Car ploughs into pedestrians in Melbourne, up to 14 people hurt

MELBOURNE — A car deliberately ploughed into pedestrians at a crowded intersection in the Australian city of Melbourne on Thursday, injuring up to 14 people, police said, adding they had arrested the driver and a second man.

Police said the motive for the incident was not known but it had chilling echoes of several attacks by Islamist militants in various parts of the world over the past year or two.

In January, four people were killed and more than 20 injured when a man deliberately drove into pedestrians at a spot just a few hundred meters away from the Thursday incident, though that incident was not terrorism-related.

“We believe based on what we’ve seen that it was a deliberate act,” Victoria Police Commander Russell Barrett told reporters.

“The motivations are unknown,” Mr. Barrett said.

Police had arrested two men but that they had not been charged, he said.

The Victoria State ambulance service said it had taken 13 people to hospital, including a pre-school child with a serious head injury.

Police did not identify the two arrested men but pictures taken at the scene and posted on social media showed a bearded man in a flannel shirt sitting on the footpath and talking to police.

Major streets in Australian cities have been packed with holiday shoppers this week.

The incident took place on Flinders street, a major road that runs alongside the Yarra River.

A Reuters witness said a white sports utility vehicle came to a halt at a busy intersection where commuters enter and exit the busy city Flinders Street railway station.

“It’s delayed traffic, trains, trams, everyone’s getting diverted,” the Reuters witness said, who saw four police cars, two paramedic vehicles, one ambulance and a fire truck at the scene. — Reuters

Christmas is for children

The world is no longer safe for children. War, natural disasters, poverty, diseases, lack of formal education, human trafficking, and all forms of abuse are among the grave threats. As parents and grandparents, we have to fight to protect the helpless children.

The recent Ako Para Sa Bata Conferences have addressed the issues: the Art and Science of Parenting, Mental Health and The Child without borders. The 2,000 social workers and psychologists who participated in the recent conference reveal that there are so many threats against the children — some of which are the predators in their own families and communities.

We should set aside some of the glitter and glitz of holiday season, the shimmering lights and dazzling décor. Commercialism in the past years has blinded many people, making them insensitive to the plight of those who need help.

We should focus on the truly meaningful essence of love this Christmas. It is really about the Child Jesus and salvation.

We pray for spiritual grace, love, forgiveness, lasting world peace and for the people and their children who are about to start the rehabilitation and rebuilding of their disaster-stricken and war-torn communities.

As we count our blessings, we release all negative thoughts to set aside the personal challenges.

Here are some wishes for the children who deserve to inherit a better world.

A home with loving parents who will guide and care for them. That all parents will lead by example and teach kids spiritual and family values, and good manners. That all children will be safe from domestic violence and abuse.

Good health. That all children, especially in the rural areas, will have proper nourishment, medical and dental care to grow strong and healthy. That the essential vaccines to combat diseases will be available to all children especially in remote and devastated towns.

A pollution-free environment — clean air, pure water, open fields and parks with trees and flowers. That they may appreciate nature and learn how to protect the seas, rivers, lakes, and forests.

Quality education. That the public school system will be upgraded with dedicated teachers, classrooms, and books for all. Mobile libraries and reading programs. That all kids will be given the opportunity to study and the chance to excel. For the devastated areas of the country, temporary classrooms where the kids can continue their studies. Psychologists, counselors, and teachers to help the kids overcome post-traumatic stress disorder.

A comprehensive sports program for national and international competitions. That kids will learn the values of friendly competition and the art of winning and losing gracefully.

A gender discrimination-free society that will encourage girls and boys to aspire to become leaders in their chosen professions. The resources and opportunities to fulfill all their goals.

A progressive national arts and culture program and outreach projects to elevate the consciousness of children. Awareness of their rights and the chance to fulfill their dreams.

More education grants for scholarships for deserving students in the universities. Subsidized education for the marginalized kids. And quality and balanced programming on television with more educational and entertaining shows. That producers should not exploit aspiring young performers in noontime shows. These minors and adolescents should be protected.

An accelerated science, math, and technology educational program to equip all future graduates with skills to compete in the international markets.

A stable economy. Jobs and livelihood programs so that children can go to school. They should not be exploited to work in sweatshops or beg in the streets.

A country with visionary national leaders, hardworking, honest officials with wisdom, integrity and heart. An efficient, transparent government that is free from corruption.

A safe, crime-free, drug-free, abuse-free environment. That all kids will be protected from the menace of incest, physical and emotional abuse, and the scourge of drugs.

That children will not be used as soldiers in areas of armed conflict.

Freedom of expression. The right to be themselves. That adults realize that kids need respect and are entitled to be heard. Open communication with parents and teachers.

Innocence. A happy childhood and the chance to enjoy being a child. Time to have fun, play, study, rest and heal. Above all, time to grow up — at their own pace.

Panglao hotel prompts ordinance, permit reviews

A 12-STOREY hotel being constructed by Dataland, Inc. in Panglao, a popular island destination in Bohol, has prompted a review of the town ordinance on building height limits as well as the permit issued to the company. Panglao Councilor Rogelin R. Degoma earlier filed a complaint before the Bohol Provincial Board (PB) calling for an investigation of the project, particularly the building height, and the discharging of wastewater from the site into the sea. The PB has created the committee of the whole to conduct a hearing on the controversy. Ms. Degoma told the panel that, based on the town’s zoning and land use plan, the height of the building violates the specified limit. On the other hand, Dataland’s lawyer, Louie John Lood, said the contractor secured a building permit from building official Rogelio Bonao. Mr. Lood also cited that the company received a go signal from the Civil Aviation Authority of the Philippines considering that a new international airport is currently being constructed on Panglao island. For her part, Mayor Leonila P. Montero said there is nothing wrong with the construction of the 12-storey hotel, for as long as the legal requirements are strictly complied with. Ms. Montero also said that the construction of more hotels and resorts is needed to cater to the growing number of tourists on the island, which is expected to further increase after the airport is completed. — The Freeman

Viva Las Vegas: Lady Gaga’s concert residency

LOS ANGELES — Pop star Lady Gaga is swapping touring for a two-year stint in Las Vegas, joining the likes of music divas Celine Dion, Britney Spears, and Shania Twain who have recently taken up concert residencies in the entertainment mecca.

Gaga, 31, said on Tuesday she will start a two-year engagement at the 5,300-seat Park Theater at the Park MGM resort on the Las Vegas strip in December 2018.

“It’s the land of Elvis, Tony Bennett and Frank Sinatra, the Rat Pack, Elton John, Judy Garland and Liza Minnelli. It has been a life-long dream of mine to play Las Vegas,” the singer said in a statement.

“I am humbled to be a part of a historical lineup of performers, and to have the honor of creating a new show unlike anything Vegas has ever seen before,” she added.

Gaga made her name almost 10 years ago with catchy pop songs, arresting dance routines and outrageous stunts like setting her piano on fire and wearing a raw meat dress.

In February, she kicked off her the halftime show at the annual Super Bowl by singing “God Bless America,” from the top of Houston’s NRG Stadium.

But in September, the “Bad Romance” singer postponed until early 2018 the European leg of her Joanne world tour, citing severe pain. She was hospitalized in 2013 for a hip injury and more recently has said she suffers from the musculoskeletal disorder fibromyalgia.

Las Vegas residencies have become a popular draw for top music stars because they allow performers to remain in one place and draw large crowd without the rigors of touring.

Exact dates and ticket prices for Lady Gaga’s residency will be announced at a later date.

Smells like heaven: Israeli farm recreates Magi’s gifts to infant Jesus

ALMOG, WEST BANK — The aromatic plants bestowed on the infant Jesus are being cultivated by an Israeli entrepreneur who aims to transform the gifts of the Christmas story into therapeutic balms and incense.

Manger aside, the baby Jesus may have been swaddled in pleasant and pricey fragrances, thanks to the presents that the Bible says were given to him by the Wise Men of the East.

The frankincense (pungent and sweet) and myrrh (sharp and piney) recounted in the Gospel of St. Matthew are being grown by Guy Erlich, a businessman who hopes to revive the rare plants’ use for commercial ends.

And what about gold, the third gift brought by the Magi according to the New Testament story?

Some Christians believe this refers to the precious amber resin of the Balsam of Gilead, an aromatic mix resembling citrus and cinnamon that Mr. Erlich also cultivates on his farm in the Judean desert.

“I see myself as a modern Magus,” he told Reuters.

“I decided to focus on plants that no one else in the world grows. Since those plants, those medical plants of the Bible were in medical use for so many years, there must be something about them and it is our duty to look for it.”

Dried and crushed resins of all three plants smoulder in a nearby censer, filling the air with heavenly smells of fruity freshness.

Such smoke was used for religious rites and fumigation in ancient times. The plants have also been known to produce balms, poultices and perfumes. The Balsam of Gilead resin, Mr. Erlich says, was used as the oil with which biblical kings were anointed.

Archaeologists doubt the claim that it could be identified as the Magi’s gold, and attribute the origins of this theory to Christian evangelical circles.

But Christianity scholar Yisca Harani explains it may be plausible in at least a literary way, if there was a translation inaccuracy of the word “gold.”

“Maybe it was this very precious Balm of Gilead. Maybe it was another statement from Biblical times saying these are the perfumes that are typical of the prophecies of God, these are the gifts of the land.”

Prof. Shimshon Ben Yehoshua, from the Volcani Agricultural Research Centre and the Hebrew University’s Faculty of Agriculture, says Mr. Erlich’s plants are most likely the same as those from ancient times.

“For the frankincense and myrrh which I believe are similar to the ones that were growing in the past in Israel, those are many species but I believe that the species he (Guy Erlich) grew has the desirable qualities,” he told Reuters.

In addition to Christians interested in sampling the scents, Mr. Erlich says he has been fielding inquiries from pious Jews who thrill at the prospect of recreating the incenses that were burnt in their Roman-era temple in Jerusalem.

“My plants are sacred to all religions,” he said. “Now they can be a uniting factor. They can be a common ground. They can connect people.” — Reuters

Venus Williams cleared in fatal Florida crash — reports

LOS ANGELES — American tennis star Venus Williams will not be charged in a fatal two car smash in June that killed a passenger in the other car, according to the US media quoting the Florida police.

Police concluded neither driver was at fault and no charges would be filed in the collision which took place in a busy intersection in Palm Beach Gardens, the South Florida Sun-Sentinel newspaper reported on Wednesday.

“Based upon this investigation and relevant Florida state statutes, no charges will be filed in this case,” according to an 18-page traffic homicide investigation released by Palm Beach Gardens police.

The police said an unidentified third car cut Williams off as she tried to cross a six-lane highway. That sparked a series of events that ended with a Hyundai sedan, driven by Linda Barson, running into the passenger side of Williams’ SUV which was stopped in the intersection.

Barson drove into the intersection when the light turned green, striking Williams’ vehicle.

Both Williams and Barson, were not injured but Barson’s husband, Jerome, died 13 days after the smash.

“The unknown dark-colored vehicle… started a sequence of events resulting in (Barson) crashing into (Williams),” the police report said.

Barson’s family has filed a wrongful death lawsuit against Williams. — AFP

Anchor Land to pursue tourism-related projects in 2018

ANCHOR LAND Holdings, Inc. on Thursday said it will be doubling its efforts to deliver more projects in 2018, as it oversees the construction of leisure developments in Boracay and Coron, Palawan, alongside more residential properties inside Metro Manila.

The listed property developer said it will be strengthening its hospitality business next year, as it aims to be one of the major players in the industry in the future.

“For this year, we are not just limited to luxury office and residential developments in Metro Manila, Anchor Land is likewise intensifying its presence in other key locations all around the country,” Anchor Land Chief Executive Officer Steve Li was quoted as saying in a statement.

Anchor Land disclosed in June this year the purchase of a 26,000-square meter beachfront property in Boracay, which will be turned into a hotel and resort development. For Coron, the company acquired 3,000 sq.m. of land. The company will start construction for the projects in 2018.

“Recognizing the tremendous growth opportunities for hotel and resort developments, the company will formalize its entry to the vibrant hotel and tourism industry through these world-famous island tourism hubs,” according to the firm.

The company is targeting both end-users and vacation rentals for both properties, as well as time-share investors.

Anchor Land’s only project in the hospitality sector is currently Admiral Hotel, located along Roxas Boulevard with the company’s luxury residential developments, Admiral Baysuites and Admiral Grandsuites. 

The company is also constructing Peak Parksuites in Davao City, set to cater to student tenants given its proximity to Ateneo de Davao University. Anchor Land also looks to attract transient traders, businessmen, and tourists for the project.

While pushing development into the provinces, the company noted Metro Manila will remain its “base of operations.” Anchor Land said it will be introducing Cosmo Suites in Aseana City, an emerging business hub located near Entertainment City. For Cosmo Suites, the company is targeting office and business process outsourcing workers in the area.

“Anchor Land is the first major developer to venture into this largely untapped market as they are very optimistic that they can create another unique market niche in the mini city,” the company said.

Also currently under construction is Copetone Baysuites in Entertainment City. This will be the firm’s third luxury condominium in this area, following SoleMare and Monarch Parksuites.

Meanwhile, the company has a total of 10 completed and ongoing projects in Binondo, Manila, considered one of its key markets.

Projects in the so-called Chinatown include Anchor Grandsuites, a luxury condominium slated to be the tallest residential project in Manila City.

Eight Alonzo, a residential condominium marketed toward starting families, will also start construction in 2018.

The company will also try to replicate the success of its Divisoria warehousing facility with  a similar project in Binondo called Juan Luna Logistics.

Anchor Land’s attributable profit jumped 9% to P445 million in the first nine months of 2017, following a 42% increase in revenues to P4.05 billion during the same period.

BGI to fast-track Biliran project

BILIRAN Geothermal, Inc. (BGI) has committed to hastening the construction of the geothermal power plant in the aftermath of the tropical storm that hit the island province in Eastern Visayas.

“This year’s events strengthened our resolve to see to the completion of the Biliran geothermal project,” said Guido Alfredo A. Delgado, president and chief executive officer of BGI’s parent firm Emerging Power, Inc.

“The earthquake last July and recently, the wrath of Tropical Depression Urduja emphasized Biliran’s need for an indigenous local power resource that will ensure power security for the province,” he added in his statement.

Based on latest data from the Department of Energy (DoE), BGI is building a 50-MW geothermal power plant in Biliran with a project cost of $208.021 million.

The company has completed its feasibility studies, permits and other regulatory requirements for the project, with confirmation of commerciality issued by the DoE on Dec. 28, 2014.

BGI has also secured an environmental compliance certificate for geothermal exploration drilling and the power plant on Dec. 6, 2012 and Aug. 23, 2013, respectively.

A source at the company said BGI is speeding up the forging of power supply agreements (PSA) to give it a ready market for its output, especially the first 10 MW. The PSAs will be the go-signal for the start of the power plant construction.

The DoE data listed different expected commercial operation dates for six units of the project. The first two units, each at 5 MW, are targeted to be completed by September 2018 and March 2019, respectively. The rest are scheduled to be finished between July 2021 and July 2023.

“As we maintain offices in Naval, Biliran, we too experienced the aftermath of Urduja and have extended help as best we can to the community by sharing our available resources and manpower,” Mr. Delgado said about the company’s move to expedite the project’s construction.

BGI said the project has an estimated potential of 240 MW. The DoE awarded the company the concession for the exploration, development and production of geothermal resource within a specified contract area in Biliran province.  

“The construction of the power plant will provide the stability and reliability of electricity supply in Biliran, especially in the face of natural calamities,” it said.

BGI’s parent EPI is majority owned by one of the biggest mining firms in the country, Nickel Asia Corp., which diversified its business investments to include renewable energy. — Victor V. Saulon

Number-coding scheme lifted for provincial buses on Dec. 22 and 26

THE NUMBER-coding scheme, or Unified Vehicular Volume Reduction Program (UVVRP), is lifted for provincial buses only, on Dec. 22, Friday, and Dec. 26, Tuesday, the Metropolitan Manila Development Authority (MMDA) announced yesterday. MMDA said the temporary suspension of the coding scheme is intended to supply additional buses for passengers traveling for the holidays.

Shouldn’t miss the office party

In terms of corporate ritual, the office Christmas party has to be up there with recognition night and team building. (There’s no “I” in team.) In the case of the party though, there is no need to rate the speaker afterwards or be subjected to an evaluation of any kind: he lacks pizzazz and tends to inhale too often when making presentations.

Still, there is an accepted behavior for the senior executive attending the party.

Do you join the show? There seems to be a shift in the goal for the Christmas party. It used to be simple camaraderie, blurring the hierarchical divide, if only for one night, maybe featuring departmental skits with inside jokes.

Now there is a need to “entertain.” Very elaborate themes complete with costumes, choreographers, and makeup are becoming too common. Sometimes, the goal seems to be to make senior executives less stuffy by making them well… ridiculous and silly. A transvestite theme like a “Rocky Horror Show” look works well. Wearing high heeled shoes for men over 50 requires practice (Or maybe, not). Hey, Kinky Boots made that work. Take a look at those fishnet stockings, on men.

What happened to the parlor games? This office party staple now seems passé. The “newspaper dance,” where a couple gets to dance on a progressively smaller and smaller folded newspaper without stepping out of it, used to top the list. The final fold requires one of the partners (not necessarily the male) to heave the other while tiptoeing on the tiny space for ten seconds. Yes, it was hilarious, especially for chiropractors.

Another once popular parlor game, the egg race, is but a distant and risqué memory. The males just stand as their blindfolded lady partners are required to put one egg, sometimes boiled, in one pant leg and out the other. The first to get the egg out the other pant leg wins. The whoops are reserved for the middle of the race where the egg makes a brief stop. It is required that the original egg comes out in its unbroken shell and unaccompanied by hirsute debris.

In the age of sexual harassment accusations, such parlor games may not be in synch with the times.

Do you circulate? The tendency is always for executives to stay together in the presidential table, being served by waiters as the rest of the staff line up at the buffet. You are encouraged to move around and greet the troops with a little small talk — so, did you finally get that hernia fixed? There is no need to check if this was already done. And it is best not to dive deep into details.

It is important in the walk-through to exchange personal pleasantries with the staff. This assures them that: a) you know their names; and b) you are current with their present situation. It is not necessary to respond to work-related queries like a recent reorganization and why certain names were left out — we can discuss that next week… when you’re gone.

Is it acceptable for male executives to kiss female staff? Let’s define the lip osculation referred to here. It should be more of the air kiss with a little cheek touching. Tongue hockey or anything of that sort is taboo. There is little problem kissing anyone overweight and over 60 as this is seldom misconstrued as lust and often categorized as mere yuletide cheer. But intimacies with svelte women younger than 25 may raise suspicions of intent. Shaking hands may be safer, unless it’s over five minutes. (Do you intend to rent that?)

How long do you stay? You may leave just before the raffle as nobody will notice your departure when the winners of rice cookers and iPhones are announced. Do you say goodbye? The preferred departure is an informal French leave. You head for the toilet and then the parking lot.

Do you send an e-mail of thanks the morning after for everyone who participated in the success of the party, pointedly leaving out the names of those who did not come in costume and failed to attend the late night rehearsal the night before for the dance number, and even left early?

There is no need send an e-mail related to the office party. All the interesting parts anyway are not for everybody’s consumption. Besides, like Las Vegas, what happens in the office party stays in the office party… until next year.

With new album, Eminem finds political voice

NEW YORK — Just how much has America changed since Donald Trump’s election? Eminem, knee-deep in controversy a generation ago for misogyny and homophobia, is back as a self-styled moral conscience.

The top-selling rapper in history rips into Trump on Revival, his first studio album in four years, in which Eminem openly muses on whether he can stay relevant as his career enters its third decade.

Revival returns to Eminem’s musical tropes as he recrafts pop tunes into quick-tongued raps and taps some of the biggest names in music as collaborators, including Beyonce, Ed Sheeran, Alicia Keys and P!nk.

But the 45-year-old also shows a new side — a politically sensitive Eminem, woke and alarmed at the direction of the United States a year into Trump’s presidency.

“Someone get this Aryan a sheet / Time to bury him, so tell him to prepare to get impeached,” Eminem raps on “Like Home,” juxtaposing the imagery of death and the racist Ku Klux Klan.

“He’s trying to divide us,” Eminem warns, taking the language of a street activist, while vowing, “He’ll only unite us.”

Eminem — who has faced criticism throughout his career for employing a homophobic slur, although he insists it is just a narrative device — also attacks Trump for seeking to ban transgender people from the military.

FAMILIAR BEATS
Revival opens on a fresh note for Eminem — “Walk on Water,” the album’s first single, a piano ballad about self-doubt that features a Gospel-tinged chorus by Beyonce.

But the 19-track album quickly returns to more familiar territory. “Believe” and “Chloraseptic,” which is assisted by the up-and-coming New York rapper Phresher, are backed by minimal, ominous beats with nods to horrorcore.

“Remind Me” refashions the singalong chorus of “I Love Rock and Roll,” the boisterous classic by Joan Jett and the Blackhearts, while “In Your Head” builds off a riff in The Cranberries’ “Zombie.”

On “Untouchable,” Eminem — who has brought hard-edged hip-hop to a white audience like no one else — embraces the slogans of the Black Lives Matter movement as he voices outrage at police brutality.

“I admit there have been times when it’s been embarrassing to be a white boy,” he raps, as he offers solidarity with quarterback Colin Kaepernick and other American football players who have kneeled during the national anthem as a protest over racial injustice.

Not all of the political bent on Revival is likely to sit comfortably even with Trump’s opponents. Eminem, whose songs have often imagined violence against women, depicts Trump’s daughter and adviser Ivanka inside his car’s trunk on “Framed.”

PASSIONATE OPPONENT OF TRUMP
Eminem’s political passion appears deeply felt, with the rapper going public with harsh denunciations of Trump even before Revival.

While Trump enjoys little celebrity support, Eminem’s hostility is notable as the two share much of the same demographic base. Eminem hails from Michigan and has personally struggled with some of the afflictions of working-class white Americans from the Rust Belt — addiction to painkillers and junk food and, to put it mildly in Eminem’s case, complicated family relationships.

Eminem — who on his last album apologized to his mother whom he once spoke of raping and killing — on Revival offers his regrets to Kim Mathers, his high school sweetheart whom he married and divorced twice.

“I loved you, but I hated that ‘me’ / And I don’t want to see that side again / I’m sorry, Kim,” he raps on “Bad Husband.”

Eminem’s oldest child — Hailie, who turns 22 on Christmas Day — makes a cameo in “Bad Husband” and also inspires one of the strongest songs on Revival — “Castle,” written around a series of letters addressed to his daughter over the years.

“Things that should have been private with me and your mother is public,” Eminem raps ruefully of his past songs.

And the song may draw a curtain. With the track, Eminem rapped that he is “100% finished” with airing family baggage. — AFP

North Korean soldier defects to South — Seoul

SEOUL — A North Korean soldier escaped to the South on Thursday across the heavily-guarded Demilitarized Zone that divides the peninsula, triggering gunfire on both sides of the tense border in the second defection in successive months.

The “low-ranking” soldier was spotted by South Korean soldiers using surveillance equipment as he crossed the land border near Yeoncheon in thick fog and made his way to a guard post, a spokesman for Seoul’s defense ministry said.

There were no shots at the time, he said, but about 80 minutes later South Korean troops fired around 20 rounds from a K-3 machine gun to warn off Northern guards who approached the border apparently looking for their comrade.

Two bursts of gunfire were later heard in the North, the spokesman said, but there were no indications of any bullets crossing the border.

The incident came a month after a rare and dramatic defection by a Northern soldier under a hail of bullets from his own side at Panmunjom, the truce village where opposing forces confront each other across a concrete dividing line.

On that occasion the defector drove to the heavily-guarded border at speed and ran across the border as North Korean troops fired at him. He was hit at least four times.

Footage showed the badly injured man being pulled to safety by two South Korean soldiers who crawled to reach him just south of the demarcation line.

He has since been recovering in hospital in the South.

Yeoncheon, where Thursday’s defection happened, is in the midwestern part of the DMZ, in Gyeonggi province.

Away from Panmunjom, the rest of the 4-kilometer (2.5-mile)-wide DMZ bristles with barbed wire and is littered with minefields, making any crossing extremely hazardous.

The latest defection was the fourth by a soldier across the DMZ this year.

But Kim Dong-Yub, defense analyst at the Institute for Far Eastern Studies at Kyungnam University in Seoul, said the sample size was too small to draw conclusions about a trend.

Two North Korean civilians also defected this week after being found drifting in a rickety engineless boat off the South’s eastern coast, Yonhap news agency reported, citing the Unification Ministry, which handles relations with the North.

They were spotted by a South Korean surveillance aircraft and picked up by a nearby navy vessel, it said.

The developments bring this year’s total for the number of people defecting directly to the South to 15, a Joint Chiefs of Staff tally showed — three times as many as in 2016.

Around 30,000 North Koreans have fled repression and poverty in their homeland to reach the South over the decades since the end of the 1950-53 Korean War.

According to Unification ministry data, 1,418 did so in 2016, but in the first 10 months of this year numbers fell 16.8%.

Analyst Mr. Kim told AFP: “The North’s chronic food shortages, which in the past were the prime reason for North Koreans to flee from the country, have not been so bad in recent years.”

The vast majority of defectors go first to China, with which the North shares a long border, and where they face the risk of being repatriated to an uncertain fate if caught. They travel on to the South later, usually via another country.

In November’s Panmunjom incident, footage showed a North Korean guard briefly crossing the border in hot pursuit before retreating.

The US-led United Nations Command said the North’s forces had violated the 1953 ceasefire that ended Korean War hostilities both by physically crossing the line and firing weapons over it.

The North Korean soldier, 24-year-old Oh Chong-Song, underwent multiple operations for his gunshot wounds at Ajou University Hospital in Seoul and was transferred to a military hospital last week, Yonhap said.

He has recovered enough to get to his feet and walk with help, it added, and has written a letter of thanks to the medical staff who treated him.

Mr. Oh wants to become a lawyer, said his surgeon Lee Cook-Jong, who gave him a law book.

“He said while in the North, he was unable to study much because of his military duty,” Mr. Lee was quoted as saying. “I just hope he will become a good citizen, whatever kind of occupation he chooses.” — AFP
