Baltazar officially suits up for Hiroshima Dragonflies

LA SALLE stalwart Justine Baltazar — THE UAAP

By John Bryan Ulanday

FROM Taft to Japan.

La Salle stalwart Justine Baltazar is officially off to the “Land of Rising Sun,” striking a deal to suit up for the Hiroshima Dragonflies in the Japan B.League as announced by the team on Thursday.

“It is a great honor to be a member of the team. I would like to do my best to contribute to the club,” said the 6-foot-7 forward in a statement, praising Hiroshima for the warm welcome to him and his family.

Mr. Baltazar is coming off a Mythical Team citation in the UAAP Season 84 on averages of 12.6 points, 10.8 rebounds, 3.1 assists, 1.0 steal and 1.0 block as La Salle finished in the Final Four.

The Pampanga native had actually thrown his hat to the 2022 PBA Rookie Draft last week after La Salle’s University Athletic Association of the Philippines (UAAP) campaign but pulled out at the last minute.

He was projected as among the top selections in the local league draft led by eventual No. 1 pick Brandon Ganuelas-Rosser of Blackwater.

In Japan this time, Hiroshima is banking on his versatility including finesse paint operation and sweet perimeter shooting aside from his ceiling as a lengthy forward.

The Dragonflies missed the playoffs with a 29-28 record at 12th place of the 22-team B.League.

Mr. Baltazar, 25, joined a growing list of Filipino imports in Japan after Thirdy Ravena (San-en NeoPhoenix), Kiefer Ravena (Shiga Lakestars), Ray Parks, Jr. (Nagoya Diamond Dolphins), Dwight Ramos (Levanga Hokkaido) and Kobe Paras (Niigata Albirex BB).

Flag carrier to start first-ever Bangsamoro route in June

PHILIPPINE STAR/EDD GUMBAN

FLAG carrier Philippine Airlines (PAL) announced on Thursday that it will start regular fights between Cotabato City and Tawi-Tawi in June.

The airline is “inaugurating the first-ever air links within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM),” PAL said in an e-mailed statement.

“Commencing on June 9, 2022, the new Cotabato – Tawi-Tawi – Cotabato PAL service will operate twice weekly, with convenient morning departures every Monday and Thursday,” it added.

According to the airline, the previous option of traveling via Manila or other domestic gateways outside of BARMM necessitated a connection flight or even an overnight stop.

“By taking PAL’s nonstop flights, travelers will save several hours,” it noted.

PAL President and Chief Operating Officer Captain Stanley K. Ng said: “We look forward to contributing, in our own way, to the development of tourism and commerce in Bangsamoro through regular flights that help promote unity and economic activity in this dynamic region as well for the rest of Mindanao.”

The airline aims to get back to the number of domestic flights it had before the pandemic. Hence, it is currently adding more domestic and international flights.

PAL, operated by PAL Holdings, Inc., generated P24 billion in revenues from a 201% growth in passenger revenues and a 72% growth in cargo revenues for the first quarter of 2022, as compared to the same period a year earlier.

It reported a net comprehensive income of P1.2 billion for the first quarter, “a significant development that marks PAL’s return to profitability.”

“The last time that PAL registered positive first quarter results was in 2016,” it said in a statement.

Last year, the airline recorded a net income of P60.6 billion, turning around from a loss of P73.1 billion in 2020, primarily due to an increase in “other income” attributable to gain from debt settlement and condonation.

Its revenues for 2021 reached P58.7 billion, 6.2% higher than the P55.3 billion in 2020.

In April, PAL and the Singapore Tourism Board announced a partnership to encourage more Filipinos to visit Singapore.

The airline previously said it saw “revenge travel” kick in by March, the start of the summer season.

PAL Holdings shares closed 1.61% lower at P6.10 apiece on Thursday. — Arjay L. Balinbin

Philippines lags in cloud ecosystem list

The Philippines ranked 59th out of 76 countries in the MIT Technology Review Insights’ inaugural Global Cloud Ecosystem Index 2022. The index is a worldwide ranking based on the progress toward cloud-centric digital economies. It also evaluates and compares the regulatory frameworks and digital practices that promote the use of cloud models in the public and private sector. The Philippines scored 5.40 (out of possible 10) and the lowest among East Asia and Pacific countries included in the index. Despite this, the report said the country’s cloud services market is seen to grow to $2.8 billion in revenue by 2025, buoyed by about 15% of the global business outsourcing industry, a world-leading mobile banking economy, and increasing broadband infrastructure.

Aerosmith cancels summer Vegas shows after singer Tyler enters rehab

ROCK band Aerosmith canceled the first two months of shows scheduled for its Las Vegas residency after lead singer Steven Tyler suffered a relapse in his sobriety and entered treatment, the band announced on Tuesday.

The group known for hits including “Dream On” and “Walk This Way” plans to take the stage at the Park MGM hotel starting in September, according to a statement posted on Twitter.

Mr. Tyler, 74, has been open about past struggles with substance abuse, which had caused tension with his bandmates. In 2009, Mr. Tyler told People magazine he was receiving treatment for pain management and an addiction to prescription painkillers resulting from 10 years of performance injuries.

The band’s statement on Tuesday said the singer had “worked on his sobriety for many years” but recently relapsed following foot surgery “and the necessity of pain management.”

Mr. Tyler “voluntarily entered a treatment program to concentrate on his health and recovery,” the statement said.

“We are devastated that we have inconvenienced so many of you,” the band added. “Thank you for your understanding and for your support for Steven during this time.” —  Reuters

EGov Pay transactions surge by 467% as consumers shift online

EGOV PAY transactions jumped by 467% to over 91,000 at the end of 2021 from just around 16,000 a year earlier, the Bangko Sentral ng Pilipinas (BSP) said on Thursday.

The central bank also reported that the value of EGov Pay transactions increased by 300% to P246 million in 2021 from around P61 million in 2020.

“The sustained increase in the use of EGov Pay, even after mobility restrictions were lifted, proves the shifting preference of consumers towards greater adoption of digital payments,” BSP Governor Benjamin E. Diokno said at a briefing on Thursday.

Launched in November 2019, EGov Pay is a system where consumers can settle payments to government institutions. Fees for government clearances and taxes were the most common payments processed through EGov Pay.

Since its launch, 484 billers have been onboarded to EGov Pay at the end of April.

The top two government agencies that use EGov Pay are the Philippine National Police and the Bureau of Internal Revenue.

Billers include provincial and local government units, state colleges and universities, water districts, and other government agencies and offices.

“By participating in EGov Pay, government institutions can efficiently collect revenues, which are crucial to their delivery of public and social services. Moreover, the government may curb revenue leaks through efficient collection means, a better audit trail, and enhanced transparency,” the central bank said in a statement.

As part of its digitalization efforts, the central bank wants 50% of payments, both in terms of volume and in value, to be done online by 2023.

Outgoing President Rodrigo R. Duterte earlier this month signed Executive Order (EO) No. 170 mandating the adoption of digital payments for all government disbursements and collections.

“This EO serves as a significant catalyst in advancing the payments digitalization agenda of the BSP, anchored on a vision of a cash-lite society. With this, we expect a further boost in EGov Pay transactions,” Mr. Diokno said on Thursday. — K.B. Ta-asan

PBF grassroots development program to produce champions like Merwin Tan

GOLD medal winner Merwin Tan (right) — PHILIPPINE BOWLING FEDERATION

THE Philippine Bowling Federation (PBF) is investing on its grassroots development program to produce future champions just like Merwin Matthieu Tan, a double-gold medal winner in the 31st Southeast Asian (SEA) Games in Hanoi, Vietnam.

“(Mr.) Merwin is a product of our youth program,” said national team coach Biboy Rivera during Thursday’s People, Sports, Conversations hosted by the Philippine Sports Commission (PSC), referring to the 22-year-old Mr. Tan, who snared the men’s singles’ mint and was part of the gold medal-winning team in the biennial event.

Before Hanoi, the country has been active fielding junior teams to international meets that resulted to Mr. Tan claiming the 2019 Asian Youth gold in Kuching City, Malaysia and the 2018 World Youth team bronze in Detroit Michigan.

Mr. Rivera, a world champion himself, said they will continue their youth buildup as they will send a squad to the Under-21 International Boxing Federation World Championships slated for June 20-29 in Helsingborg, Sweden.

Spearheading the country’s campaign are Grace Gella and Norel Nuevo, who copped bronzes in the 2019 World Championships in France.

“It was originally scheduled in 2020 and Merwin (Tan) was supposed to be in that team, but he can’t join this year because he’s overage now,” said Mr. Rivera.

Mr. Tan though is expected to be a favorite to make the four-member national team consisting of two men and two women to the World Cup in November this year with the sport not making the SEA Games calendar in Phnom Penh, Cambodia next year. — Joey Villar

Work-life ‘integration’ considered critical for employee retention

REUTERS

WORKER RETENTION will hinge largely on moving beyond work-life balance to work-life integration, in which employer support for their workers’ personal circumstances like parenthood is ingrained in the company’s culture, participants in the BusinessWorld Virtual Economic Forum were told on Thursday.

Arlene De Castro, human resources platform Sprout Solutions chief people and customer officer, said during the second day of the forum that “We believe in work-life integration because you do not stop becoming a mother or a father the moment you step into the office. The main purpose of an employee for working is really to work to live, not live to work,” Ms. De Castro said.

“Organizations, now more than ever, need to be more mindful of… how work and life must blend, and how they are supporting their employees as individual persons and not just as their workers. Building a strong culture that improves the workers’ lives is really one of the ways to attract and retain the best people,” she added.

Ms. De Castro backed hybrid work arrangements as a retention tool.

“There are advantages and disadvantages… But from the perspective of an employee, work-life integration is present in a hybrid work setup. There is also that feeling of safety. It is also good for the environment because carbon footprint and transportation costs (are reduced),” Ms. De Castro said.

According to Ms. De Castro, “The Great Resignation” will continue if companies do not provide flexible work arrangements and improve engagement with employees.

“The Great Resignation is… a huge wave of people deciding to leave their current jobs. This is tied to the coronavirus disease 2019 (COVID-19) pandemic because it (made workers realize) uncertainties in their future. It forced people to rethink their careers and life in general,” Ms. De Castro said.

“The Great Resignation is still happening and may not end anytime soon… if companies fail to provide two things for their employees — flexible work arrangement and enhanced employee engagement,” she added.

Ms. De Castro said improving engagement entails reforming company culture, implementing employee engagement programs, and making compensation packages more competitive.

In a separate session during the forum, Philippine Development Foundation Chairman Francisco Sandejas said the new government needs to appoint digital-savvy officials who can drive forward the transformation agenda.

For us that are participants in the digital economy, when we come up with services, there is an initial stage that we really spend a lot of time on. We spend a lot of time with customers and look at their journey and look at the processes that they have to engage in order to accomplish their goals, and what are steps those digital technologies can facilitate and make easier,” Mr. Sandejas said.

Telemedicine firm Medgate Philippines Country Manager Ronald T. Estrella noted that much needs to be done to improve the state of telemedicine.

“Telemedicine is not even a module in the curriculum for medical school. There was a time when medical associations were not even certain about what to do with telemedicine,” Mr. Estrella said.

“This doesn’t fall on the private sector solely, nor on the public sector. It’s going to be a public-private partnership. Definitely, a lot needs to be done. But we are getting there,” he added.

Voyager Innovations, Inc. President Shailesh Baidwan, said the company is focused on improve cybersecurity for the benefit of consumers using its digital services.

“The issue is making sure that consumers are constantly educated and it falls back on us to constantly think through on what could be any weakness that may be faced by consumers when they receive something like an SMS or e-mail that may lead to a link,” Mr. Baidwan said.

“We are strengthening partnerships with the Philippine National Police on this… We feel good about where we are in terms of the strength of our platform and security systems,” he added. — Revin Mikhael D. Ochave

DEVELOPMENT BANK of the Philippines (DBP) raised P12 billion from its latest bond issuance to fund development projects and initiatives in its priority sectors.

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the state-run bank has issued P12 billion in 2.5-year fixed-rate Series 3 bonds or Primus 3, four times as much as the P3-billion program.

“We have raised over P12 billion after a one-week offer period and this reflects the debt market’s confidence in DBP as a stable financial institution,” Mr. Herbosa was quoted as saying in a statement on Thursday. “The vigorous demand for the bonds would enable the bank to support and buttress both ongoing and future programs.”

“DBP’s latest bond is a tangible manifestation of the bank’s proactive stance to offer investors with an opportunity to be part of the noble goal of supporting efforts to stimulate the economy and actively contribute to the country’s steady recovery,” he added.

The Primus 3 offer was done via a private placement and was limited to qualified buyers, unlike its Primus 1 and 2 issuances, DBP said.

Mr. Herbosa said the bonds were offered at an interest rate of 4.05% per annum. He added that the bonds have been listed for trading at the Philippine Dealing & Exchange Corp.

DBP tapped Standard Chartered Bank to be the issue manager for the offer and was also a joint lead arranger and bookrunner along with China Bank Capital Corp.

Last year, DBP raised $300 million from its second offshore bond issuance. In 2020, DBP also raised P21 billion via bonds due to mature on Dec. 11.

DBP is the fifth-largest bank in the country in terms of assets, and it helps finance the sectors of infrastructure, micro, small and medium enterprises, the environment, social services and community development.

The bank’s net income as of Sept. 31, 2021 was at P1.93 billion, based on latest available data. In 2020, DBP booked a net profit of P3.9 billion, down by 30.4% year on year, amid higher credit loss provisions and operating expenses. — TJT

Situational job interview questions you should know

I was a participant in your employee engagement webinar organized by a state university. At the event, I remember you discussing outdated approaches in interviewing job applicants. Could you elaborate? — Rainbow Connection.

There are many potential job interview questions you can find on the internet. The trouble is that you can’t tell how necessary they really are. What’s the point of asking “tell me something about yourself” in the first few minutes of an interview. From experience, I consider such a question a time waster.

Why do hiring managers ask such questions? “It lets them ease into the actual interview,” leadership development coach Alina Campos says. In other words, such question is designed as an ice-breaker.

I disagree. An ice-breaker must cover neutral topics. Today’s interviewers whether they’re inexperienced or seasoned, are busier than ever. Even if the interview is done online, interviewers may have to spend considerable time to do the process justice, and to be fair with other applicants.

Fairness would require that a question asked of the first candidate be asked of all other applicants. That’s where trouble starts to multiply. Standard questions can be Googled by applicants, who are likely to give you a memorized answer.

So, why bother with typical interview questions where “idea;” answers can be searched and memorized? There is an argument for using such questions as icebreakers, though my preference is for neutral questions about the traffic or the result of last night’s ball game, to ensure that the applicant is put at ease.

THE SITUATIONAL INTERVIEW
Another line of questioning I would consider ineffective would be to ask the applicant about strengths and weaknesses. Hiring managers must avoid questions like these, which waste valuable time. Your rule should be, if your interview questions and their answers can be found on the internet, then don’t bother to use them.

Try asking how applicants would handle specific job situations that are unique to your organization. The process of formulating such questions begins with an inventory of current workplace issues. Test the applicant for unrehearsed answers. Be consistent and fair by asking situational questions of all candidates, such as:

1) How would you handle an angry customer in front of your colleagues?

2) Describe a situation where you were commended by your boss.

3) What one skill can you apply to turn in an excellent performance?

4) What would you consider to be the critical problems faced by someone who will take on this job? What answers would you offer?

5) How do you handle pressure?

6) What made you unsuccessful in your past or current job?

7) Describe a toxic management style you have encountered and how would you resolve it?

8) Describe incidents where your boss rejected your ideas.

9) Have you ever made a decision contrary to management policy?

10) Describe a “life or limb” crisis that you have handled.

11) What innovative idea have you succeeded in getting your boss to accept?

12) Describe a difficult job that you mastered to the point where it became easy.

13) How would you handle a senior colleague in your team who behaves in a toxic manner?

14) Describe how you prepare for a major project?

15) What are the top three things you will do on your first day?

16) How would you handle a colleague who doesn’t want to cooperate?

17) What aspect of this job is least interesting for you? Why?

18) Describe a major project and how well you handled.

19) How would you know if you’re doing an excellent job?

20) How would you motivate an average-performing worker?

YOUR OWN QUESTIONS
I’m sure you can create your own questions by incorporating key elements of the job and imagining how an ideal employee would resolve any situations that are likely to occur. That means reviewing the job description and performance standards to come up with pertinent questions.

The interviewer’s job is to control the flow of the interview without being talkative. Instead, give every applicant ample time and allow them to give clear answers with suitable illustrations. If you can’t understand their answers or if the applicants are beating around the bush, be firm about the time you gave them to expound.

My rule of thumb is to give every applicant not more than one hour for an online interview. As soon as you’ve decided on your shortlist of three candidates, invite them for a face-to-face interview so you can better appreciate their demeanor when you ask a different set of situational questions.

Be friendly to all applicants, and

configure your questions to best bring out what an applicant brings to the table.
