NFA bats for fund releases to hit palay procurement goals

THE National Food Authority (NFA) said it is seeking funding to allow it to hit its goals for procuring palay, or unmilled rice.

In a statement on Thursday, NFA acting Administrator Larry R. Lacson said it is seeking P9 billion to bring its palay procurement budget to P11 billion this year.

“NFA has been using left over funding of P8.7 billion from 2023 to buy palay from farmers,” it said.

In the first half, the NFA used P5.3 billion to purchase 175,000 metric tons (MT) of palay, equivalent to 3.5 million bags, from domestic farmers.

It hopes to have purchased up to 8.7 million bags of palay before the end of the year, equivalent to up 435,000 MT of palay.

“The NFA asked the Department of Budget and Management to release the funds for palay procurement so we can support farmers and stabilize prices during the harvest this wet season,” Agriculture Secretary Francisco P. Tiu Laurel, Jr. said.

He added that the NFA will purchase palay from farmers at P21 and P23 per kilogram, depending on location and grading of the grain, in accordance with a decision in April approving variable pricing.

In June, the NFA Council approved a ceiling price for palay purchases of P30 per kilo, against the P23 per kilo previously. The floor price was lifted to P17 from P16 per kg.

Mr. Laurel said this measure makes it attractive for farmers to sell to the NFA as opposed to private traders, who were reportedly buying rice at P16-P17 a kilo in Nueva Ecija.

Republic Act 11203 or the Rice Tariffication Law of 2019, restricted the NFA to purchasing domestically harvested rice to build up its emergency reserves. — Adrian H. Halili

BACK-TO-BACK champion and reigning UAAP queen National University still looms as the heavy favorite but all other squads vow a gallant challenge in the Shakey’s Super League (SSL) Collegiate Pre-Season Championship Season 3 starting on Friday (Sept. 27) at the Rizal Memorial Coliseum.

The Lady Bulldogs, led by MVP and Alas Pilipinas ace Bella Belen, are poised to complete a hat-trick in the 18-team cast featuring the return of De La Salle University and University of the Philippines after they skipped last season.

All eight schools from the UAAP and 10 from the NCAA are represented in the premier pre-season tourney, under an all-to-play format for equal opportunity for all players, and serving as an appetizer for the resumption of their mother leagues early next year.

UAAP bet Far Eastern University  and NCAA’s San Sebastian College-Recoletos raise the curtains at 3:30 p.m. on Friday followed by the Lyceum University of the Philippines-University of the East duel at 6 p.m. as the official opening ceremony kicks off Saturday.

FEU and SSC-R join NCAA champion College of St. Benilde and Adamson University in Pool D as Lyceum and UE complete Pool B with University of Santo Tomas, Mapua University and the University of Perpetual Help System-Dalta.

Headlining Pool A is NU with Arellano University, Emilio Aguinaldo College, Ateneo de Manila University and San Beda University while La Salle leads Pool C with Colegio de San Juan de Letran, Jose Rizal University  and UP.

But there’s more to it than just games in the third season of SSL, which will hand out cash incentives to each school from its SSL bundle promo that raised more than P11 million last season.

Then there’s the unwavering advocacy to champion the growth of women’s volleyball as SSL also holds the Shakey’s Girls Volleyball Invitational League (GVIL) for high school and the National Invitationals for a nationwide tourney.

“The main focus and goal of SSL is producing champions. Clark says best is yet to come after dazzling WNBA rookie year

NEW YORK — Indiana Fever guard Caitlin Clark said she has only scratched the surface of what she can accomplish after her record-breaking rookie season ended in the first round of the WNBA playoffs on Wednesday.

The Rookie of the Year led the Fever to their first postseason appearance since 2016 and while they exited the playoffs with a 87-81 defeat by the Connecticut Sun on the road Clark assured fans that bigger things are on the way.

“I feel like I had a solid year but for me the fun part is I feel like I’m just scratching the surface,” she told reporters. “I feel like I can continue to get a lot better.”

Clark took some time to get going but once she gelled with her team mates, including two-time All Star Kelsey Mitchell and last year’s rookie of the year Aliyah Boston, she put up extraordinary numbers in her debut year.

The 22-year-old broke the single-season assists record (337), smashed the rookie scoring record with 769 points and in July became the first WNBA rookie to score a triple double.

“We came together and had a lot of fun playing with one another,” said Clark. “That’s sometimes the worst part of it — it’s like you feel like you’re playing your best basketball and then it has to end.”

It was exactly the kind of run that the WNBA had hoped for, as they worked to capitalize on the “Clark effect” that saw television ratings shattered in her wake in her record-breaking final collegiate season with Iowa.

The six-foot sharpshooter became appointment viewing in college thanks to her dazzling three-pointers and she had her best weapon on display in the WNBA, recording the most with 122 of them.

Viewership of WNBA games on Ion more than doubled from 2023, the network said. Seven games had more than one million viewers — all of them Fever games.

The Fever’s final regular-season game brought in a WNBA record crowd of 20,711 to Capital One Arena, where the home team Washington Mystics won 92-91.

Clark had scarcely a week between her final college game and the WNBA Draft, where a television audience of 2.45 million, a record for the event, tuned in to watch her go first overall.

While some WNBA players head overseas in the off-season to supplement their income, Clark, who has already signed a host of lucrative endorsement deals, appears unlikely to follow suit.

“I feel like basketball has really consumed my life for a year,” she said. “I feel like taking some time to myself and really enjoying that and reflecting back and, you know, it was special.” — Reuters

COLLEGE of St. Benilde hopes to rebound from its excruciating defeat the last time out as it tangles with a dangerous Lyceum of the Philippines University (LPU) on Friday in NCAA Season 100 at the Filoil EcoOil Arena.

The Blazers will battle the Pirates in their 2:30 p.m. showdown without its lead guard in Jhomel Ancheta, who was slapped a one-game suspension for slapping Letran’s Pao Javillonar on the back of the latter’s head in a stinging 71-69 defeat to the Knights Sunday.

“Hoping we can bounce back without our starting point guard,” said CSB coach Charles Tiu referring to Mr. Ancheta.

Mr. Tiu said he felt disappointed as they just utterly blew what could have been their fifth victory if not for that collapse.

Instead, the Blazers fell to 4-1.

Game time is at 2:30 p.m.

Liverpool thrashes West Ham; Arsenal crushes Bolton in third-round League Cup wins

LIVERPOOL — Diogo Jota and Cody Gakpo scored two goals apiece as holders Liverpool thrashed West Ham United, 5-1, at Anfield on Wednesday to cruise into the fourth round of the League Cup in another solid performance from Arne Slot’s side.

Mohamed Salah was also on target for Liverpool who fell behind and endured some nervy moments before pulling away for a comfortable victory.

Arsenal crushed third-tier Bolton Wanderers 5-1 in the evening’s other League Cup tie.

West Ham — who were reduced to 10 men when Edson Alvarez was shown a second yellow card in the 76th minute — opened the scoring at Anfield when Wataru Endo’s attempt to clear a corner ricocheted off Jarell Quansah and past keeper Caoimhin Kelleher for an own goal.

The Hammers’ celebrations were short-lived as Jota equalized four minutes later, leaping to head home Federico Chiesa’s acrobatic volley.

Jota netted his second in the 49th minute when Curtis Jones slotted a reverse pass to the Portuguese player who scored into the bottom corner.

Talisman Salah made it 3-1 in the 74th when he knocked in the rebound off Alexis Mac Allister’s shot, and then Alvarez was sent off two minutes later following a late challenge.

Gakpo added to Liverpool’s lead with goals in the 90th and 93rd minutes, his first a fantastic strike from 17 yards out after a one-two with Darwin Nunez.

The Reds captured a record 10th League Cup title last season, manager Juergen Klopp’s final trophy with the team before he stepped down at the end of the campaign.

New manager Slot has barely missed a beat. The Reds sit a point behind Manchester City in second in the Premier League after five games. They also opened their Champions League campaign with a victory over AC Milan last week.

On the heels of a hard-fought 2-2 league draw with Manchester City on Sunday, Arsenal manager Mikel Arteta shuffled his side, giving Nwaneri and 16-year-old keeper Jack Porter their first starts.

Threepeat bid

Don’t think for a moment that the Aces aren’t ready to defend their title. In fact, they’re on a roll, and cannot but be deemed the favorites following their shellacking of the Storm in the first round of the WNBA Playoffs. For all the travails they experienced at the start of their 2024 campaign, there can be no questioning their preeminent status as they face the Liberty next. And, under the circumstances, it’s fair to argue that the rough stretches they had in the face of an injury to “point gawd” Chelsea Gray and inconsistent play from fellow starters Jackie Young and Kelsey Plum are in the past.

Certainly, the Aces are a threat in any case, what with A’ja Wilson spearheading their cause on both ends of the floor as the best of the best in pro hoops. She was just named the Most Valuable Player awardee off a unanimous vote for only the second time in league annals, and with reason; the numbers she produced — first to keep the defending champions treading water, and then to underscore their ascendancy — are unprecedented, and she’s still going strong. Never mind her evident lack of rest following a successful run as Team USA’s anchor in the Paris Olympics.

Given the challenges that have come the Aces’ way on and off the court, it’s a wonder they’re even in the hunt for the hardware. If there’s anything they have in abundance, however, it’s resiliency borne of experience. Make that vast experience. Not for nothing are they back-to-back titleholders, and not for nothing do they utterly believe that they are fated for a threepeat. They’ve been there and done that, and are all the better for having been tested en route — and, of course, for having Wilson as the proverbial ace in the hole they can brandish again and again.

First things first, though. The Liberty are holders of the best record in the WNBA from the outset, and, on paper, superior odds, and the Aces are not taking the task lightly. It isn’t simply that they’ll be on the road for the first two matches of the best-of-five affair. It’s that they’ll be up against their biggest threats; they were on the short end of the stick in each of the three times they faced their vaunted foils this year. Which is to say they would do well to steal at least one win at Barclays Center, and then get the job done at the Michelob ULTRA Arena. Needless to say, they’re prepped and primed, and with Wilson in tow, who’s to say they can’t do the job?

Taiwan raises alarm on renewed coercion from ‘unstable’ China

TAIPEI — Taiwan’s Defense ministry on Thursday raised the alarm about a renewed surge of Chinese military activity around the island and live fire drills, accusing Beijing of policy instability that presented a serious challenge to its neighbors.

Democratically governed Taiwan, which Beijing views as its own territory, has complained of stepped-up Chinese military activity over the past five years. Taiwan’s government rejects China’s sovereignty claims.

On Thursday, the Defense ministry said it had detected a second day of large-scale Chinese military activities nearby, with 29 aircraft engaged in a “joint combat readiness patrol” with Chinese warships.

The day before it warned of 43 Chinese military aircraft operating around the island.

Of these 23 flew to the south of Taiwan through the Bashi Channel separating it from the Philippines and then up along Taiwan’s east coast, a ministry map showed, although without entering territorial air space.

Pointing to a visit from Sept. 18 to 20 by the chief of China’s southern military command to the U.S. military in Hawaii, the ministry said that at the same time China carried out “multiple waves of live-fire attacks” in drills in the Yellow and Bohai seas near the Korean peninsula and Japan.

China is doing all it can to build up its military while creating the illusion of dialogue, the ministry added.

The effort “highlights the hegemonic nature of an authoritarian regime that lacks policy stability, posing a serious challenge to neighboring countries,” it added.

China’s Defense ministry has not commented on the recent maneuvers around Taiwan and did not respond to a request for comment from Reuters.

A security source familiar with the situation, speaking on condition of anonymity as the matter is a sensitive one, told Reuters Wednesday’s flights were part of annual Chinese drills.

The People’s Liberation Army was conducting simulated attacks in the Taiwan Strait and the South China Sea, meant to practice access denial to “stop foreign assistance” in the event of conflict in the region, the source added.

The Chinese air force also held drills to seize “air dominance” in waters off Taiwan’s southwestern coast and practiced air refueling around the Bashi Channel, the source said.

This week China also said it successfully held a rare launch of an intercontinental ballistic missile into the Pacific Ocean.

“China has been carrying out a variety of military exercises in the region recently, which threatens the status quo of peace,” Taiwan’s presidential office said, urging its neighbor to exercise self-restraint.

Tension around Taiwan has been a persistent source of concern for the United States and its allies, which have been sailing warships through the Taiwan Strait to assert freedom of navigation rights.

Vessels from New Zealand and Australia had sailed through the Strait on Wednesday, New Zealand Defense Minister Judith Collins said.

China last staged full-fledged war games around Taiwan in late May, shortly after the new president, Lai Ching-te, took office. Beijing detests him, calling him a “separatist.”

Lai says only Taiwan’s people can decide their future and has repeatedly offered talks with Beijing only to be rebuffed. — Reuters

Russia has secret war drone project in China, intelligence sources say

RUSSIA has established a weapons program in China to develop and produce long-range attack drones for use in the war against Ukraine, according to two sources from a European intelligence agency and documents reviewed by Reuters.

IEMZ Kupol, a subsidiary of Russian state-owned arms company Almaz-Antey, has developed and flight-tested a new drone model called Garpiya-3 (G3) in China with the help of local specialists, according to one of the documents, a report that Kupol sent to the Russian Defense ministry earlier this year outlining its work.

Kupol told the Defense ministry in a subsequent update that it was able to produce drones including the G3 at scale at a factory in China so the weapons could be deployed in the “special military operation” in Ukraine, the term Moscow uses for the war.

Kupol, Almaz-Antey and the Russian Defense ministry did not respond to requests for comment for this article. China’s Foreign ministry told Reuters it was not aware of such a project, adding that Beijing had strict control measures on the export of drones, or unmanned aerial vehicles (UAV).

Fabian Hinz, a research fellow at the International Institute for Strategic Studies, a London-based defense think-tank, said the delivery of UAVs from China to Russia, if confirmed, would be a significant development.

“If you look at what China is known to have delivered so far, it was mostly dual-use goods — it was components, sub-components, that could be used in weapon systems,” he told Reuters. “This is what has been reported so far. But what we haven’t really seen, at least in the open source, are documented transfers of whole weapon systems.”

Still, Samuel Bendett, an adjunct senior fellow at the Center for a New American Security, a Washington-based think tank, said Beijing would be hesitant to open itself up to international sanctions for helping Moscow’s war machine. He said more information was needed to establish that China was playing host to production of Russian military drones.

The White House National Security Council said it was deeply concerned by the Reuters report of the drone program, which it said appeared to be an instance of a Chinese company providing lethal assistance to a US-sanctioned Russian firm.

The White House has not seen anything to suggest the Chinese government was aware of the transactions involved, but China has a responsibility to ensure companies aren’t providing lethal aid to Russia for use by its military, a spokesperson added.

Asked about the Reuters report, a North Atlantic Treaty Organization spokesperson said via e-mail: “These reports are deeply concerning, and Allies are consulting on this matter.”

“The Chinese government has a responsibility to ensure its companies are not providing lethal assistance to Russia,” added the spokesperson, Farah Dakhlallah. “China cannot continue to fuel the largest conflict in Europe since the Second World War without this impacting its interests and reputation.”

Britain’s Foreign Office called on China to stop providing diplomatic and material support to Russia’s war effort.

“We are extremely concerned by reports that Russia is producing military drones in China,” a spokesperson said.

“This adds to a growing body of open-source evidence that Chinese companies are enabling Russia’s illegal invasion of Ukraine. The supply of weapons would be a direct contradiction to statements from China that it would not provide weapons to relevant parties of the conflict.”

The G3 can travel about 2,000 km (1,200 miles) with a payload of 50 kg (110 pounds), according to the reports to the Russian Defense Ministry from Kupol, which was placed under US sanctions in December 2023. Samples of the G3 and some other drone models made in China have been delivered to Kupol in Russia for further testing, again with the involvement of Chinese experts, they said.

The documents do not identify the Chinese drone specialists involved in the project that it outlined, and Reuters was unable to determine their identity.

Kupol has taken delivery of seven military drones made in China, including two G3s, at its headquarters in the Russian city of Izhevsk, according to the two separate documents reviewed by Reuters, which are invoices sent to Kupol in the summer by a Russian firm that the two European intelligence sources said serves as an intermediary with Chinese suppliers. The invoices, one of which requests payment in Chinese yuan, do not specify delivery dates or identify the suppliers in China.

The two intelligence sources said the delivery of the sample drones to Kupol was the first concrete evidence their agency had found of whole UAVs manufactured in China being delivered to Russia since the Ukraine war began in February 2022.

They asked that neither they nor their organization be identified due to the sensitivity of the information. They also requested certain details related to the documents be withheld, including their precise dates.

‘DOUBLE STANDARDS’
The sources showed Reuters five documents in all, including two Kupol reports to the ministry in the first half of the year and the two invoices, to support their claims of the existence of a Russian project in China to manufacture drones for use in Ukraine. The program has not previously been reported.

Kupol’s reports did not give more precise locations for sites related to the project. Reuters was also unable to determine whether the Defense ministry gave the company the green light to proceed with the serial production proposed.

Beijing has repeatedly denied that China or Chinese companies have supplied Russia with weapons for use in Ukraine, saying the country remains neutral.

In response to questions for this article, the Foreign ministry told Reuters that China’s position presented a contrast with other nations with “double standards on arms sales” whom it said had “added fuel to the flames of the Ukrainian crisis.”

The ministry said earlier this month that there were no international restrictions on China’s trade with Russia, when responding to a Reuters report that Kupol had started to produce the Garpiya-A1 long-range military drone in Russia using Chinese engines and parts.

The new documents reported here indicate state-owned Kupol has gone further by sourcing complete UAVs from China.

Both Russia and Ukraine are racing to ramp up their production of drones, which have emerged as highly effective weapons in the war.

David Albright, a former UN weapons inspector who heads the Institute for Science and International Security research group, and has conducted extensive work on Chinese and Russian cooperation on drone production, told Reuters that Kupol could skirt Western sanctions on Russia by setting up a production facility in China where it could access advanced chips and expertise.

But Bendett at the Center for a New American Security said Beijing had reason to tread carefully: “For a factory to exist officially that builds UAVs for the Russians exposes China to some of the more severe effects of the sanctions, so it’s not clear the extent to which China would be willing to expose itself.”

The Ukrainian government did not respond to a request for comment for this article.

US REAPER DRONE
The G3 is an upgraded version of the Garpiya-A1 drone, according to Kupol’s reports sent to the Defense ministry. It was redesigned by Chinese experts working off blueprints of the Garpiya-A1, they said.

Kupol said that within eight months, the project in China would be ready to produce a Chinese-designed REM 1 attack UAV with a payload of 400 kg. The two European intelligence sources said this system would be similar to the US Reaper drone.

The sources said another Russian defense firm called TSK Vektor acted as the intermediary between Kupol and Chinese suppliers in the project. They said the Russian firms worked with a Chinese company called Redlepus TSK Vector Industrial, based in Shenzhen, without specifying Redlepus’ role.

TSK Vektor and Redlepus did not respond to requests for comment.

A separate document reviewed by Reuters reveals plans involving Kupol, TSK Vektor and Redlepus to establish a joint Russian-Chinese drone research and production center in the Kashgar special economic zone in China’s Xinjiang province.

Reuters was unable to determine who produced the document, which bore the logos of the three companies, or identify the intended recipient.

The 80-hectare “Advanced UAV Research and Manufacturing Base” would be able to produce 800 drones a year, the document said. No timeline was given for when it would be operational.

Last week, Russian President Vladimir Putin said his military had received around 140,000 drones in 2023 and that Moscow planned to increase this number tenfold this year.

“Whoever reacts faster to demands on the battlefield wins,” he told a meeting in St. Petersburg about drone production. — Reuters

Lebanese PM thinks ceasefire between Israel and Hezbollah possible

UNITED NATIONS/BEIRUT/JERUSALEM — Lebanese Prime Minister (PM) Najib Mikati has expressed hope that a ceasefire could be reached soon to end fighting between Israel and Iran-backed Hezbollah that has shaken his country and raised fears of a ground invasion.

The United States, France and several allies called for an immediate 21-day ceasefire across the Israel-Lebanon border while also expressing support for a ceasefire in Gaza following intense discussions at the United Nations on Wednesday.

Mr. Mikati welcomed the call for a truce but said the key to its implementation is whether Israel, which has been moving troops closer to Lebanon, is committed to enforcing international resolutions.

Asked if a ceasefire could be secured soon, Mr. Mikati told Reuters: “Hopefully, yes.”

Mr. Mikati’s caretaker administration includes ministers chosen by Hezbollah, widely seen as the country’s most powerful political force.

The ceasefire would apply to the Israel-Lebanon “Blue Line,” the demarcation line between Lebanon and Israel, and would allow the parties to negotiate towards a potential diplomatic resolution of the conflict, a senior Biden administration official said.

UN Special Coordinator for Lebanon Jeanine Hennis-Plasschaert on Thursday welcomed the call for an immediate 21-day ceasefire to allow the space for diplomacy to succeed.

AIRSTRIKES POUND LEBANON
Israel has made a priority of securing its northern border and allowing the return there of some 70,000 residents displaced by near-daily exchanges of fire since war broke out in October between Israel and Hamas in Gaza on Israel’s southern border.

Israel widened its airstrikes in Lebanon on Wednesday and at least 72 people were killed, according to a Reuters compilation of Lebanese Health ministry statements. The ministry earlier said at least 223 were wounded.

Israel’s military chief said a ground assault was possible, raising fears the conflict could spark a wider Middle East war.

Over the last several months, Washington has been engaging with officials in Israel and Lebanon to reduce hostilities, a senior Biden administration official said.

Israel’s UN Ambassador Danny Danon told reporters before a UN Security Council meeting on Wednesday that Israel would welcome a ceasefire and preferred a diplomatic solution. He then told the Security Council that Iran was the nexus of violence in the region and peace required dismantling the threat.

World leaders voiced concern that the conflict — running in parallel to Israel’s war in Gaza against Palestinian Hamas militants also backed by Iran — was escalating rapidly as the death toll rose in Lebanon and thousands fled their homes.

Israeli airstrikes this week have targeted Hezbollah leaders and hit hundreds of sites deep inside Lebanon, where hundreds of thousands have fled the border region, while the group has fired barrages of rockets into Israel.

Hezbollah has suffered heavy blows recently. Some of its senior commanders have been assassinated and thousands of communications devices used by its members have exploded, causing deaths and injuries.
