PHILIPPINE NAVY Vice Admiral Ronald Joseph S. Mercado was relieved from his post as the Philippine Navy Flag Officer-in-Command on Tuesday. Mr. Mercado, who assumed leadership in Nov. 2016, was supposed to retire in March 2018. Rear Admiral Robert A. Empedrad has taken over command of the navy.
