THE Infrastructure Development Committee (IDC) of the Regional Development Council-Central Visayas (RDC-7) wants to defer the construction of the P711-million underpass at Plaridel St. in Mandaue City until the Department of Public Works and Highways (DPWH) and the project contractor submits a traffic management plan for the three-year construction period. IDC Chairman Glenn Soco, at the committee’s first-quarter meeting on Tuesday, stressed that they are not against any project, but they have to ensure that any plan would help resolve the traffic problem in Metro Cebu. If we don’t have this plan, this project might cause inconvenience to the public and stakeholders,” Mr. Soco said in Cebuano. Engr. Danilo R. Pasicaran of the DPWH, who presented the underpass project, also referred to as U.N. Avenue Depressed Structure, said they already undertook a traffic study on the project in 2010.
