THE P18-BILLION proposed development on Cebu City’s Kawit Island will be revived at the city council following an opinion from the Department of Interior and Local Government (DILG) that supports such a move. “I am planning to resubmit it. This is my second option to revive the project before the council,” Councilor Eugenio F. Gabuya, Jr., speaking partly in Visayan, told The Freeman. Mr. Gabuya was the proponent of the original resolution authorizing Mayor Tomas R. Osmeña to sign the joint venture agreement with Gokongwei firm Universal Hotels and Resorts Inc. (UHRI)for the project that includes an integrated casino and resort. The resolution was rejected by a majority of the council, which is dominated by the opposition. Mr. Gabuya said the DILG has opined that all members of the council who signed the committee report should not vote against the measure. He pointed out that three members of the opposition signed the committee report recommending amendments to the proposed contract and did not express opposition to the project. — The Freeman
