice secretary.”  

He reiterated the governments plan to construct more regional jails to decongest the national penitentiary and to allow more families to visit inmates.  

Last year, Mr. Remulla told the United Nations Human Rights Council he seeks to release 5,000 inmates by June this year.  

Many of the countrys jails fail to meet the UNs minimum standards given inadequate food, poor nutrition and unsanitary conditions, according to Human Rights Watch  

“To the inmates who are being released, we hope that you do not waste this opportunity to move forward in life,” Mr. Remulla said.   

In another development, the Department of Justice (DoJ) on Monday issued new guidelines on bail amounts for indigents who are not under trial for crimes punishable by death and life in prison.   

In a statement, the department said poor Filipinos would only have to pay half of the recommended bail or P10,000, whichever is lower.   

The measure stemmed from Mr. Remulla’s meeting with Chief Justice Alexander G. Gesmundo, who proposed a revision of the DoJ’s existing 2018 Bail Bond Guide.   

“With this newest policy, the department expects the release of many detained individuals on bail,” the DoJ said.

Senate panel to recommend CAAP exemption from some gov’t rules

THE CIVIL Aviation Authority of the Philippines (CAAP) will be recommended for exemption from some government rules to allow it to offer more competitive pay for critical positions and improve overall efficiency, a Senate panel chair said on Monday.   

Senator Mary Grace S. Poe-Llamanzares, who heads the committee on public services, said their report on the investigation into the Jan. 1 airport system glitch will include recommendations on CAAPs exemption from regulations on salary standardization and revenue spending for equipment and services.    

The report will be released by next week, she said in a statement on Monday.   

Ms. Poe-Llamanzares said there is also a suggestion to create another agency that will handle some of CAAPs responsibilities.   

“There’s a proposal to put up an airport authority just like the ports authority, so that CAAP will not be operating and doing the policies for running the airport at the same time,” she said.  

The committee also sought for the speedy passage of a bill creating the National Transportation Safety Board, which will investigate air, highway, railroad, pipeline and maritime accidents.  

The report will center on the panel’s findings into the cause of the incident, recommendations to remedy the system, and possible liabilities for negligence and incompetence in managing the system’s maintenance.  

“There’s a confluence of factors that contributed to the glitch,” Ms. Poe-Llamanzares said.  

“This is a long-standing problem with the CAAP because it spans several administrations,she added. The fact that it is allowed to operate without adhering to proper maintenance protocols is in itself a violation.Alyssa Nicole O. Tan 

House back RCEP ratification

HOUSE leaders have joined calls for the immediate ratification of the Regional Comprehensive Economic Partnership (RCEP), citing its benefits to the Philippine economy.  

“By immediately ratifying the RCEP Agreement, the Philippines can sooner benefit and take the advantages of this mega-trade deal that could attract more foreign investors, create more job opportunities, and curb the unemployment and poverty rates in the country,” Speaker Ferdinand Martin G. Romualdez said in a statement on Monday.  

Mr. Romualdez is one of the principal authors of House Resolution No. 728, which supports the Senate’s ratification of RCEP.  

Senate President Juan Miguel F. Zubiri previously said the upper chamber is expected to ratify the agreement this quarter.  

The RCEP is a free trade agreement that aims to foster economic trade and cooperation in the Asia-Pacific region. Its participants are the Association of Southeast Asian Nations (ASEAN) member-states, China, Australia, New Zealand, and South Korea.   

The Foundation for Economic Freedom said in a statement on Monday that participating in the RCEP can increase the Philippinesoverall welfare by $541.2 million, ensure a 1.93% real gross development product growth, and decrease poverty incidence by 3.62% in 2030.

DoTr allots additional P500-M fund for Antique Airport

THE DEPARTMENT of Transportation (DoTr) has earmarked an additional P500 million for Antique Airports upgrade and runway extension, a project that is seen to deliver economic benefits to the province and the Western Visayas region.   

The fund allocation will guarantee an upsurge in tourism and economic activities in Antique and Western Visayas,the DoTr said in a press release on Monday.  

The fund is included in the 2023 General Appropriations Act, under the Construction, Rehabilitation, And Improvement of other Transportation Infrastructure-Aviation.   

The upgrade of the airport, also known as the Evelio B. Javier Airport, covers the construction of a passenger terminal building, control tower, and fire house.

Nueva Vizcaya, Quirino get P80-M facilities to mitigate climate change risks

TWO provinces in the Cagayan Valley region in northeastern Philippines have received P80 million worth of support facilities to mitigate risks from climate change and natural disaster.  

The provinces of Nueva Vizcaya and Quirino received the agroforestry support facilities through a joint project of the Department of Environment and Natural Resources (DENR) and Japan International Cooperation Agency (JICA).

The facilities are part of the Forestland Management Project, an 11-year program that seeks to conserve forests in the river basins of Upper Magat and Cagayan, Pampanga, and Jalaur, according to JICA.  

JICA and DENR are using community-based forestland management strategies for the project, which includes partnering with and assisting peoples organizations (POs) for their enterprises.   

The project also assisted their 45 partner peoples organizations in said provinces in developing their enterprises. They have been working also on agroforestry value chain for coffee and high value fruits, which is expected to generate further incomes for farmers,JICA said. 

The Forestland Management Project has so far developed 71,300 hectares of tree and agroforestry plantations, which are being maintained and protected by partner POs.

DTI destroys substandard steel angle bars in Valenzuela City

THE DEPARTMENT of Trade and Industry (DTI) destroyed 600 pieces of equal-leg steel angle bars that were found to have violated government standards.    

In a statement on Monday, the DTI said the substandard steel items worth P740,000 were destroyed at the manufacturers warehouse in Valenzuela City on Jan. 20.  

The substandard products were cut using an oxy-acetylene torch prior to transfer to the manufacturers smelting facility,the DTI said.   

According to the DTIs Bureau of Philippine Standards (BPS), the products were destroyed as it violated the elongation requirement of the Philippine National Standard.    

Equal-leg steel angle bar is among the 111 products and systems currently covered under the BPSmandatory product certification schemes.  

The DTI-BPS is implementing two mandatory product certification schemes consisting of the Philippine Standard (PS) Quality and Safety Certification Mark Licensing Scheme and the Import Commodity Clearance (ICC).    

Products covered by the mandatory certification, whether locally manufactured or imported, are not allowed to be distributed in the Philippine market without the necessary PS or ICC marks,the DTI said. Revin Mikhael D. Ochave  

Almost 900 COVID infections logged in past week

THE PHILIPPINES posted 895 new coronavirus infections in the previous week with a daily average of 128, according to health authorities.   

The daily average was 19% lower than the average cases per day from a week earlier, the Department of Health (DoH) said in a bulletin on Monday.  

Of the new cases, three were severe and critical, it added.  

DoH said 74 new deaths were verifiedin the past week, four of which occurred from Feb. 6 to 19.  

It said 311 of 2,086 intensive care unit (ICU) beds had been used as of Feb. 19, while 3,202 of 17,045 non-ICU beds were occupied.

PHL smartphone market shrinks; vendors to remain cautious in shipments this year — IDC

The Philippine smartphone market shrank 8.6% in 2022 as a result of inflation, which decreased the purchasing power of consumers, according to the International Data Corp. (IDC).

“Though the last quarter in 2022 grew 6.3% quarter over quarter, it registered a 16.3% decline compared to last year as several vendors focused on clearing out inventories rather than bringing in new shipments during the holiday season due to unfavorable market conditions,” the market intelligence firm said in a statement on Feb. 17.

The IDC noted that there were 16.3 million smartphone units shipped last year, a decrease from 17.83 million shipments in 2021.

“Both consumer and vendor confidence have been seriously dampened as inflation progressively soared throughout 2022 ending the year at a 14-year high,” IDC Philippines Market Analyst Angela Jenny V. Medez said.

The smartphone brand that shipped the most number of units in the Philippines in 2022 was realme, with 3.72 million, followed by Transsion (2.92 million), OPPO (2.30 million), Samsung (2.20 million), Xiaomi (1.86 million), and other brands (3.31 million).

“realme maintained the top spot in 2022 by launching several new smartphones in the narzo series to cater to the price-conscious customer, while Transsion was the only company in the Top 5 rankings that registered growth,” the IDC said.

Both of the brand’s Infinix and Tecno upscaled their products in bringing in more models in the higher price range of $100+, such as Infinix’ Note series and Tecno’s Pova and Camon series, while itel continued to cater to the entry-level segment, the market intelligence firm noted.

“Though inventory levels started to normalize towards the end of 2022, IDC is lowering its forecast for 2023 as vendors will remain cautious in their shipments amid the looming economic uncertainties and accelerating inflation,” Ms. Medez said. — Patricia B. Mirasol

Mr. Velez and the Crossovers opened the year with three straight wins, including a masterful 25-19, 25-14, 25-16 demolition of the F2 Logistics Cargo Movers Thursday also at the Pasig venue.

But they only took the solo lead after the Creamline Cool Smashers, their erstwhile co-leaders, got too overconfident and sputtered in a heartbreaking 23-25, 25-18, 16-25, 25-23, 16-14 defeat to the Cargo Movers Saturday.

That sent Creamline spiralling down to No. 2 where it was joined by F2 on 3-1 cards while catapulting Chery Tiggo straight to the top.

Against PLDT, which improved to 1-1 after blitzing Army Black Mamba, 25-19, 25-12, 25-21, Thursday, Mr. Velez hopes they could replicate, if not do better, what they did last time.

“I just kept reminding them to continue to trust and believe in each other,” said Mr. Velez.

4 senior rookies see action in Philippine Airlines Interclub

CEBU — The Philippine Airlines Interclub starts its reboot on Wednesday with Seniors action, a division usually reserved for players who are calculating and reserved. 

This year could be the exception as the 72-hole championship for those 55 years old and above will see four new faces who are used to the aggressive play, which could ultimately spell the difference for their respective teams.

Marty Ilagan, who once entertained thoughts of turning pro, Ronnie Littaua, who spearheaded the Forest Hills men’s team for a long time, Carl Almario, a former pro who has innate knowledge of the two courses to be used this week, and Jun Jun Plana, who until the start of the pandemic anchored the highly-successful Manila Southwoods men’s program, will be making their seniors debuts and loom as players to watch.

Messrs. Ilagan and Littaua have come in to infuse youth to the talent-laden Luisita squad, while Mr. Almario joins an already loaded Cebu Country Club lineup that put the home squad in the mix as title contender in what is regarded as the country’s unofficial club team championship. Mr. Plana, meanwhile, will ditch the old stabilizer role he used to play at Southwoods as he becomes the Carmona-based squad’s tip of the sword in trying to foil another Canlubang-Luisita fight for the title.

“They could provide the big difference,” Cangolf mainstay Tommy Manotoc said of the new faces in their division. “They are longer than (the old players), that’s for sure. And with the tournament playing forward tees, we could expect fireworks.”

Canlubang is the defending champion and is the only team in the Championship division which didn’t tinker with its lineup that also has the steady Abe Rosal and the seasoned Rolly Viray.

“I have no expectations,” Mr. Ilagan, a Tarlac native, said. “I will just go out there and help my team the best way I can.”

Alta Vista and Club Filipino will host the tournament, with a number of the veterans seeing the title to be decided in the Danao layout that has so many blind holes that local knowledge will be key. 

The annual event, considered the country’s unofficial national team championship, was shelved for two years due to the coronavirus pandemic, and the 74th staging of the event is supported by platinum sponsors ABS-CBN Global, Asian Journal, Airbus, and NUSTAR Resort and Casino.

Gold sponsors include Radio Mindanao Network, Mastercard, Primax, University of Mindanao Broadcasting Network, PLDT/Smart, and Konsulta MD.
