NBI ordered to probe former Cebu City prosecutor’s murder

MALACAÑANG on Sunday condemned the murder of a former assistant prosecutor in Cebu City as it ordered the National Bureau of Investigation (NBI) to probe the killing. “We are outraged by the brutal and brazen ambush of former Cebu City Assistant Prosecutor Mary Ann (T.) Castro,” Presidential Spokesperson Salvador S. Panelo said in a statement. He added that the Department of Justice, through the NBI, “has been directed to immediately look into this dastardly crime, identify the perpetrators and bring them to the bar of justice.” He said the police, which has been investigating the case, has also been directed “to check into possible lapses, if any, considering the incident happened during an election gun ban.” Ms. Castro was driving last Jan. 17 on her way home when she was shot along Escario street, according to an earlier The Freeman report. Probers have initially said the killing could be due to a personal grudge or work-related. She was on vacation leave from the Masbate prosecutor’s office, according to provincial prosecutor Jeremias Mapula. Sewerage treatment plan required for businesses permit renewal in Davao City

DAVAO City Mayor Sara Z. Duterte has issued an executive order requiring certain establishments to submit a sewerage treatment plant design before they can renew their business permits. “It is necessary for the City Government of Davao to enact measures in order to promote its citizens’ health and safety and enhance their right to a balanced ecology,” Ms. Duterte said in Executive Order No. 39-2018, signed last Dec. 28. EO No. 39, which takes effect immediately, “requires shopping malls, restaurants, hotels, and other similar business establishments within Davao City to submit their sewerage treatment plant design plans.” It also orders establishments to “declare all service contractors or subcontractors engaged to handle their establishment’s construction, renovation, maintenance, plumbing and septic tank cleaning, termite and pest control handling and the like.” The order also mandates all plumbing, septic tank cleaning, termite and pest control handling service contractors to submit a certification stating the area where dislodged wastes are disposed of. Marawi City gov’t free transport offer good but illegal, says LENTE

FREE TRANSPORT service during the Jan. 21 Bangsamoro Organic Law plebiscite has been announced by the local government for Marawi residents living outside the city. In its official Facebook page, the city government identified several pick-up points in various parts of Marawi and even as far as Cagayan de Oro City. The 2017 siege in Marawi by local extremist groups linked to Islamic State left many parts of the city in ruins and displaced residents. The post said Mayor Majul U. Gandamra “wishes a peaceful and efficient votation during the said date” and called on “constituents of Marawi to practice their rights to vote.” However, Legal Network for Truthful Elections (LENTE) said such free rides were illegal. “As much as this move of the City Government of Marawi is commendable, this is in clear violation of our election law and COMELEC (Commission on Elections) resolution No. 10432 which prohibits giving or accepting of free transportation the day before and on plebiscite day,” said the group, a network of lawyers and paralegals working for truthful elections in the Philippines. “We call on the City Government to not push through with this activity. We also call on COMELEC to instead be the one to provide such service to our voters, especially to IDP (internally displace persons) voters based in settlement areas,” it added. MAINTENANCE crew of the Department of Public Works and Highways (DPWH) repaint road lane markings as part of the preparations for Iloilo City’s Dinagyang Festival, which will have its highlight events on Jan. 25-27. Meanwhile the local government’s General Services Office (GSO) has appealed to the public to help maintain the cleanliness of Iloilo City during the festivities as they prepare to manage tons of wastes that are expected to be generated. Last year, the GSO collected as much as 50 tons of garbage during the initial collection round a day after the Dinagyang Festival. Pacquiao keeps WBA belt, outboxes younger Broner

FILIPINO World Boxing Association welterweight champion Manny “Pacman” Pacquiao retained his title after outclassing American challenger Adrien “The Problem” Broner in their championship fight on Sunday (Manila time) in Las Vegas, Nevada.
Dominated the contest right from the start with solid and steady jabs, the eight-division world champion proved too much to handle for Mr. Broner en route to a convincing unanimous decision victory, 117-111, 116-112, and 116-112.
Forty-year-old Pacquiao sizzled in the seventh and ninth round, in particular, where he connected jabs and combinations that hurt Mr. Broner, 29, and had him on the ropes. The latter though managed to survive both times but holding on to the Filipino champion to the dismay of majority of the 13,025 who trekked to the MGM Grand Garden Arena to witness the fight.
In the championship rounds, Mr. Pacquiao tried to go for the finish but Mr. Broner would be reluctant to engage and was seemingly content on just surviving the contest, forcing Mr. Pacquiao to just pick his openings and settle for the unanimous decision win.
“I feel happy because I did my best in the fight. And in training with did a lot and I thank God for this victory,” said Mr. Pacquiao, who improved to 61-7-2 after his latest victory.
He went on to say that the win was proof that he is not yet done in boxing even at 40 years old and the journey continues for him.
“I’m just so happy that God gave me great health and all these blessings. At the age of 40 I can still do my best. I really do not believe my career is over. I proved that in my last fight against [Lucas] Matthysse and I proved that again today. Manny Pacquiao’s journey continues,” said Mr. Pacquiao, also a sitting senator of the republic.
After the fight, the Filipino boxing superstar was asked if he was willing to fight anew unbeaten world champion Floyd Mayweather Jr.
He said his is willing to fight the already-retired American champion but the latter must come back to the ring first.
“Tell him (Mayweather) to come back to the ring and then we will fight,” Mr. Pacquiao said.
“I’m willing to fight him again,” he added.
Mr. Mayweather, who was in attendance and whose group is a co-promoter of the Pacquiao-Broner fight, did not response to the comment when put on the spot and the TV camera was pointed to his direction.
For his part, Mr. Broner (33-4-1) refused to accept the result of the fight, believing he won it.
“Everybody out there knows I beat him (Pacquiao),” he confidently blurted out in the post-fight interview.
The win was the second straight for Mr. Pacquiao after he lost to Australian Jeff Horn in July 2017 while Mr. Broner has not won in his last three fights, recording two defeats and a draw.

Northport goes 2-0 after win over NLEX

THE Northport Batang Pier’s strong start in the PBA Philippine Cup continued on Sunday as they raced to their second straight victory in as many games with a 95-90 win over the NLEX Road Warriors at the Smart Araneta Coliseum.
Forced to a battle of attrition by the Road Warriors, the Batang Pier kept their composure throughout the match and delivered the needed goods down the stretch to keep an unblemished record early in the season-opening PBA tournament.
The contest got off to a nip-and-tuck start with the two teams fighting to an 11-10 count, and NLEX on top, midway into the opening quarter.
Northport would outlast NLEX for the remainder of the first period to hold a 25-22 advantage.
The back-and-forth did not relent in the second quarter as both the Batang Pier and Road Warriors try to establish momentum.
But they would hardly make significant headway in their respective push, separated by the just two points, 48-46, in favor of Northport, at the halftime break.
Forward Sean Anthony and guard Nico Elorde would lead the Batang Pier to a strong start in the third canto only to be countered by the Road Warriors to temper their effect.
The score was at 60-all at the 4:04 mark of the quarter.
Northport though remained on top heading into the final canto, 71-70.
Guard Stanley Pringle opened things in the fourth quarter with four quick points to help Batang Pier to a 75-70 lead with less than a minute lapsing from the frame.
JP Erram would help NLEX to keep in step after, before Northport made another attempt to create further separation, racing to a five-point cushion, 86-81, with 5:49 to play.
The two teams continued to jostle thereafter but the Batang Pier would prove to be steady, holding a 92-87 advantage with less than two minutes left.
NLEX tried to claw their way back but back-to-back errors inside the last minute and timely baskets by its opponent doomed its charge back and the team slumping to the defeat.
Mr. Anthony led Northport to their second win with 22 points, nine rebounds, five assists and seven steals while Mo Tautuaa had a double-double of 18 points and 11 rebounds.
Rookie Robert Bolick struggled with seven turnovers but still finished with 14 points.
Mr. Erram, meanwhile, paced NLEX with 19 points with JR Quiñahan adding 18 markers.
“We’re just playing as a team, coming together and being cohesive. We have been picking each other up. Coach challenged us to want it more and we need to response every game,” said Mr. Tautuaa, named co-player of the game with Mr. Anthony, after the game.
Northport (2-0) next plays on Jan. 25 against Columbian Dyip while NLEX (0-2) battles the TNT KaTropa on Jan. 23.

Joshua Pacio loses ONE world strawweight crown to Saruta

THE REIGN of Filipino Joshua “The Passion” Pacio as ONE Championship world champion abruptly ended on Saturday night as he lost his strawweight title to Japanese challenger Yosuke “Tobizaru” Saruta by way of split decision at “ONE: Eternal Glory” in Indonesia.
Making his first title defense after ascending to the top on September last year, Mr. Pacio of Benguet fought gallantly amid a tremendous performance from Mr. Saruta but could not sway the judges in his favor in the end.
The Japanese was relentless with his chain wrestling, taking the Filipino down on numerous occasions while trading powerful combinations on the feet.
Throughout five action-packed rounds, both fighters put forth their best effort. In the end, however, it was Mr. Saruta who was able to garner two of the three judges’ nods to win by split decision.
With the loss, Mr. Pacio (13-3-0) of Team Lakay saw his four-fight winning streak come to an end while now-world strawweight champion Saruta improved to 19-8-3, going 2-0 in ONE Championship to date.
Also falling short at Eternal Glory at the Istora Senayan in Jakarta was Mr. Pacio’s Team Lakay teammate Edward “The Ferocious” Kelly, who bowed to Singaporean Christian “The Warrior” Lee in the first round of their featherweight rematch.
Mr. Lee (11-3) was dominant right from the start. After a brief exchange on the feet, the Singaporean took matters to the ground and worked himself into a full mount. From top, Mr. Lee pounded the Filipino with downward strikes until the referee called a halt to the contest at the 2:53 mark of the first round.
The loss pulled the 34-year-old Kelly’s record to 11-6.
It was not a complete shutout in Indonesia for the Filipinos though as Robin “D’ Ilonggo” Catalan managed to win over hometown bet Stefer “The Lion” Rahardian by unanimous decision in their strawweight battle.
The Filipino warrior Catalan was a step ahead on all fronts, easily preventing Mr. Rahardian’s takedowns while also picking the latter apart in the striking department and landing some takedowns of his own. After three rounds of action, it was Mr. Catalan who walked away with the win on all three of the judges’ scorecards.
Mr. Catalan is now sporting a 9-4 record.
Next for ONE Championship is “Hero’s Ascent” on Jan. 25 here in Manila where world flyweight champion Geje “Gravity” Eustaquio of the Philippines faces off with former champion Adriano Moraes of Brazil. — Michael Angelo S. Murillo

Awards to be handed out today at PBA Press Corps Awards Night

PHILIPPINE Basketball Association awards will be handed out today as the league press corps stages the 25th edition of its annual awards night.
Honoring individuals and groups which had contributed to the continued success and vibrancy of Asia’s first play-for-pay league, the awards night will take place at the Novotel Manila Araneta Center.
Leading the list of awardees is the entire PBA Board, led by its chairman Victorico “Ricky” Vargas. The board is being recognized for getting its act together to uphold the spirit of harmony within the league in the aftermath of a tumultuous leadership crisis prior to the start of the 43rd season of the league last year.
Setting aside their differences to work for the common good, the cooperation by the board members led to a successful holding of the PBA season amid uncertainty previously.
Aside from Mr. Vargas (TNT KaTropa), the rest of the board are composed of Vice-Chairman Richard Bachmann (Alaska Aces), Treasurer Atty. Raymond Zorilla (Phoenix Pulse Fuel Masters), Robert Non (San Miguel Beermen), Rene Pardo (Magnolia Hotshots Pambansang Manok), Rod Franco (NLEX Road Warriors), Al Panlilio (Meralco Bolts), Atty. Mamerto Mondragon (Rain or Shine Elasto Painters), Bobby Rosales (Columbian Dyip), Siliman Sy (Blackwater Elite), Alfrancis Chua (Barangay Ginebra San Miguel Kings), and Eric Arejola (NorthPort Batang Pier).
Mr. Vargas, who is also the current president of the Philippine Olympic Committee (POC), too, will serve as guest speaker during the special rite presented by Cignal TV.
Apart from the PBA board, also to be honored are Alaska’s Vic Manuel (Mr. Quality Minutes), Poy Erram of NLEX (formerly of Blackwater) as Defensive Player of the Year and now-retired Chris Tiu (Breakout Player of the Season).
The Game of the Season, meanwhile, goes to the triple overtime match between Barangay Ginebra and Rain or Shine, while NorthPort’s Stanley Pringle will be crowned the year’s scoring champion.
Jason Perkins of Phoenix leads the All-Rookie team, sharing it with Jeron Teng (Alaska), Paul Zamar (San Miguel formerly of Blackwater), Christian Standhardinger (San Miguel), and Robbie Herndon (Magnolia).
The year’s All-Interview Team is composed of coach Yeng Guiao (NLEX), Chris Ross (San Miguel), Joe Devance (Barangay Ginebra), Mike Digregorio (Blackwater), Standhardinger, and Tiu, while June Mar Fajardo (San Miguel), Paul Lee (Magnolia), and Manuel are the recipients of the Order of Merit honor.

10,000 runners set to join the 10th TCS Clark Animo International Marathon

CLARK GLOBAL CITY — The De La Salle Alumni Association Pampanga Chapter is to set to hold the 10th TCS Clark Animo International Marathon on March 10 this year, promising a more fun and exhilarating run to this year’s event with internationally certified courses and special activities.
With 10,000 runners expected to join the event, it will feature a 42.2 km marathon, a half marathon, as well as 10 km, 5 km, and 2.5 km courses.
“We initially had 600 participants on our first year,” Mr. Melvin Panlilio, president of DLSAA — Pampanga, said. “But our runners and members of DLSAA-P gradually grew through the years, giving us the opportunity to give back to more beneficiaries.
“The TCS Clark Animo International Marathon and associated races are all conducted on IAAF-AIMS Certified Courses. This provides a guarantee to runners that they have run the correct distance and, therefore, their recorded time are valid and will be recognized internationally for qualifying and rankings purposes. This is not only particularly important for runners who aim to join international races like the Boston Marathon, it is for all runners participating in this event. It is never a good outcome to train for a race like a marathon only to discover, after completing the event, that the course they finished did not have the correct distance and their time invalid,” Jumbo Tayag, race director, explained.
To make Animo Run’s 10th year more exciting, cash prizes will be awarded to the first, second, and third placers of the 5 km, 10 km, 21 km, and 42 km distances in the men’s and women’s categories. A special incentive will also be given to runners with the best costume. One runner each from the Adult (18 years old and above) and Kiddie (17 years old and below) categories will likewise receive cash prizes.
This year’s races will see 1,200 participants from Tata Consultancy Services, one of the biggest call center companies in Clark, and a sponsor of the event as well.
Gun start for the 42 km distance will be at 2 a.m.; 4:30 a.m. for the 21 km; 5:30 a.m. for the 10 km; 5:45 a.m. for the 2.5 km; and 6 a.m. for the 2.5 km. Runners are expected to be at the venue 30 minutes before their gun start.
Proceeds of the run will be used to fund DLSAA-P’s environmental and community projects like tree planting, maintenance of the Angeles City Watershed, support for the La Salle Botanical Gardens in Alviera, Porac, Pampanga, as well as the Yellow Boat Foundation for the marginal school children of coastal Pampanga.

UFC now on FOX+ in the Philippines

ULTIMATE Fighting Championship events can now be seen on video-streaming service FOX+ here in the Philippines after the UFC and FOX Networks Group Asia signed a multi-year media rights deal recently.
In a release late last week shared to members of media, the two groups officially announced their latest link-up that will see all of the UFC’s 42 live events in 2019, including its prestigious Pay-Per-View (PPV) events and original programming, on FOX+.
“We are thrilled to extend our partnership with our long-standing partner, FOX Networks Group Asia,” said UFC Vice-President APAC, Kevin Chang, in a statement.
“This agreement allows us to continue serving our passionate fans in the Philippines with the premier mixed martial arts programming in the world. World no. 1 Halep geared up for best player Serena


MELBOURNE — Simona Halep might be the current number one in women’s tennis but the Romanian believes the best player in the world will be awaiting her when she takes on Serena Williams in the fourth round of the Australian Open.
The 37-year-old American took a year off after the birth of her daughter Alexis Olympia in September 2017, before returning to action last season when she reached the finals at Wimbledon and the US Open.
Serena was eight weeks pregnant when she won the last of her 23 Grand Slam titles at Melbourne Park and, though she has played selective tournaments since motherhood, the American is still the player to beat in the women’s draw at Grand Slams.
French Open champion Halep has topped the rankings since October, 2017.
“In my opinion, to be number one in the world and to be the best player in the world, it’s a little bit different,” Halep told reporters on Saturday after a 6-2 6-3 third round win against the older Williams sister, Venus.
“In this moment, I’m number one in the world, so I will take that. I feel like I have been there many months, many weeks.
“But for sure she’s the best player in the world because she won so many Grand Slams. She’s been a lot on number one. I cannot compare my results to her. But in this moment, I’m confident that I’m in this position, and I’m positive about it.”
HUGE CHALLENGE
The losses in the finals in London and New York left Serena, who is seeded 16th at Melbourne Park, still seeking a 24th Grand Slam singles title to equal Margaret Court’s all-time record.
She has lost only nine games this week in her first three rounds.
“I only beat her once in my life, so I cannot say much about this match,” Halep said, referring to her nine overall meetings with Serena.
“Just that it’s going to be a huge challenge for me. It’s always great to play against Serena because every time I have to learn something from the match.”
Halep admitted that she used to be intimidated by Serena when she was younger but said the “great champion” will be just another opponent in the last 16 clash.
“I’m used to this pressure. I’m used to facing her,” Halep said. “I’m in a good position. I feel confident. I played very well today. But that doesn’t mean it’s going to be the same against her.
“Definitely it’s the toughest draw I’ve ever had… it’s a huge challenge. Every time I face the (Williams) sisters is a big challenge for me. I just want to try to play my best tennis because I have nothing to lose against them.” — Reuters
