Marcos urges Congress to fast-track bills digitalizing PHL bureaucracy

PRESIDENT Ferdinand R. Marcos, Jr. on Wednesday asked lawmakers to quickly approve bills seeking to digitalize the Philippine bureaucracy.   

He made the appeal as he raised concern about the Philippinesranking in an e-government index by the United Nations, saying the country has experienced a regression.”  

Speaking at an information and communications technology summit attended by state officials and businessmen, Mr. Marcos said lawmakers should help acceleratethe approval of e-governance and e-government bills which were among the priority legislative measures he mentioned during his first address to Congress in July.  

The bills that we have asked the legislators to pass will enable us to ensure fast, transparent and efficient government service for the Filipinos,he said. “I therefore call on all our fellow servant-leaders in Congress to help accelerate the approval of these bills once again.”  

Citing a meeting with the liaison body between the executive and legislative branches, Mr. Marcos disclosed that the two measures would be consolidated into a single bill. 

The Philippines slipped 12 notches in the E-Government Development Index (EGDI) 2022, dropping to 89th spot among 193 economies.  

That is not an encouraging number,Mr. Marcos said. This assessment of our performance is, at the very least, worrying. We actually experienced a regression.”   

He said the report came even though many innovations and technologies in ICT are open and widely available.”  

The President vowed to improve the Philippine governments capacity to use information and communications technology (ICT) to deliver public services.  

Clearly, we will do better: Our ICT professionals are among the best in the field and Filipinos are among the most tech-savvy people in the world,he said. There is, essentially, nothing holding us back.”   

Mr. Marcos asked the private sector to share with the government their ICT knowledge and assets.   

It turns out that even in the sector of ICT partnerships are not a business partnership,he said. I suppose, it is a sharing of technology, its a sharing of knowledge, it is a sharing of the state-of-the-art from the private sector with the public sector.Kyle Aristophere T. Atienza 

Supreme Court working with DICT to enhance teleconference hearings

THE JUDICIARY is working closely with the Department of Information and Communications Technology (DICT) to improve its use of online platforms for court hearings and other proceedings, Supreme Court (SC) judges said on Wednesday.  

“With the use of technology, our processesand even the organizational structure of the different offices of the judiciary are being renewed,” Chief Justice Alexander G. Gesmundo told an online forum.  

Mr. Gesmundo noted that lower courts judges are given a monthly allowance of P5,000 to help cover their costs for online proceedings.   

“The advantage of video conferencing, in the long run, is that reporters can cover court hearings remotely and they do not need to attend the proceedings physically,” he added.  

SC Associate Justice Jose Midas P. Marquez told the same forum that courts across the country have conducted over a million hearings via teleconference as of Oct. 13, with 89.27% of the virtual hearings occurring without network interruptions.  

The measure to strengthen the use of online platforms for legal proceedings is part of the High Court’s Strategic Plan for Judicial Innovations for 2022-2017, which aims to fast-track case resolution and the delivery of justice.  

Mr. Marquez said another component of the plan is to translate our court documents to local dialects in the future through artificial intelligence.”

8 persons of interest in broadcaster’s murder secured by authorities

AT LEAST eight persons of interest linked to the killing of a local broadcaster are in the custody of law enforcement agencies, the country’s Justice chief said on Wednesday. 

In a livestreamed briefing, Justice Secretary Jesus Crispin C. Remulla said the individuals secured were identified by a sister of one of the alleged middlemen who contracted the killers.  

“What is important is that we have secured all these possible persons,” he said, referring to the people supposedly named by the middleman. 

Mr. Remulla noted that four individuals were with the National Bureau of Investigation (NBI), three with the police, and one with the military but will be transferred to the NBI.  

The dead middleman’s cousin, two sisters, and another middleman are part of the list, he added.  

Mr. Remulla also said the sister’s mobile phone is already with the Department of Justice (DoJ) for examination on possible leads.   

The woman earlier told Senator Raffy T. Tulfo on his radio program that her brother contacted her before his death saying three individuals may kill him in the national penitentiary.  

Last week, the supposed gunman in the murder of radio broadcaster Percival Mabasa surrendered to authorities and claimed he had been hired by someone inside the national penitentiary. He and three other accomplices, who are currently at large, supposedly got paid P550,000.  

His YouTube Channel, which had over 200,000 subscribers showed he had been critical of former President Rodrigo R. Duterte and the policies of some sitting officials.  

“We cannot speculate who the mastermind is. It is unfair to speculate,” said Mr. Remulla. “We will look at all angles and we will continue our coordination with the National Bureau of Investigation and local police about the case.”  

President Ferdinand R. Marcos told a news briefing on Wednesday that he had doubts about the sudden death of one of the alleged middlemen in the case. 

“I am not satisfied that it was natural causes,” said the President. “So I told authorities to look into this carefully, because there are ways to kill a person that do not show up in the medico-legal.”  

Mr. Marcos had suspended Bureau of Corrections (BuCor) Director General Gerald Q. Bantag after the middleman’s death.  

National police chief Rodolfo S. Azurin earlier said that he had suspicions about the death of the middleman.  

The NBI’s initial autopsy report showed that the man had “no signs of external injury.” 

A second autopsy report is expected to be released by forensics expert Raquel B. del Rosario-Fortun on Friday, Mr. Remulla noted.  

BUCOR PROBE
Meanwhile, Senator Rafael RaffyT. Tulfo urged the Justice department to probe BuCor personnel and offices as a step towards preventing the smuggling of banned items into the national penitentiary.   

He said contraband items such as mobile phones are the root cause of many crimes involving inmates,so stricter security measures must be implemented.    

Apart from conducting regular searches in the inmates’ cells, regular searches should also be conducted in the offices of the BuCor staff because contraband, such as cellphones and drugs, cannot be brought into Bilibid without the collusion of the staff and its inmates,” he said in Filipino in a statement on Wednesday.  

“A lifestyle check should also be conducted on the agency’s staff to stop widespread corruption within the prison,he added.  

DoJ Spokesperson Jose Dominic MicoClavano IV acknowledged over Mr. Tulfos radio program that smuggling of contrabands remains rampant, and agreed to the senators recommendation for an investigation.  

The Justice chief said at the briefing that he has advised BuCor Officer-in-Charge Gregorio Pio P. Catapang to use K9 units to help prevent the entry of mobile phones in the penitentiary.  

Another lawmaker on Wednesday sought government protection for family members of the murdered local broadcaster who have been receiving death threats.

Marcos says retired police chief tasked to fix Health dep’t functions

PHILIPPINE President Ferdinand R. Marcos, Jr. on Wednesday defended his decision to designate a retired police official to the Department of Health (DoH), saying the new appointee will focus on administrative tasks.   

Its not health issues that he has to look at thats why he doesnt have to be a doctor. Hes going to look at the function of the DoH,Mr. Marcos said, referring to former Philippine National Police chief Camilo P. Cascolan, who is now an undersecretary of the department.   

We talked about rightsizing. We talked about structural changes. We need somebody to examine what has been going onwhat works, what doesnt work, what can be fixed,he said. That will be his function, special concerns.”  

Mr. Marcos’ predecessor, former President Rodrigo R. Duterte, had been criticized for the supposed militarized pandemic response of his government. Mr. Duterte had appointed former military officials to key government posts.   

Mr. Marcos, 65, has yet to appoint a secretary for the Health agency, even as the country faces threats from Omicron XBB subvariant and XBC variant, which is said to be a recombinant of the Delta and BA.2 variants.  

The President, meanwhile, said the public may have misunderstood his decision to appoint his godson Paul D. Soriano as creative communications adviser. Mr. Soriano directed a political ad promoting Mr. Marcos during the presidential campaign.  

“He’s there to find ways to promote the creative industry because that’s where he came from,” the President said. “That’s part of tourism. We brag to the world how Filipinos excel in singing, good in acting, good in making films, etcetera.”   

We have to project that to the rest of the world,he added. That’s the job of Paul.”  

After receiving public backlash over the appointment of Mr. Soriano, the Palace issued a statement clarifying that the Presidents godson, whose father and First Lady Liza Araneta-Marcos are first cousins, had agreed to get one peso as his yearly salary.  

Also on Wednesday, Malacañang announced that Jose Arturo M. Tugade, son of ex-Transport secretary Arthur P. Tugade, has been appointed as acting general manager and chief executive officer of the Manila International Airport Authority, which manages the Philippines’ main gateway, the Ninoy Aquino International Airport. Gabriela denounces arrest of another labor organizer

GABRIELA Womens Party-list denounced the recent arrest of labor organizer Benjamin BanjoCordero, saying the current government under President Ferdinand R. Marcos, Jr. is continuing the past administrations repression of political critics.   

(We) strongly denounce the arrest of labor organizer Benjamin “Banjo” Cordero last night at around 11:40 pm based on a trumped-up case of frustrated homicide,the party-list said in a statement.   

(It indicates) a continuing crackdown on activists and dissenters under the Marcos Jr. regime and a deja vu of the Halloween raidsstaged by the previous regime in 2019. 

Mr. Cordero was arrested at his residence by non-uniformed police and brought to Batasan Police Station 6, in an unofficial vehicle, according to Gabriela.  

Mr. Corderos legal counsel said he did not receive a copy of the complaint affidavit prior to his arrest.  

In August, former Gabriela Party-list vice president for Mindanao Atheliana Hijos was also arrested despite her old age and illnesses.   

Workersright activists Kara Taggaoa and Larry Valbuena were arrested in Quezon City earlier this month, but were released on bail.   

This string of arrests unmasks the monstrous and fascist agenda behind the Marcos Jr. regime’s rhetoric of unity — silencing and terrorizing critics who are only pushing for urgent economic relief amid nonstop price hikes and massive job losses,Gabriela said.   

Progressive group Bayan Muna Executive Vice-President Carlos Isagani T. Zarate said the apparent increase in attacks against critics of government policies should not discourage those putting up a fight for good governance.

FIL-AUSSIE banger Cade Flores isn’t called “Mr. Double-double” by his Arellano University teammate for nothing.

Living up to his reputation, Mr. Flores muscled his way to a performance that he regularly does in regular games or practice and powered the Chiefs to a 77-63 win over the Lyceum of the Philippines U (LPU) Pirates yesterday in NCAA Season 98 at the Filoil EcoOil Centre.

The 6’4 former Far Eastern U second teamer went about like its another day at the office as he had 23 points, 12 rebounds, a season-high seven steals and a block while turning the ball not even once to help AU stay in the Final Four race with a 5-6 record.

“We just want to get out of that losing rut,” said Mr. Flores.

Mr. Flores said it also helped that they found a way to solve the LPU trapping puzzle.

“We had a lot of defensive changes and trainings before this game working on the press break because as well know, they (LPU) are great in pressing teams,” he said. “It feels good but you want to keep this run going,” he added.

AU coach Cholo Martin, however, stressed Mr. Flores couldn’t do it alone.

Good thing Mr. Flores got help from Axel Doromal, who scattered 18 points on top of five rebounds and the same number of dimes.

“We can’t win if Cade (Flores) is the only one doing the work. We have to have everyone on the same page,” said Mr. Martin.

Arcilla books slot in round-of-eight of PCA Open Tennis Championship

FAVORITE Johnny Arcilla continued to live up to his top biling as he breezed past Norman Enriquez, 6-0, 6-2, yesterday barge into the quarterfinals and move closer to extending his title reign in the 39th PCA Open Tennis Championships at its Plaza Dilao, Paco indoor court.

Mr. Arcilla needed just a little more than an hour to dispatch Mr. Enriquez and book a spot in the round-of-eight where he clashes with either John Sonsona or a comebacking former PCA champion Joseph Victorino.

If he does, he will inch closer and closer to a 10th championship, the most in this annual tournament bankrolled by Smart/PLDT, official ball Dunlop, Manila councilor Jong Isip, San Jose Salt, W. L. Food Products, Palawan Pawnshop and Pagcor.

“I’m taking it a day at a time,” said the 42-year-old many-time Davis Cupper and two-time Southeast Asian Games gold medalist.

PSG thrashes Maccabi 7-2 on braces of Messi, Mbappe

PARIS — Paris Saint-Germain’s (PSG) Lionel Messi and Kylian Mbappe both scored twice, with Neymar also on target, as the French club’s fearsome attack tore apart Maccabi Haifa in a 7-2 win to send them into the last 16 of the Champions League on Tuesday.

The irrepressible trio were simply too much for Maccabi to handle although the Israeli side showed plenty of spirit in the Group H clash, with Abdoulaye Seck scoring twice.

PSG’s romp means with one game remaining against already-eliminated Juventus they top the standings on goal difference from Benfica with 11 points.

Despite their heavy defeat, Maccabi remain level on three points with Juve and will go into their last game at home against Benfica still hopeful of sealing a Europa League spot.

Christophe Galtier’s side took a while to find their attacking rhythm but once they clicked they were devastating as they threatened to surpass their 7-1 rout of Celtic in 2017.

“The 4-3-3 system meant the front three could be a little higher up the pitch and they had a little more freedom in their movements thanks to the work of the midfield,” Mr. Galtier said. “It’s a privilege to have those players and to see them play like that, for each other”.

Mr. Messi started things off in the 19th minute with a sumptuous opening goal scored with the outside of his left foot after being played in by Mr. Mbappe on the left side of the area.

Mr. Mbappe’s opener was just as silky, the French forward bending a right-footer in the 32nd minute past Maccabi goalkeeper Joshua Cohen who could not be faulted for any of PSG’s goals.

It began to turn ugly for Maccabi three minutes later when Mr. Mbappe and Mr. Messi combined to play in Neymar and the Brazilian’s shot went in on off the post.

PSG switched off defensively to allow an unmarked Seck to head in from Omer Atzili’s free kick but Messi then swapped passes with Neymar before dropping his shoulder and belting a left-footed shot low into the corner to make it 4-1 at halftime.

It took Mr. Messi’s Champions League total to 129, 12 behind the record of Manchester United’s Cristiano Ronaldo.

Maccabi actually bossed the opening 10 minutes of the second half and when PSG made a hash of clearing a corner, Seck looped a header over Gianluigi Donnarumma and into the net.

The visiting fans celebrated joyously but PSG then moved through the gears to run riot.

In the 64th minute Mr. Mbappe was picked out by a diagonal pass from Achraf Hakimi and he took a deft touch before picking out the far corner. As Maccabi finally lost heart Neymar’s dribble and low cross ended with Sean Goldberg netting an own goal.

Mr. Messi, who was denied a record ninth Champions League hat-trick by the crossbar, then set up Carlos Soler to wrap up the scoring with a low shot. — Reuters

Benfica end Juve’s Champions League hopes in seven-goal thriller

LISBON — Benfica’s Rafa Silva scored two superb goals as they edged Juventus (Juve) 4-3 in a thriller at Estadio da Luz on Tuesday to seal a place in the knockout stages of the Champions League and end the Italian club’s chances in this year’s competition.

Benfica have 11 points from five games, the same as Group H leaders Paris St Germain (PSG), while Juve’s three points leaves them to focus on winning a place in the Europe League, something they can secure on the final matchday when they host PSG.

The home side are now unbeaten in 20 games in all competitions this season and it is easy to see why as they were inventive with the ball and might have been out of sight at halftime before a late Juve rally meant a nervous finish.

As it was, it is the first time in Juve’s history they have conceded three first half goals in the Champions League and the first time since 2013-14 they have failed to get out of their group.

“It was a typical Champions League match, we knew we were playing against a great team,” Benfica goalscorer Joao Mario told Mediaset.

“Our game was beautiful until the 70th minute, then Juve have a lot of quality and put us in difficulty.

“We know that there is a long way to go, the season has just begun. We must continue like this, keep the right mindset and always work hard.”

Teenager Antonio Silva scored his first Benfica goal to give the home side the lead after 17 minutes, but Juventus drew level when Moise Kean bundled the ball home four minutes later.

Benfica were back in front thanks to a controversial penalty that was converted by Joao Mario before Rafa Silva appeared to make the points safe with two sublime finishes, either side of the break, that perfectly illustrated his technique and guile.

But the visitors pulled a goal back late on through Arkadiusz Milik after he was set up by young English winger Samuel Iling, and the latter was key again in creating a chance for Weston McKennie to score Juve’s third.

That saw a tense finish on a night when Benfica looked as though they would humiliate their visitors but had to hold on as Rafa Silva missed out on a hat-trick by hitting the post.

Naji Marshall added 15 points, CJ McCollum had 14 points and 11 assists, Devonte’ Graham scored 14 points, Jose Alvarado and Jonas Valanciunas had 13 each and rookie Dyson Daniels and Larry Nance, Jr. added 11 apiece.

The Pelicans played without starters Brandon Ingram (concussion), Zion Williamson (bruised hip) and Herbert Jones (knee).

Luka Doncic led the Mavericks with 37 points and 11 rebounds but missed a potential game-winning 3-pointer at the buzzer. Spencer Dinwiddie scored 24 points and Christian Wood added 23.

The Mavericks, who hadn’t led since the score was 2-1, scored the first six points of the third quarter to grab a 70-66 lead.

Mr. Murphy’s 3-pointer pulled the Pelicans even at 73 and the score was tied again at 76 before New Orleans scored six straight points.

The Pelicans led by six points twice more before Dallas scored the last eight points to take an 89-87 lead at the end of the third quarter.

The Mavericks scored the first five points of the fourth quarter, but New Orleans scored the next four.

Mr. Wood answered with a 3-pointer before the Pelicans regained the lead, 98-97, as Mr. McCollum scored five straight.

Mr. Graham made two 3-pointers and Mr. Murphy made one as New Orleans took a 109-102 lead.

Dallas’ Maxi Kleber scored the next five points before Mr. Nance’s dunk and Mr. Graham’s free throw gave the Pelicans a five-point lead with 1:35 left.

Mr. Doncic scored on back-to-back layups to pull Dallas within 112-111 with four seconds remaining.

Mr. Graham made one of two free throws, leaving the Mavericks with 2.9 seconds to try to tie or win.

Mr. Alvarado and Mr. Valanciunas scored nine points each as the Pelicans took a 40-31 lead at the end of the first quarter.

The Pelicans scored the first seven points of the second quarter to take their biggest lead of the half before Mr. Doncic helped Dallas get within 66-64 at halftime. — Reuters
