California floods show the limits of man-made solutions

CREWS reopen a levee flood gate across Louisiana Route 1 after motorists missed a closure deadline and became trapped ahead of Hurricane Ida in Golden Meadow, Louisiana, US, on Aug. 28, 2021. — BLOOMBERG

By Adam Minter

NOBODY should have been surprised when California’s Pajaro River burst through a levee this spring, flooding homes and dislocating thousands of people. Warnings that the levee system was inadequate date back decades. California’s recent drought, the worst in 1,200 years, dried out and weakened levees, heightening those concerns. But plans to act on them were still years from being executed when atmospheric rivers packed with rain surged water into the earthen works and cement channels designed to protect lives and property.

It was a human-made disaster, intensified by climate change. And California won’t be the only state to suffer. Across the country, hard infrastructure — from levees to jetties — is proving inadequate to the challenges posed by increasingly extreme weather. Instead, what often works best to control the onslaught is what engineers and architects long sought to replace: natural features and processes such as flood plains and wetlands. Nature-based infrastructure, as the concept is known, remains a relative niche compared with concrete, steel and earthen works. It needs to be a priority.

ENGINEERING TO THE RESCUE
For two centuries, the Army Corps of Engineers has played the lead role in building US infrastructure, from roads and bridges to canals and levees. For example, the once-wild and unruly Mississippi was turned into an orderly, navigable highway through locks and dams designed, built and operated by the Corps. Today, the river supports hundreds of billions of dollars in economic activity.

But the Corps’ works have also come with unintended side effects. Levees don’t just prevent flooding, they cause it. When water is squeezed into a levee, its flow rate and height rises. When a breach happens, or the water tops the levee, disaster ensues. But even if the levee is sound, a surge can cause a pileup of water outside the structure. Researchers estimate that significant flood risk has increased 20% on the Mississippi River over the last 500 years, with 75% of that risk attributed to engineering.

Climate change has just made everything worse. Extended droughts, such as the one that California just exited, weaken levees by drying out soil, causing cracks and accelerating land subsidence. Surging floodwaters then erode away what remains, setting the stage for disaster. That, and poor maintenance, likely combined to cause California’s disastrous Pajaro River breach.

NATURAL ADVANTAGES
In the 1960s, ecologists and landscape architects began to consider whether natural processes and features should play more of a role in infrastructure. Before levees, for example, water spilled into flood plains. Those floods could be a nuisance, especially if someone made the mistake of building on them. But they had the benefit of recharging groundwater and fortifying nutrient-rich soils. In that sense, they were multi-use infrastructure, even if some of those uses weren’t appreciated when they were cordoned off by levees and dams.

The Army Corps of Engineers in the 1970s began to view natural structures as potential components of traditional engineering projects. The military is a keen customer.

At Fort Hood, Texas, the largest active-duty armored post in the US, cycles of intense drought and flooding have repeatedly — and increasingly — stressed the base’s ability to manage stormwater, flooding and any associated contamination. So, as part of a plan to manage the surges, engineers and architects have installed vegetation that slows the intensity of water flows and increases groundwater retention, as well as wetlands that help to filter oil-contaminated water.

Far more ambitious nature-based projects are happening in the civilian sector. In March 2019, record-setting floods breached a levee in northwest Missouri, inundating 56,000 acres, destroying 121 miles of roads and flooding 156 homes. Rather than rebuild the levee as it was, the Corps, partnering with local government, moved portions of the levee away from the river channel so that the water can move more naturally through 1,000 acres of restored flood plain and 400 acres of restored wetland.

The roughly $100 million levee setback, completed during the summer of 2021, isn’t without its critics. Restoring flood plains typically entails acquiring private property and making it off-limits to future development (with a parallel hit to the local property tax base). But the improvements should not only reduce the risk of future catastrophic flooding, they’re already contributing valuable wildlife habitat and climate mitigation value.

Ultimately, that’s why other regions are looking at similar solutions, including the agencies in charge of California’s failed Pajaro River levee. Thanks to this year’s breach, a nature-based update is now on the fast track.

RAISING AWARENESS
Ensuring that other communities have the chance to fast-track their own nature-based solutions, especially as weather becomes more extreme, should be a national priority. Some progress has been made. The Inflation Reduction Act appropriated more than $8.7 billion to build nature-based solutions into transportation systems. But that’s a pittance compared with other infrastructure funding in the law. Meanwhile, policies at both the local and federal level continue to favor conventional infrastructure, while experts and crews trained and familiar with nature-based engineering remain scarce.

Ensuring that nature-based solutions receive a fair hearing requires reversing both those trends. For starters, the Corps and other federal agencies should develop certification standards and best practices for nature-based engineering and then require them in federal contracts. To raise awareness of nature-based engineering, the government should sponsor further research into their effectiveness, especially in large-scale projects. Meanwhile, federal permitting for infrastructure projects should be adjusted to give priority consideration to nature-based solutions.

There is no way to engineer the US out of the climate crisis. But a long-term commitment to leveraging nature’s ability to mitigate disaster will ensure a more resilient, less disaster-prone future. — Bloomberg Opinion

Killers of Flower Moon star says Native Americans need allies like Scorsese

Leonardo DiCaprio and Lily Gladstone in Killers of the Flower Moon.

CANNES — Lily Gladstone, who grew up on the Blackfeet Indian Reservation and stars in Martin Scorsese’s study of white society’s treachery, said the director was a powerful ally in telling the world what communities like hers had always known.

In the film Killers of the Flower Moon,  which premiered at this year’s Cannes Film Festival, Ms. Gladstone plays Mollie Burkhart, a member of the Osage Nation whose family members die under suspicious conditions in 1920s Oklahoma.

Because of his global reputation, Mr. Scorsese was uniquely placed to dispel the myths that have prevailed, she said.

“Who else is going to challenge people to challenge their own complicity in white supremacy … except for this man here? Other artists are doing that work — people listen to what this one says,” she said. “We need these allies.”

Referring to deceptions that have prevailed, Ms. Gladstone asked: “Why the hell does the world not know about these things? Our communities always have.”

FAMILIAR FACES
The film is based on the best-selling book of the same name, about a series of murders under suspicious circumstances that target the oil-wealthy Osage Nation in 1920s Oklahoma.

Killers of the Flower Moon sees Mr. Scorsese team up with two of his muses, Leonardo DiCaprio and Robert De Niro — who stars in Scorsese’s only Palme d’Or winner, 1976’s Taxi Driver.

Jesse Plemons also stars in the film, with Brendan Fraser and John Lithgow showing up in small parts.

In the film, Ms. Gladstone marries her white driver Ernest Burkhart (Leonardo DiCaprio), whose uncle is the “King of the Osage Hills” William Hale (Robert De Niro).

Hale presents himself as a friend of the oil-wealthy Osage, while instigating their murders to cash in on the deaths.

The film received a nine-minute ovation after the premiere, with Gladstone visibly tearing up as the applause continued.

WORKING WITH THE OSAGE
The director, who filmed entirely on location in Oklahoma, said the more he learnt about the Osage, the more he wanted to put into the nearly four-hour film.

“I wanted to know everything I could about the Osage, and it’s overwhelming,” he said.

“Shooting out there (in Oklahoma), there’s lots of grass — I’m a New Yorker. I was very surprised, wild horses and stuff,” said Mr. Scorsese after the premiere. “We also lived in the world with the Osage. We really miss it now,” added the director.

Mr. Scorsese was in contact with the Osage throughout the film, in which more than 44 roles were played by Osage actors, and any time it was not possible to fill the role with an Osage actor, a Native American actor was cast, according to a press release.

Chief Standing Bear, principal chief of the Osage Nation, said Mr. Scorsese had restored trust.

“My people suffered greatly. To this very day, those effects go with us. But I can say on behalf of the Osage, Scorsese and his team have restored trust and we know that trust will not be betrayed,” Chief Standing Bear told journalists in Cannes.

WELL RECIEVED
Some critics took the film to task for its length, but overall it was well-received, with the Irish Times’ headline capturing the general consensus: “Scorsese’s new epic is long and sprawling, but the great man still has it.”

The film was shown out of competition, though festival director Thierry Fremaux said that he had extended an invitation for it to enter the running for the Palme d’Or after Apple agreed to release it in theaters before streaming it.

Apple has teamed up with Paramount Pictures to release the film exclusively in theaters on Oct. 6 before streaming it — one of the preconditions of being eligible to compete at Cannes. — Reuters

Blur’s Alex James on making new album: ‘It’s exciting and emotional’

LONDON — Recording Blur’s first new album in eight years has been “exciting and emotional,” bassist Alex James says, as the band prepares for a series of gigs this summer where fans will get to hear their new tunes.

Blur, who exploded onto the British music scene in the early 1990s with hits like “Girls & Boys” and “Parklife,” surprised fans on Thursday by announcing their ninth studio album, The Ballad of Darren, would be released on July 21. First track “The Narcissist” is already out.

“What’s incredible about this record is it just does feel like we’ve just sort of picked up where we left off. It just feels really relaxed and not trying too hard and kind of evolved as well,” Mr. James told Reuters in an interview.

“It is really exciting and emotional. We’ve been rehearsing the last couple of weeks and someone will turn up late and someone else will be cross about that and I’ll be standing there, thinking ‘why am I doing this?’ and then we start playing one of the new songs and I’m crying by the end. It’s mental.”

Blur, made up of Mr. James, lead singer Damon Albarn, guitarist Graham Coxon, and drummer Dave Rowntree, released their last album The Magic Whip in 2015. Their previous record came out in 2003.

“There’s just a natural chemistry there and the four of us have this gift of just playing together for so many years,” Mr. James said.

He was speaking before the band’s gig in Colchester on Friday, the first of a series of shows in Britain and around Europe. The band will also play two major gigs at London’s Wembley Stadium in July.

“We’ve only done like 20 or 30 shows in the last sort of 20 years and we’re doing another dozen or so over this summer so I think every one’s going to be really special,” Mr. James said.

“We’re all just ready for it, actually, it feels like the time is right. We started making the record in the depths of winter, and now… we’re into summer and we’re ready to rock.” — Reuters

Government fully awards T-bills

BW FILE PHOTO

THE GOVERNMENT made a full award of the Treasury bills (T-bills) it auctioned off on Monday as rates fell across all tenors after the Bangko Sentral ng Pilipinas (BSP) lowered its inflation forecast for the year.

The Bureau of the Treasury (BTr) raised P15 billion as planned from the T-bills on Monday as the offer was more than four times oversubscribed, with total bids reaching P60.67 billion.

Broken down, the Treasury borrowed P5 billion as planned via the 91-day T-bills, with tenders reaching P14.062 billion. The average rate of the three-month paper went down by 9.70 basis points (bps) to 5.777% from the 5.874% quoted for the tenor last week, with accepted rates ranging from 5.75% to 5.8%.

The government also made a full P5-billion award of the 182-day securities as bids reached P20.08 billion. The six-month tenor was quoted at an average rate of 5.898%, down by 9.30 bps from 5.991% the previous week, with accepted rates from 5.88% to 5.918%.

Lastly, the BTr raised the programmed P5 billion from the 364-day debt papers as demand for the tenor reached P26.528 billion. The average rate of the one-year T-bill fell by 8.30 bps to 5.945% from the 6.028% fetched for the tenor last week. Accepted yields were from 5.928% to 5.95%.

At the secondary market before Monday’s auction, the 91-, 182- and 364-day T-bills were quoted at 5.823%, 5.9062%, and 5.9514%, respectively, based on PHP Bloomberg Valuation Reference Rates data provided by the Treasury.

“The Auction Committee fully awarded bids for Treasury bills (T-bills) at today’s auction. The 91-, 182-, and 364-day T-bills fetched average rates of 5.777%, 5.898% and 5.945%, respectively, all lower than the previous auction and the prevailing secondary market rates,”  the BTr said in a statement on Monday.

“The auction was four times oversubscribed, with total bids reaching P60.7 billion. With its decision, the Committee raised the full program of P15 billion for the auction,” it added.

The Treasury made a full award of its T-bill offer as rates went down amid expectations of easing inflation, a trader said in an e-mail.

“The decline in awarded rates from today’s auction are reflective of the recent lowering of local inflationary outlook from the BSP, which stands in line with participants’ expectation of a gradual decline in domestic inflation this year,” the trader said on Monday.

The BSP last week lowered its average inflation forecast for this year to 5.5% from the 6% it gave in March, still well above its 2-4% target for 2023.

Headline inflation slowed to an eight-month low of 6.6% in April. For the first four months, the consumer price index averaged 7.9%.

The central bank also trimmed its 2024 average inflation outlook to 2.8% from 2.9%.

T-bill yields went down “after recent signals of a pause in local policy rate over the near term,” Rizal Commercial Banking Corp. Chief Economist Michael L. Ricafort said in a Viber message.

The BSP last week paused its tightening cycle and signaled that borrowing costs could remain unchanged at its next two to three meetings.

The Monetary Board on Thursday kept its policy rate unchanged at 6.25%. Interest rates on the overnight deposit and lending facilities were also maintained at 5.75% and 6.75%, respectively.

This is the first time the BSP left rates untouched after nine meetings. Since it began its aggressive monetary tightening cycle in May 2022, the central bank had raised borrowing costs by 425 bps.

BSP Governor Felipe M. Medalla said after the review that they could keep their policy settings steady in the next two to three policy meetings on June 22, Aug. 17 and Sept. 21 if inflation continues to ease as expected.

“T-bill yields also eased anew week on week after US Federal Reserve Chairman Jerome H. Powell signaled a pause on Fed rates for the next rate-setting meeting in June 2023, thereby supporting a continued pause in local policy rates,” Mr. Ricafort added.

Mr. Powell said on Friday it is still unclear if US interest rates will need to rise further, as central bank officials balance uncertainty about the impact of past hikes in borrowing costs and recent bank credit tightening with the fact that inflation is proving hard to control, Reuters reported.

In carefully scripted remarks at a Fed research conference in which Mr. Powell was interviewed by a top US central bank staffer, the Fed chief reiterated that the central bank would now make decisions “meeting by meeting,” but also flagged that after a year of aggressive rate increases, officials “can afford to look at the data and the evolving outlook to make careful assessments.”

The Fed has raised borrowing costs by 500 bps since March 2022, with its target interest rate now at 5-5.25%.

On Tuesday, the BTr will auction off P25 billion in reissued seven-year Treasury bonds (T-bonds) with a remaining life of six years and 11 months.

The Treasury is looking to raise P175 billion from the domestic market this month, or P75 billion via T-bills and P100 billion via T-bonds.

The government borrows from local and foreign sources to help fund its budget deficit, which is capped at 6.1% of gross domestic product this year. — A.M.C. Sy with Reuters

Makati Commerce Tower gets LEED Platinum v4.0 certification

Makati Commerce Tower is located along Sen. Gil Puyat Avenue in the Makati central business district. — COMPANY HANDOUT

THE Makati Commerce Tower is the Philippines’ first and only LEED Platinum version 4.0 office building.

The 37-storey building, located along Sen. Gil Puyat Avenue in the Makati central business district, was developed by Empresas Diesel Development, Inc.

The Makati Commerce Tower is certified Platinum via the LEED BD+C: Core and Shell (v. 4) rating system, which is designed for projects where the developer controls the design and construction of the entire mechanical, electrical, plumbing, and fire protection system — called the core and shell — but not the design and construction of the tenant fit-out.

“Achieving LEED certification is more than just implementing sustainable practices. It represents a commitment to making the world a better place and influencing others to do better. Given the extraordinary importance of climate protection and the central role buildings play in that effort, the Makati Commerce Tower is creating a path forward through their LEED certification,” US Green Building Council President and CEO Peter Templeton said in a statement.

The Makati Commerce Tower offers 25 floors of office space, two floors for retail establishments, a dedicated food court, and eight podium and two basement parking levels, with total gross leasable area of 58,943 square meters (sq.m.).

The high-zone floors have typical floor plates of between 2,178 and 2,252 sq.m., while those in the mid-zone have 2,178 sq.m. The building is also designed to have large column-free floor plates to give occupiers more flexibility.

Among Makati Commerce Tower’s sustainable and wellness-focused features include hands-free and touchless technology solutions, a unitized glass curtain wall facade insulated with low-e coating, energy- and water-saving features, electric vehicles parking with charging points, and bicycle parking with shower facilities.

Maricris Sarino-Joson, director and head of office services — landlord representation at Colliers, said some landlords are now highlighting sustainable and wellness-focused features of their properties to attract occupiers.

“Not only will (these properties) afford commercial tenants the appropriate credentials to satisfy their ESG (environmental, social, and governance) goals, but many of them are also now attributing the growing importance of green and sustainable spaces to staff productivity, health, and overall happiness,” she said in a statement.

Epson claims market lead in ASEAN for its printers

JAPANESE electronics company Epson said it had cornered the top spot in the large format printing market across the Southeast Asian region last year on the back of surging demand.

“As graphic demand increases post-pandemic, Epson continues to see growing opportunities across the Association of Southeast Asian Nations (ASEAN) region,” Epson said in a statement on Monday.

Epson said it had secured a 10% market share for large format printers with solvent, eco-solvent, and latex ink. It also had a 43% market share for textile large-format printers, and a 19% market share for large-format graphic printers, all within the ASEAN region.

It cited figures from the International Data Corp. (IDC) Worldwide Quarterly Industrial Printer Tracker 2022 Q4.

According to Epson, its recent innovations include the latest SureColor SC-F6430/H textile printer, which allows users to print using violet and orange dye sublimation inks. The printer also features Epson’s integrated ink pack system that offers a 45% increase in ink capacity versus its predecessors.

The company also has SureColor SC-V7000 UV Flatbed Signage Printer, which uses GreenGuard Gold certified UV inks that allows quality print on materials such as wood, metal, and glass.

“Here at Epson, we are continuously innovating to provide solutions to meet our users’ every need,” Epson Southeast Asia Regional Director of Commercial and Industrial Products Tomohito Morikawa said.

“The proprietary technology built into our large format printers exemplifies our commitment to printing excellence, enabling our products to meet the demands of our customers in a vast array of printing requirements and environments,” he added.

Epson established its presence in the Philippines in 1998. It now has 77 authorized service centers, more than 200 dealers, and at least 800 shops across the country. — Revin Mikhael D. Ochave
