Raptors East Champions

TORONTO — Kawhi Leonard scored 27 points, grabbed 17 rebounds and added seven assists, and the Toronto Raptors rallied past the Milwaukee Bucks 100-94 to advance to the NBA Finals for the first time in franchise history.

The Raptors won the best-of-seven series 4-2 and will open the Finals on Thursday night in Toronto against the Golden State Warriors.

Pascal Siakam added 18 points, Kyle Lowry had 17 and Fred VanVleet scored 14 for the Raptors.

Giannis Antetokounmpo had 21 points and 11 rebounds for the Bucks. Brook Lopez added 18 points with nine rebounds and three blocks, Khris Middleton had 14 points, Ersan Ilyasova 13, and Malcolm Brogdon and George Hill 10 each.

The Bucks led by as many as 15 points in the third quarter, but the lead had dwindled to five entering the fourth.

Serge Ibaka’s dunk tied the game at 78 with 10:31 to play, and Siakam’s jumper and VanVleet’s 3-pointer capped a 10-0 run to give Toronto a five-point lead.

Lowry’s steal and Leonard’s dunk increased the lead to eight with 6:46 remaining.

The Bucks came back with a 7-0 run to pull within one point on Antetokounmpo’s layup with 5:19 to play.

Marc Gasol’s 3-pointer had Toronto ahead by four, but Lopez reduced it to two with a layup at 3:29. The Raptors went up by five on Siakam’s tip-in with 2:06 to play.

Lopez made two free throws with 29.6 seconds to play, cutting the lead to three, but Milwaukee never had the ball within one possession in the closing minutes. Siakam made one free throw, and Leonard made two foul shots in the final seconds.

The Bucks were six-for-nine from 3-point range to earn a 31-18 lead after one quarter.

Ilyasova’s 3-pointer with 7:48 to play in the first half put the Bucks ahead 38-23.

VanVleet’s 3-pointer with 2:28 to play in the half cut the lead to seven.

Ibaka’s dunk with 1:32 left had the Raptors within five points, and VanVleet’s jumper reduced the lead to three with 1:07 left.

The Bucks scored the final four points of the half to lead 50-43.

A 3-pointer by Antetokounmpo gave the Bucks a 10-point lead early in the third quarter, before Gasol’s 3-pointer with 8:26 left in the third trimmed the lead to five.

But Middleton made a hurried 3-pointer as the shot clock expired and, after Leonard missed a shot, Eric Bledsoe came back with a 10-footer to put Milwaukee ahead by 13.

Middleton’s 3-pointer had the lead at 14 with 3:46 left in the third. The Bucks worked the lead to 15 before the Raptors went on a 10-0 run, with Leonard scoring eight. The Bucks led 76-71 after three quarters. — Reuters

PFL: Kaya FC-Iloilo in big win; Ceres, Stallion draw

THE third season of the Philippines Football League (PFL) unfurled on Saturday with a double-header at the Rizal Memorial Football Stadium that churned out a mixed bag of results.

Kaya FC-Iloilo was a 4-0 winner over Green Archers United FC in the season-opener at 4 p.m. with defending champion Ceres-Negros FC and Stallion Laguna FC fighting to a draw in the 7 p.m. night cap.

The new season of the PFL took over from the controversy-marred and short-lived Philippine Premier League (PPL) under which local club football competition was supposedly to be played beginning this year.

But the PPL did not pan out as expected across the board, prompting the Philippine Football Federation to pull out of its agreement with the PPL operators and revert to the PFL.

The PPL only had one match date played on April 27.

On Saturday, Kaya was in its element, led by Ghanaian forward Jordan Mintah who tallied a hat trick to lead his team to its first victory of the season.

Mr. Mintah put Kaya on the board just two minutes into the contest off a pass from teammate Shirmar Felongco.

He then doubled their lead in the 18th minute before completing his hat trick just before the break in the 44th minute to help Kaya to a commanding 3-0 lead by halftime.

In the second half, the Iloilo-based team kept up the pressure on its opponent, scoring another goal in the 58th minute care of Jayson Panhay which all but sealed the victory for Kaya.

Producing the go-getting kind of play they had, Kaya coach Noel Marcaida said it bodes well for them moving forward in the tournament which is scheduled to run until November.

“If we keep playing this way we can go far. I’m happy with the three points to start the league. It’s a great result and a clean sheet. Moving forward, we need to look to try to finish games the way we start,” said Mr. Marcaida postgame.

Kaya next plays on Wednesday against Stallion.

Meanwhile in the second game, Ceres and Stallion fought to an eventful 2-2 contest.

Stallion had early control of the match, 2-1, off a goal from Abou Sy and an own goal from Ceres, by the halfway point.

But the “Busmen” were undeterred by it and came out aggressive to begin the second half.

Their efforts paid immediate dividends as Bienvenido Maranon levelled the count at 2-2 in the 52nd minute.

The two teams tried to go for the go-ahead the rest of the way but none would come en route to the two teams settling for a point each.

Collegiate press corps picks Rondina, Arocha as players of the year

FOR the first time this year a pair of volleyball stars will be honored at the annual Collegiate Press Corps Awards.

University of Santo Tomas’ Sisi Rondina and Arellano University’s Regine Arocha are to be honored at the awards ceremonies happening today at the Amelie Hotel Manila in Malate for their achievements in collegiate volleyball last season.

It will mark the first time that volleyball stars will be honored in the annual event organized by the Collegiate Press Corps, composed of scribes from print and online outfits covering the National Collegiate Athletic Association and University Athletic Association of the Philippines.

Rondina is to be honored as volleyball player of the year after successfully leading the Golden Tigresses to the finals on her final year in Season 81 while also completing an amazing three-peat in beach volleyball for UST.

She also won the most valuable player award for indoor volleyball in a season that saw the Tigresses come within a win away from claiming the UAAP title.

Joining Rondina as volleyball player of the year is Arocha, who came up big in the finals of NCAA Season 94 by leading Arellano to a thrilling series comeback win over Perpetual Help to complete the Lady Chiefs’ three-peat and winning her second straight Finals MVP award.

NY Yankees use big inning to notch double-header sweep over KC Royals

NEW YORK — The New York Yankees scored five runs in the second inning, then held on for a 6-5 victory over the Kansas City Royals on Saturday in the second game of a double-header.

Cameron Maybin drove in three runs, and Austin Romine was three-for-four with two RBIs in the nightcap. The Yankees won the first game 7-3.

New York hit safely in five of their first seven opportunities with runners in scoring position. The Yankees have won seven straight and 11 of their last 12 games.

They continued their dominance against the Royals in this century. Since 2000, the Yankees have won 16 season series, with three splits and just one Royals series win (2014). The Yankees are 100-43 in the 2000s against Kansas City.

Chance Adams picked up the win for New York. He allowed three runs on five hits in four innings of relief. Aroldis Chapman picked up his 14th save in 15 chances, the 250th of his career.

Jorge Lopez (0-6) took the loss. He gave up five runs on six hits in one inning plus six batters in the second. The Royals’ bullpen gave up one run on four hits in eight innings of work.

The Royals got on the board in the first. Adalberto Mondesi singled with two outs and scored on an RBI double by Hunter Dozier.

The Yankees unloaded for five runs off Lopez in the second inning. The first six runners reached base before Royals manager Ned Yost pulled Lopez. Romine hit a bases-loaded single, scoring the first two runners. Maybin then doubled home two more runs. D.J. LeMahieu then singled Maybin home, and Lopez’s night was done.

Maybin drove in his third run with a two-out single in the third. Mondesi doubled in Whit Merrifield in the bottom of the third for the Royals’ second run. But Mondesi was thrown out at third.

Jorge Soler doubled in Dozier, then scored on Cam Gallagher’s single to cut the lead to 6-4 in the fourth. Gallagher drove in Billy Hamilton with a sac fly in the ninth for the final run.

METS WALK OFF IN 13 OVER TIGERS
Tomas Nido homered leading off the bottom of the 13th inning Saturday night as the New York Mets finally outlasted the Detroit Tigers, 5-4.

The Mets are 5-1 on a seven-game homestand. The Tigers have dropped 10 of 11.

The Mets loaded the bases with one out and failed to score in the bottom of the 11th before the Tigers did the same thing in the top of the 12th. Nido, who was the last player on the Mets’ bench when he entered in the 11th inning, capped a four hour and 11-minute duel when he hit his first walk-off homer off Buck Farmer (3-4).

PADRES 19, BLUE JAYS 4
Austin Hedges hit his first career grand slam, Hunter Renfroe and Wil Myers each homered twice and visiting San Diego set a franchise record with seven homers while defeating Toronto.

Ian Kinsler and Eric Hosmer also homered for the Padres. Hedges had five RBIs and Myers had four.

Right-hander Cal Quantrill (1-2) struck out nine in six innings to earn his first career win for San Diego. Quantrill, who is from nearby Port Hope, Ont., and the son of former major league pitcher Paul Quantrill, allowed three runs on two hits, both home runs, and two walks in his fourth career start.

ATHLETICS 6, MARINERS 5
Matt Chapman hit a home run, and Mike Fiers pitched six quality innings as Oakland defeated visiting Seattle for their eighth consecutive victory.

Domingo Santana hit two solo homers, and Mitch Haniger had one for Seattle, which lost its fifth in a row, eighth of nine and 20th of 25.

Chapman lined a solo shot over the wall in right-center field in the first inning against Mariners left-hander Yusei Kikuchi (3-2). Seattle twice tied the score after being down a run, but the Athletics never trailed.

CUBS 8, REDS 6
Jason Heyward, Addison Russell and Albert Almora Jr. each hit home runs, and Chicago Cubs outlasted visiting Cincinnati.

Anthony Rizzo also drove in a pair of runs for Chicago, which evened the series at one game apiece heading into Sunday’s finale. The Cubs improved to 18-9 at Wrigley Field. Tucker Barnhart, Derek Dietrich and Yasiel Puig each homered for Cincinnati. — Reuters

Federer returns on opening day at Roland Garros

PARIS — Roger Federer tops the bill at the French Open on opening Sunday when he makes his long-awaited return to the Parisian clay with a first-round match against Italian Lorenzo Sonego.

The 37-year-old Swiss, whose one Roland Garros title came 10 years ago, has been absent from the claycourt Grand Slam since 2015 and says he has missed it.

“I’m very happy to be back, maybe a tiny bit more because when I have missed the last three editions, and when you miss something in life, you’re happy to be back there again.”

The 20-time Grand Slam champion, who will play in the third match on the revamped Court Philippe Chatrier, returns as the third seed behind world number one Novak Djokovic and 11-times champion Rafael Nadal, neither of whom are in action on Sunday.

The Swiss has played down his chances of winning the title, although 73rd-ranked Sonego, making his main draw debut at Roland Garros having lost in qualifying last year, should not cause him undue alarm as he reaquaints himself with his surroundings.

“Centre court looks very different. There has been a lot of upgrades and investments made,” Federer said.

“But I feel it is still the old Roland Garros, it’s kept its flair and everything.”

A connoisseur of style, Federer will no doubt be interested to see the brand new Court Simonne Mathieu — set in the picturesque Serres d’Auteuil botanical gardens and flanked by greenhouses containing rare and exotic plants.

Former French Open champion Garbine Muguruza will hope the beautiful setting will help her recover some form as the 19th seed christens the court against American Taylor Townsend.

Women’s fifth seed Angelique Kerber will hope the ankle injury that has ruined her preparation will not be factor as she opens proceedings on Chatrier against Anastasia Potapova.

Germany’s Kerber is seeking to win the only Grand Slam to elude her and is one of several women that could take over as world number one at the end of the French Open.

Another one, second seeded Czech Karolina Pliskova, closes play on Chatrier against American Madison Brengle.

Greek Stefanos Tsitsipas, one of the young brigade being tipped as a title contender, will also get his tournament started when he takes on Germany’s Maximilian Marterer.

Two Grand Slam champions will be on show on Court Suzanne Lenglen. Marin Cilic plays Italian Thomas Fabbiano while later last year’s runner-up Sloane Stephens faces Misaki Doi. — Reuters

Successful season

For a while there, it looked as if the grand Kawhi Leonard experiment wound wind up an abject failure. Notwithstanding the strides they had made since trading for him in the offseason, they didn’t risk letting go of erstwhile top dog DeMar DeRozan just so they could again be eliminated early. They were angling for the first-ever opportunity to vie for the Larry O’Brien Trophy and, in the process, turn him into much more than a one-year rental. In their progress, they figured his fruitful experience in the driver’s seat would entice him to stay on and keep doing the job for the foreseeable future. And, certainly, losing Games One and Two of the East Finals wasn’t the way to convince him.

Still, the Raptors kept the faith. Even as the Bucks, holders of the league’s best regular-season record, appeared on the way to meeting expectations and booking a seat in the Finals, they believed they had all the tools necessary to overcome their status as underdogs. Among other things, they had Leonard on their side, and his machine-like demeanor rubbed off on them. For all their travails in the playoffs, he could not be ruffled. In fact, he never seemed to fail in delivering the goods exactly when he needed to; not for nothing was he, for instance, able to come up with the first Game Seven buzzer beater in National Basketball Association history.

And so the Raptors took their cue from Leonard, first in surviving double overtime in Game Three, and then in overcoming significant fourth-quarter deficits in Games Four, Five, and Six to make franchise history. Their victories weren’t pretty; he rescued them in the half court often, and especially when rotation regulars made disappearing acts. That said, they proved unassailable on the other end of the court; they were all superb individual defenders, but even better as a collective in stifling the egalitarian Bucks. In particular, they kept presumptive Most Valuable Player Giannis Antetokounmpo in check and, in the process, underscored that their own superstar was by far brighter in the crunch.

The Raptors don’t fit the mold of usual league finalists, and they’re proud of their uniqueness. To their credit, they’ve taken on the character of their acknowledged leader, on whose shoulders they’re glad to hitch. No doubt, they’re motivated by their us-against-the-world mentality, but the pressure to produce exists all the same. After all, they continue to climb uphill — in the Finals against the powerhouse Warriors, and then in free agency versus the weight being brought to bear by myriad suitors on Leonard’s doorstep.

At this point, it’s fair to declare the Raptors’ season a success. Don’t tell that to them, though; in their eyes, they’re nowhere near to the end of their less-traveled road to respect and respectability. And with Leonard at the helm, they’re fully committed to finishing the trek.

Gov’t swings to surplus in April as spending slows on 2019 budget delay

UNDERSPENDING due to the delayed passage of the 2019 national budget caused the government’s fiscal position to swing to a surplus in April, the Bureau of the Treasury (BTr) reported on Friday.

The government posted a fiscal surplus of P86.9 billion last month, 87.6% more than the P46.3-billion surfeit logged in April 2018 and a reversal of the P58.409-billion deficit seen in March, data released by the BTr showed.

April’s surplus trimmed the four-month budget deficit to just P3.4 billion, 96.8% lower than the P105.9-billion gap in the comparable year-ago period.

Spending last month dropped 15.1% to P221.8 billion from P261.2 billion a year ago. Interest payments stood at P23.5 billion, up 1.6% year-on-year.

“Part of the slower spending was still due to the four-month delay in the passage of the 2019 National Budget which constrained the government in implementing new programs and projects,” the Treasury said in a statement.

Last month’s expenditures brought the January-April tally to P999.8 billion — also 3.2% lower than the P1.033 trillion spent in the same period last year. Interest payments went up 9.1% to P131.3 billion in the first four months and accounted for 13.1% of the period’s spending, up from last year’s 11.6% share.

On the other hand, government revenues inched up 0.4% to P308.7 billion in April from P307.6 billion in the same month last year.

Tax revenues rose 2.8% to P288.9 billion last month from P280.9 billion in April 2018. The Bureau of Internal Revenue’s (BIR) collections increased 1.2% year-on-year to P235.5 billion from P232.6 billion. The Bureau of Customs’s (BoC) tax take also climbed 10.4% to P51.7 billion from P46.8 billion, which the BTr said was due to “stringent monitoring and continuing efforts to enhance revenue-collection capabilities and intensified control measures against undervaluation, misdeclaration and other forms of technical smuggling.”

Tax collections from other offices also rose 14.5% to P1.8 billion last month from P1.5 billion the prior year.

Non-tax revenues meanwhile declined 25.7% in April to P19.8 billion from P19.8 billion as income generated by BTr dropped 26.5% year-on-year to P10.5 billion “resulting mainly from lower collections of dividends on shares of stocks held by the government.” Collections from other offices amounted to P9.3 billion, declining 24.7% from the previous year.

April’s tally brought total revenues for the first four months to P996.4 billion, 7.4% higher than the P927.4 billion logged in the same period last year. The BIR’s collections for the period went up 7.3% year-on-year to P703.7 billion from P703.7 billion and the BoC’s tally was also 9.6% higher at P193.5 billion versus last year’s P176.6 billion.

Non-tax revenues likewise rose 4.5% to P91.7 billion in the January-April period from P87.7 billion last year.

The government operated on a re-enacted 2018 budget from the start of the year until April 15, when President Rodrigo R. Duterte signed the latest general appropriations into law, but vetoed P95.3 billion in appropriations that he said were not in accordance with his administration’s priorities, slashing this year’s national budget to about P3.662 trillion.

The delay in the budget’s enactment was largely blamed by economic managers for the slowdown in the country’s gross domestic product (GDP) growth in the first quarter to 5.6% — its worst performance in four years.

CATCH-UP PLAN
On Friday, the government’s Economic Development Cluster (EDC) said it has agreed on a strategy to catch up on growth following the disappointing first-quarter print.

“A catch-up plan is imperative. The EDC estimates that the government under spent by close to P100 billion during the first five months of the year due to the delayed passage of the 2019 budget. That is around P750 million to P1 billion a day,” Socioeconomic Planning Secretary Ernesto M. Pernia was quoted as saying in a statement.

“To reach our full-year growth target of 6-7%, the economy will need to expand by an average of 6.1% over the next three quarters. This target is still within reach, should the private sector sustain its current performance and government be able to speed up the implementation of its ongoing programs and projects, and jump start new ones,” Mr. Pernia added.

In a press briefing on Friday, Mr. Pernia said the government is still reviewing if there is a need to adjust its growth target. Meanwhile, National Treasurer Rosalia V. De Leon said the government will maintain its current fiscal program for the year.

Finance Secretary Carlos G. Dominguez said that in order to achieve at least 6% growth this year, it needs to ramp up spending, with disbursements targeted at P3.774 trillion, which is equivalent to 19.6% of GDP.

Total infrastructure spending, meanwhile, will have to reach P1 trillion, which is 5.2% of GDP.

“The spending commitment of our two main infrastructure agencies — the Department of Public Works and Highways and the Department of Transportation — with an estimated combined amount of P803.1 billion, is enough to cover the national government’s infrastructure target,” Mr. Dominguez said at the briefing.

According to the Department of Budget and Management, in the first quarter, government disbursements amounted to P778 billion, while infrastructure spending stood at P207.2 billion.

Sought for comment, Nicholas Antonio T. Mapa, ING Bank N.V.-Manila senior economist, said with the government set to ramp up spending and following the central bank’s policy easing, economic growth is expected to pick up in the coming quarters.

“With government set to pick up where they left off and the BSP (Bangko Sentral ng Pilipinas) priming rates for growth mode, the one-off of the April budget surplus will likely revert to deficits as the administration pushes on with its Build, Build, Build agenda,” Mr. Mapa said. — RJNI

Razon’s Wawa bulk water project gets MWSS go-signal

Razon-led Prime Metroline Infrastructure Holdings, Inc. (Prime Infra) has secured the government regulator’s approval to start building the Wawa Bulk Water Supply project that can supply up to 500 million-liters-per-day (MLD) by 2025.

In a statement, Prime Infra said the Metropolitan Waterworks and Sewerage System (MWSS) has approved the company’s project, with east zone concessionaire Manila Water Company (MWC) as the offtaker. This means that the MWC will buy the water that Prime Infra produces.

Prime Infra said the approval came after the resolution of the long-standing legal issues between the MWSS and its partner, San Lorenzo Ruiz Builders Group (SLRB) of businessman Oscar Violago.

Mr. Violago’s group was the original proponent for the project, until tycoon Enrique K. Razon, Jr. acquired the controlling stake in 2017.

The water support facility will tap Wawa Dam in Rizal, with 80 MLD seen to be delivered as early as 2021. Mr. Razon earlier said the project will cost between P15-20 billion.

The project will also lessen the east zone concessionaire’s dependence on Angat Dam, which was built in 1967 and supplies about 96% or Metro Manila’s water requirement at 4,000 MLD.

The terms of agreement for the project is now being reviewed by the Office of the Government Corporate Counsel and the MWSS-Regulatory Office.

Once completed, the project will boost MWC’s current water production by about 30%, according to MWSS Administrator Reynaldo V. Velasco.

“It is among the priority initiatives committed to President Rodrigo Duterte in addressing the current water supply deficit which government resources cannot afford, and this is the reason why a private sector-led development of bulk supply of water was sought,” Mr. Velasco was quoted as saying in a statement.

For its part, MWC President and Chief Executive Officer Ferdinand M. Dela Cruz said the company supports MWSS’s efforts to develop new sources of water.

“As a key member of the MWSS Water Sources Development Technical Working Group (TWG), Manila Water will lend its technical and non-technical expertise in giving all the projects their best shot and in ensuring alignment of the proposals to the Approved Service Improvement Plan objectives of MWSS,” Mr. Dela Cruz said.

The Wawa Bulk Water supply project is part of the priority water source projects identified to be doable and implementable during President Rodrigo R. Duterte’s administration.

Other priority projects include the 150 MLD Putatan 2 water treatment plant; 100 MLD Cardona water treatment plant; 188 MLD Sumag River Diversified rsion Program; 50 MLD Rizal Wellfield; 250 MLD Lower Ipo-Unutilized water from Angat-Norzagaray Phase 1; 100 MLD Poblacion Muntinlupa Water Treatment Plant 4-Laguna Lake; and, 600 MLD Kaliwa Dam-Quezon Province. — Arra B. PECO gets provisional authority to continue power distribution in Iloilo

PANAY ELECTRIC Co., Inc. (PECO) has been granted provisional authority by the Energy Regulatory Commission (ERC) to continue operating in Iloilo City as the company’s certificate of public convenience and necessity (CPCN) expires Saturday (May 25).

The provisional CPCN is contained in a May 21 order issued following an ERC en banc deliberation.

“Under the law, we (the ERC) are authorized to grant PECO the necessary provisional CPCN during the interim period or until MORE (Electric and Power Co.), the legislative franchisee, has established and can fully operate its own distribution system,” ERC Chairperson and Chief Executive Officer Agnes VST Devanadera said in a statement on Friday.

The franchise of PECO, which has been operating in Iloilo City for 95 years, expired last January.

Congress granted MORE Power a new franchise for the city through Republic Act (RA) 11212, but the new company has yet to secure a CPCN.

The two firms are currently locked in court battles.

In issuing the provisional CPCN, ERC cited Section 17 of RA 11212, which grants a provisional authority to PECO to operate the distribution system until MORE Power establishes its own system and completes its transition period not exceeding two years.

Ms. Devanadera clarified that the provisional CPCN granted to PECO during the transition period “shall not be construed as extending the franchise of PECO which already expired on January 18.”

MORE Power Chief Executive Officer and President Roel Z. Castro, sought for comment, said, “That’s proper… The beneficiaries are customers. At the end of the day we’re always looking at the welfare of the consumers.”

EXPROPRIATION CASE
Meanwhile, the Iloilo City Regional Trial Court (RTC) Branch 37 has postponed the proceedings for MORE Power’s petition to acquire PECO’s assets, which was scheduled last Thursday (May 23).

Iloilo RTC Judge Marie Yvette D. Go deferred the hearing on the writ of possession filed by MORE Power while she decides on PECO’s motion to suspend the entire proceedings.

MORE Power filed the case to take over PECO’s distribution system and other physical assets after securing its congressional franchise.

PECO, on the other hand, filed a petition before the Mandaluyong RTC Branch 209 questioning the authority granted to MORE Power as contained in RA 11212.

PECO argued that allowing MORE Power to take over its assets is “arbitrary and confiscatory and that the law authorizing such is not for public purpose.”

In an interview on Wednesday, PECO Administrative Manager Marcelo U. Cacho pointed out that before any expropriation could take place, all court cases must first be resolved.

“The Constitutional question (before the Mandaluyong RTC) is a grave and a serious matter, that will be a precedent to future actions and decisions, so that should be answered before expropriation can happen,” Mr. Cacho said.

PECO officials have previously said that they intend to again file for an extension of their franchise under the incoming 18th Congress.

Duterte, Abe expected to discuss peace in South China Sea

THE bilateral meeting between President Rodrigo R. Duterte and Japanese Prime Minister Shinzo Abe in Tokyo on May 31 will include a discussion on “peace and stability” in the disputed South China Sea, according to Foreign Affairs Assistant Secretary Meynardo LB. Montealegre.

In a press briefing at the Palace on Friday, Mr. Montealegre said the seventh meeting between Messrs. Duterte and Abe, at the sidelines of the Nikkei Conference on the Future of Asia, is an “opportunity for both leaders to take stock of the progress of the strengthened strategic partnership between the Philippines and Japan.”

He said the two leaders are expected to discuss both countries’ partnership in the areas of “defense and security, economic cooperation, infrastructure development, the entry of Filipino skilled workers to Japan, and Japanese assistance for the development of the Bangsamoro region in Mindanao.”

There will also be “exchange of views on regional issues of mutual concern, including the Korean Peninsula and the South China Sea.”

Asked what issues will be raised by the President regarding the South China Sea, he said: “Well, the peace and stability in the region is a mutual concern to both the Philippines and Japan. And the South China Sea is central in this regard.”

“The Philippines, for its part, has always affirmed its commitment to uphold the principles of freedom of navigation and overflight, freedom of commerce and other lawful activities, exercise of self-restraint and the peaceful resolution of disputes,” he added.

NIKKEI CONFERENCE
Mr. Duterte’s address at the Nikkei Conference on the Future of Asia on May 31 will likely highlight his assertion on Asia’s independence in directing its own future, said Mr. Montealegre.

“The President will likely assert Asia’s role in charting its own future even as we affirmed the larger international frameworks and mechanisms that have given birth through the Asian century we now enjoy,” Mr. Montealegre said.

He added: “He will likely also highlight how addressing… domestic imperatives provides the conditions by which we will collectively shape Asia’s future.”

Mr. Montealegre said Mr. Duterte’s participation in this year’s conference is upon the invitation of the newspaper and media group Nikkei, Inc.

This will be Mr. Duterte’s third visit to Japan since he assumed office in 2016.

“The Nikkei Conference on the Future of Asia is an annual meeting held in Tokyo. This conference gathers government and business leaders to share their respective assessment of Asia’s prospects and their ideas as to the direction Asia should chart for itself. With its solid track record of featuring Asian leaders and speakers, the conference has earned a reputation of being one of Asia’s top foreign policy in economic fora,” Mr. Montealegre said.

The theme of this year’s two-day conference is “Seeking a New Global Order — Overcoming the Chaos.” Mr. Duterte is scheduled to deliver a keynote speech on May 31.

Mr. Montealegre said other Asian leaders who are expected to address the conference are Prime Minister Mahathir bin Mohamad of Malaysia, Prime Minister Sheik Hasina of Bangladesh, Prime Minister Hun Sen of Cambodia, and Prime Minister Thongloun Sisoulith of the Laos.

He added that the deputy prime ministers of Vietnam and Singapore will also be attending the conference, along with ministers from Japan, Brunei, Myanmar, Thailand and Indonesia.

Whether the President will meet the Filipino community in Japan,Mr. Montealegre said: “There are preparations for the possible meeting with the Filipino community. Details of which are being finalized…. It’s being arranged.”

He said that no government-to-government deals are expected to be signed aside from the business-to-business agreements that are being arranged by the Department of Trade and Industry (DTI). — Arjay L. Balinbin

DILG to go after ‘narco-politicians’ who won elections

DESPITE winning in the recent midterm elections, politicians on the so-called ‘narcolist’ are not off the hook as the Department of Interior and Local Government (DILG) said it will still pursue administrative charges filed against them.

Last March, the DILG filed administrative charges of grave misconduct, conduct prejudicial to the best interest of the service, conduct unbecoming of a public officer, and gross neglect of duty before the Office of the Ombudsman against 46 politicians whom President Rodrigo R. Duterte said were involved in the narcotics trade.

“The purpose of President Duterte in releasing the names was to inform the public of the local officials who are linked to the drug trade. The fact that some of them lost is already a substantial victory for us because if we didn’t release the names, more, if not all, could have won the election,” said DILG Secretary Eduardo M. Año.

Of the 46 politicians on the president’s list, 37 ran for public office during the last elections, and 26 won.

The winning politicians on Mr. Duterte’s list include two congressmen, one vice-governor, 18 mayors, three vice-mayors, one councilor, and one board member. The politicians are said to come from Calabarzon, Bangsamoro Autonomous Region in Muslim Mindanao, Eastern Visayas, Ilocos Region, Northern Mindanao, Western Visayas, Central Luzon, Zamboanga Peninsula, SOCCKSARGEN, and Caraga.

“Kahit na pinalad silang manalo, tuloy pa rin ang administrative cases laban sa kanila (Even though they won the elections, the administrative cases filed against them will still continue). Hindi pa rin sila makakalusot kung sila ay mapapatunayang sangkot talaga sa iligal na droga (They will still not get out of this if it is proven that they are involved in the illegal drugs business),” said Mr. Año.

Mr. Año also said that the Philippine Drug Enforcement Agency will pursue the criminal cases as they have the evidence necessary for case build up.

Further, the DILG chief said that there is a possibility that drug money was used during the election campaign.

“It’s not impossible that drug money was used in the campaign so that could have been a factor in their victory considering the prevalence of vote buying in the last election,” he said. — Vince Angelo C. Ferreras

Election winners must submit campaign expense reports or they can’t assume office — Comelec

AFTER the proclamation of all the winners in the 2019 National and Local Elections (NLE), the Commission on Elections (Comelec) is calling on all winning candidates and parties to submit their campaign expenses otherwise they will not be able to assume office.

In a press briefing on Friday, Comelec Spokesperson James B. Jimenez said all candidates must submit their statement of contributions and expenses (SOCE) before the deadline.

“Under the law, all candidates and electoral parties are required to submit their SOCE within 30 days after the elections,” he said. This applies even to the losers.

Since the last day of filing for the SOCE is June 12 which is Independence Day, Mr. Jimenez said that filing has been extended to the next day, June 13.

Filing is crucial for the winning candidates and partylist groups — “Until the submission of SOCE, the winning candidate shall not assume office,” Mr. Jimenez stressed.

The Comelec noted that the submission of SOCE is required even if a campaign was self-funded or there were no expenditures incurred. The poll body also said candidates who cut short their campaign or withdrew their candidacy after the official start of campaign period are still required to submit their SOCE.

Administrative sanctions will be ordered against candidates and parties that do not file their SOCE.

SOCE requirements include three hard copies and one soft copy (in PDF file) of their SOCE. Mr. Jimenez noted that “Submission of SOCE via registered mail, courier, or messenger services shall not be accepted.” — Gillian M. Cortez
