TransCo: No FiT reduction at this time

State-led National Transmission Corp. (TransCo) on Thursday said that now is not the right time to lower the feed-in tariff (FiT) or the power rates granted to renewable energy developers as the agency is still facing payment backlogs.

“We don’t know if it’s time to lower the cost,” TransCo President Melvin A. Matibag said in a virtual media briefing after the Conference of the Electricity Power Supply Industry (CEPSI) 2021, a regional digital conference on energy wherein TransCo is a member of the host organization.

Under the country’s FiT system, eligible renewable energy (RE) developers of solar, wind, biomass, and run-of-river hydro projects were awarded fixed rates for the electricity they produce.

The guaranteed power rates are collected from electricity users, with TransCo as the designated administrator of the fund collection or the FiT allowance (FiT-All), which it remits to the RE developers.

Mr. Matibag said TransCo was in talks with the developers on how to lower the feed-in tariff until the pandemic broke out in March last year, restricting mobility for industry participants.

“We’re looking at the ways of increasing [the] number of renewable energy [participants] here in the Philippines, so when we have bigger supply, of course, it will lower the prices,” he told reporters.

“However, due to the pandemic, we are again looking at the backlogs of our payments,” he added.

Mr. Matibag said TransCo is trying to maintain a balance between the interest of the renewable energy producers and the consumers.

“And now, the Energy Regulatory Commission came up with a resolution to stop collection, and now we are facing a much bigger payment backlog,” he said. — M. C. Lucenio

MAS considering action over DBS service glitch

Singapore’s central bank said it will consider supervisory actions after DBS Group Holdings Ltd. suffered one of the worst digital disruptions for Southeast Asia’s biggest lender in the past decade.

“This is a serious disruption and MAS expects DBS to conduct a thorough investigation to identify the root causes and implement the necessary remedial measures,” Marcus Lim, assistant managing director at the Monetary Authority of Singapore (MAS), said in an e-mailed response to questions on Wednesday. “MAS will consider appropriate supervisory actions following the investigation.”

The problems in DBS’ digital services — an area where the Singapore-based bank has invested in heavily — started early Tuesday, resurfaced the following day and, to a lesser extent, on Thursday.

“The last few days have underlined the fact that despite the opportunities that fintech provides, banks need to get the basics right,” said Zennon Kapron, managing director at Kapronasia. “Being the ‘world’s best digital bank’ is pretty useless if no one can actually use it.”

The issues stemmed from the bank’s access control servers, resulting in customers’ inability to log in to the services, country head Shee Tse Koon said in a video clip on its Facebook page.

“We acknowledge the gravity of the situation and as we work to resolve matters, we seek your patience and understanding,” Shee said. He apologized to customers and reassured them that their deposits are safe, adding that banking services at all its branches have been extended by two hours.

DBS shares declined 0.9% as of 1:10 p.m. in Singapore Thursday.

Potential Action

The central bank has been following up closely with DBS since the disruptions began, Mr. Lim said. MAS agrees with DBS that the priority is to restore services, he said, without commenting on what potential supervisory actions the authority may take.

Under MAS’s regulations, financial institutions need to ensure that the maximum downtime for each critical system doesn’t exceed four hours within any period of 12 months. In 2010, DBS set aside S$230 million ($168 million) in regulatory capital after its banking services failed for more than six hours following repairs.

DBS in recent years has invested heavily to digitize its core banking business and set up new technology platforms. Such efforts have helped to boost the bank’s return-on-equity and have enabled the lender to reach more customers in all of its markets.

In a separate comment on Twitter, the Singapore-based bank debunked speculation that the disruption was linked to a bond sale by Myanmar’s shadow government set up by supporters of Aung San Suu Kyi, who was ousted by the army in a February coup.

The National Unity Government raised $9.5 million within 24 hours of the opening of the sale of its so-called spring revolution special bonds, Public Voice Television, a channel run by the group, reported Wednesday. The group plans to sell $200 million worth bonds in the initial phase.

Other Glitches 

Singapore has seen other disruptions. In 2018, rival Oversea-Chinese Banking Corp. had a glitch that impacted its automated teller machines and online banking systems for several hours over a weekend.

The outages come as DBS prepares to face new challengers with the arrival of more digital banks in the city-state next year. Grab Holdings, Inc.’s venture with Singapore Telecommunications Ltd. and Sea Ltd. are among four firms that won permits from MAS.

Grab also suffered a technical failure last week, which disrupted its ride-booking services in Singapore and some other Southeast Asian countries. — Bloomberg

Upskilling workers key to expected post-pandemic digital revolution

COMPANIES need to invest more in training that will allow employees to be better prepared for the highly digitalized post-pandemic environment, experts said.

“It is critical for employers to really put an upskilling agenda or a retooling agenda as we face the effects of digitalization, which has obviously accelerated in the last 21 months by the pandemic,” Willis Towers Watson Managing Director James Matti said at BusinessWorld Virtual Economic Forum on Thursday.

Trends such as remote work, virtual meetings, e-commerce and virtual transactions, as well as automation and the use of artificial intelligence, are expected to stick even beyond the public health crisis.

Digitalization means that new skills and capabilities are needed and companies must provide the appropriate programs for their employees to remain competitive.

A “growth mindset” is needed in order to take advantage of emerging opportunities, according to Mr. Matti, whose firm provides risk management advisory services.

Some industries are expected to be heavily affected as digitalization makes further progress.

“We need to be prepared to change industries perhaps several times during our working life and that also means that there’s a responsibility to ensure that we have education available,” Lars Wittig, country manager for International Workplace Group, said.

Suchita Prasad, senior expert at McKinsey & Company, noted that 90% of experience officers are expecting their organizations to offer a hybrid working model, which will dedicate at least one day to allowing employees to go on remote work every week.

Meanwhile, 66% of organization leaders are considering redesigning their office spaces to accommodate hybrid work.

“The HR (human resource) managers have spotted the importance of more flexibility in terms of workplace and alternative workplaces and they knew that it would allow them to attract and retain talents better,” Mr. Wittig said. — Keren Concepcion G. Valmonte

Getting a bank loan

AS a banker and SME advocate, I’m always asked about  how to secure a bank credit. To an entrepreneur, bank loans represent a versatile source of funding for the venture. It can be  short- or long- term, fixed or floating, demand or with a fixed maturity, and secured or unsecured. It can be tailor fitted to your needs. Obtaining it, however, poses a major challenge.

Banks are conservative because the profit margins, especially in today’s low interest regime, are limited. Traditionally,  bank  source their funds from their depositors and the lending rate to borrowers represents a mark-up or spread over its cost. Of course, pricing is more complex these days as banks aim to get a risk adjusted return on their invested capital. The bottom line is that one or two bad loans can wipe out earnings from a portfolio of loans. Understandably, small business loans tend to be rationed out.

Still, it is possible to secure bank funding with some effort and diligence from the entrepreneur. The starting point is developing a financial footprint and establishing a relationship with a bank, specifically with the branch manager and relationship officer. The entrepreneur must  lay the groundwork.

Small businesses who eventually succeed will go through a life cycle. The typical stages in the business life will run through startup,  introduction, mezzanine, consolidation, growth, and maturity. At the startup stage, one cannot expect bank loans to fund operating loss, research and development, marketing campaigns, and the like. These are usually filled up by equity financing or through the so-called 3 Fs: family, friends and fools. The third F can represent venture capital financing, if available. Unfortunately, there is dearth of such in the Philippines.

The reality is until the business is stabilized, the banker will probably not lend much money. But the astute entrepreneur must begin early in cultivating a banking relationship, ahead of the actual need. You must build trust. Open a checking and other accounts and use whatever bank services are available for payments. The transactions of your business should go through said accounts and it will build your financial footprint. The idea is to develop a track record, stimulate interest and attention.

Once the business starts gaining traction, you can start exploring more formal financing. This usually becomes available at the mezzanine phase. At this stage you should have demonstrated proof of concept of your venture with a developing and prospective customer base. Your production or service delivery system should have passed initial birth pains. Your attempts at sowing the seed may bear initial fruits.

Remember, however, that your early journey should have considered the compatibility of the bank. What is its attitude towards the type of business you are building? What is the bank’s risk appetite, especially for the industry segment and size you represent? Not all banks are created equal.

You must understand the language of bankers. They are usually trained in credit and one is likely to be subjected to a review along the five C’s of credit analysis — character, capacity, capital, condition and collateral. Study how these are analyzed and make sure you can satisfy the review along those lines. Banks will have different approaches or evaluation process as they have varied risk cultures. But the fundamentals should be the same.

In reviewing a potential bank partner, do not just rely on what is in the advertisement and other pronouncements by the bank itself. Talk to as many possible resources you can — business people, accountants, industry associations, local support units. Oftentimes, it helps if you are referred to the banker by a common third party. They say that in our country, there is a 6th C of credit — connection.

Assuming you now think you are ready, be prepared for the loan application process. Secure the typical application form and fill it out well. Bankers are aware of the problem of information asymmetry and will subject you to its regular know your customer or KYC process and due diligence. It is important not to hide critical information that are discoverable.

In filling up the application form, analyze yourself from the lender’s perspective. Are the 5 C’s adequately met? Your formal application should be well formulated to answer the purpose of the loan, how it will be repaid, provisions for contingencies, the prospect of your business, and other key information.

Remember the goal is not just to win the trust of your banker but to help him/her build a case for you within the bank. The approval process moves beyond your contact and your relationship officer should be your ally. Equip your contact with information that will help build your case.

Once you have submitted your request, the bank will go through its internal process. Your hope is that it will result to your banker returning to you with a proposed term sheet outlining the terms and conditions of the loan. It is an offer, but remember it allows some room for negotiation. Understand what is important to you and to your banker. And always have a long-term view especially if you think this is the start of a potential win-win relationship that will help propel your venture.

Town hall meetings vs employee engagement dialogues

Our human resource (HR) manager has recommended to our chief executive officer (CEO) monthly town hall meetings with employees. The CEO says he’s too busy to do it and told us, the line leaders, supervisors, and managers to engage in employee engagement dialogue instead. Which one is correct? — Torn Ligament.

Danish-American comedian, conductor and pianist Victor Borge (1909-2000) was once asked if he played other musical instruments, Borge answered: “Well, yes. I have another piano.” To answer your question, choosing between the CEO’s monthly town hall meeting and the line leaders’ engagement dialogue is easy and simple.

It’s not a case of choosing one over the other. They’re both needed under the right circumstances. The formats, style and substance differ, but they complement the objectives of each other. Let us count the ways.

The CEO’s town hall meeting is strategic and broader in scope. It discusses the current state of corporate affairs. It includes how the company’s plans are coming along, and discusses goals, competitors, the industry landscape, and many more. Such a meeting should not be the exclusive domain of the CEO. In certain situations, other key executives like the Chief Operating Officer, the General Manager, or anyone from the top management team can take over the handling of the town hall meetings.

Even in the presence of the CEO, these ranking officials must be in attendance to lend support and to answer specific questions raised by employees. While a face-to-face meeting is desirable, a virtual platform could be used instead, such as the ones we are using during the pandemic. Besides, town hall meetings should not take long.

The ideal length for such a meeting is not more than an hour and a half, with a strict schedule. It should be organized and hosted by the HR department, which will take care of all the administrative details, including issuing a memorandum or announcement summarizing the highlights for the benefit of other employees who had no opportunity to attend.

ENGAGEMENT DIALOGUE

While the focus of town hall meetings is to align everyone with the company’s strategic goals, it is different in the case of an engagement dialogue performed by team leaders and other line executives. The purpose of such a dialogue, also known informally as a kumustahan, is to align the career goals of each and every worker with organizational objectives.

This can’t be done by the CEO or other top-ranking officials.

Engagement dialogues are the exclusive domain of workers and their immediate bosses. The managers concerned know the individual quirks and personalities of their workers, as well as the nature of their jobs. Team leaders and line supervisors are privy to the individual concerns of their people and they know how to respond without delay or fanfare.

An engagement dialogue must be casual. It could be initiated anytime, in a relaxed atmosphere, by the line executive. Some of the broad questions an executive may initiate include: how are you doing today? What kind of challenges are you facing at the moment? How can I help you improve your chances of success in this organization?

ACTIVE LISTENING

However, an engagement dialogue is not enough. Line executives must exercise empathy and provide answers when necessary. The organization may not be able to solve the specific concerns due to certain limitations. What’s important is the offer of assistance to help alleviate the concerns of most people.

That’s the essence of active listening, which requires the establishment of a pattern of line executives striving to understand the issues. This can be done by having an eye-level discussion; just make sure not to let your body language betray you. Paraphrase the employee’s issue to verify that you’ve understood it.

It’s also important that you don’t jump the gun by coming to a conclusion or hasty decision, whether it’s acceptable or not to the employee.

If you know how to listen, you can offer many options to settle the matter. You might be surprised how easy their concerns are to manage, with a few exceptions like a salary increase, for instance.

In general, their concerns are not as difficult as you imagine. Most of the time, it boils down to being fair and just to everyone. Be kind to all. Treat them with respect. You’ll soon discover that people management is not difficult.

Philippines rejects China demand to leave shoal

THE PHILIPPINES will not remove a ramshackle Navy ship grounded on an atoll in the South China Sea, its Defense chief said on Thursday, rejecting a Chinese demand days after it blocked a Philippine resupply mission.

Second Thomas Shoal, which the Philippines calls Ayungin, lies within the Southeast Asian Nation’s exclusive economic zone “where we have sovereign rights,” Defense Secretary Delfin N. Lorenzana said in a statement.

“That ship has been there since 1999,” he separately told reporters. “If there was a commitment it would have been removed a long time ago.”

The Philippines and China have been in a fresh word war over the sea dispute after China blocked and fired water cannons at Filipino-manned boats that were carrying supplies for marine troops stationed at the shoal.

Troops intentionally grounded the BRP Sierra Madre — a World War II-era vessel acquired by the Philippines from the US in 1976 — at the shoal in 1999 to reinforce its sovereignty claims in the Spratlys.

A 1980s treaty on sea borders that China had signed awarded the exclusive economic zone to the Philippines in the 1980s, Mr. Lorenzana said. “China should abide by its international obligations that it is part of.”

He also cited a United Nations-backed arbitral award in 2016 that voided China’s claim to more than 80% of the  sea based on a 1940s map.

The arbitration court “ruled that the territorial claim of China has no historic or legal basis,” he said. “Ergo, we can do whatever we want there and it is they who are actually trespassing.”

“The seemingly peaceful rise of China as an economic superpower coincided with its military aggressiveness in the South China Sea,” Richard J. Heydarian, a professorial chairholder on geopolitics at the Polytechnic University of the Philippines, told a forum on Thursday.

The speed by which China has been catching up with the United States is “mind-boggling and some would say historically unprecedented,” he added.

“Conditions on the ground have actually worsened over the past four or five years despite President Duterte’s efforts to de-escalate tensions,” Mr. Heydarian said.

Mr. Lorenzana told the same forum statistics is not in favor of a peaceful outcome.

“Twelve out of the past 16 cases in which a rising power has confronted a ruling power, the result has been bloodshed,” he said. “As China continues to be a dominant player in global and regional politics, the US is relentlessly confronting its growing influence.”

“Weaker states like the Philippines, unfortunately, are caught in the middle,” he added.

China’s Foreign Ministry spokesman Zhao Lijian earlier asked the Philippines to “honor its commitment and remove its grounded vessel on Ren’ai Jiao,” China’s name for the shoal.

“Ren’ai Jiao is part of China’s Nansha Qundao,” he told a news conference in Beijing. “This position remains unchanged.”

The Second Thomas shoal is located 104 nautical miles from Palawan, an island province in the country’s southwest. The disputed atoll, which is within the Philippines’ 200 nautical-mile exclusive economic zone, is part of the Kalayaan Island Group.

Mr. Lorenzana on Tuesday said the resupply mission had been completed. The boats that carried the supplies would return to Oyster Bay in Palawan after a couple of days.

President Rodrigo R. Duterte, who had sought closer trade and investment ties with China since taking office in 2016, and his Foreign Affairs secretary have condemned last week’s incident. The president called China’s move abhorrent.

The tough-talking Philippine leader told officials from China and Southeast Asian countries at a virtual meeting on Monday stakeholders should exercise self-restraint and avoid escalating tensions in the South China Sea.

The Philippines, China, Vietnam, Malaysia, Brunei and Taiwan claim parts of the South China Sea.

The US, which is not a claimant, has accused China of flexing its military muscle and restricting freedom of navigation there. It has pledged support to its Asian allies, including the Philippines.

The US called the Chinese attacks last week “dangerous, provocative and unjustified,” warning that it would invoke its defense pact with the Philippines in case of an armed attack on Filipino-manned vessels.

The Philippine Foreign Affairs department said in October the country was backing a defense pact that allows Australia to build nuclear-powered submarines using technology that the US had only previously shared with Britain, saying it could keep the balance of power in the Indo-Pacific region.

The South China Sea, which is important for the regional ambitions of China, is a source of tension in the Indo-Pacific as the US and other Western countries continue to assert freedom of navigation.

100,000 Filipinos got additional shots versus coronavirus — DoH

More than 100,000 Filipinos have received additional shots against the coronavirus, according to Philippine health authorities.

The country had injected 102,102 additional doses as of Nov. 24, Health Undersecretary Maria Rosario S. Vergeire told a virtual news briefing on Thursday.

She said 69,971 health workers and 21,139 seniors have received booster shots. Almost 11,000 seriously ill people have received their third dose, she added.

“All our regions have already started giving booster or additional doses,” Ms. Vergeire said.

The government on Monday started giving third doses to seniors and seriously ill people after almost half of its adult population got fully vaccinated.

The country is struggling to vaccinate at least 50% of its adult population by year-end after managing to contain a spike in coronavirus cases triggered by a highly contagious virus variant.

The Department of Health (DoH) on Thursday reported the lowest active coronavirus cases this year at 17,796, as it logged 975 new infections.

This brought the total to 2.83 million, it said in a bulletin.

The death toll hit 47,875 after 193 more patients died, while recoveries increased by 1,029 to 2.76 million, it said.

Of the active cases, 52.7% were mild, 5.4% did not show symptoms, 14.4% were severe, 21.49% were moderate and 6% were critical.

The Health department said 17 duplicates had been removed from the tally, 15 of which were recoveries, while 181 recoveries were relisted as deaths. Two laboratories did not operate on Nov. 23, while three laboratories failed to submit data.

It added that 30% of intensive care units in the Philippines were occupied, while the rate for Metro Manila was 29%.

The Philippines remained at low risk from the coronavirus.

The country’s average daily attack rate was moderate at 1.55 cases for 100,000 people, DoH said in a separate statement. “DoH data showed a further decline in the average daily cases in the recent week.”

But it was too early to say that the country had contained the pandemic, Ms. Vergeire told reporters in a Viber message. “We are not going to declare this soon.”

Former Duterte aide hints at dropping out of presidential race

PRESIDENT Rodrigo R. Duterte’s former aide who is now a senator on Thursday hinted he might withdraw from the presidential race.

“Maybe it’s not yet my time,” Senator Christopher Lawrence T. Go said in Filipino in a statement. “I am willing to make the supreme sacrifice for the good of our country, and for the sake of unity among our supporters and leaders.”

Mr. Go initially registered to run for vice-president. He changed his decision at the last minute after Mr. Duterte’s daughter, Davao City Mayor Sara Duterte-Carpio, formalized her bid for the same post.

She is running in tandem with the late dictator’s son Ferdinand “Bongbong” R. Marcos, Jr., who is running for president.

Ms. Carpio is running under Lakas-CMD, the political party of ex-President Gloria Macapagal-Arroyo, a known powerbroker in Philippine politics. Lakas-CMD on Wednesday adopted Mr. Marcos as its presidential bet in next year’s elections.

Earlier in the day, Mr. Marcos’ Partido Federal ng Pilipinas and Ms. Caprio’s Lakas-CMD signed an alliance with the political party founded by ex-President Joseph E. Estrada, who was toppled by a popular uprising in 2001. He spent years in prison before he was convicted for corruption and later pardoned by Ms. Arroyo.

The Davao-based regional party Hugpong ng Pagbabago, which Ms. Carpio founded and later left, also signed an alliance deal with the parties of Ms. Arroyo and Mr. Marcos.

Comelec upholds decision giving Marcos extension on disqualification case

THE PHILIPPINE poll body has denied a motion seeking recall of its order that gave the only son and namesake of the late dictator Ferdinand E. Marcos more time to answer a petition challenging his presidential candidacy.

The Commission on Elections (Comelec) on Nov. 11 gave Ferdinand “Bongbong” R. Marcos, Jr. an  “inextendible period” of five days from the original Nov. 16 deadline to answer a petition seeking to cancel his candidacy papers for president.

The extension was challenged by petitioners in a Nov. 17 motion, asking the poll body to observe its own rules and uphold the mandatory and peremptory character of extendible periods.

In a three-page order dated Nov. 22, a Comelec division composed of President Rodrigo R. Duterte’s appointees said it has the authority to suspend rules in the interest of justice and speedy resolution of cases.

The Comelec’s second division said it is allowed by rules to “cope with all situations without concerning itself about procedural niceties that do not square with the need to do justice, in any case without further loss of time, provided that the right of the parties to a full day in court is not substantially impaired.”

The body said that a case is best tackled when all parties are able to present their respective claims and evidence that support their arguments.

The poll body’s second division, which is manned by Commissioners Socorro B. Inting and Antonio T. Kho, Jr., said the petitioners did not suffer any damage because Mr. Marcos filed his answer three days before the expiration of the extension given to him.

The first legal complaint against Mr. Marcos’ presidential run cited that he is ineligible to run for public office after a trial court convicted him in 1995 for failing to pay income taxes, a crime that bars the offender from any government post.

The complaint filed on Nov. 2 cited material misrepresentation in his candidacy papers when he wrote that he was eligible to hold public office.

A Comelec official earlier said the presidential run of Mr. Marcos, whose father’s two-decade rule was toppled by a popular uprising, is the most legally-contested in recent history.

Meanwhile, Mr. Marcos filed a petition before the Comelec to declare presidential aspirant Tiburcio “TVM” Villamor Marcos a nuisance candidate.

In his petition dated Oct. 13, the former senator said Tiburcio Marcos’ presidential candidacy would confuse voters. It is a mockery of the elections, he said. — Kyle Aristophere T. Atienza
