Team USA clinches fifth straight FIBA U17 crown

THE United States’ dominance in Under-17 World Basketball continued after it bagged its fifth straight FIBA U17 Basketball World Cup title on Monday, defeating France, 95-52, in the final at the Technical University Stadium in Santa Fe, Argentina.
Displaying its full arsenal anew on both ends of the court, the Americans simply were too much to handle for the French as they ran away with the title.
Meanwhile, earlier in the day, Batang Gilas ended its campaign in the tournament with a win, beating New Zealand, 73-51, for its second straight victory to finish at 13th place in the 16-team field.
The US was unstoppable at the start of the final game, racing to a 23-14 lead after the opening quarter.
France made its move back to start the second canto only for the Americans to recover as the period progressed, tightening its grip to extend their lead to 45-25 by the halftime break.
The US onslaught continued in the second half, allowing little headway for a comeback to its opponent.
The third period ended with the Americans on top, 77-38, and the fourth quarter rendered an extended victory lap for the reigning champions.
Isaiah Stewart led the US with 15 points with De’Vion Harmon adding 14.
Romeo Weems and Filipino-American Jalen Green added 12 and 11 points, respectively.
France, for its part, was paced by Killian Hayes’s 10 points.
The US’ Green was later named tournament most valuable player after averaging 15.7 points, 2.3 rebounds, 1.7 assists and 1.4 steals.
Joining Green in the All-Star Five were his teammate Vernon Carey, Jr, France’s Hayes, Andre Curbelo from third-placed Puerto Rico and Mali center Oumar Ballo.
ON WINNING NOTE
Earlier in the day, the Philippine national boys team exited the U17 World Cup on a winning note with an impressive stand against New Zealand and finished at 13th place.
Broke through with its maiden victory in the tournament previously against Egypt, 70-69, Batang Gilas followed it up with another spirited showing with Kai Sotto once again showing the way with 22 points, 10 rebounds and four blocks.
The Filipinos had it strong in the middle quarters to create some distance from the Kiwis and never looked after.
Terrence Fortea added 12 points for the Philippines with Gerry Abadiano and Shaun Chiu chipping in eight points apiece.
Rence Padrigao only had four points but had a game-high nine assists.
Mitchell Dance led New Zealand with 12 points.
The 13th place by Batang Gilas was an improvement from the 15th place the Philippines was at in the 2014 edition of the World Cup.
The final ranking after two weeks of competition had the US, France and Puerto Rico in the top three, followed by Canada, Turkey, Australia, Croatia, Montenegro, Dominican Republic, Serbia, Argentina, Mali, the Philippines, New Zealand, China and Egypt. — Michael Angelo S. Murillo

England dreams of World Cup glory

MOSCOW — England on Sunday was looking forward to its first World Cup semifinal since 1990 as Russian fans thanked their disappointed players after their fairytale World Cup run was halted by Croatia.
Gareth Southgate’s young team swept Sweden aside 2-0 on Saturday, sparking mass celebrations in England, where at least 20 million people watched the match on TV.
They will face Croatia, who had to endure a strength-sapping penalty shoot-out for the second consecutive match, in front of 80,000 people in Moscow’s Luzhniki Stadium on Wednesday.
But first Roberto Martinez’s exciting Belgian side will attempt to reach their first ever World Cup final when they play favorites France in Saint Petersburg on Tuesday.
England is basking in the team’s run to the last four of the World Cup as fans start to believe that they can lift the trophy for the first time since 1966.
“Southgreat” trumpeted the Sun on Sunday. “Cry God for Harry, England and St. George!” said the Sunday Telegraph.
Goals from Leicester defender Harry Maguire and Tottenham’s Dele Alli sealed victory against Sweden in Samara while man-of-the-match Jordan Pickford made three outstanding saves.
“England’s players have guaranteed they will return from the World Cup as heroes. Now they can dream of a grander ambition. Can they come home as legends?” asked former England defender Jamie Carragher in a column for the Sunday Telegraph.
NO FIFA BAN FOR VIDA
Croatia defender Domagoj Vida escaped a FIFA ban on Sunday after posting a clip dedicating his country’s victory over Russia in the quarterfinals to Ukraine.
The former Dynamo Kiev player scored an extra-time goal and one of Croatia’s penalties in a 4-3 shoot-out win over the World Cup hosts in Sochi on Saturday.
The ponytailed 29-year-old shouted “Glory to Ukraine!” in a video posted by former Croatia international Ognjen Vukojevic shortly after the match.
FIFA said it had studied the video and decided to issue a warning to Vida but would take no further measures.
Vida told Russian media after the clip was made public that he had meant no offense. “I love Russian people,” Vida was quoted as saying. “It was just a joke.”
“Glory to Ukraine!” was a slogan of the former Soviet republic’s pro-EU revolution that toppled a Russian-backed president in 2014.
The revolt was condemned as illegal by Moscow and sparked a crisis in relations between the two neighboring states.
Looking forward to the match against England, Croatia coach Zlatko Dalic told a press conference on Sunday that the game would be more open.
Russian fans paid tribute to their team, who exited the tournament after their defeat on penalties following 120 grueling minutes of football.
The Russians were the lowest-ranked of the 32 teams at the World Cup but, just as in the previous round against Spain, they refused to die despite enjoying just 36% of possession against a superior Croatian team.
Coach Stanislav Cherchesov led his players onto a stage to a heroes’ welcome in a Moscow fan zone. — AFP

WIM Shania Mae Mendoza

June has been a great month for Ms. Shania Mae Mendoza. She won the Philippine Women’s Championship in Alphaland Makati, and then enplaned for Davao where she won the ASEAN Under-20 Championship. This brought with it the automatic Woman International Master (WIM) title as well as a Woman International Grandmaster (WGM) title norm. Two more norms and she will get the full WGM title.
The Philippines does not have a whole lot of titled women players. So far, there are:
Woman Grandmaster (WGM): Janelle Mae Frayna
Woman International Master (WIM): Jan Jodilyn Fronda, Chardine Cheradee Camacho, Girme Fontanilla, Bernadette Galas, Cristine Rose Mariano-Wagman, Beverly Mendoza, Marie Antoinette San Diego, Catherine Secopito, Mikee Charlene Suede
Woman FIDE Master (WFM): Shercila Cua, Sherily Cua, Allaney Jia Doroy, Rulp Ylem Jose, Sheerie Joy Lomibao, Cherry Ann Mejia, Shania Mae Mendoza, Samantha Glo Revita, Michelle Yaon
Woman Candidate Master (WCM): Christy Lamiel Bernales, Mira Mirano, Kylen Joy Mordido.
We can now happily remove Shania’s name from the list of WFM and add her to the rolls of the Woman International Masters. This still has to be confirmed in the next FIDE Assembly but there is no problem here as it is an automatic title awarded to the ASEAN Under-20 Champion.
Also, lest we forget, Indonesia’s Dita Karenza and Davao native Ella Grace Moulic tied for second and were both awarded the silver medals, automatically making the La Salle 4th board Ella Grace Moulic a Woman FIDE Master (WFM).
Ms. Shania Mae sent me two games with her notes. I am delighted to share them with BW readers.

1.e4 c6 2.d4 d5 3.e5
In previous games I had a hard time dealing with 3.exd5 cxd5 4.Bd3 Nc6 5.c3 Qc7 so this time I chose to change my preferred line.
3…Bf5 4.h4 h6
Some people prefer to play 4…h5 here. On the one hand it stops White’s pawn offensive on the kingside. On the other hand though it weakens the g5–square and the h5–pawn may become a weakness. I guess it is a matter of taste whether Black chooses to move the h-pawn to h6 or h5.
5.g4 Bd7 6.h5
I was inspired by Caruana’s move in his game against GM Erwin L’Ami. 6.h5 prevents the possibility of black to play h5 and to have an outpost on f5 for his knight.
The variation 6.Nc3 e6 7.Be3 c5 8.f4 Nc6 9.Nf3 was the line that I previously played.
6…e6 7.f4 c5 8.c3 Nc6
The Caruana game continued 8…Qb6 9.Nf3 Bb5 10.Bxb5+ Qxb5 11.Na3 Qb6 12.Qa4+ Nc6 13.Nc2 cxd4 14.cxd4 Qa5+ (this is probably a mistake. Black should keep queens on the board as the White King is exposed) 15.Qxa5 Nxa5 16.Ke2 Ne7 17.b3 Rc8 18.Kd3 White went on to dominate the board on both sides and bring home a nice win. Caruana,F (2781)-L’Ami,E (2627) Wijk aan Zee 2013 1–0 53.
9.Nf3 Qc7?!
I prefer 9…Qb6 instead of 9 …Qc7 because it only helps White’s development. 10.Rh2 cxd4 11.cxd4 Bb4+ 12.Nc3 Nge7 13.a3 Bxc3+ 14.bxc3 Na5 followed by Rc8.
10.Be3 Qb6 11.b3
[11.Rh2 is also possible]
11…cxd4 12.cxd4 Rc8 13.Rh2 Bb4+ 14.Kf2 Na5 15.Kg1 Bc3
[15…Bb5 16.Bxb5+ (or 16.Rg2) 16…Qxb5 17.Rc2 White is better]
16.Nxc3 Rxc3
White is better in this position because of the lead of development and space advantage of white.
17.Qe1 Rc8 18.Rf2 Ne7 19.Bd3 Nac6 20.Rd1
My plan is to play Bb1, Nh4 and f4–f5 to open up the position in the kingside and exploit Black’s weaknesses.
20…Kd8
Ella Grace sees the gathering storm in the kingside and decides to transfer her king to the queenside.
21.Bd2 <D>
POSITION AFTER 21.BD2
21…Kc7
After 21…Nxd4 there is a nice trick: 22.Nxd4 (22.Ba5?? does not work because of 22…Nxf3+ 23.Kf1 Nxe1 24.Bxb6+ axb6 25.Rxe1 Black has an extra knight and pawn) 22…Qxd4 23.Ba6! Qc5 (23…Qb6?? 24.Ba5) 24.Bxb7 Rb8 25.Ba6 White has grabbed a clean pawn.
22.b4
It turns out that the Black King is not safe either on the queenside!
22…Kb8
[22…Nxd4?? 23.Nxd4 Qxd4 24.Be3+– the queen is trapped]
23.Bc3
I didn’t want to risk anything but when I got back to my quarters I analyzed 23.b5! Nxd4 24.Nxd4 Qxd4 25.Bb4 Rhe8 26.a4 and White’s position is very strong.
23…a6?
She shouldn’t have allowed me to play a2–a4 without any resistance. The move 23…Nd8 would have kept on fighting.
24.a4 Na7 25.b5 axb5 26.Ba5 Qa6 27.Bb4 Rc4
No choice. 27…Nec6 28.Bd6+ Ka8 (28…Rc7 29.axb5 Nxb5 30.Ra1 Qb6 31.Bc5 wins the queen just the same) 29.axb5 Nxb5 30.Ra1 wins Black’s queen.
28.axb5 Bxb5 29.Bxc4 dxc4 30.Bxe7
The game is already ripe for resignation.
30…Nc8 31.Bb4 Qc6 32.Ra1 Ba4 33.Bc5 b5 34.Qa5 Qb7 35.Kg2 Na7 36.Qc3 Kc8 37.Rb2 Qa6 38.Bxa7 Qxa7 39.Rxb5 1–0

1.e4 e5 2.Nf3 Nc6 3.d4 exd4 4.Bc4
I didn’t expect this. 4.Nxd4 was the move that she always plays after which the game can go 4…Nf6 5.Nxc6 bxc6 6.e5 Qe7 7.Qe2 Nd5 8.c4 (Word of warning, I have seen people play the move order 8.Nd2 first before 9.c4. This is inaccurate because of 8.Nd2 g6 9.c4 Nf4! this move is possible because White’s knight is on d2. 10.Qe3 Bh6 11.Qc3 Bg7 12.Nf3 Ne6 13.Bd3 f6 Black is better) 8…Nb6 9.Nc3 Ba6 intending to follow up with Qe6, Bb4 and d7–d5. According to the Greek openings expert Nikolaos Ntirlis (“Playing 1.e4 e5”) this line is the main reason why elite players’ enthusiasm for the Scotch has stalled.
4…Nf6 5.e5 d5 6.Bb5 Ne4 7.Nxd4 Bc5 8.0–0?!
Ntirlis says that 8.Be3 is the only way for White to maintain equality. Why? I’m afraid you have to buy Ntirlis’ book to get the answer.
8…0–0 9.Nxc6
The same Ntirlis points out that 9.Bxc6 bxc6 10.Nxc6 (10.Be3 Qe8! “White must worry about several ideas, including Qxe5, f7–f6 and Ba6.”) 10…Qd7! 11.Nd4 Qe7! 12.Bf4 f6! is already better for Black, as per Neuvonen-Timmerman, corr 1991. “Timmerman is a living legend among correspondence players and I always trust his analysis in the open games, as he never wastes a chance to punish an opponent for venturing a dubious sideline.”
9…bxc6 10.Bxc6 Ba6!
We are still in Ntirlis’ book! After I played this move my opponent spent about 30 mins figuring things out but wound up worsening her position.
11.b4
Alternatives:
11.Qxd5 Bxf1 12.Qxe4 (12.Kxf1 Qh4 White should resign) 12…Bb5! 13.Nc3 (13.Bxb5 Qd1+ 14.Bf1 Qxc1 winning) 13…Bxc6 14.Qxc6 Bd4 15.Bf4 Rb8! 16.b3 Qe8 17.Qf3 Rb6 Black is better;
11.Bxa8 Bxf1 12.Be3 (12.Kxf1 Qh4 13.Qf3 Rxa8 Black is clearly better; 12.Bxd5 Bc4 Black is winning) 12…Bxe3 13.fxe3 Bxg2! 14.Qg4 (14.Kxg2? Qg5+ followed by Qxe3) 14…Bh3 15.Qxh3 Qg5+ 16.Kf1 Rxa8 Black is likewise winning.
11…Bxb4 12.Bxa8 Bxf1 13.Kxf1 Qh4
In this position I have a huge advantage.
14.Be3 Rxa8 15.h3 Rd8 16.Bxa7? c5! 17.Qe2 Qe7 18.Bb6 Qxe5 19.c3 Qh2 20.Qb5 Nd6 21.Qc6 Re8 22.Qxe8+ Nxe8 23.cxb4 Qh1+ 24.Ke2 Qc1 0–1
Very impressive. I think it is only a matter of time before she becomes the Philippines’s second WGM after Janelle Mae Frayna.

Bulls stuck in ‘No Man’s Land’

Heading into the offseason, the Bulls privately expressed optimism that they would be able to re-sign free-agent-to-be Zach LaVine to a reasonable contract. Bolstering their positive outlook was the fact that he began his 2017-18 campaign recovering from an anterior cruciate ligament tear and ended it with knee tendinitis, managing to play only 24 games in between. His youth gave him value, but his reliance on his athleticism to prop up his offense and seeming absence of interest at the other end of the court were red flags that they felt would give potential suitors pause.
As things turned out, the Bulls did have competition for LaVine’s services. In fact, the Kings’ offer of $78 million over four years made him a strong candidate for departure. For all his upside, he didn’t appear to be worth burning close to a fifth of their salary cap on. That said, they knew they ultimately had no choice but to match the numbers. Letting him walk away with nothing in return would serve to further alienate a fan base who thought they got pennies to the dollar when they sent lone All-Star Jimmy Butler to the Timberwolves last year. He was the centerpiece of their returns from that deal, never mind that it also netted them All-Rookie First Team selection Lauri Markkanen and eventual starter Kris Dunn.
Certainly, the Bulls were as shocked as the rest of the world when the Kings sought to lure LaVine with the generous terms. After all, the latter already had Buddy Hield and Bojan Bogdanovic playing the same position. In any case, the incumbent employers acted accordingly, prompting the two-time Slam Dunk champion to change his tune from “disappointed that I had to get an offer sheet from another team” to “can’t wait to get back on the court with my brothers in front of the greatest fans in the world.” His emotions went from one extreme to the other in less time than it took for Lazarus to rise from the grave.
The good news is that the Bulls remain significantly under the cap even counting LaVine’s paychecks. At the very least, their favorable position gives them the leeway to plot their strategy moving forward. With the East suddenly more open following LeBron James’ exit, they could ramp up their recruitment and take in more costly talent in hopes of improving their lot. Alternatively, they could go the conservative route and strike only when marquee pieces are on the board.
On the flipside, the Bulls don’t quite possess the cachet to entice big names — not with general manager Gar Heard’s spotty slate across the table, and not when LaVine is the best they can show on the floor. Which, in a nutshell likely keeps them stuck in No Man’s Land, not too bad to snag valuable lottery picks, but not too good to realistically cast a moist eye on the hardware. In stifling the Kings, they may have simply prolonged their agony.

BusinessWorld Discussions | Episode 04 | Richard Bergonia

Richard Bergonia can’t claim to have seen everything.
But as someone who worked abroad on a ship for more than a decade, he has definitely seen a lot more than the rest of us.
As a security staffer of a cruise vessel, he has encountered poseurs masquerading as guests, would-be stowaways trying to board, and people without papers hoping to clear immigration.
But all that is behind him.
After all, Richard is now a Grab partner-driver, grateful that he has been able to finally come home and earn a living, thanks to the ride-sharing industry.
Besides picking up and dropping off passengers, the former overseas Filipino worker has also been elected president of a Grab drivers group in Quezon City.
In this podcast, which is produced in collaboration with Grab, Richard also offers tips to both drivers and passengers alike to make trips more enjoyable despite the heat, the traffic, and the struggle of living in a city as big and as colorful as Metro Manila.

PSEi ends flat as inflation dampens sentiment

By Arra B. Francia, Reporter
SHARES barely moved on Monday as the higher inflation print in June and a projected interest rate hike in August dampened investor sentiment.
The 30-member Philippine Stock Exchange index (PSEi) ended flat at 7,186.62 Monday, July 9, slipping by a mere 0.09 point.
The broader all-shares index was also relatively unchanged with a 0.04% decrease or 2.04 points to 4,385.30.
“The PSEi traded around the 7,200, but the overhang from the inflation data and forecast of a 50-basis point increase during the Aug. 9 BSP (Bangko Sentral ng Pilipinas) meeting still weighed on the market,” Regina Capital Development Corp. Managing Director Luis A. Limlingan said in a mobile message.
A sell-off was observed in stocks of Metropolitan Bank & Trust Co. — also the most actively traded name of the day — following rumors of being involved in a loan scam. While the company clarified that the rumor was not true, shares still fell 2.72% or P1.90 to close at P67.85 each on Monday.
The main index bucked the trend in its regional and international counterparts, which mostly showed gains on Monday and over the weekend.
In Wall Street, the Dow Jones Industrial Average jumped 0.41% or 99.74 points to 24,456.48. The S&P 500 index firmed up 0.85% or 23.21 points to 2,759.82, while the Nasdaq Composite index climbed 1.34% or 101.96 points to 7,688.39.
Majority of Asian indices also ended in the green.
“In light of the lack of positive leads, and the still evident slack in overall activity, the gains, thin as they already were, disappeared heading into the final hour of morning trades. It steadied for some time at the +5 and +6 points, but with nothing to propel it, the pessimism resurfaced,” Philstocks Financial, Inc. Research Head Justino R. Calaycay, Jr. said in an e-mail.
Locally, sectoral indices were equally split between gainers and losers. Holding firms led the increase with an uptick of 0.42% or 29.61 points to 7,050.86, followed by financials which rose 0.12% or 2.22 points to 1,774.01. Property, meanwhile, added 0.01% or 0.61 point to close at 3,553.13 Monday, July 9.
Meanwhile, industrials dropped 0.97% or 101.16 points to 10,231.05; mining and oil shed 0.39% or 37.93 points to 9,560.27; while services went down 0.17% or 2.42 points to 1,411.74.
Value turnover thinned further to P3.38 billion after some 606.5 million issues switched hands, dropping from the P4-billion turnover average seen last week.
Decliners outpaced advancers, 105 to 81, while 49 names were unchanged.
Foreign investors remained sellers for the third straight day, dumping a net P730.88 million in funds versus the P637.98-million net sales recorded on Friday.

Peso climbs slightly as dollar slips after mixed US jobs data

THE PESO strengthened a tad against the dollar on Monday following the release of unemployment data in the United States last Friday.
The local unit ended Monday’s session at P53.40 versus the greenback, two centavos stronger than the P53.42-per-dollar finish on Friday.
The peso strengthened immediately as it opened the session at P53.35 versus the dollar. It rose to a P53.32 high, while its intraday low stood at P53.405 against the greenback.
Dollars traded rose to $620.2 million from the $506.5 million that switched hands in the previous session.
A foreign exchange trader said on Monday that the peso has “traded within the same range over the past few days.”
“There’s not much difference from the previous days. The range was still the same,” the trader said in a phone interview. “Although the dollar was generally weak across the board over the weekend, the dollar-peso didn’t move much.”
The trader added that market players priced in the US non-farm payrolls data released last Friday.
The US economy added 213,000 jobs in June, data released by the Bureau of Labor Statistics last week showed. This was higher versus the 195,000 market expectation in a Reuters poll.
However, unemployment rose to four percent in the same month as more people sought new jobs.
“The unemployment rate was higher. It’s because of the participation rate which effectively, if you look at it, was a stronger number because more people returned to the labor force,” the trader explained.
Meanwhile, another trader said the local unit closed a tad stronger after the US labor report “came weaker” despite the formal imposition of US tariffs on China.
The US started imposing 25% tariffs on $34 billion worth of Chinese goods on Friday, initiating a trade war. In response, China responded by imposing tit-for-tat levies on American goods including cars, soybeans and lobsters.
For Tuesday, the traders expect the peso to move between P53.30 and P53.50 versus the dollar.
“The peso might weaken amid expectations of softer June local exports data to be released [on Tuesday],” the second trader noted.
Most Asian currencies also strengthened on Monday, as the dollar struggled near 3-1/2 week lows after closely watched US wages indicators disappointed the market.
Riskier assets globally, including the regional currencies, took some respite from an escalation of the Sino-US trade dispute after both countries on Friday slapped tit-for-tat tariffs on each others’ goods.
The dollar index against a basket of six major currencies was 0.1% lower at 93.915.
The Taiwanese dollar gained 0.4% against its US peer, hours ahead of exports data which is expected to show solid, albeit slightly moderating growth.
The Indian rupee, the worst performing Asian currency this year, was up 0.3%. Inflationary concerns from higher oil prices and the fiscal cost of a recent hike in minimum support prices, a government program that buys crops from farmers, are expected to cap gains.
Indonesia’s rupiah firmed 0.2% to 14,338. Perry Warjiyo, the country’s central bank governor, flagged US-China trade tensions as a concern to growth. Indonesia has raised its benchmark rate by 100 basis points so far this year to defend a fragile rupiah. The government also recently announced a plan to review capital goods imports to control the current account deficit.
The Chinese yuan, which has been hit hard recently amid the intensifying Sino-US trade row, was 0.4% firmer at 6.623 per dollar as investors looked ahead to a data-heavy week. — Karl Angelo N. Vidal with Reuters

CBCP issues ‘exhortation’ after Duterte’s attacks

THE CATHOLIC Bishops Conference of the Philippines, in a news conference on Monday, July 9, issued a “Pastoral Exhortation” that addressed, in part, “those in this world who boast of their own wisdom, those who arrogantly regard themselves as wise in their own estimation and the Christian faith as nonsense, those who blaspheme our God as stupid.”
The CBCP message, which also flagged the consequences among the poor of the government campaign against drugs and criminality, was issued before President Rodrigo R. Duterte was scheduled to meet also that Monday afternoon with CBCP president and Davao Archbishop Romulo G. Valles, who presided over the press conference with CBCP vice-president, Caloocan Bishop Pablo Virgilio S. David.
Also joining them was Bishop Mylo Vergara, who heads the CBCP’s commission on social communications.
Archbishop Valle and Mr. Duterte subsequently met at Malacañang at 4:00 p.m. and both agreed on “a moratorium on statements about the Church,” according to Presidential Spokesperson Harry L. Roque, Jr.
The statement, as attributed to Archbishop Valles on behalf of the CBCP said in part, “And to those who ridicule our faith, we say with St. Paul, “God chose the foolish of the world to shame the wise, and God chose the weak of the world to shame the strong, and God chose the lowly and despised of the world, those who count for nothing, to reduce to nothing those who are something, so that no human being might boast before God’ (1 Cor 1:27-29).”
The statement also said: “In these times of darkness, when there’s so much hatred and violence, when murder has become an almost daily occurrence, when people have gotten so used to exchanging insults and hurting words in the social media, we admonish the faithful to remain steadfast in our common vocation and mission to actively work for peace.”
The statement added further: “How are we to deal with fellow ‘Christians’ who see nothing wrong about the killings, who just laugh when our God is blasphemed, and who take part in passing on fake news?”
“There will always be those among us who profess the faith in Christ but are so easily seduced by the empty promises of Satan. Remember him who once sold the master for 30 pieces of silver because he had allowed himself to be mastered by Satan? St. Paul is right in saying, ‘… there have to be divisions among you in order that those who are genuine among you may become known’ (ESV 1 Cor 11:19),” the statement also said.
BW-Quote-Card-CBCP1
“Our sufferings as Church leaders are nothing compared to the sufferings of the poor in our country. Do we not hear the cry of poor slum-dwellers being jailed for “loitering”? Have they forgotten that for the homeless urban poor — the little alleys between their flimsy homes also serve as kitchens, bathrooms, recreation spaces, and playgrounds for their children?”
“Do we not feel the sufferings of drug addicts who are labelled as ‘non-humans,’ and are stigmatized as criminals when their names end up in the dreaded ‘drug watch lists’?”
“Do we not care about the misery of people charged of drug-related offenses and packed like sardines in extremely congested jails? Can we even bear the thought of seeing most of them languishing in jail, knowing that rehabilitation is what many of them need?”
The CBCP also said that it “humbly admits” that it is a Church of “sinners called to conversion and holiness at the same time.”
“We bow in shame when we hear of abuses being committed by some of our fellow Church leaders — especially those ordained to ‘act in the person of Christ’. We hold ourselves accountable for their actions, and accept our duty to correct them — as duly mandated by our own higher authorities in the universal Church. We humbly admit that we have many weaknesses and shortcomings, human as we are. We have no reason to justify our weaknesses on the basis of our participation in the human condition, because we profess faith in the God who embraced the human condition, precisely to set a new template of humanity in his son Jesus Christ,” the statement also said.
The statement said further: “There are those who accuse us of getting involved in political moves to destabilize the government. Nothing can be farthest from the truth. Our concern is never the establishment of any earthly kingdoms. Worldly kingdoms come and go. We work only for God’s kingdom which is beyond this world — so that we can start learning to live life “on earth as it is in heaven” (Mt 6:10). For the times in our history when we fell into the temptation of working for political power, we can only bow in shame and say, never again!”
“The Church respects the political authority, especially of democratically-elected government officials, as long as they do not contradict the basic spiritual and moral principles we hold dear, such as respect for the sacredness of life, the integrity of creation, and the inherent dignity of the human person,” the statement said.
Sought for comment about the CBCP statement, University of the Philippines (UP) law professor Antonio G.M. La Viña said, “I think the CBCP has to stand up for what it stands for [and] what it believes in….But the real scandal for me is that the crimes against humanity are being committed around us, with the poor as the victim. The Church has to stand up to that, and I am glad that they did if that is the language they used, which is clearly a very strong statement to me.”
He added: “And it’s good because the person who leads the CBCP is the archbishop of Davao who knows Duterte very well. This is not something personal. It’s based on objective facts on the ground, and bishops have to respond to the objective facts on the ground. It actually doesn’t matter whether they like it or not. What really matters is it’s a fact on the ground, where there are thousands of people getting killed.”
On whether the statement calls to mind the Catholic Church’s engagement in national issues during the time of the late Manila Archbishop Jaime L. Cardinal Sin, Mr. La Viña said, “It’s a different time. It’s a different situation. It’s like comparing oranges and apples….Marcos era was a different era and with different challenges. But the values are the same: the value of human life, the importance of respect in language, the veneration of God–these are all universal and timeless. In that sense, they are the same.”
“[But] If you are asking me if bishops are calling for the withdrawal of the people’s support for the government, [the answer is] no… But what’s remarkable is that they are able to come to this quickly, a couple of years after the President took office. I would say also, (it’s) unprecedented kasi yung (because) people who are dying, the language of the President is also unprecedented.”
Mr. La Viña also noted in part, “The reason why the President keeps on talking like this is that people applaud him. If people are not clapping or applauding, if people are actually walking out, he will no longer say those things.” — Arjay L. Balinbin

Carpio: 2016 Hague ruling enforced by US, other powers

By Camille A. Aguinaldo, Reporter
THE WORLD’S naval powers are doing the “heavy lifting” in enforcing the arbitral tribunal award on the South China Sea dispute two years since its ruling, without the support of its primary beneficiary the Philippines, Acting Chief Justice Antonio T. Carpio said on Monday.
In his speech at the Kasarinlan Foreign Policy Forum, Mr. Carpio said the navies and the air forces of countries such as the United States, United Kingdom, France, Australia, Canada, India and Japan have been sailing and have been flying in the South China Sea to assert freedom of navigation and overflight.
“These naval and air operations enforce the part of the Award affirming the existence of high seas and EEZs (exclusive economic zone) in the South China Sea. This is the necessary consequence of the naval and air operations of the world’s naval powers in the South China Sea,” he said.
“Fortunately for the Filipino people, there is clearly enforcement of a core part of the award by the world’s naval powers, even if there is inexplicable reluctance on the part of the Duterte administration to enforce the award. The heavy lifting in the enforcement of the award is being done by the world’s naval powers with practically no support whatsoever from the Philippines, the state that overwhelmingly won the Award and the state that stands to benefit immensely from the enforcement of the award,” he added.
Mr. Carpio, who was part of the legal team in the arbitration case, made the statement three days before the arbitral tribunal award on the South China Sea dispute between the Philippines and China marks its second anniversary on Thursday.
On July 12, 2016, the ruling of the Permanent Court of Arbitration (PCA) in the Hague, Netherlands, invalidated China’s nine-dash line argument claim over the South China Sea. Some features in the region were also declared part of the Philippines’ EEZ.
Mr. Carpio appealed to the public “to preserve and protect the Award so the next administration can enforce the award” since the Duterte administration has chosen to set it aside. He said the award had expanded the high seas in the region, where its resources became part of the “global commons, belonging to all mankind,” contrary the China’s exclusive claim.
Mr. Carpio also countered the reasons cited by those who believed the Philippines should not take action in enforcing the award, including the statements of President Rodrigo R. Duterte citing war as a consequence of confronting China on the maritime issue.
“War is not an option and has never been an option. Our Constitution prohibits war as an instrument of national policy, which means it is unconstitutional to go to war to enforce the award,” he said, noting that war also violates international laws.
He said arbitration was a peaceful means of settling disputes as was expressly provided by the UN Convention on the Law of the Sea (UNCLOS).
He also advised against the Philippines distancing itself from the South China Sea dispute.
“Those who hold this view are totally blind to China’s blatant physical seizure of Philippine maritime zones and territory in the West Philippine Sea…. The core dispute in the South China Sea is China’s appropriation of the high seas which belong to all mankind, and more importantly, China’s seizure of the EEZs of the Philippines, Vietnam, Malaysia, Brunei and Indonesia. If today China abandons its illegal appropriation of the high seas and stops its unlawful seizure of the EEZs of these coastal states, there will be no simmering dispute in the South China Sea,” he said.
In a related development, senators in the minority bloc filed Senate Resolution No. 779 on Monday seeking an investigation into the successive “technical stops” of Chinese military aircraft in Davao City’s airport, noting the lack of agreement between the Philippines and China over the use of the airport for the Chinese military.
“The successive occurrence of Chinese military planes making technical stops in Davao City raises the question of whether the Constitution’s proscription against the presence of foreign troops in the country is being violated by the Duterte administration,” the senators said in a statement.
The senators also filed another resolution, Senate Resolution No. 780, calling for an investigation into the Duterte administration’s plan to air Filipino-dubbed Chinese shows and movies in state-run People’s Television Network (PTV 4), raising concerns on the danger of spreading Chinese propaganda in state-run media.

Another round of jeepney fare hike still possible — LTFRB

By Denise A. Valdez
THE LAND Transportation Franchising and Regulatory Board (LTFRB) said another fare hike for public utility jeepneys (PUJ) is still possible as hearings on the petition of five transport groups for a P2 increase continue.
In a message to BusinessWorld on Monday, the office of LTFRB Chairman Martin B. Delgra III said the P1 uptick on jeepney fares implemented last week is only a “provisional increase,” and the main petition for a fare hike will still undergo hearing.
It added that a possible fare hike would depend on the conclusion of the hearing that has yet to be scheduled.
On Friday, the LTFRB released a new jeepney fare matrix increasing the minimum fare for the first four kilometers in the National Capital Region and Regions 3 (Central Luzon) and 4 (Calabarzon) from P8 to P9.
In the written order, LTFRB said the partial granting of the fare hike is in consideration of the continuing rise in inflation and the increasing costs of fuel.
The order noted that inflation in May reached 4.5%, but did not yet factor in the June inflation, which rose to 5.2%, higher than the estimates of markets and the Bangko Sentral ng Pilipinas.
Mr. Delgra said inflation is one of the many factors LTFRB considers in making decisions on fare hike.
“This is why a proper en banc hearing is done so all factors are covered, in fact, National Economic and Development Authority (NEDA) will be consulted as well on this matter,” he said.
Five jeepney groups filed a petition for a P2 fare hike to the LTFRB due to the rising prices of fuel.
These are Pangkalahatang Sanggunian Manila & Suburb Drivers Association Nationwide, Inc. (PASANG-MASDA), Federation of Jeepney Operators and Drivers Association of the Philippines (FEJODAP), Alliance of Concerned Transport Organization (ACTO), Land Transportation Organization of the Philippines (LTOP) and Alliance of Transport Operators and Drivers Association of the Philippines (ALTODAP).
In an LTFRB hearing in May, the petitioners cited that the price of diesel has gone up by almost P10 since January after the passage of the Tax Reform for Acceleration and Inclusion (TRAIN) law.
Roberto “Ka Obet” Martin of PASANG-MASDA said jeepney drivers consume around 15 to 20 liters of fuel daily for short distance trips. This means a jeepney driver spends up to P900 for fuel every day, using a base price of P45 for diesel.
