QC forms committee to better manage local government-owned real estate, tax delinquent properties

THE QUEZON City government has set up a multi-department committee to oversee the management of its real estate properties, lead activities relating to the acquisition of sites for public projects, and the forfeiture of real properties that are tax delinquent. The Real Estate Management and Coordinating and Monitoring Committee (REMCMC), created through Mayor Herbert M. Bautista’s Executive Order (EO) 9-2018, is headed by the city administrator. “There is a need to clearly identify the necessary and primary activities and tasks for the effective and efficient control and management of the real properties owned by the City Government to ensure that the concerned departments and offices properly and timely undertake their mandated functions, duties, and responsibilities,” the EO reads. In a statement, the QC government said the REMCMC will also be in charge of “establishing possession and control of real properties owned by the city and exercising dominion over the same,” and utilization and disposition of properties for revenue generation and other public purposes.

Renovated Tubigon Port in Bohol opens

THE RENOVATED Tubigon Port in Bohol, the main stop for sea transport to and from Cebu, started operations last Jan. 5 and is seen to further boost tourism in the island province. The port, which suffered major damage from the Oct. 2013 earthquake that struck the island, is now bigger with a “capacity to accommodate up to 28 ships including larger vessels, nearly thrice its previous capacity of 10 ships,” according to the Department of Transportation (DoTr). It also now has three roll on-roll off wharfs for landing craft tanks and barges.

1 suspect in Cotabato City blast surrenders to police

ONE OF the two suspects in the Dec. 31 bombing at a mall in Cotabato City is now under police custody after turning himself in. Police Regional Office 12 Chief Supt. Eliseo T. Rasco said on Tuesday that suspect Salipudin Pasandalan was accompanied by his relatives when he surrendered to the Cotabato City Police Station on Sunday night. Mr. Rasco said the 56-year-old Pasandalan, who is being assisted by two lawyers, decided to surrender after he saw his face on television being reported as one of the suspects caught on CCTV. “Ongoing ‘yung ating (our) investigation,” he said at a press briefing in Camp Crame, adding that he has already directed the special investigation task group (SITG) on the incident to prepare the filing of charges. With his legal backing, the police are not expecting Mr. Pasandalan to give information. “He is assisted by two lawyers right now, so hindi na sya talaga magsasalita (he won’t be saying anything),” Mr. Rasco said. Azkals show they belong in Asian Cup

THE Philippine men’s national football team made history on Monday night as it played in its first-ever AFC Asian Cup game. And it gallantly performed well, hanging on to just a 1-0 defeat against tournament favorite Korea Republic when many thought they would be beaten black and blue.
Coming out with much spirit and verve particularly on the defensive end, the Philippine Azkals made it difficult for the 2015 Asian Cup runners-up Taeguk Warriors throughout the match to make a good account of themselves in their opener in the prestigious continental football spectacle.
Philippine goalkeeper Michael Falkesgaard was solid in his goal-manning duties in the opening half, standing his ground against a ferocious attack from the Koreans.
Complementing the goalkeeper’s performance were forwards Javier Patino and Patrick Reichelt, who provided scoring opportunities for the Azkals with their counter-attacks.
The Koreans though would beat the Philippine side to the first goal as Hwang Ui-Jo found the bottom of the net in the 67th minute.
The goal came after Hwang Hee-Chan’s back pass found Mr. Ui-Jo from close range with the latter making sure to connect after.
The Azkals tried to get back the point the rest of the way even as the Koreans attempted to add on their lead.
But the count would stay as is as the match hit full time and into the three-minute added time, handing the victory to Korea Republic and the full three points that went with it.
Despite the defeat, the Azkals were still high on their maiden showing, underscoring the gallant stand they put up showed that they belong in the Asian Cup and that they are in the tournament not to be just willing preys.
“We have a good team. This is our first time in the tournament and we came here not just to be part of it but we want to go through,” said Azkals defender Luke Woodland following their tightly fought match against the Koreans.
“I think we showed in today’s game how good the team is. We were up against a strong team, one of the contenders in the tournament, and we did well against them. We are looking forward to our next two games and we are out to shock people,” he added.
The Philippines’ next match is on Friday, Jan. 11, against China, which defeated Krygyzstan, 2-1, in their opener also on Monday.
In the Asian Cup, tournament format calls for the top two teams in each of the six groupings at the end of group play advancing to the next round, to be joined by the four best third-place teams.
CHINA’S LIPPI UNHAPPY AS THEY SCRAPE OPENING ASIAN CUP WIN
China’s manager Marcello Lippi questioned the attitude of his team after they came from behind to scrape a 2-1 victory over Kyrgyzstan thanks to an own goal and Yu Dabao’s late strike in their Asian Cup opener on Monday.
Kyrgyzstan goalkeeper Pavel Matiash pushed the ball into his own net five minutes into the second half to cancel out Akhlidin Israilov’s first-half opener before Yu secured the points for China with a calm finish 12 minutes from time.
With South Korea winning 1-0 against a defiant Philippines, who like Kyrgyzstan are tournament debutants, with a goal by Hwang Ui-jo, the east Asian nations are the Group C pacesetters but Lippi was not happy with China’s performance.
“I’ve been in China for two years now and it’s not the first time (we’ve been) in this situation,” Lippi said of his side’s disjointed display in the opening period.
“There were a few times when the team couldn’t play well in the first half and then, after I got angry and I pushed my players, I got the reaction I wanted from the first minute.
“Maybe it’s the characteristics of the players from China.”
Lippi’s side were outplayed in the first half by the Central Asian side and it came as little surprise when Israilov put Kyrgyzstan in front three minutes before the break with a volley from the edge of the area.
Matiash’s horrendous mistake, however, gifted the Chinese an equalizer when he palmed a seemingly harmless looping header from Zhang Linpeng into his own goal.
The goal lifted the Chinese and Beijing Guoan’s Yu slotted home late on to give Lippi’s team a winning start to the continental championship.
KOREA TESTED
South Korea are attempting to win the title for the first time since 1960, although they were made to work for the three points by Sven-Goran Eriksson’s Philippines.
The Azkals defended resolutely but could not stop Hwang’s 67th minute strike as the Gamba Osaka forward took one touch to control Hwang Hee-chan’s cut-back before smashing the ball into the roof of the net.
Later on Monday, Carlos Queiroz’s Iran thrashed Yemen, another tournament debutant, 5-0 in Group D.
Mehdi Taremi scored twice in the first half, either side of a free kick from Ashkan Dejagah, as the three-time champions justified their status among the favourites.
Taremi gave Iran the lead with 12 minutes on the clock when he stole in to convert from close range after goalkeeper Saoud Al Sowadi spilled Sardar Azmoun’s long-range attempt.
Dejagah added the second 11 minutes later when his free kick came back off the post and crossed the line via the back of Al Sowadi’s head and Taremi made it 3-0 in the 25th with a header.
Azmoun hit Iran’s fourth from close range nine minutes into the second half and Saman Ghoddos added the fifth from just outside the penalty area in the 78th. — with reports from Reuters

Columbian rookie Calvo raring to prove self with the big boys

WHILE much attention is being channelled to his rookie teammate and top pick CJ Perez in the run-up to Season 44 of the Philippine Basketball Association, incoming freshman JP Calvo is going about his business as he tries to find his place under the PBA sun and prove he belongs to play with the big boys.
Selected 11th overall in last year’s rookie draft by the Columbian Dyip, former Letran standout Calvo was one of the rookies signed by Columbian to a PBA contract, along with Mr. Perez and big man Jeepy Faundo, and set to embark on his league journey later week as the PBA opens its new season on Jan. 13 with the Philippine Cup.
Mr. Calvo said he is viewing the opportunity given to him with so much significance and that he cannot wait to get it started.
“Definitely this is a dream come true for me. Ever since I was a kid I always wanted to play in the PBA and now I’m here. I cannot describe how I fell. I’m just so excited to play in the professional league,” said Mr. Calvo in the vernacular as he gears up for the challenges that lie ahead for him in the PBA.
The 5’7” Calvo went on to say that he is determined to repay the confidence that Columbian has given him, vowing to give his all each time he takes the floor.
Being one of the smaller point guards in the league, the 21-year-old Calvo said he does not see it as too much of a disadvantage as he looks to compensate for it through hard work and a go-getting mindset.
“Even if I’m one of the smaller guards it does not define me as a player. I will work hard to achieve success in the PBA,” he said.
As to the physicality in the professional league, Mr. Calvo said he welcomes it and admitted it is something he is preparing for.
“I’m excited for it. I know entering the PBA that things will be tough, and rough. I’m preparing myself for it,” he said.
To accommodate Mr. Calvo as well as the team’s other rookies, Columbian has decided to unload some players, including the likes of Dylan Ababou, Carlo Lastimosa, and Dan Sara, which would allow the newbies greater chance to showcase what they can do, something Mr. Calvo expressed readiness for.
“I’m ready for whatever is asked of me. Of course, there is pressure but I’m not allowing it to get the better of me and how I play. I’m just going to try to play my game and help the team in every way I can,” Mr. Calvo said.
As Mr. Calvo begins his PBA journey, he will have a familiar face to turn to on the sidelines as his collegiate coach in Letran Jeff Napa is part of the Columbian coaching staff as one of the deputies of head coach John Cardel.
Last season in the PBA, the Dyip compiled a dismal record of 6-27 (.181).

NBA China Games will see Los Angeles Lakers, Brooklyn Nets in two preseason games

THE Los Angeles Lakers and Brooklyn Nets are booked for two preseason games in China later this year, the National Basketball Association had announced.
Part of the NBA China Games 2019 Presented by Vivo, the 13th staging of the event, the Lakers and Nets will face each other on Oct. 10 in Shanghai and on Oct. 12 in Shenzhen.
The games will mark the Lakers’ second trip to China following their visit in 2013, when they played two preseason games in Beijing and Shanghai. The Nets will be playing in China for the third time after playing in Beijing and Guangzhou in 2010, and in Beijing and Shanghai in 2014.
The NBA China Games 2019 will be the NBA’s 27th and 28th games in China, with 17 NBA teams having played games in Beijing, Guangzhou, Macao, Shanghai, Shenzhen and Taipei since 2004.
In the twin events, the NBA is expected to line up a series of activities, including the eighth annual NBA Fan Day Presented by Dongfeng Nissan in Shanghai, which will provide thousands of fans the opportunity to enjoy a performance by Chinese celebrities and watch the Lakers and the Nets participate in on-court drills.
“We would like to extend our warmest welcome to the Los Angeles Lakers and Brooklyn Nets as we celebrate the 27th and 28th NBA games in China. These games are the pillars of our efforts to bring authentic NBA action to our Chinese fans. I want to thank the cities of Shanghai and Shenzhen for their support and commitment to help us grow the game and promote an active and healthy lifestyle in China,” said NBA China Chief Executive Officer Derek Chang in a statement.
For players of the Lakers and the Nets, participating in the NBA China Games is something they are excited about.
“The entire Los Angeles Lakers organization is excited to return to China to play in front of the passionate Chinese fans. During my visit to China, I was absolutely amazed by the fans’ love and excitement for the game of basketball. We would like to thank you in advance for coming out to support us in Shanghai and Shenzhen and I know the atmosphere at the games will be great,” said Los Angeles forward Kyle Kuzma.
“It’s an honor to help celebrate basketball’s growth abroad, and represent Brooklyn and the League on an international stage. Australia’s Socceroos must find way to break down defenses at Asian Cup

AL AIN — Australia must adapt to the defensive style of their Asian Cup opponents as they prepare for a Palestine side who could prove as troubling as Jordan were in their opener, Socceroos assistant coach Rene Meulensteen has said.
Defending champions Australia suffered a surprising 1-0 loss to Jordan in their opening match in Al Ain on Sunday, dominating for long spells but unable to cancel out Anas Bani Yaseen’s 26th minute header in the Group B clash at Hazza bin Zayed Stadium.
The Socceroos, who won the 2015 tile on home soil, face Palestine on Friday in Dubai and Meulensteen said their opponents were likely to set up the same way as Jordan.
“We can expect the same thing from Palestine,” said the Dutchman. “It’ll be a very defensive setup. This is a team that sets themselves up with everyone behind the ball.
“We will have a lot of the ball and the most important thing for us is to use it well, to be patient, to keep the quality, to keep the speed of play and eventually open them up.
“It’s about constant movement of the ball and players, dragging them in, dragging them out … and be clinical when the opportunities present themselves.”
The Socceroos underwent an overhaul in tactics under new coach Graham Arnold following their group stage exit at last year’s World Cup and are more aggressive, pressing higher up the pitch and more attack minded.
They had scored 13 goals, and conceded just one, in four friendlies against Asian opposition since Arnold took over, therefore few saw the defeat to Jordan coming.
“We’re obviously disappointed to come away with a loss. But if you look at it, we dominated the game,” Meulensteen said. “It’s important that we don’t dwell on this. I think we’re very confident that we can bounce back from this for sure.”
The top-two sides in each of the six groups qualify for the second round with the four best third-placed teams also advancing to the knockout stage.
Australia are currently last in the group after Palestine and Syria drew 0-0 on Sunday.

Lakers mash Mavs in 3rd quarter for comeback win

LOS ANGELES — The Los Angeles Lakers put together a dominant third quarter to rally from a 15-point deficit and defeat the host Dallas Mavericks 107-97 Monday night.
Brandon Ingram scored a season-high 29 points, Lonzo Ball had 21 and Michael Beasley, with 13 points, was key contributor in a third quarter the Lakers won 32-13. Los Angeles earned just its second victory in seven games playing without injured star LeBron James.
Playing on the second night of a back-to-back, and coming off an embarrassing blowout loss at Minnesota on Sunday, the Lakers were down 11-3 early and shot poorly throughout the first half.
However, they emerged from the locker room with newfound energy and flipped a 67-54 halftime deficit into an 86-80 lead they would not relinquish.
At the end of three quarters, the Lakers, who shot 38.2 percent from the floor in the first half compared to Dallas’ 59.5 percent, held a 32-5 edge in fastbreak points.
Two JaVale McGee dunks and then a beautiful Ingram drive and layup to make it 106-97 with 1:03 to go, sealing Los Angeles’ third consecutive win over Dallas this season.
Mavs rookie Luka Doncic finished with a team-high 27 points and grabbed eight rebounds. No other Mavs player had more than 11 points, with Dennis Smith Jr., J.J. Barea and Harrison Barnes all hitting that mark. DeAndre Jordan had 10 points and 19 rebounds.
After shooting a hair under 60 percent in the first half, Dallas finished the game at 41.9 percent and was just 8 of 30 from beyond the arc. The Mavericks fell to 15-4 at home.
Down 67-52, the Lakers started their improbable comeback with Josh Hart’s floater that swished through at the halftime buzzer. Dallas then opened the third quarter with consecutive turnovers, and Lakers forward Kyle Kuzma, who returned to the lineup and scored 13 points, drained a pair of 3-pointers to start the run.
Kuzma missed the previous two games due to a back injury.
The Lakers grabbed their first lead of the game on a Lonzo Ball layup with 1:12 left in the third quarter for an 82-80 lead and quickly made it 94-82 with 9:15 to go in the fourth.

Cybersecurity: The year in review, the year ahead

In 2018, police arrested a number of well-known cybercrime group members responsible for infamous attacks on dozens, if not hundreds of companies and financial institutions around the world.
Unfortunately, the arrest of group members including the leader of Carbanak, did not lead to a complete halt in activities – in fact, it seemingly started the process of splitting the groups into smaller cells.

The most active actor of 2018 was Lazarus. This group is gradually expanding its arsenal of tools and looking for new targets. The area of interest today includes banks, fintech companies, crypto-exchanges, PoS (point-of-sale) terminals, ATMs, and in terms of geography, we have recorded infection attempts in dozens of countries, most of which are located in Asia, Africa and Latin America.

Before giving our forecasts for 2019, let’s see how accurate our forecasts for 2018 turned out to be:

  1. Attacks made through the underlying blockchain technologies of financial systems implemented by the financial institutions themselves – This did not happen in the financial field, but was seen in the online casino sector.
  2. More supply chain attacks in the financial world – Yes.
  3. Attacks on mass media (in general, including Twitter accounts, Facebook pages, telegram channels and more) including hacks and manipulation for getting financial profit through stock/crypto exchange trade – Yes.
  4. ATM malware automation – Yes. For example, there are malicious programs that immediately give money to attackers.
  5. More attacks on crypto exchange platforms – Yes.
  6. A spike in traditional card fraud due to the huge data breaches that happened in the previous year – No.
  7. More nation-state sponsored attacks against financial organizations – Yes.
  8. The inclusion of fintechs and mobile-only users in attacks: a fall in the number of traditional PC-oriented internet banking Trojans, with novice mobile banking users becoming the new prime target for criminals – Yes. In particular, some banking Trojans stopped attacking users of online banking on PCs, while the number of Trojans attacking users of mobile devices has more than doubled over the past year.

 

Predictions for 2019

 

The emergence of new groups due to the fragmentation of groups like Cobalt and Fin7

The arrest of leaders and separate members of major cybercrime groups has not stopped these groups from attacking financial institutions. Next year, we will most likely see the fragmentation of these groups and the creation of new ones by former members, which will lead to the intensification of attacks and the expansion of the geography of potential victims.

At the same time, local groups will expand their activities, increasing quality and scale. It is reasonable to assume that some members of the regional groups may contact former members of the Fin7 or Cobalt group to facilitate access to regional targets and gain new tools with which they can carry out attacks.

The first attacks through the theft and use of biometric data

Biometric systems for user identification and authentication are being gradually implemented by various financial institutions, and several major leaks of biometric data have already occurred. These two facts lay the foundation for the first POC (proof-of-concept) attacks on financial services using leaked biometric data.

The emergence of new local groups attacking financial institutions in the Indo-Pakistan region, South-East Asia, and Central Europe

The activity of cybercriminals in these regions is constantly growing. The immaturity of protective solutions in the financial sector and the rapid spread of various electronic means of payment among the population and companies in these regions are contributing to this. Now, all the prerequisites exist for the emergence of a new center for financial threats in Asia, in addition to the three already in Latin America, Korean Peninsula, and the ex-USSR.

Continuation of the supply-chain attacks: Attacks on small companies that provide their services to financial institutions around the world.

Attacks on software providers have proven effective and allowed attackers to gain access to several major targets. Small companies (that supply specialized financial services for the larger players) will be jeopardized first, such as the suppliers of money transfer systems, banks, and exchanges.

Traditional cybercrime will focus on the easiest targets and bypass anti-fraud solutions. Replacement of PoS (point-of-sale) attacks with attacks on systems accepting online payments

Next year, in terms of threats to ordinary users and stores, those who use cards without chips and do not use two-factor authorization of transactions will be the most at risk. The malicious community has focused on some simple goals that are easy to monetize. However, this does not mean that they do not use any complex techniques. For example, to bypass anti-fraud systems, they copy all computer and browser system settings.
On the other hand, this cybercriminal behavior will mean that the number of attacks on PoS terminals will decrease, and they will move towards attacks on online payment platforms instead.

The cybersecurity systems of financial institutions will be bypassed using physical devices connected to the internal network

Due to the lack of physical security and the lack of control over connected devices in many networks, cybercriminals will more actively exploit situations where a computer or mini-board can be installed, specifically configured to steal data from the network and transfer the information using 4G/LTE modems.

Attacks like this will provide cybergangs with an opportunity to access various data, including information about the customers of financial institutions, as well as the network infrastructure of financial institutions.

Attacks on mobile banking for business users

Mobile applications for business are gaining popularity, which is likely to lead to the first attacks on their users. There are enough tools for this, and the possible losses that businesses incur are much higher than the losses incurred when individuals are attacked. The most likely attack vectors are attacks at the Web API level and through the supply chain.

Advanced social engineering campaigns targeting operators, secretaries and other internal employees in charge of wires: result of data leaks

Social engineering is particularly popular in some regions, for example Latin America. Cybercriminals keep targeting specific people in companies and financial institutions to make them wire big sums of money. Due to high amount of data leakages previous years this type of attacks becomes more effective, since criminals are able to use leaked internal information about targeted organization to make their messages look absolutely legit.
The main idea remains the same: They make these targets believe that the financial request has come from business partners or directors. Like “simswaps”, these techniques use zero malware, but demonstrate how targeted social engineering gets results and will become more powerful in 2019.

Popovich ties for 3rd on wins list

LOS ANGELES — DeMar DeRozan had 26 points, nine assists and seven rebounds and Gregg Popovich continued his climb up the NBA’s career wins list as the visiting San Antonio Spurs defeated the Detroit Pistons 119-107 on Monday.
Popovich earned the 1,221st victory of his career, tying him with Jerry Sloan for third on the NBA’s all-time list among coaches. The 23rd-year Spurs coach trails only Don Nelson (1,335) and Lenny Wilkens (1,332).
San Antonio dominated the last three quarters after falling behind early. Just as they did against the Utah Jazz on Saturday, the Pistons got off to a good start, jumping out to a 21-9 lead with 4:55 remaining in the first quarter.
LaMarcus Aldridge scored 25 points on 9-of-12 shooting for the Spurs, who have won five straight and six of their last seven. Blake Griffin had 34 points and eight assists, and Andre Drummond had 19 points and 14 rebounds in defeat for the Pistons, who have lost five of six.
ROCKETS 125, NUGGETS 113
James Harden produced another sparkling double-double but this time received plenty of help as Houston extended its home-court winning streak to 10 games with a victory over Western Conference-leading Denver.
Harden paired 32 points with 14 assists. The Rockets also received a career-high 31 points from center Clint Capela (plus nine rebounds) and 21 points apiece from P.J. Tucker and Gerald Green. The Rockets bounced back after having their six-game win streak end Saturday against the Trail Blazers.
Houston finished 22 of 47 from behind the arc to outflank the Nuggets, who had a five-game winning streak snapped and lost to the Rockets for the second time this season. Nikola Jokic paced Denver with 24 points and 13 rebounds. — Reuters
