Streamlining the path to affordable homes

Affordable and accessible housing continues to be one of the most persistent challenges facing the Philippines today. The current administration has been pushing initiatives to close the nation’s chronic housing backlog. Anchored by the flagship Pambansang Pabahay Para sa Pilipino (4PH) program, the government has sought to ramp up the production of low-cost and socialized housing units, with early efforts starting in 2022 and ongoing targets extending through 2028.

The housing deficit remains daunting despite the continued efforts. Recent estimates have the country facing a deficit of roughly 6 to 6.5 million housing units, driven by rapid urbanization, limited supply of affordable homes, and persistent demand among low-income families and informal settler communities. If left unaddressed, the backlog is projected to escalate further in the coming decades. This reality underscores the urgent need for concrete policy reforms that not only increase housing supply but also make it easier for developers to participate in delivering affordable housing.

It is within this broader policy context that the Bureau of Internal Revenue’s (BIR) Revenue Memorandum Order (RMO) No. 48-2025 emerged. The RMO streamlines the process for applying for a Certificate of Tax Exemption (CTE) for qualified socialized and economic housing projects covered by the Urban Development and Housing Act (Republic Act (RA) No. 7279), as amended by the Balanced Housing Act (RA No. 10884), and the Omnibus Investments Code (Executive Order No. 226).

The Balanced Housing Act requires registered and accredited developers to allocate a portion of new subdivision projects to socialized housing, thereby promoting inclusivity and affordability within larger developments. This approach aims to encourage investment in affordable housing and enhance accessibility to homes for all income levels. The Balanced Housing Act gives registered and accredited developers of socialized housing projects exemptions from various project-related income taxes and fees, including Value-added Tax, Capital Gains Tax on raw land, transfer tax and donor’s tax for land donated for socialized housing purposes.

Before this new RMO, developers seeking tax incentives were required to submit various documents to support an application for a BIR ruling or exemption confirmation. These included a written request, certified true copies of corporate documents, project details, relevant contracts and certifications, and other supporting documentation deemed necessary by the reviewing BIR office to establish entitlement under the relevant tax laws.

This created parallel compliance tracks. While legally sound, the structure meant that the BIR effectively conducted its own review of eligibility, even after the housing regulator had made its determination.

WHAT CHANGED WITH RMO 48-2025?
At the heart of RMO 48-2025 is a subtle but meaningful adjustment. Developers now need to submit only a Socialized Housing Certification issued by the Department of Human Settlements and Urban Development (DHSUD), the Local Government Unit (LGU) or the Board of Investments (BoI) — along with a written request to apply for a tax exemption. The authority to sign the CTE has been delegated to the Deputy Commissioner of the BIR’s Legal Group. Previously, the BIR still required the submission of other supporting documents to independently evaluate eligibility, despite the Socialized Housing Certification.

This change is rooted in amendments introduced by the law, which clarified that the Socialized Housing Certification alone is enough to confirm eligibility for tax exemptions, removing the need for supplementary clearances previously required.

This aligns with the Joint Memorandum Circular, to which the BIR is a signatory, establishing an electronic Housing One-Stop Processing Center (eHOPC). This platform provides a mechanism capable of generating the documentary requirements needed by the BIR to process CTE applications efficiently.

In practical terms, the alignment of RMO 48-2025 with the Balanced Housing Act means that socialized and economic housing developers can now spend less time on paperwork when pursuing fiscal incentives. This aligns with broader administrative goals of digitalization, standardization, and inter-agency coordination, which can accelerate project deployment and improve investor confidence.

WHY THIS MATTERS
More than a tweak to internal revenue procedures, the changes brought about by the RMO signal a structural adjustment toward enabling faster delivery of affordable homes. Historically, securing a CTE could take months as developers need to obtain several documents from various government agencies before they could file an application. However, with the new streamlined process — where only a Socialized Housing Certification and a written request are needed — the timeline for securing tax incentives is expected to shorten through the eHOPC.

With the simplified procedure for developers, we can expect participation from smaller and larger builders alike to increase and unlock more housing supply. For families planning to buy their first home, these kinds of reforms matter. When developers can move faster without being impeded by procedural hurdles, the ripple effects can touch construction jobs, housing availability, and community stability. Over time, this may help transition the housing sector from a forest of bureaucratic hurdles to a more responsive and efficient delivery system tuned to meet socio-economic needs.

LOOKING AHEAD
The Philippines faces a long road toward truly closing the housing gap. Millions of units are still needed, and challenges like high land costs and income disparities indicate that policy reforms are just part of a larger solution.

These policies show a willingness to listen to industry voices, to simplify processes with the potential for meaningful change. By building on this momentum, the government can work towards making housing a reality for all, not just for a privileged few. I hope that RMO 48-2025 will be in faithful adherence to its intended purpose, ensuring that these reforms effectively translate into tangible benefits for the housing sector. Ultimately, while laws alone can’t solve the housing crisis, they are crucial steps toward ensuring that everyone moves closer to realizing the dream of an affordable home, with a government dedicated to finding long-lasting solutions.

TITLE contender University of Santo Tomas (UST) finally slumped out of a sluggish start, registering first win at the expense of the listless Ateneo de Manila University (ADMU), 26-24, 25-18, 25-21, in the UAAP Season 88 women’s volleyball on Wednesday at the Smart Araneta Coliseum.

Angge Poyos rifled in 21 points on 19 hits, an ace and a block as the UST Golden Tigresses finally broke into the win column after bowing to rivals National University (NU) and De La Salle University (DLSU), giving coach Shaq Delos Santos a present at last in his return season.

Mr. Delos Santos, the engineer of Santo Tomas’ last title in 2019, last coached the España-based spikers in 2011, before returning to the Tigresses’ lair this offseason in lieu of Kungfu Reyes, who is now with San Beda in the NCAA. 

Santo Tomas came close to that bid with consistent final four campaigns in the past four seasons, including a finals appearance in Season 86 but to no avail despite an intact core led by Detdet Pepito and the rising star Ms. Poyos.

Expectations were high for the Golden Tigresses to finally live up to their lofty billing this season only to run through the mighty NU Lady Bulldogs, 25-23, 25-19, 23-25, 26-24, and the DLSU Lady Spikers, 25-14, 25-15, 26-24, in a rough schedule opener.

And Ateneo wasn’t going to be another stumbling block for Santo Tomas with Ms. Poyos setting the tone in the first two sets, ignited by an escape act in the opening salvo.

That proved to be the Golden Tigresses’ last close encounter with the ADMU Blue Eagles, seizing control in the next two to complete the sweep in 99 minutes with help from Marga Altea and Regina Jurado.

Ms. Jurado dished out 12 points and 12 digs while Ms. Altea had eight points on four hits, three blocks and an ace for the Golden Tigress, who’ll be out to string a streak against the winless University of the East (UE) (0-3) this Saturday at home at the UST Quadricentennial Pavilion.

Dona de Leon (10) and Ana Hermosura (8) led the Blue Eagles in their third loss in as many games as JLo Delos Santos bled for just four after firing 21 in their five-setter defeat to the souped-up University of the Philippines (UP) last weekend.

Ateneo now has a tall order to score its first win, colliding with the unbeaten powerhouse La Salle led by early MVP contender Shevana Laput and former MVP Angel Canino this Sunday at the same venue.

In the men’s division, University of the Philippines (2-1) snapped a 10-game skid against La Salle (0-3) while Santo Tomas (2-1) escaped Ateneo (1-2), for a three-way tie with five-peat champion NU at second place behind the pace-setting Far Eastern University (FEU) (3-0).

DLSU VERSUS UP
Later, De La Salle University made short work of University of the Philippines, 25-12, 25-15, 25-19, even without ace player Ms. Laput, who’s under the weather, for a 3-0 start to join rival and reigning champion NU on top.

Former MVP Ms. Canino fired 12 points to spearhead the Lady Spikers, who have yet to drop a set in a perfect campaign so far after also sweeping FEU and Santo Tomas.

Gilas faces tough NZ Tall Blacks for second window of FIBA World Cup Asian Qualifiers

GILAS PILIPINAS and New Zealand (NZ) return to the arena where the Filipinos previously pulled off one of their biggest reversals at the Kiwis’ expense.

Will Thursday’s clash at the SM MOA Arena for the second window of the FIBA World Cup’s Asian Qualifiers yield the same stunning result?

That’s certainly the intent as the Nationals host the Tall Blacks at the Pasay City venue 459 days after famously ambushing the visitors, 93-89, back at the FIBA Asia Cup Qualifiers (ACQ).

That famous upset of November 2024 marked the Filipinos’ first-ever victory against the formidable squad from Oceania after losing the first four faceoffs.

That, however, was the last time Gilas got a W against the Tall Blacks, who countered that upset with a vengeful 87-70 romp in the return leg of the AC Qualifiers in Auckland and a 94-86 verdict in the Asia Cup proper in Jeddah last August.

If successful in dropping the axe again on NZ in the 7:30 p.m. showdown, the troops of coach Tim Cone will qualify for the next round of the Continental qualifiers with much to spare with a perfect 3-0 card in Group A. The Pinoy dribblers previously swept lightweight Guam in the opening window, 87-46 and 95-71.

Consequently, a Philippine victory will send the Kiwis reeling to a 0-3 hole after dropping their first two assignments against Australia, 79-84 and 77-79.

“Coach Tim (Cone) always tells us to look at the bigger picture,” said Gilas guard CJ Perez. “Playing against New Zealand is tough, for sure, but we’ve been working hard and we’re preparing so I think we got a big chance.”

It will be a tall order, though, as 7-foot-3 Kai Sotto, who produced a 19-10-7 statline in the 2024 upset, is sitting this one out while on the road to regaining match fitness after a year of layoff due to ACL injury.

This leaves a heavier load on June Mar Fajardo, AJ Edu and Quentin Millora-Brown as they tackle their NZ counterparts, 6-foot-9 Sam Mennenga, 6-foot-9 Tohi Smith-Milner, 6-foot-11 Tyrell Harrison and 6-foot-10 Yanni Wetzell.

Mr. Mennenga averaged 17.5 points and eight rebounds in Window 1 while Mr. Smith-Milner torched the Nationals with 25 points spiked by five triples in the ACQ rematch on the road. Jordan Ngatai, who fired 23 in the Kiwis’ Asian Cup domination of Gilas, is also back in their fold.

“Right now, with who we have, I think we still have a really good chance with June Mar, AJ and me at the bigs,” Mr. Millora-Brown said in an interview on One Sports. “AJ and I are agile, quick. INCOMING TNT Tropang 5G super import Bol Bol made his first arena appearance to tease his highly-anticipated PBA debut in the Commissioner’s Cup on March 11.

Alongside MVP Group of Companies Chairman and Chief Executive Officer (CEO) Manny V. Pangilinan, Mr. Bol led the ceremonial jumpball of the Sigla MVP Olympics (MVPO) All-Star Game won by Team Blue of TNT team manager Jojo Lastimosa on Tuesday night at the Smart Araneta Coliseum.

“It’s a great game. It’s real basketball,” said Mr. Pangilinan on the exhibition duel pitting a bevy of celebrity-athletes, brand endorsers, and PBA players and coaches to kick off the Olympics among the employees of the MVP Group.

“Sports have always been a powerful way to bring people together. Through the MPVO, we continue to celebrate discipline, passion and the collective spirit that drives our group forward,” added the long-time sports patron, SBP chairman emeritus and PBA stakeholder.

Under the tutelage of Mr. Lastimosa and his much-awaited tower import watching, Team Blue recovered from wasting a 12-point lead at the half to pull off a 60-59 win over Team White coached by Meralco mentor Luigi Trillo.

Wendell Ramos, a celebrity-athlete, drained the game-winning free throws with 4.7 seconds left to finish with five points as young star Lance Carr led the way with 26 points.

“It’s a beautiful game. When you see a beautiful game, everybody playing hard, everybody enjoys whoever wins,” said Mr. Lastimosa, who also had NLEX assistant coach Borgie Hermida and Meralco deputy Reynel Hugnatan in his staff, with Bolts guard CJ Cansino serving as import.

Mr. Trillo had TNT assistant Ranidel de Ocampo in his staff with his own player from Meralco in Chris Banchero as import.

Kevin Dasom (21), David Licauco (16) and JC De Vera led the way for Team White, who snatched a 59-58 lead in the homestretch but failed to seal the deal as Mr. Ramos put on a heroic finish.

Apart from the players and coaches of the three MVP teams in the PBA, also in attendance are PBA Chairman, SBP President and TNT Governor Ricky Vargas (Team Blue manager), Meralco Governor and Senior Vice-President Atty. William Pamintuan (Team White manager), NLEX Team Governor Ronald Dulatre, who serves as the MVPO commissioner, NLEX eam manager Virgil Villavicencio, TNT legend Asi Taulava and Metro Pacific Investments Corp. GALERIES TOWER (GT) will try to sustain its best start in franchise history as it clashes with a struggling Choco Mucho on Thursday in the PVL All-Filipino Conference at the FilOil Arena.

The GT Highrisers knocked out the heavily favored Nxled Chameleons, 25-19, 17-25, 25-20, 25-21, last week that sent the former to their second win in four starts — their strongest since joining the league three years ago.

While some consider it some form of luck, Galeries Tower’s Roselle Baliton it was also a product of hard work and the sacrifices they made.

“As they say, the ball is round,” said the six-foot middle-blocker, who was named by the media scribes as their Player of the Week following her 16-point masterpiece that she laced with a mammoth seven-block effort in that shock Nxled upset.

“Our winning culture is starting to show because we’ve been through a lot and trained hard to get this far,” she added.

They will battle at 6:30 p.m. against a Choco Mucho side that has been limping as of late following a 1-3 start.

IM Bacojo beats Russian foe in its title and GM norm bid in Moscow

FILIPINO INTERNATIONAL MASTER (im) Mark Jay Bacojo brought down fellow International Master Alexandr Triapishko of Russia in the eighth round on Tuesday to stay in the title and a Grandmaster (GM) norm bid in the Russian Chess Crown Standard A in Moscow.

The 19-year-old Far Eastern University standout pounced on a tiny kingside weakness by Mr. Triapishko and turned it into a full-scale attack that resulted into a victory that hiked the former’s total to six points.

A draw in the last two rounds would seal Mr. Bacojo, whose trip is bankrolled by the Philippine Sports Commission and the National Chess Federation of the Philippines, his first GM norm.

He was facing another Russian in FIDE Master (FM) Stanislav Bukreev in the ninth round as of this writing.

Another Philippine bet, FM Alekhine Nouri, drew with Turkmenistan’s GM Meylis Annaberdiyev that boosted his own bid for his second IM norm.

Over in General Santos, Filipino GM Daniel Quizon trounced IM Chito Garma to remain the last Filipino standing at the helm of the Manny Pacquiao International Open.

Mr. Quizon hiked his score to 3.5 points after four rounds to share the lead with GMs Novendra Priasmoro of Indonesia, Peng Li Min of Switzerland, Pa Iniyan of India and Arkadij Naiditsch of Bulgaria.

Teachers’ group calls for more critical PHL history in high school

The Teachers’ Dignity Coalition (TDC) on Wednesday called for a ‘deeper’ and ‘critical’ lessons in Philippine history, as the country commemorates the 40th anniversary of the EDSA People Power Revolution.

“As educators, we urge the strengthening and expansion of Philippine History in high school, with deeper, more critical engagement with Martial Law, the People Power Revolution, and the importance of active citizenship,” the group said in a statement.

“In an era of competing narratives, schools must remain spaces where evidence-based history is taught and democratic values are nurtured,” it added.

In 2024, Education Secretary Edgardo “Sonny” M. Angara said that President Ferdinand E. Marcos Jr. ordered him to discuss history lessons in schools more comprehensively.

“He mentioned history and how it should not focus solely on memorization but on understanding and comprehending what happened and why it happened,” he said in Filipino in a television interview with GMA-7.

“It’s making history interesting for our young people,” he added.

40 years after the EDSA revolution, the TDC underscored that the historical event must be taught in classrooms with factual evidence and accuracy.

“Commemoration must widen democratic space, protect constitutional freedoms, and encourage citizens, especially the youth, to remain engaged in nation-building, to learn democracy,” it said.

“The TDC stands firm in advocating for historical truth, meaningful remembrance, and an education system that equips Filipinos to defend and deepen our democracy,” it added.

AWS urges IT-BPM sector to embrace AI to future-proof services

Amazon Web Services (AWS) urged the local Information Technology-Business Process Management (IT-BPM) sector to leverage artificial intelligence (AI) to enhance its service offerings, amid concerns from a lawmaker who warned that the industry faces a potential job loss due to AI-driven automation.

“If our IT-BPM sector does not transform, then those jobs will really be decimated,” Precious Lim, AWS Philippines’ country manager, told reporters on the sidelines of the AWS Philippines Outlook on Tuesday.

“We need to up-level the services that we are providing, and those services should be more efficient and should leverage AI and technology. Otherwise, it will be passй.”

Ms. Lim’s statement was in response to a warning from Philippine Senator Paolo Benigno “Bam” A. Aquino IV regarding potential job losses in the sector due to AI and cybersecurity risks.

During a hearing of the Senate Committee on Science and Technology on Feb. 18, some companies noted they needed to downsize because client demand had decreased due to AI automation.

Mr. Aquino, who filed Senate Resolution 253 to tackle industry challenges amid rapid technological advancements, urged the government and private sectors to work together to address these emerging threats.

The IT-BPM industry employed around 1.9 million Filipinos and generated over $40 billion in revenue in 2025, contributing 8.2% to the country’s gross domestic product (GDP), Mr. Aquino said.

To help the local sector adapt to AI, especially agentic AI, Ms. Lim said AWS is set to roll out its Process-to-Agent (P2A) program—a framework first launched in India that helps IT-BPM companies adopt agentic AI.

“It’s not just training. It’s also about AWS providing resources, such as software architects, sandbox environments, and the ‘working backwards’ mechanism, so they can identify which processes can be automated or improved by agentic AI,” she said.

Ms. Lim also said that AWS is continuing its several initiatives, such as collaborating with government agencies, empowering micro, small, and medium enterprises, as well as students, in AI and cloud technology.

AWS KEY ANNOUNCEMENTS
AWS also announced a powerful suite of Frontier Agents, which are autonomous AI tools capable of working for hours or days without intervention. These include Kiro for navigating code and triaging bugs, the AWS Security Agent for embedding security into developer workflows, and the AWS DevOps Agent for detecting and resolving incidents.

To power these agents, AWS introduced the Amazon Nova 2 model family, which offers industry-leading price-performance for reasoning and multimodal tasks. This includes Nova Forge for training customized models on proprietary data and Nova Act, which automates browser-based tasks using natural language with 90% reliability.

Developers can now govern these systems using AgentCore, a framework that includes AgentCore Policy for setting natural language safety boundaries and AgentCore Evaluations to automate quality and safety checks.

On the hardware side, the new Graviton5 processors deliver up to 25% better performance for cloud workloads, while Trainium3 UltraServers allow organizations to train AI models up to 4.4 times faster at half the cost.

Finally, the data layer was overhauled with S3 Vectors, which scales to trillions of vectors to cut AI storage costs by up to 90%, and S3 Tables, which now features automatic cost-saving tiers and regional replication to simplify global data management. — Edg Adrian A. Eva

Dumaguete named among Asia’s most affordable retirement spots

The Department of Tourism (DoT) said the Philippines further cements its position as a global retirement hub, as Dumaguete City in Negros Oriental receives recognition as one of the most budget-friendly destinations in Asia for retirees.

“It highlights the city’s growing expat community, vibrant university culture, affordable housing and dining options, and improved local healthcare infrastructure,” the agency said in a news release on Wednesday.

“The DoT attributes this recognition to the strong public-private partnerships among local stakeholders in Dumaguete, the retirement community, and the sustained efforts of its attached agency, the Philippine Retirement Authority (PRA), in advancing policies and programs that support long-stay visitors and retirees,” it added.

A report by Investopedia, a United States-based financial education website, named Dumaguete City as “one of the Philippines’ top retirement destinations”.

“The Philippine government has designated Dumaguete as one of five areas in the country targeted as top retirement hubs, which has helped drive improvements in local healthcare infrastructure,” the report said.

“The city is home to several universities, keeping the town lively with affordable restaurants, cafes, and cultural events,” it added.

Other destinations in Asia mentioned in the report include Penang, Malaysia, Hoi An, Vietnam, and Chiang Rai, Thailand.

“Lesser-known Asian destinations offer excellent cost of living and lifestyle appeal while allowing retirees to avoid crowded, expensive hubs,” it said.

Last year, the DoT and PRA planned to enhance the Special Resident Retiree’s Visa (SRRV) program, a flagship program aimed at encouraging foreigners and returning overseas Filipino workers to retire in the Philippines.

Data from the DoT showed that the Philippines hosts more than 83,000 SRRV holders.

Potential renewable energy site identified in southern Philippine Sea; new faults found off Palawan- UP marine scientists

The southern portion of the Philippine Sea was found to be a potential prime location for marine renewable energy operations, according to the expedition findings led by the University of the Philippines Marine Science Institute (UPMSI). It also found new faults off eastern Palawan that were previously unmapped.

“The strong surface-to-deep temperature contrast observed in the southern Philippine Sea meets the thermal requirements for OTEC (Ocean Thermal Energy Conversion),” Dr. Charina Lyn Amedo-Repollo, lead of the Physical Oceanography and Observation Laboratory, said in a statement.

She noted that this indicates the area has high potential for continuous baseload renewable energy, and added that it could also support applications for desalination and seawater cooling.

The southern Philippine Sea was found to be ideal, as the critical 20-degree Celsius temperature difference between surface and deep water is already observed at a depth of only 200 meters, Dr. Amedo- Repollo said.

This is shallower than what is observed in many other tropical regions and other parts of the world, where the same temperature difference is found at depths of up to 1,000 meters or deeper.

The 20-degree Celsius temperature difference is ideal for efficiently operating OTEC, a renewable energy source that harnesses the temperature gap between warm surface waters and colder deep waters.

The findings said the unique condition of the southern Philippine Sea is due to its open-ocean environment exposed to solar heating and influenced by large-scale ocean circulation.

The expedition was led by the University of California, Santa Cruz and joined by scientists from UP MSI and Mindanao State University – Naawan last December.

The team surveyed submarine volcanoes, active faults, internal waves, and areas for potential renewable energy in the Sulu Sea, Celebes Sea, and southern Philippine Sea.

Meanwhile, the researchers also found previously unmapped faults off eastern Palawan. One lies along the continental slope and shows about 10 meters of displacement, while another extends about 20 kilometers along the projected extension of the Ulugan Bay Fault, cutting through sediment layers.

The findings align with earlier mapping by French and German scientists and may explain the magnitude-5.1 earthquake that struck Palawan on June 11, 2024, which PHIVOLCS linked to a known fault in the area.

Dr. Fernando P. Siringan, who led the Philippine team, said the structures could also be tied to volcanic features in the Sulu Sea and stressed the need to reassess Palawan’s geology, especially it is being considered as a potential nuclear power plant site. — Edg Adrian A. Eva

Trump hails ‘golden age’ in State of the Union as voters sour on economy

WASHINGTON — US President Donald J. Trump boasted in his State of the Union address on Tuesday that he had ushered in “the golden age of America,” seeking to project an aura of success despite sagging approval ratings and deepening voter frustration ahead of November’s midterm election.

Heeding calls from Republican lawmakers worried they could lose their congressional majority later this year, Mr. Trump spent the first hour of his televised speech focused on the economy, saying he had slowed inflation, driven the stock market to record heights, signed sweeping tax cuts and lowered drug prices.

But it was unclear whether his rosy assessment would assuage Americans’ anger about the cost of living. Mr. Trump sought to blame his Democratic predecessor, Joseph R. Biden, for high prices, but opinion polls show voters hold Mr. Trump responsible for not doing more to ease an affordability crisis after he campaigned relentlessly on the issue.

“Our nation is back — bigger, better, richer and stronger than ever before,” Mr. Trump said after taking the stage to cheers of “USA, USA” from fellow Republicans in Congress, with dozens of empty seats on the Democratic side a reminder that many lawmakers skipped the speech for anti-Trump rallies outside.

The annual speech to Congress came at a fraught moment for Mr. Trump’s presidency, with polls showing a majority of Americans have soured on his performance, anxieties rising over Iran and his signature tariff policy foundering after the US Supreme Court struck down most of his import taxes.

For much of the speech, Mr. Trump was uncharacteristically disciplined, mostly appearing to stick to his prepared remarks and eschewing his usual stream-of-consciousness digressions. But he flashed his combative side while discussing his immigration crackdown, exchanging shouted insults with several Democratic lawmakers.

The former reality television star injected plenty of spectacle into the event. At one point, he bragged about all the “winning” that the US has experienced during his term, before introducing some other winners: members of the US men’s ice hockey team, who entered the chamber wearing the gold medals they won at the Winter Olympics on Sunday.

He declared that the team’s goaltender, Connor Hellebuyck, would receive the Presidential Medal of Freedom, one of half a dozen medals handed out to various guests with typical Trumpian fanfare.

The 79-year-old Mr. Trump’s speech lasted approximately an hour and 47 minutes, breaking the record he set last year for the longest presidential address to Congress.

NO CLARITY ON IRAN
While Mr. Trump said inflation is “plummeting,” prices for groceries, housing, insurance and utilities remain significantly higher than they were a few years ago. New data released on Friday showed the economy slowed more than expected last quarter while inflation accelerated.

A Reuters/Ipsos poll found only 36% of Americans approve of his handling of the economy. Democrats hope to seize control of both houses of Congress from Republicans in November when all 435 seats are on the ballot for the House of Representatives and about a third of the 100 seats in the Senate.

Virginia Governor Abigail Spanberger, a Democrat whose decisive victory in November was an early midterm warning sign for Republicans, delivered her party’s official response, criticizing Mr. Trump for abandoning struggling Americans.

“Is the president working to make life more affordable for you and your family?” she said. “We all know the answer is no.”

Mr. Trump, who attacked the Supreme Court in personal terms after the tariff decision on Friday, held his fire on Tuesday, shaking hands with the four justices present as he entered the chamber. He called the ruling “unfortunate” but argued that it would ultimately have little impact on his trade policy.

Mr. Trump did not discuss artificial intelligence, at a time when the technology is fueling both the stock market and growing worries among workers about the threat it poses to job security.

He also spent little time on foreign policy, even though he has focused much of his energies in office on issues abroad.

Mr. Trump again claimed he “ended” eight wars, an exaggeration, and barely mentioned Ukraine, despite Tuesday marking the fourth anniversary of Russia’s invasion. He did not discuss China, America’s chief economic rival, or Greenland, the semi-autonomous Danish territory he has threatened to take over.

Mr. Trump also did not offer clarity regarding his plans for Iran amid signs he is inching closer to a military conflict with Tehran.

“My preference is to solve this problem through diplomacy,” he said. “But one thing is certain: I will never allow the world’s No. 1 sponsor of terror, which they are by far, to have a nuclear weapon.”

TRUMP, DEMOCRATS CLASH
When Mr. Trump turned to his favorite topic, immigration, he repeated the same rhetoric that animated his 2024 campaign, claiming undocumented migrants were responsible for a wave of violent crime despite studies showing that is not the case.

“You should be ashamed,” he told Democrats, chastising them for refusing to fund the Department of Homeland Security unless measures are taken to curb the aggressive tactics of immigration agents under Mr. Trump.

Opinion polls show a majority of Americans believe Mr. Trump’s immigration crackdown has gone too far, after two US citizens were shot dead by masked federal agents in Minneapolis.

As Mr. Trump praised his immigration enforcement, Democrat Ilhan Omar, who represents a Minneapolis US House district, shouted in his direction, “You have killed Americans!”

Mr. Trump, who has falsely claimed for years that election fraud in the US is rampant, also attacked Democrats for not supporting a voter identification requirement.

“They want to cheat,” he said. Democrats argue that the Republican-backed legislation would impose unnecessary burdens on voters and suppress turnout.

Democratic US Representative Al Green was removed from the House chamber for the second consecutive year after waving a sign at Mr. Trump that read, “Black people aren’t apes.” The message referred to a social media video Mr. Trump posted with a clip depicting former President Barack Obama and former first lady Michelle Obama as apes.

The White House eventually took down the video, which Mr. Trump said was posted by a staffer. Mr. Green, who is Black, was also ejected during last year’s address after shouting at Mr. Trump.

Other Democrats offered quieter messages of protest. US Representative Jill Tokuda, a Hawaii Democrat, wore a white jacket emblazoned with words like “affordability” and “healthcare.”

A number of Democratic women wore tags saying “release the files,” a reference to the scandal surrounding convicted sex offender Jeffrey Epstein. About a dozen Mr. Epstein accusers attended as guests of Democrats. — Reuters

Germany wants deeper, fairer economic cooperation with China, Chancellor Merz tells Chinese premier Li

BEIJING — China and Germany want to deepen cooperation, German Chancellor Friedrich Merz and Chinese Premier Li Qiang said in Beijing on Wednesday, as Mr. Merz began a visit aimed at resetting ties against the backdrop of a widening trade imbalance.

Mr. Merz told Mr. Li that Germany attached great importance on maintaining and deepening its intensive economic exchanges with China, its largest trading partner last year, while emphasizing the need to ensure fair cooperation and open communication.

“We have very specific concerns regarding our cooperation, which we want to improve and make fair,” said Mr. Merz, who faces a tough balancing act of redefining an economic relationship that is increasingly unfavorable to German interests.

Mr. Li called on both sides to work together to safeguard multilateralism and free trade, in a reference to US President Donald Trump’s trade war, that has upended the global trading system.

“China and Germany, as two of the world’s largest economies and major countries with important influence, should strengthen our confidence in cooperation, jointly safeguard multilateralism and free trade, and strive to build a more just and fair global governance system,” Mr. Li said.

China is seeking to pitch itself as a reliable economic partner, in contrast to the United States, as Europe struggles to address vulnerabilities in its supply chains and worries about growing dependence on China.

Europe is witnessing an acceleration of concerning trends in China, Europe’s Trade Commissioner Maroљ Љefčovič told the European Parliament on Tuesday, citing China’s growing dominance in key manufacturing sectors, a rising imbalance in bilateral trade, and falling market share of EU companies in China.

Mr. Merz, on his first visit to China, becomes the latest European leader seeking to reset ties with China after Britain’s Mr. Starmer and Canada’s Mr. Carney earlier this year, while Beijing touts the benefits of engaging with its massive consumer market and advanced manufacturing base.

Engagement between Europe’s largest economy and China could set the stage for EU-China relations this year.

Mr. Merz comes accompanied by a delegation of 30 firms including top carmakers such as Volkswagen and BMW which are acutely feeling the strain of Chinese competition – contributing to a growing trade imbalance that has sparked concern in Berlin and led to calls for protectionist policies.

Germany’s heavily manufacturing-based economy has been particularly hard hit by competition from China’s manufacturers, Rhodium Group’s China analyst Noah Barkin said in a recent research note.

The face of China’s market, once coveted by foreign businesses for its wide consumer base and rising spending power, has changed in the last several years with a slowing economy capping consumer demand and manufacturing overcapacity increasingly pushing domestic firms to look for opportunities abroad.

In editorials ahead of the visit, Chinese state media emphasised the potential for EU-China cooperation to become a stabilizing force while US tariff policies upend global trade.

Xinhua, in an editorial published early on Wednesday, cited a German chamber of commerce survey finding that innovation gains in China are feeding back into German headquarters.

State-backed newspaper the Global Times said concerns about competition with China would be outweighed by the lure of China’s massive market.

“Rhetoric such as ‘systemic rival’ and ‘de-risking’ has at times complicated Germany’s China policy,” it said in an early Wednesday editorial.

“Yet the enthusiasm and actions of the German business community speak louder than political slogans.” — Reuters
