A SEPTAGE treatment plant will be constructed at the old Cebu City abattoir through a P1 billion grant from the Japan International Cooperation Agency (JICA), the Cebu provincial government announced. Cebu Gov. Hilario P. Davide III, speaking during the first quarter full council meeting of the Metro Cebu Development and Coordinating Board (MCDCB) on May 28, said JICA will start with the project as soon as the property ownership transfer is completed. The decommissioned abattoir is part of the land swap deal between the Cebu provincial and the Cebu City governments. The facility, which will serve the Metro Cebu area, will be managed by the Metro Cebu Water District. Businessman Gordon Alan P. Joseph, a member of the MCDCB executive committee, said the project is timely following the recent report of the Environmental Management Bureau (EMB) on the high fecal coliform levels found in most of the country’s beaches.
