FILIPINO workers in Tripoli will be allowed to leave the country temporarily and return to their jobs later under certain conditions, amid a deployment ban.

The Philippine Overseas Employment Administration (POEA) in an order said a worker who came home may be allowed to return to the Libyan capital provided they have obtained a certificate of conditional exemption from the Philippine embassy in Tripoli.

“The conditional exemption will be based on humanitarian grounds as determined by the Department of Foreign Affairs,” POEA said.

These include death or sickness in the worker’s immediate family, a need to accompany and help a family member to relocate, register with a school or get medical treatment.

The Filipino worker may also have to attend urgent banking and financing transactions, file a court case or appear in court hearings, the agency said. The Philippine embassy can also determine other valid grounds for the exemption.

Last year, the Foreign Affairs department raised the alert crisis level in Tripoli and areas within the 100 kilometer radius of the capital to No. 4 or mandatory repatriation, which triggered a total deployment ban of newly hired and returning workers. — Gillian M. Cortez
