WITH ONLY 12 of Cebu City’s 80 barangays having a material recovery facility (MRF), the city council’s committee on laws is now looking at the proposed ordinance establishing a centralized MRF within the service area of the controversial landfill in Barangay Inayawan. Councilor Eugenio Gabuya, Jr., chairman of the public services committee and author of the proposed ordinance, said the centralized MRF is an “efficient and effective” way of addressing the tons of generated trash. “In MRF, you will be able to separate the non-biodegradable waste to biodegradable and only 10% residual will be thrown into the landfill or into waste-to-energy facility,” Mr. Gabuya said, adding that the facility is envisioned to be part of the Inayawan landfill’s rehabilitation. He said funding for the MRF construction could be sourced from the city’s solid waste management budget, but they are also open to other options such as contractual arrangements with the private sector, joint venture, or a build-operate-transfer project. — The Freeman
