Japan’s Aso is said to skip G-20 amid calls for his resignation

TOKYO — Japanese Finance Minister Taro Aso won’t attend a gathering of global economic leaders in Argentina next week, according to people familiar with the matter, costing him the chance to push back against US tariffs and voice his views on currencies.

Mr. Aso, who is facing calls to resign after his ministry doctored files at the center of a cronyism scandal, will be represented by a deputy at the March 19-20 meeting of Group of 20 (G-20) finance ministers and central bankers in Buenos Aires, said to two ruling coalition lawmakers with knowledge of plans. Bank of Japan Governor Haruhiko Kuroda is expected to attend.

Vice Finance Minister Minoru Kihara will go instead of Mr. Aso, said the lawmakers, who declined to be named because there hasn’t been an official announcement. Masatsugu Asakawa, the chief of foreign-exchange policy, will also attend. A spokesman for the finance ministry declined to comment.

As finance minister and deputy prime minister, Mr. Aso leads all economic discussions with the US, overseas Japan’s currency policy and is also head of the agency regulating cryptocurrencies, which will be hot topic at this meeting. His absence at the G-20 will weaken Japan’s voice as other nations seek to resist US protectionism.

“This comes at a bad time,” said Masaaki Kanno, chief economist at Sony Financial Holdings, Inc. “If he can’t go to G-20, that could cost not only the government but also the Japanese economy.”

The scandal stems from the sale of land to an educational institution with ties to Prime Minister Shinzo Abe and his wife, and the finance ministry’s subsequent tampering with documents. While Messrs. Aso and Abe have both denied any wrongdoing, the prime minister’s approval ratings have taken a turn for the worse.

While policy makers in Tokyo have been relatively quiet on the currency recently, there is some concern about the yen’s appreciation, which hurts exporters and undermines effort to push inflation higher. The yen has gained about 6% against the dollar this year. — Bloomberg

Indonesia battles fake news as elections loom

JAKARTA — Indonesia is battling a wave of fake news and online hate speech ahead of presidential elections in 2019, as a string of arrests underscore fears it could crack open social and religious fault lines in the world’s largest Muslim-majority country.

The pluralist nation’s reputation as a bastion of tolerance has been tested in recent months, as conservative groups exploit social media to spread lies and target minorities.

Police have cracked down, rounding up members of the Muslim Cyber Army (MCA), a cluster of loosely connected groups accused of using Facebook, Instagram and Twitter to attack the government and stoke religious extremism.

Two of the group’s most high-profile falsehoods were claims that dozens of Islamic clerics had been assaulted by leftists and that Indonesia’s outlawed communist party was on the rise, according to police.

Communism — and its hallmark atheist beliefs — remains a taboo subject in Indonesia, where bloody purges under the Suharto dictatorship in the mid-1960s killed half a million suspected leftists.

Gatot Eddy Pramono, the National Police’s head of social affairs, has said the group wants to destabilize government and “create social conflict”.

Although the Southeast Asian nation has seen Internet hoaxes before — including smear campaigns against President Joko Widodo during the 2014 presidential elections — the recent clampdown reflects authorities’ mounting unease about their possible impact on election campaigning.

Indonesia will hold simultaneous regional elections in June, ahead of a presidential ballot in 2019.

Last month, the communications ministry announced it was deploying new software to identify fake news websites, while Widodo — who has battled false Internet claims that he is a communist — inaugurated a new cyber security agency in January.

Indonesia’s problem with internet hoaxes and misinformation campaigns reached fever pitch in the lead up to elections in Jakarta in late 2016 and early 2017, with incumbent governor Basuki Tjahaja Purnama, nicknamed Ahok, bearing the brunt of it.

Ahok — the city’s first Christian and ethnically Chinese leader — was lambasted by Islamic hardliners after an edited video appeared to show him insulting the Koran. The allegations drew hundreds of thousands of conservative Muslims onto the streets of Jakarta in major protests, and led to the once-popular Ahok – an ally of Widodo — being jailed for blasphemy after losing the election to a Muslim challenger.

The Muslim Cyber Army played a pivotal role in disseminating content attacking Ahok and non-Muslims.

“MCA was organizing and agitating with this case,” said Savic Ali, director of the media department at Nahdlatul Ulama (NU), Indonesia’s largest moderate Muslim organization.

“There was a clear sentiment about religion in many of its accounts.”

The group has at least four ideologically driven clusters that spread inflammatory material with the help of bots — software programs that run repetitive tasks — or by hacking into opponents’ online accounts, said Damar Juniarto, Indonesia coordinator for digital rights group SAFENET.

One cluster pushed radical Islam and the establishment of a caliphate, while others supported conservative political and military figures opposed to Widodo.

“They pose a threat to the national election in 2019,” Juniarto said.

“What they want to do now, in 2018, is copy what happened in Jakarta in other parts of the country.”

Police have pledged to be on high alert for hoaxes, but they have their work cut out.

Some 130 million Indonesians — about half the population — spend an average of nearly three-and-a-half hours a day on social media, one of the highest rates in the world, according to data from London-based creative agency We Are Social and social media management platform Hootsuite.

The country was also late to introduce digital literacy programs, experts say.

“Many Indonesian people maybe think that every article and video on the internet is right,” Ali said.

“They don’t know it is false.”

Indonesia has long been praised for its moderate, inclusive brand of Islam, and it officially guarantees freedom of worship for six religions.

But minorities — including Non-Muslims and LGBT people — have been increasingly targeted in recent years and fake news is adding fuel to the fire, SAFENET’s Juniarto said.

“This can easily become real segregation and conflict if nobody does anything about it,” he added. — AFP

DoTr clears NAIA ‘super consortium’s proposal for evaluation

The Department of Transportation (DoTr) has completed the evaluation of the bid of the “super consortium” of conglomerates to rehabilitate the Ninoy Aquino International Airport (NAIA), the group said.

In a statement, the “super consortium” said that the DoTr sent a letter which declared the proposal of the consortium of seven conglomerates to improve and expand NAIA as “in accordance with the documentary requirements” stated in the Build-Operate-Transfer (BOT) Law.

The consortium of conglomerates Aboitiz Infra Capital Inc., AC Infrastructure Holdings Corp., Alliance Global Group Inc., AEDC, Filinvest Development Corp., JG Summit Holdings Inc. and Metro Pacific Investment Corp., submitted to the government on Feb. 13 a P350-billion proposal for the rehabilitation of NAIA to turn it into a regional hub, with a concession of 35 years.

“This finding is a major milestone for an unsolicited proposal like ours to progress in the bureaucracy. An incomplete proposal does not move forward,” Jose “Jimbo” Reverente, spokesperson for the consortium, said in a statement.

The DoTr has to grant the group original proponent status (OPS) to the consortium. Afterwards, the National Economic and Development (NEDA) Board will evaluate the project and when approved will subject the proposal to a Swiss challenge.

This first wave of expansion will cost $2 billion or over P100 billion. The proposal aims to increase the capacity of NAIA to 47 million after two years from award, and to 65 million after four years. The government had recently received two proposals for the rehabilitation of NAIA, which accommodated over 39.5 million passengers in 2016, way more than its 30.5-million designed capacity.

The consortium earlier this week called on the government to expedite the approval process given growing air travel demand.

It will be contending with the consortium of Megawide Construction Corp. and GMR Infrastructure Ltd. which submitted a $3-billion proposal to rehabilitate NAIA. — Patrizia Paola C. Marcelo

Four charged for smuggling over 300 animals

The Department of Environment and Natural Resources (DENR) lauded the joint operation between its task force on illegal wildlife trade and the National Bureau of Investigation’s Environmental Crime Division for nabbing four suspects for attempting to smuggle over 300 wildlife species.

In a statement released on Thursday, March 15, Environment Secretary Roy A. Cimatu ordered to file criminal charges against the four suspects for violating the Republic Act No. 9147 or the Wildlife Resources Conservation and Protection Act.

“This serves both as an accomplishment and warning to those who are thinking in doing such [illegal] actions as far as these wild animals are concerned,” he added.

In an operation conducted last Tuesday, the suspects were found harboring 110 sugar gliders, 26 Moluccan cockatoos, and seven red birds of paradise.

Biodiversity Management Bureau Director Theresa Mundita Lim said that the confiscated wildlife will be screened for two months to make sure that these animals are not infected with any disease.

In the meantime, Ms. Lim said that the bureau will also be determine the origin of the wildlife.

“If it is still possible to repatriate them, we will so that they could go back to their natural habitat. But if it is no longer possible, we will see if we can take care of them in the long term and use them for educational purposes,” she added.

PNB net income grows 14% in 2017

Philippine National Bank (PNB) saw its net income rise in 2017 on the back of the growth in its core operating income.

In a disclosure to the local bourse on late Thursday, March 15, the Tan-led PNB booked a consolidated net income of P8.2 billion in 2017, 14% higher than the P7.2 billion it recorded the previous year.

PNB attributed its solid bottom line to the “growth in core operating income.”

The lender’s net interest income rose 13% in 2017. This was mainly driven by the expansion in its loan portfolio, which increased to P502.1 billion by 17% last year from the P428.2 billion logged in 2016. — Karl Angelo N. Vidal

Work continues for Group F leader Ceres

CERES-NEGROS FC retained its undefeated record in the ongoing 2018 AFC Cup group play after it defeated Shan United FC in Yangon, 1-0, on Wednesday to get the full three points and pad its record to a Group F-leading three wins and a draw with 10 points.

But while they have been solid in the tournament to date, Ceres coach Risto Vidacovic said the work continues for them if they are to go far.

“For us, we got the three points but we still need to grow. Congratulations to the players for getting the result,” said Mr. Vidacovic following their game played in scorching Yangon weather.

Forward Bienvenido Maranon scored the lone goal for Ceres off a penalty at the 14th minute and tried to build on it the rest of the way.

The team was not able to score anymore after that but it proved to be enough to secure the win in the game that had it being tested on defense in some stretches by the home team.

“They didn’t score but they also have chances and we missed some goals also. For me, it was very important we didn’t allow any goals,” Mr. Vidacovic was quoted as saying by the Ceres Web site.

Ceres is now perched on top of its grouping after four matches and with two games left in its schedule.

Home United FC (2-1-1) of Singapore is running second with seven points followed by Shan United (1-0-3) at third with three points and Boeung Ket Angkor (1-0-3) of Cambodia also with three points.

Ceres next plays on April 11 against Boeung Ket in Phnom Penh.

GLOBAL FINALLY WINS
Also coming out victorious this week was Global Cebu FC, which finally barged into the win column in Group G.

Played at the Rizal Memorial Football Stadium, Global got the better of Yangon United FC, 2-1, on Tuesday night, thanks to a late goal by Rufo Sanchez.

Held to a goalless tie in the first half, Global got it going in the second with Darryl Roberts getting the home team on the board at the 79th minute.

Yangon United leveled the count at the 90th minute care of Lwin Maung Maung.

Global though would have the last laugh as Rufo broke through in the last play of the match off a penalty kick to book the win.

The victory was the first for Global (1-1-2) in the tournament and pushed them to four points, good for joint third with FLC Thanh Hoa (1-1-2).

Yangon United (3-0-1) is still on top of the group despite the loss with nine points with Bali United FC (1-2-1) in second with five points.

“This is a big win for us to at least have our confidence back after a tough start to the tournament. We still have a mountain to climb but it’s not impossible,” said Global coach Marjo Allado.

Next for Global is a rematch with Thanh Hoa here in Manila on April 11.

As per tournament format, in the group stage only the top team is assured of automatic qualification to the next round with the team with the best runner-up record among the rest of the groupings in the end advancing as well.

Now up, Magnolia banks on experience vs NLEX

HAVING seized the lead in their PBA Philippine Cup best-of-seven semifinal series in their last game, the Magnolia Hotshots look to turn to their collective experience in big games to sustain them against the NLEX Road Warriors.

Now up, 2-0, in their semifinals after winning Game Three, 106-99, on Wednesday night, the Hotshots now eye to create further distance with the Road Warriors in their Philippine Basketball Association (PBA) semifinal joust when Game Four rolls out today at 7 p.m. at the Mall of Asia Arena.

In so doing, Magnolia hopes to tap on its “slight” advantage in experience in tight playoff matches to take on what it expects to be a continued tough challenge from NLEX.

“[Thanks to our] experience before, in particular last season, I think we have a better chance in a close series. I think we have a slight advantage in that aspect. Add to this the fact that players like Paul Lee, Mark Barroca, Ian Sangalang and Rafi Reavis know how to win big games,” said Magnolia coach Chito Victolero after their win in Game Three.

“In this kind of series you have to have the mental toughness needed. You have only one day of preparation in between games. If you have the mental toughness to go along with the physical aspects you have a better chance,” he added.

In Game Three, where the Hotshots managed to create some distance in the payoff canto after enduring a tight first three quarters, Jio Jalalon and Mr. Sangalang led the way.

Sophomore Jalalon exploded for 25 points to go along with five rebounds, three assists and two steals.

Mr. Sangalang, having to do more with the season-ending knee injury on veteran Marc Pingris, finished with 24 points and seven rebounds.

Rome Dela Rosa had 17 markers while Mr. Lee finished with 14 points and six assists.

NLEX, meanwhile, was led by Kiefer Ravena with 20 points with Kevin Alas and JR Quiñahan adding 15 and 13 points, respectively.

But while they are now with the upper hand, Mr. Victolero said the series is far from over and that they still have to continue working.

“We need four wins to get into the finals, so we still need to work,” said Mr. Victolero.

Apart from Mr. Pingris, who tore his ACL in the series opener last Saturday, also absent for Magnolia is guard Justin Melton due to a hamstring injury.

Mr. Victolero said they are still not sure if Mr. Melton will be ready for Game Four today but they would like to have him to back the soonest to help their cause.

Winner of this series faces the victor of the other semifinal face-off between defending champions San Miguel Beermen and Barangay Ginebra San Miguel Kings. The Beermen held a 2-1 series lead entering last night’s Game Four at the Mall of Asia Arena.

Former heavyweight champion Werdum, Russian Volkov collide at UFC Fight Night 127

ENGLAND lights up on Sunday (Manila time) as the Ultimate Fighting Championship (UFC) brings its live event “UFC Fight Night 127” featuring the heavyweight clash between former champ Fabricio “Vai Cavalo” Werdum of Brazil against Russian Alexander “Drago” Volkov.

Happening at the 02 Arena in London, the UFC event will also have the light heavyweight battle between Jimi “Poster Boy” Manuwa (#4) and Jan Blanchowicz (#11) as co-main event.

Mr. Werdum (23-7-1) is currently riding a two-fight winning streak with the last one coming at the expense of Marcin Tybura by unanimous decision last November.

He is angling to use his upcoming fight for another shot at the title he latched onto in June 2015 before losing it 11 months later to reigning champion Stipe Miocic.

The same title shot is what Mr. Volkov (29-6) is looking at, banking on the momentum he has built after winning five straight.

His last victory came in September last year over Stefan Struve by technical knockout due to punches in the third round.

It was his third straight win in the UFC after previously parading his wares at M-1 Challenge and Bellator.

Other fights in the main card of UFC Fight Night 127 are those between bantamweight Tom “Fire Kid” Duquesnoy and Terrion “Flash” Ware and welterweight Leon “Rocky” Edwards (#15) against Peter Sobotta.

Improving Tiger Woods looks for ninth triumph at Bay Hill

MIAMI — Tiger Woods seeks an unprecedented ninth triumph at the Arnold Palmer Invitational starting Thursday, the 14-time major champion hoping to find top form on one of his favorite courses.

The 42-year-old American, coming off a runner-up effort last week at the Valspar Championship, enters his last tune-up for next month’s Masters after his best result in nearly five years and showing no signs of the back injuries that have haunted prior comebacks.

“Just keep getting better,” Woods said of his goals for the week. “Just keep making incremental improvements and I think I’ve done that. Each and every week I’ve learned from what I’ve done and more importantly I’m learning my body. I’m learning how I can swing it and not swing it.

“My recovery, these are all things that are new. So I’m still learning, I’m getting a lot better at it, which is nice and I think that you’re starting to see the fruits of that now of the little tweaks I’ve made and I’m excited about it.”

Woods, a winner eight times in 17 starts at Bay Hill, last won on the Orlando layout in 2013. He recall being greeted at the 18th green by tournament namesake legend Palmer, who died in 2016.

“To be able to win this tournament and to have Arnold there and to shake his hand and for him to give me a big hug and a couple times he says, ‘I called it, I knew you were going to make that putt’ — little things like that, the last sharing jokes with him out there on the green and he and I laughing — those are moments that unfortunately I’ll never have (again). But I have those memories.”

Woods has 79 US PGA Tour titles, three shy of Sam Snead’s all-time record, and his major win total remains four short of the record 18 won by Jack Nicklaus.

Woods has not won a major title since the 2008 US Open, but he has won four times at Augusta National, where he will tee off in three weeks seeking another major crown.

This week, he also knows the course but will need to become reacquainted with some details.

“Just because I won here eight times doesn’t mean I’m going to win this week automatically. I still got to do the work. I still got to go through the process of getting myself in position,” Woods said.

“But I understand this golf course. I’ve played it under so many different varying conditions. I’ve got to do some serious homework and really get to know and get the feel of how this golf course is playing this particular year, considering I haven’t played here in five years.”

Woods finds himself eager to get back into the competitive hunt at the Masters, where he has played only once since 2013, nabbing a share of 17th three years ago.

“Very eager,” Woods said, “I feel like I’m physically able to do it again and it’s going to be a lot of fun. There’s no other tournament like it. It has a deep place in my heart.

Spithill thrilled to be back in America’s Cup

SYDNEY — Two-time winner Jimmy Spithill says he’s thrilled to be back in the chase for the America’s Cup after joining Italian syndicate Luna Rossa from Oracle Team USA.

“The hunger has only gotten stronger,” the Australian said, admitting that losing yachting’s most prestigious trophy to Team New Zealand in Bermuda last year had preyed on his mind.

“Since the last race of AC35, I’ve been thinking every day about the America’s Cup,” he said in an interview with his sponsor Red Bull.

“Naturally, you go over the previous campaign piece by piece, focusing on all the key moments and decisions during the four years.”

The 38-year-old was excited about the AC75 foiling monohulls that will be used for the first time when New Zealand defend the Auld Mug in Auckland in 2021.

He compared them to the cutting-edge foiling catamarans that provided such spectacular racing when he won the 2013 regatta with Oracle in San Francisco in 2013.

“The boat is going to be a beast… there are a lot of unknowns with the AC75, which will push people to the limit and really challenge all the teams involved,” he said.

“However, this challenge and difficulty are really appealing, and I’m really excited to be back in the game.” — AFP

NCAA team cheerleading competition today at the Smart Araneta Coliseum

SCHOOL spirit in Season 93 of the National Collegiate Athletic Association (NCAA) is further amped up today with the holding of the cheerleading competition at the Smart Araneta Coliseum.

Set for 3 p.m., participants from the competing NCAA schools are out to bring their high-energy performances all in the hopes of coming out on top and be declared Season 93’s best.

Defending champion Arellano University is one of the squads pegged as a contender along with the University of Perpetual Help.

Also competing and expected to go all-out are the Jose Rizal University Pep Squad, Lyceum of the Philippines University Pepsquad, Emilio Aguinaldo College Pep Squad, San Beda University Red Corps, Mapua University Cheerping Cardinals, Colegio de San Juan de Letran Lakas Arriba Cheerleading Team, College of Saint Benilde Pepsquad and San Sebastian College-Recoletos Golden Stags Cheerleading Team.

In last year’s competition, the AU Chiefsquad displayed clean and tough routines, stunts and tosses, enough to beat the Altas Perpsquad with a cumulative score 218 points to the latter’s 199.50.

The title was the second in Arellano’s NCAA history, the first coming in 2015.

Coming in second last year, Perpetual Help, the competition’s winningest team with nine titles, said it has been working hard in training to get back on top and determined to see its cause through.

“We will give it our very best to preserve the tradition of Perpetual Help in NCAA cheerleading,” said Perpetual Help coach Ruf del Rosario.

In the history of the NCAA cheerleading competition which was first held in 2004, only four schools have won the title, namely Perpetual Help, Arellano, Mapua (2004) and Jose Rizal University (2008). — Michael Angelo S. Murillo

Donnie Nietes sets sights on bigger things

WINNING is something one cannot get enough of. That seems to be the case for Filipino world boxing champion Donnie “Ahas” Nietes who has sustained his more-than-a-decade winning streak while setting his sights on continued success and bigger things moving forward.

Fresh from his latest conquest last month, Mr. Nietes, 35, met members of local media on Wednesday, March 14, to celebrate another feather in his cap while at the same time taking it as an opportunity to share his plans for the future.

“I really want to go back and fight in front of the US crowd and on HBO, since they were really happy with the show we put up in our last fight,” said Mr. Nietes at the press conference held at the ABS-CBN compound, speaking of his seventh-round technical knockout win over Juan Carlos Reveco of Argentina on HBO Boxing After Dark’s “Superfly 2” event on Feb. 25 in Inglewood, California.

The win was a successful first title defense by Mr. Nietes of his International Boxing Federation flyweight title which he won in April last year and marked an impressive pay-per-view debut on United States soil.

In beating his Argentinian opponent, Mr. Nietes (41-1-4), the country’s longest-reigning world champion, majority as a light flyweight, was clinical right from the start, landing power punches that would later take a toll on Mr. Reveco.

The windup of round six proved to signal the end of things for Mr. Reveco in the fight after he absorbed a right hand from the Filipino champion.

Just as the bell sounded, Mr. Reveco (39-4) staggered to his corner upon getting hit, a punch his team though protested came after the bell.

In the seventh round, Mr. Reveco tried to make a go at it but obviously he was still reeling from the solid punch he got and just had nothing left to give.

Sensing that he had his opponent on the brink of defeat, Mr. Nietes quickly pounced on Mr. Reveco before the latter’s corner threw the white towel at the 53-second mark of the round.

For his impressive US debut, Mr. Nietes made a good impression to a wider audience, even getting rave reviews from boxing luminaries like Max Kellerman and Andre Ward.

The show of support and words of encouragement he got after his US title defense all the more stoked the fire in him to continue fighting and bringing pride to the country.

“It makes me more inspired to work harder for the next fight. We are not yet done and we want to fight the best the world has to offer,” Mr. Nietes said.

He went on to say that he is eyeing moving up to super flyweight and vie for the vacant World Boxing Organization Super Flyweight throne against Nicaraguan Roman “Chocolatito” Gonzalez.

A win in that fight would make the Murcia, Negros Occidental native Nietes a four-division world champion, something only boxing superstar Manny “Pacman” Pacquiao and Nonito “The Filipino Flash” Donaire had done.

Started his professional career in 2003, Mr. Nietes has not lost a fight since September 2004.
